• we go to the root of the situation, giving it a completely new configuration: a fully informative money<br />
system, putting at the disposal of the whole society the information obtained, excluding personal data<br />
which are protected by justice.<br />
The last one may seem the most intelligent of the three possibilities.<br />
Therefore, the information produced by the telematic monetary network must be guarded with respect to<br />
personal references by a justice independent from the state <strong>and</strong> from any real or legal power.<br />
But the centralized filing of the cheque-invoices, when they have been emptied of personal references,<br />
produces sectorial analytic statistics which include all the geo-political society, <strong>and</strong> which can be easily<br />
socialized: that is, put at the disposal of all the population, in all its social classes <strong>and</strong> cultural levels.<br />
This socialization of all the telematic monetary network <strong>and</strong> of all the information produced by it, implies in<br />
our proposed plan:<br />
a. the free property <strong>and</strong> private initiative in the production of the technical team, both with respect to<br />
machines <strong>and</strong> programmes.<br />
b. the purchase of all the necessary equipment for the installation of the network <strong>and</strong> its maintenance,<br />
besides payment of salaries to all the members of the informatic technical teams, wholly for the<br />
account of the Treasury of the geo-political society.<br />
c. <strong>and</strong> the free access for any member of society -individual or collective- to all analytic or statistic,<br />
sectorial or global, information, produced by the telematic monetary network, always free from<br />
personal references.<br />
In this way the telematic monetary network can become a real common wealth, at the total, free <strong>and</strong><br />
gratuitous disposal of:<br />
1. All the population in general: free citizens who wish to be permanently informed on the evolution of<br />
the macro-utilitarian magnitudes of their region, town, quarter, etc.<br />
2. All the utilitarian agents: both producers <strong>and</strong> consumers, but very especially the former ones, who will<br />
therefore act on the <strong>market</strong> with more knowledge <strong>and</strong> therefore more effectively.<br />
3. All the <strong>market</strong> researchers: they will have a high quality metric information, necessary to compare<br />
experimentally their models, up to now exclusively theoretical.<br />
4. The state: which as a conductor of the geo-political society, will by this means have a privileged<br />
instrument to direct <strong>and</strong> compare its legislative <strong>and</strong> executive actions.<br />
The democratization <strong>and</strong> popularization of all this information is easy to organize, through various means:<br />
telematic screens in public buildings, special consulting cubicles, the home television screen... The screens can<br />
show the information as graphs, synthetic images h<strong>and</strong>ling colours <strong>and</strong> forms in such a way to produce a<br />
popularization underst<strong>and</strong>able at any cultural level <strong>and</strong> by anybody watching television.<br />
5. Legislative suggestions on the monetary transition.<br />
The theoretical proposal of a change in the money system, if it is to be applicable, must go together with a<br />
complete <strong>and</strong> objective study on the way to carry out this change.<br />
This is not the place to make this study, but we can submit some suggestions on the way to go over from the<br />
present regime of anonymous money to a regime in which the telematic cheque-invoice would be the only<br />
legal monetary instrument.<br />
The first action of any state wishing to introduce the cheque-invoice as the sole legal monetary instrument<br />
must be the radical suppression of all the monetary instruments in force. It will be necessary to give a legal<br />
term for their conversion into money units recorded in a fully personalized current account.<br />
