County Precinct 3. It is one of the more vibrant

county remains the third-most populous in the 

nation and the quality of life in Precinct 3 has

was looking for a home in the suburbs of 

Houston, we found that few communities 

offered the amenities of Jersey Village.

TxDOT is conducting engineering and environmental studies on 

two major rail projects. 

Houston rail projects push forward 

Two high speed rail projects—one connecting 

Houston to Austin and another connecting 

Houston to Dallas/Fort Worth—are closer to a 

reality as the Texas Department of Transportation 

works through engineering and environmental 

studies. 

Meanwhile, a proposed passenger rail service 

within the city could connect Hempstead Road 

to downtown Houston using a Union Pacifi c 

railroad along the Hempstead Corridor parallel 

to Hwy. 290. If completed, it would also serve as 

the Houston end to the passenger rail connecting 

Austin to Houston. 

Th e Hempstead Corridor Commuter Rail 

was initially planned to only run 45 miles from 

Hempstead to I-610. However, in April the Gulf 

Coast Rail District completed a ridership study 

that suggested the rail would be more cost-effi - 

cient if it extended through to downtown, said 

Maureen Crocker, executive director for GCRD. 

With the study phase nearly complete, the next 

step involves negotiating with Union Pacifi c to 

determine the best way to install commuter rail 

without aff ecting the already congested freight 

operations along the railroad, Crocker said. 

Th e group is looking for ways to fund vital 

components of the project such as building passenger 

cars. Crocker said it will likely require a 

private entity to step in to assist fi nancially. 

Initial studies into the Hempstead-Austin portion 

of the project are being conducted by Tx- 

DOT. TxDOT is also conducting engineering 

and environmental studies into the Dallas/Fort 

Worth high-speed rail line. It plans to start work 

in December 2012 and complete the project by 

June 2017.

Lone Star Corporate College thrives 

Since Lone Star Corporate College became 

a centralized offi ce managed out of LSC-University 

Park campus in 2009, enrollment has 

soared as well as the number of businesses participating. 

Lone Star Corporate College partners with 

global corporations to develop long-term strategies 

and employee solutions. It has training programs 

in several disciplines, with a focus on the 

energy, health care, computer technology and 

advanced manufacturing sectors. 

Some of the college’s clients include HP, GE 

Oil & Gas, Toshiba and Montgomery County 

Hospital District. 

“Lone Star Corporate College is unique in 

that it has administrators, business training 

consultants, instructors and trainers that are all 

subject-matter experts in their fi eld, so the Lone 

Star Corporate College team is able to enhance 

students’ learning experience and prepare them 

for real-world success with hands-on, industryspecifi 

c training,” said Kristen Steele, program 

manager of workforce development marketing. 

Th ere were 4,500 students enrolled for a total 

of 120,000 training hours in 2011 at Lone Star 

Corporate College. Th e school can off er customized 

training at all of the system’s six campuses 

and fi ve satellite centers, on-site at a business’ 

facility or online.

Th e newly formed Lone Star Energy & Manufacturing 

Institute was created to be a hub for 

businesses with employees working in or seeking 

a career in the oil and gas, alternative energy

Trees and fl owers were planted on FM 1960’s medians between 

Hwy. 249 and I-45 in an effort to revitalize the corridor. 

FM 1960 beautifi cation efforts 

Th ree volunteer organizations came together 

over the last couple of years to revitalize the 

FM 1960 commercial corridor—now named 

Cypress Creek Parkway—between Hwy. 249 

and I-45. 

Th e Houston Northwest Chamber of Commerce 

spearheaded the beautifi cation part of 

the initiative with the Green Medians project. 

Local resident Barbara Schlattman came up 

with the idea in 2006 aft er she heard the Texas 

Department of Transportation was going to 

place medians in the road. She wanted to preserve 

the trees that existed where the medians 

would go, so she set out to plant trees on the 

medians aft er they were built. 

Schlattman developed the Green Medians 

committee with the chamber and raised about 

$500,000 in donations for the project. TxDOT

Grand Parkway work progresses 

Th e Texas Department of Transportation took 

another step forward regarding the development 

of several portions of the Grand Parkway, Houston’s 

third outer loop, by issuing a fi nal request 

for proposals in late April. 

Last summer, the agency began to explore the 

idea of a public-private partnership to deliver 

segments F-1, F-2 and G, which will span northern 

Harris County and connect Hwy. 290, Hwy. 

249, I-45 and Hwy. 59. Th ere are several types of 

public-private partnerships, but TxDOT is considering 

a design-build strategy, meaning there 

will be no private fi nancing involved. Instead, the 

state and its governmental partners will provide 

the money for construction costs. 

A design-build strategy allows a contractor 

to handle the layout and construction of a highway 

project, as opposed to a traditional route in 

which TxDOT does not procure contracts until 

sketches are complete. 

“We can get to completion much more quickly 

because the bulk of the design work is the responsibility 

of the same fi rm who is responsible 

for constructing it,” said Karen Amacker, TxDOT 

spokesperson. “Th ey can work on some design 

work while they are underway with beginning 

parts of construction.” 

Under a traditional contract, the roadway is 

designed and put out for bid, and the contractor 

is only responsible for constructing the design 

TxDOT provides. 

“Th e business environment is just right for the 

design-build to be the best value for the state,” 

Amacker said. “Th e proposals that will come forward 

in the RFP process will better outline for the 

department how much our funds will buy.”

County opens two new clinics 

To better serve residents in northwest Harris 

County, the Harris County Hospital District 

is opening two new pediatric and adolescent 

health centers. Th e Bear Creek location on 

Hwy. 6 opened April 16 and the Cypress Creek 

location on Jones Road is set to open May 29. 

Previously, the two HCHD facilities closest to 

Cy-Fair were inside Beltway 8. 

“Our mission is to provide quality health care 

to the underserved population, so the main 

reason we opened [the two new locations] is 

because of the high percentage of uninsured in 

the area, along with the fact that the [general] 

population is expanding,” said Christina Minter, 

HCHD administrative director of pediatrics 

for ambulatory care services. 

Th e center off ers care to newborns to teens 

up to 18 years old. Services include primary 

care, treatment of acute and chronic diseases, 

psychiatry, behavioral health therapy, weight 

management and the coordination of essential 

health care services. Each center has 12 exam 

rooms and can accommodate 10,000 patient 

visits annually. Two primary care physicians 

staff each clinic. 

All HHCD facilities are open to all patients 

regardless of their insurance and fi nancial situations. 

“We want them to establish a medical home, 

so they get routine care,” Minter said. “We don’t 

want them to wait so long that they have to go 

to the emergency room and receive emergency 

care for non-emergencies. We want to provide 

care where they need it.” 

Health center hours are Monday–Friday 

from 8 a.m.–5 p.m. and parking is free.

2012–13 budget in May. 

Cy-Fair ISD prepares new budget 

For the fi rst time in more than fi ve years, Cy- 

Fair ISD administrators do not expect to make 

any reductions for the 2012–13 school year 

when the budget is adopted in mid-May. 

“A year ago, we were facing a lot of uncertainty 

with regard to the legislative session and 

school fi nance,” said Stuart Snow, associate superintendent 

for business and fi nancial services. 

“For 2012–13, we are certain about the state 

of school fi nance for one year only.” 

Last year, CFISD’s state revenue allocation 

was cut by more than $40 million, which 

prompted the district to reduce its 2011-12 

budget by $46 million, or 6.1 percent. For 

2012–13, CFISD expects a total of $729 million 

in both revenue and expenditures to create a 

balanced budget. 

“Last year, the $46 million in cuts were made 

so it wouldn’t be necessary to reduce the budget 

any further,” Snow said. 

Th e preliminary 2012–13 budget will pay 

for a 3-percent salary increase for all employees, 

capital outlay purchases and the district’s 

police department start-up costs. Since about 

2,200 new students are expected to attend 

CFISD next year, the district also made provisions 

for growth. 

“When you put dollars to [2,200 students], 

it’s $9 million in terms of teachers and supplies,” 

Snow said. 

Th e administration’s preliminary budget 

does not include a recommendation on the district’s 

optional homestead exemption, which 

gives homeowners a 20 percent break on property 

taxes.

initial agreement in April to add toll 

lanes on a portion of Hwy. 290. The 

proposed project—which would be constructed 

from Loop 610 to the Grand 

Parkway—calls for building a two- or 

three-lane reversible managed lane 

facility for high occupancy vehicles and 

toll traffi c, and includes the addition 

of one general lane in both directions. 

Additionally, TxDOT will rehabilitate Old 

Hempstead Road so it can serve as 

an alternate route during the toll road 

construction.
