North East Election Watch 

Analysis for Assembly Contestants: FOR IMMEDIATE RELEASE 

Date: Apr 27, 2009 

Sikkim, April 27, 2009: Association for Democratic Reforms (ADR) and National Election Watch (NEW), a 

nationwide campaign comprising of more than 1200 NGOs and other citizen led organizations, has been working on 

electoral reforms, improving democracy and governance in India. It has analysed 167 affidavits of candidates 

contesting in constituencies and has prepared this report. All the candidate profiles considered in this report are now 

available at http://myneta.info 

The following pages give the number and percentage of candidates, constituency wise as well as party wise, criminal 

records, total assets (more than Rs.1 Crore), PAN Card Declaration and Educational details. (The data is available 

for 167 candidates). 

Highlights: 

1. Total no. of Candidates with Criminal Records = 23 of 167 candidates or 13.77% 

2. Most of the major political parties have fielded candidates with criminal records, with top parties being 

INC (10) or 31.25%, SHRP (4) or 19.05%, SGPP (3) or 11.11%, CPI(M) (1) or 33.33%, and BJP (1) or 

9.09%. 

3. There is 1Red Alert constituency in Assembly elections where there are 3 or more candidates contesting 

with criminal background. 

4. There are 8 candidates who are charged of heinous crime which includes murder, attempt to murder, 

kidnapping, extortion, etc. Out of these 6 candidates belong to INC, SDF (1) and IND (1). 

5. 39“Crorepatis” are contesting elections in Assembly elections in Sikkim. SDF (18) or 56.25%, INC (8) or 

25%, BJP (4) or 36.36%, SGPP (2) or 7.41%, and SHRP (1) or 4.76%. 

6. Percentage of contesting crorepatis is 23.78% in Sikkim in Assembly elections. 

7. Among major parties, the average asset per candidate for SDF is 1.70 crores, BJP is 76.01 lakhs, INC is 

62.59 lakhs, SGPP is 22.78 lakhs, and SHRP is 21.47 lakhs. 

8. 19.2% of the candidates are graduate, 6.0% are graduate professional, 5.4% are post-graduate, while 1.2% 

is Doctorate. 

9. 98.2% of the total candidates have not furnished their PAN card details. 

10. There is no female candidate contesting in the Assembly elections.

About NEW 

The National Election Watch (NEW) is a nationwide campaign comprising of more than 1200 NGO and 

other citizen led organizations working on electoral reforms, improving democracy and governance in
