individual members of the Annual <strong>Conference</strong> in Legislative Committees or at<br />

any session of the Annual <strong>Conference</strong>. Reports, recommendations, proposals<br />

and resolutions of the Board of Pensions will be assigned to the appropriate<br />

legislative committee for informational purposes only. <strong>Conference</strong> directed<br />

items shall go, in their entirety, to the Annual <strong>Conference</strong> for action.<br />

5. When the Legislative Committees report their recommendations to the<br />

Annual <strong>Conference</strong>, a representative of the <strong>Conference</strong> Council on Ministries<br />

will be available to speak on behalf of its coordinated program.<br />

6. The Legislative Committees may amend or revise sections of the reports<br />

projecting programs and proposals and shall report to the <strong>Conference</strong> on all<br />

matters assigned to them.<br />

7. Consent Calendar. When the reports of the Legislative Committees and<br />

other reports are made to the Annual <strong>Conference</strong>, those items which have<br />

gone through the legislative process without substantive changes may be<br />

placed on the Consent Calendar by majority vote of the Legislative Committee.<br />

All Consent Calendar items will be listed and identified by number at the<br />

beginning of each Legislative Committee’s printed report. Consent Calendar<br />

items will be acted upon by vote without reading or discussion. Any member<br />

may move that an item be lifted from the Consent Calendar. If that motion is<br />

seconded and if at least 25 members vote to have it removed, it will be<br />

removed and considered in sequence with the rest of the report.<br />

8. Defeated Items. When the reports of the Legislative Committees and other<br />

reports are made to the Annual <strong>Conference</strong>, those items which have gone<br />

through the legislative process and have been defeated will be placed on a list<br />

to be reported to the <strong>Conference</strong> as ‘Item defeated.’ All defeated items will be<br />

listed and identified by number at the beginning of each Legislative Committee<br />

report, and may be reconsidered in numerical sequence by an affirmative vote<br />

by at least 25 members of the plenary.<br />

9. Matters requiring legislative action shall be given priority within a Legislative<br />

Committee’s scheduled time. Informational reports not completed in the<br />

allotted time shall be presented as miscellaneous business on the final day of<br />

the <strong>Conference</strong> Session or at such times as may be possible.<br />

10. A minority report may be presented when approved by one-tenth of the<br />

members of the Legislative Committee.<br />

11. Summary reports dealing primarily with agency and institutional<br />

achievements shall be accepted for printing in the <strong>Iowa</strong> Annual <strong>Conference</strong><br />

<strong>Journal</strong> without being read to the conference.<br />

12. Reports from the Legislative Committees which involve substantial<br />

changes from the Pre-<strong>Conference</strong> Manual shall be prepared in printed form<br />

and distributed to the <strong>Conference</strong> before consideration.<br />

13. During a regular session of the Annual <strong>Conference</strong>, a meeting of a<br />

Legislative Committee may be called only by a majority vote of the Annual<br />

<strong>Conference</strong>.<br />

E. Equalization of <strong>Conference</strong> Membership Between Laity and Clergy.<br />

1. Lay members of the <strong>Iowa</strong> Annual <strong>Conference</strong> shall be members of a United<br />

Methodist Church within the <strong>Iowa</strong> Annual <strong>Conference</strong>. (30)<br />

2. Those filling the following positions, if lay persons, shall be additional<br />

members of the <strong>Iowa</strong> Annual <strong>Conference</strong>:
