Chhattisgarh Assembly Elections 2008<br />
Winning Candidates (MLAs) Criminal and Financial Record<br />
Chhattisgarh Election Watch (CGEW) 2008: Date 12 Dec, 2008<br />
General: In 2008 Chhattisgarg Assembly elections, a total of 1066 candidates contested<br />
<strong>for</strong> 90 seats, representing 40 parties. Out of 40 parties, only 3 parties have been<br />
successful in sending one or more MLAs into the Vidhan Sabha. 37 parties that contested<br />
elections did not win a single seat.<br />
CGEW has looked at affidavits of all winning candidates (MLAs) coming into the newly<br />
<strong>for</strong>med Vidhan Sabha. 10 affidavits available on Chhattisgarg CEO’s website are not<br />
scanned properly and unclear details in them have not been taken into account. We have<br />
requested the Electoral office to have these affidavits re-scanned and be put on the<br />
website, so that general public can access this in<strong>for</strong>mation.<br />
MLAs with criminal background:<br />
There are 11 newly elected MLAs with criminal cases pending against them. The party<br />
wise distribution of these MLAs is:<br />

As compared to 2003, the no of MLAs with criminal records has marginally gone down<br />
from 12 to 11. In the 2003-2008 Vidhan Sabha, BJP had 11 and others 1 MLAs with<br />
criminal records.<br />
There are 4 MLAs with serious charges of crimes against them, including murder,<br />
attempt to murder, extortion, cheating, <strong>for</strong>gery, etc. The list of all these candidates is<br />
attached at the end.<br />
Financial Background:<br />
There are 23 crorepati MLAs in the new Vidhan Sabha. Congress has 16 crorepatis and<br />
BJP has 7 crorepatis.<br />
As the table below shows, the chances of winning are higher <strong>for</strong> candidates with more<br />
assets. At one extreme, 0% of candidates with declared assets of Rs 5 Lakhs or less won.<br />
At the other, 31% of candidates with declared assets of Rs 5 Cr or more won.

The average asset of winners is 2.69 Crores. The average asset of a congress MLA is 5.2<br />
Crores and that of BJP is 5.13 Cr. There are only 6 MLA with asset value less than 5<br />
lakhs.<br />
32 MLAs have not declared their PAN number. Two of these MLAs are crorepatis. All<br />
candidates who have not declared their PAN numbers are listed at the back.<br />
Vehicle Ownership:<br />
4 MLAs with assets worth more than a crore have declared that they own no vehicle.<br />
Women MLAs:<br />
There are only 11 women MLAs in the new Vidhan Sabha, 6 from BJP and 5 from<br />
congress. In 2003, only 5 women were elected to the Vidhan Sabha, The % of women<br />
MLAs in Chhattisgarh is now around 12%.<br />

There are a total of 29 SC and 10 ST who have made it to the 2008 Vidhan Sabha. The<br />

About CGEW<br />
Chhattisgargh Election Watch (CGEW) is part of a nationwide campaign called National Election<br />
Watch (NEW) working on improving democracy and governance in India. It is a citizen led nonpolitically<br />
aligned, non-partisan ef<strong>for</strong>t. This time several NGOs, civil society and peoples’<br />
organizations from Chhattisgarh are participating in this ef<strong>for</strong>t. These include ADR (<strong>Association</strong><br />
<strong>for</strong> <strong>Democratic</strong> Re<strong>for</strong>ms), NGM(Nadi Ghati Morcha), PRAYAS, CGCI(Chhattisgarh Citizens<br />
Initiative), CART(Chhattisgarh Action and Research Team), and several others.<br />
The National Election Watch (NEW) is a nationwide campaign comprising of more than 1200<br />
NGO andother citizen led organizations working on electoral re<strong>for</strong>ms, improving democracy and<br />
governance in India. The National Election Watch is active in almost all states of India and has<br />
done election watch <strong>for</strong> all states and Lok Sabha elections since ADR, along with couple other<br />
organizations, won the PIL in Supreme Court in 2002 to making disclosure of educational,<br />
financial and criminal background of electoral candidates mandatory.
About ADR<br />
<strong>Association</strong> <strong>for</strong> <strong>Democratic</strong> Re<strong>for</strong>ms (ADR) is a Non-Political, Non-Partisan and a Non-<br />
Governmental Organization whose PIL filed in Dec 1999 culminated in a Supreme Court order<br />
on Mar 13, 2003 requiring disclosure of criminal, financial and educational background of all<br />
contesting candidates. Since then ADR has done Election Watches in almost all State Assembly<br />
and Lok Sabha elections. It continues to works towards strengthening democracy and governance<br />
in India by focusing on fair and transparent electoral and political processes. It is currently<br />
conducting election watch is all states going <strong>for</strong> assembly polls. You can learn more about ADR<br />
