“Airports are expensive to<br />

maintain, and grants provide a<br />

great deal of money <strong>for</strong> capital<br />

projects and large maintenance<br />

and improvement projects at the<br />

airport,” Travis McLain, Georgetown<br />

airport manager, said.<br />

The Georgetown Municipal<br />

Airport received<br />

grant to improve<br />

Administration<br />

standards, which<br />

require purchasingapproximately<br />

3 acres of<br />

vacant land along<br />

each side of the<br />

runway to widen the south end<br />

of the field. The design project <strong>for</strong><br />

phase one was bid in late September,<br />

McLain said.<br />

The second phase, planned <strong>for</strong><br />

2011, requires an additional grant<br />

of $2 million to rehabilitate the<br />

runway by removing obstructive<br />

trees and fences, refinishing the<br />

strip, improving access to hangars<br />

and adding lighting.<br />

As a general aviation reliever airport,<br />

the Georgetown airport provides<br />

space <strong>for</strong> the privately owned<br />

and business aircraft that the Austin-Bergstrom<br />

International Airport<br />

cannot accommodate.<br />

“The Georgetown airport<br />

has been critical to the aviation<br />

community after the closing of<br />

the Robert Mueller Airport because<br />

we lost so much of our<br />

general aviation capability,” Tx-<br />

DOT Aviation Division Director<br />

“The airport benefits<br />

operators] to help<br />

us maintain the airport<br />

so that it’s viable and<br />

attractive and desirable<br />

so people would want to<br />

come here.”<br />

David Fulton said. “Many of the<br />

aircraft that were based at the<br />

old Austin airport relocated to<br />

Georgetown.”<br />

The Taylor Municipal Airport<br />

also received a $250,000 TxDOT<br />

grant to remove obstructive power<br />

lines and trees from Runway<br />

17/35. The city accepted the grant<br />

in July, and clearing has already<br />

begun. Upon completion, the airport<br />

could apply <strong>for</strong> a global positioning<br />

system.<br />

“The GPS allows the pilots to fly<br />

in blind visually,” said Bob van Til,<br />

director of com-<br />

munitydevelopment in Taylor.<br />

“It’s a level of<br />

sophistication at<br />

the airport that<br />

we need to be<br />

competitive.”<br />

Future grants<br />

could include<br />

$5 million in<br />

funds to lengthen<br />

the runway to<br />

5,000 feet, Danny<br />

Thomas, Taylor’s<br />

public works director,<br />

said. The additional 1,000<br />

feet would makes it possible to<br />

land larger jets, such as those used<br />

by corporations.<br />

“Extending the runway from<br />

4,000 to 5,000 linear feet brings us<br />

up to a whole new class of aviation<br />

equipment that we can bring in<br />

here,” Ford said. “That means that<br />

we can hopefully attract other<br />

types of investment in our community<br />

<strong>for</strong> companies that can af<strong>for</strong>d<br />

that level of equipment.”<br />

<strong>City</strong> match<br />

Grants awarded by TxDOT<br />

Aviation Division require the<br />

city to match <strong>10</strong> percent of the<br />

grant’s value. Both cities have<br />

met the match without tapping<br />

into city funds. In Georgetown,<br />

the $33,000 required came from<br />

the airport’s general fund, which<br />

is not the same as the city’s general<br />

on funds collected from<br />

airplane fuel sales, leases and<br />

hangar rentals, McLain said.<br />

“Our revenues exceed our<br />

expenditures each <strong>year</strong> so that<br />

when we have a large project<br />

come up that requires a match<br />

to a federal grant, we are able to<br />

pay the match,” McLain said.<br />

In Taylor, the <strong>10</strong> percent match<br />

totaled $25,000, an amount that<br />

the TEDC stepped in to pay.<br />

“That is one way <strong>for</strong> us to be<br />

able to help with offsetting the<br />

city’s cost and provide matching<br />

funds,” Ford said. “Our part in<br />

it is very small, but we hope at<br />

some point it will be very meaningful<br />

and significant [in attracting<br />

new businesses].”<br />

The Georgetown Municipal Airport<br />

opened in 1945 under the Army Corps<br />

of Engineers. Like many of the armycommissioned<br />

airports built during<br />

World War II, it was meant to serve as<br />

a training facility <strong>for</strong> military pilots;<br />

however, the war ended, and the army<br />

turned it over to the city soon after<br />

completion.<br />

$95.2 million annually. The Taylor<br />

Municipal Airport’s total economic<br />

activity totaled $4 million.<br />

that rent space on airport<br />

grounds. The Taylor Municipal<br />

Airport has four such businesses.<br />

“The airport benefits directly<br />

from those [fixed-base operators]<br />

to help us maintain the airport so<br />

that it’s viable and attractive and<br />

desirable so people would want<br />

to come here,” McLain said.<br />

Additionally, the economic<br />

benefits of airports extend beyond<br />

airport property in both<br />

Georgetown and Taylor.<br />

“People fly into the airport,<br />

they do business in town, they<br />

stay in hotels, they eat in restaurants,<br />

they shop, and they go to<br />

Inner Space Caverns,” McLain<br />

said. “So the city benefits in an<br />

indirect way from the airport.”<br />

Taylor<br />

Owned by the city from the beginning,<br />

the Taylor Municipal Airport first opened<br />

as a grass landing strip in the late 1930s<br />

and was not paved until the 1970s.<br />

The first airport managers lived in the<br />

building that became the terminal while<br />

supervising day-to-day operations<br />

and running a business <strong>for</strong> aircraft<br />

maintenance and flight instruction.<br />
