to a wooded area along<br />
Tyrrell Road Monday morning<br />
after highway department<br />
workers found a woman s<br />
body there.<br />
Fulton County Sheriff<br />
Thomas Lorey, assisted by<br />
members of the New York<br />
State Police Major Case<br />
Squad and the state Police<br />
Forensics Unit, said the body<br />
of a nude woman was found<br />
at approximately 10:30 a.m.,<br />
by workers collecting trash.<br />
The woman was <strong>identified</strong><br />
Wednesday morning as<br />
Kathryn M. Alling, 54, of 127<br />
Delaney Road, Mayfield. She<br />
is described as a lifelong resident<br />
of Mayfield, and mother<br />
of at least three children.<br />

Though Lorey described<br />
the manner of death to be suspicious<br />
on Monday, he said he<br />
could not confirm the death to<br />
be a homicide until an autopsy<br />

decor, dance and food reflecting<br />
the 1970s. The planners<br />
even have a few surprises for<br />
party goers.<br />

The Northville Central School District PTO sponsored a contest for students to submit a<br />
landscaping design for the school entrance near the school library. The PTO felt that that entrance<br />
was rather bare and that it needed some attention. The Board of Education approved the contest,<br />
and the winner of the contest was Taryn Sedon, above, a junior high student at NCS. Taryn’s<br />
innovative design incorporated a unique variety of shrubs and other plants. She will received $200<br />
from the PTO to be used for the purchase of plants and other supplies. Taryn and her dad Carl Sedon<br />
worked on the project over the long Memorial Day weekend in May. The results of their hard work<br />
should flourish over the coming weeks, and the concerted group effort will make a positive<br />
investment in the school.<br />

LETTER TO THE EDITOR Extinguishers, whistles, anchors<br />
Don t call me about the parade<br />
To the editor:<br />
I am going to politely request that people no longer call<br />
me concerning this year s Memorial Day activities in<br />
Broadalbin. Please direct your comments and inquiries to<br />
VFW Post 8690 that sponsored the parade in 2012.<br />
My involvement the parade was limited to honoring<br />
the request of Commander Charles Sweet in providing him<br />
with an updated list of participating groups. I did not prepare,<br />
participate or attend any of the festivities in<br />
Broadalbin that day.<br />
For the first time in many years I did not videotape the<br />
parade, a decision made based on the parking restrictions<br />
and my inability to transport and handle video equipment<br />
and record the placing of the wreath at the monument.<br />
If anyone has a video of the parade they would like me<br />
to air on the public access show that Time Warner Cable<br />
graciously provides for me, I would be glad to do so. I can<br />
not accept digital or camcorder recordings, but can copy<br />
vhs to a dvd which is the format that is accepted.<br />
This offer is applicable to any suitable activity in our<br />
region. I changed the name to Broadalbin s Backyard so I<br />
could feature activities from surrounding communities in<br />
our backyard . In addition to community events and<br />
fundraisers, since 2004 I have been airing music, dance,<br />
art, historical re-enactments, demonstrations, and information<br />
that is interesting or beneficial to the public well<br />
being. Please keep in mind that public access is not for<br />
business advertising and only for non-profits. The show is<br />
also available to air information about your agency and<br />
public service announcements.<br />
The show is uniquely different in that for almost eight<br />
years I have been bringing the camera to the event, I do not<br />
do a live show at the studio. Due to gradual changes in my<br />
physical ability to videotape events as well as my continuing<br />
to endure the financial expense, I am now soliciting<br />
recordings from appropriate venues. Should you have<br />

Personal flotation gear and signal devices<br />
for use either during the day or night to signal<br />
for help are a good start in making your boat,<br />
safe. However, there are a few additions needed<br />
to complete your inventory. Let s continue<br />
our list of basics.<br />
Fire Extinguishers<br />
There is logic in the rules for fire extinguishers.<br />
They are required where a fire hazard<br />
could be expected from the motors or a<br />
fuel system (New York Safe Boating: A<br />
Course on the Safe Operation of Boats and<br />
Personal Watercraft - 2009)<br />
The fire extinguishers should be (1) approved<br />
by the US Coast Guard and you should<br />
(2) carry sufficient numbers and type based on<br />
the size of your boat i.e. 1 (B-I) boat less than<br />
26 and 2 (B-Is) or 1 (B-II) if the boat is 26 to<br />
less than 40 . Visit your local marina or marine<br />
store for selection help or assistance in<br />
making sure your current extinguishers work.<br />
Don t test fire the extinguisher to see if it<br />
works or you will have nothing to use when<br />
you need it.<br />
Hopefully, you will not have to use your<br />
extinguisher. However, if you do, remember<br />
PASS Pull the pin; Aim at the base of the<br />
flames; Squeeze the handle in short half second<br />
bursts; and Sweep the nozzle from side to<br />
side. Extinguishers don t last forever Ö. you<br />
only have seconds to put out the fire Ö make it<br />
count.<br />
Sound Signaling Devices<br />
How loud can you shout? Sometimes you<br />
need to signal steering intentions when approaching<br />
another boat, when help is needed<br />
or to let someone know where they are when it<br />
is foggy. Wouldn t it be easier to signal with a<br />
whistle or an air horn?<br />
As a matter of fact, a boat under 39 must<br />
carry a sound producing device (a mouth<br />
whistle will work.) and larger boats must carry<br />
a sound producing mechanical appliance. By<br />
the way, an air horn is a simple, inexpensive<br />
way of being heard once you are tired of<br />
blowing your whistle Ö or shouting.<br />
Anchors<br />
One of the many pleasures in boating is to<br />
anchor and enjoy the surroundings. It might be<br />
time for lunch or for a swim but either way,<br />
we have to find a way hopefully to stay in one<br />
spot. New York State requires that all motor-<br />
ized boats must carry an anchor and line of<br />
sufficient weight and strength to provide the<br />
boat with safe anchorage (New York Safe<br />
Boating).<br />
Anchors come in a variety of designs to<br />
improve holding in various lake or sea bottoms.<br />
The Danforth is probably the most frequent<br />
on our lake. Anchors and lines may be<br />
sold as a set and can be matched to your boat<br />
and the conditions.<br />
Everyone should have an introduction to<br />
anchoring. The anchor is always used from the<br />
bow (front) of the boat. Anchors only work<br />
when connected to the boat using an anchor<br />
line (rode). Anchors should not be tossed into<br />
the water but should be released slowly.<br />
Releasing the anchor slowly limits boat damage,<br />
helps to provide time to ensure that it is<br />
connected to the boat and also that no extra<br />
legs or feet are tangled in the anchor line as it<br />
leaves the boat.<br />
The secret in anchoring is that you have<br />
enough line to hold your boat. It is recommended<br />
that in calm or moderate waters there<br />
should be five-to-seven times the distance<br />
from the anchor cleat to the lake bottom. With<br />
a Danforth anchor you can reverse the boat s<br />
engine slightly to set the anchor. More line in<br />
the water is recommended if conditions<br />
change from calm to heavy. Of course, it<br />
might also be a good time to start the engine<br />
and move ashore.<br />
Summary<br />
ON THE WATER<br />
Boats are fun and relatively simple to operate,<br />
however that doesn t mean that education,<br />
preparation and the proper equipment<br />
couldn t improve the experience for everyone.<br />
When you are behind the wheel, you are the<br />
captain. Take the time to learn as much as you<br />
can about boating and the safe operation of<br />
your boat. We can only introduce you to fire<br />
extinguishers, sound signals and anchors, the<br />
rest is up to you. You are in charge.<br />

the possibilities presented<br />
Tuesday, May 29, during the<br />
first of a series of community<br />
meetings planned about the<br />
future of Broadalbin-Perth<br />
Central School District s facilities.<br />
Fifteen people, including<br />
community members, parents<br />
and district staff, heard<br />
Superintendent of Schools<br />
Stephen Tomlinson describe<br />
the work that has been done so<br />
far and outline the work that<br />
still needs to be done by the<br />
district and the community advisory<br />
committee.<br />
Tomlinson explained that<br />
many of the projects under<br />
consideration have the potential<br />
to increase efficiency in<br />
the district and generate significant<br />
savings over the next<br />
15-plus years.<br />
The school budget crisis<br />
that started in 2008 has forced<br />
us to re-examine how we do<br />
business, Tomlinson said. It<br />
would be irresponsible of us<br />
as a district if we didn t consider<br />
options that could save<br />
us a significant amount of<br />
money over the long term.<br />
Although the final decision<br />
on any potential capital<br />
proposal rests with the Board<br />
of Education, Tomlinson says<br />
the district s newly formed<br />
community advisory committee<br />
will help him shape his<br />
final recommendation to the<br />
Board of Education on what -<br />
if anything - the district<br />
should address in a capital<br />
project.<br />
NECESSARY,<br />
SUGGESTED REPAIRS<br />
Broadalbin-Perth completed<br />
its state-mandated<br />
building survey earlier this<br />
year. On Tuesday, Tomlinson<br />
explained that every school<br />
district in New York State is<br />
required to complete this survey<br />
every five years. The<br />
mandate is designed to protect<br />
the community s investment<br />
in its school buildings, ensuring<br />
that district leaders keep<br />
the buildings in good working<br />
order. Broadalbin-Perth s<br />
five-year building survey covers<br />
site (outside the buildings),<br />
architectural, mechanical,<br />
plumbing and electrical<br />
issues <strong>identified</strong> by the district<br />
s architectural firm,<br />
Ashley-McGraw.<br />
The report from the fiveyear<br />
building survey breaks<br />
down the architect s recommendations<br />
into high-, medium-<br />
and low-priority items.<br />
The architect s findings<br />
ranged in scope and cost,<br />
from compliance with<br />
Americans with Disabilities<br />
Act (ADA) signage requirements<br />
(less than $1,000) to replacing<br />
sections of roofing at<br />
both sites (more than $1 million).<br />
Tomlinson explained<br />
that high-priority items represent<br />
immediate safety issues,<br />
while low-priority items are<br />
issues that should be addressed<br />
within the next five<br />
years. The projected cost associated<br />
with addressing all<br />
high-priority items in the<br />
study is approximately $7.5<br />
million; addressing all the issues<br />
in the study would cost<br />
the district approximately $18<br />
million.<br />
One of the reasons<br />
we ve invited the community<br />
to work with us on this is to<br />
help us find a balance,<br />
Tomlinson said. Even though<br />
we get back from the state<br />
more than 80 cents for every<br />
dollar we spend on capital improvements,<br />
$18 million is a<br />
lot of money. We re hoping<br />
that this group of community<br />
members can help us weigh<br />
the relative urgency of the issues<br />
addressed in our building<br />
survey with the community s<br />
ability and willingness to support<br />
our efforts.<br />
ALTERNATIVE ENERGY<br />
For more than a year, district<br />
leaders have talked about<br />
the possibility of utilizing alternative<br />
energy in Broadalbin-Perth.<br />
On Tuesday,<br />
Tomlinson explained that one<br />
of the first options the district<br />
explored, wind energy, has already<br />
been discarded.<br />
The payback period on a<br />
wind turbine at each site<br />
would take too long. So wind<br />
power just doesn t make sense<br />
for Broadalbin-Perth,<br />
Tomlinson said.<br />
However, studies completed<br />
by CNS Engineering<br />
and Ashley-McGraw have<br />
shown that both solar and geothermal<br />
energy have the potential<br />
to lower Broadalbin-<br />
Perth s energy costs significantly.<br />
Sections of roof requiring<br />
replacement or repair could be<br />
fitted with solar panels after<br />
the structural work is completed.<br />

death may still take days to ascertain,<br />
pending the results of toxicology<br />
tests and forensics reports.<br />

the couple had been together<br />
for at least several years and<br />
he knew of no reports of any<br />
domestic incidents between<br />
the two.<br />
Lorey did say, however,<br />
that Brent Alling had spent<br />
some time in jail, and had a<br />
police record that included<br />
several arrests for assault.<br />
Members of the Fulton<br />
County Sheriff s Office and the<br />
New York State Police began to<br />
gather at the state police barracks<br />
in Mayfield early Tuesday<br />
afternoon, in preparation for<br />
what Lorey had described as a<br />
dangerous operation.<br />

attempted to execute a<br />

Before police arrived on<br />
scene, Lorey said Brent Alling<br />
was spotted driving his blue<br />
Dodge pickup truck on Route<br />
30 near the property. He was<br />
pulled over by police on<br />
Christie Road, near the intersection<br />
of Route 30, and taken<br />
into custody without incident.<br />

that B. Alling may be resistant<br />
to our presence, Lorey<br />
said, when asked about the<br />
multiple agencies involved in<br />
executing the warrant.<br />
Lorey stressed that Alling<br />
had not been arrested or<br />
charged with anything relating<br />
to the woman s death.<br />
Stopping short of calling<br />
Alling a suspect, Lorey said<br />
the search warrant, and the act<br />
of bringing the man into the<br />
trooper barracks, were simply<br />
an effort to learn more about<br />
what happened to the woman.<br />
Lorey said the death is<br />
being treated as suspicious,<br />

but, he said, it has not been labeled<br />
a homicide because<br />
there is no evidence of that<br />
being the case.<br />
Lorey cited an accidental<br />
drug overdose and natural<br />
causes as other possible causes<br />
of the woman s death. If<br />
that is the case, said Lorey, a<br />
misdemeanor charge related<br />
to the improper disposal of a<br />
body would be the extent of<br />
any criminal act.<br />
It could have been anything,<br />
Lorey said.<br />
Lorey said he also believed<br />
whoever left Alling s<br />
body at the Tyrrell Road site,<br />
likely knew the victim well<br />
and wanted her to be found.<br />
It would appear to me<br />
that in this instance, whoever<br />
left the body where it was<br />
wanted her to be easily<br />
found, said Lorey.<br />
Early Tuesday morning,<br />
Lorey said, members of the<br />
Alling family arrived at the state<br />
policy barracks in Mayfield to<br />
report the women missing, saying<br />
they believed she could be<br />
the victim found on Monday.<br />
Lorey said the victim s<br />
fingerprints, taken during<br />
Tuesday morning s autopsy,<br />
later confirmed her identity.<br />
Lorey said the autopsy did<br />
reveal several other findings,<br />
however, that sent state police<br />
forensics investigators back to<br />
the Tyrrell Road site Tuesday<br />
afternoon in a search of further<br />
evidence.<br />
Also as a result of the autopsy,<br />
Lorey said, authorities<br />
determined the victim s time<br />
of death to be approximately<br />
24 to 36 hours before her body<br />

The Edinburg Emergency Squad visited the Edinburg Common School on Friday teaching the<br />
elementary students about first aid, how to react and what to expect in emergency situations. The<br />
students got to participate and learn first hand from the EMT’s who volunteered their time with the<br />

grades 9-12 are taught in<br />
Broadalbin.<br />

possibilities developed by<br />

labs would have to be created<br />
to meet state mandates.<br />
At the Perth site, The<br />
Learning Community would<br />
move into the space currently<br />
occupied by the intermediate<br />
school, while the intermediate<br />
school would move into the<br />
current middle school space.<br />
Alack of available parking,<br />
which Tomlinson says has<br />
long been a cause for concern<br />
at the Perth site, could be addressed<br />
by expanding the current<br />
parking lot over the softball<br />
field and/or tennis courts.<br />
PAYING FOR<br />
ABUILDING PROJECT<br />
Although many issues<br />
<strong>identified</strong> in the district s fiveyear<br />
building study might<br />
warrant immediate action,<br />
several would require<br />
Broadalbin-Perth to spend<br />
$500,000 to $1 million, or<br />
more - costs that can t be covered<br />
out of the district s $29.5<br />
million operating budget.<br />
Typically, school districts in<br />
New York State take out a<br />
loan in the form of a serial<br />
bond to pay for building projects,<br />
such as repairs or new<br />
construction. The process for<br />
a school district to secure a<br />
bond takes about 18 months,<br />

are poised to consider whether to<br />
institute a new local law that that<br />
would make disorderly conduct a<br />
violation.<br />
Doing so, said town attorney<br />
Carmel Greco, would allow him<br />
more leeway when prosecuting<br />
violators of the town s zoning<br />
code, while still being able to<br />
ensure that the town, and not the<br />
state, benefits from any fines<br />
imposed.<br />
Greco brought the matter before<br />
the Perth Town Board at its<br />
regular monthly meeting, on May<br />
3, and is currently in the process<br />
of drafting the law for the board s<br />
approval.<br />
Greco said he has had several<br />
recent cases in which he saw fit<br />
which is why Broadalbin-<br />
Perth is beginning the conversation<br />
now, Tomlinson said.<br />
New York state law requires<br />
that school districts obtain<br />
voter approval before taking<br />
out a bond; if the district decides<br />
to move forward with a<br />
capital project, residents<br />
would likely vote on a proposal<br />
in February 2013.<br />
For every dollar<br />
Broadalbin-Perth spends on a<br />
voter-approved building project,<br />
it receives at least 80<br />
cents back from the state in<br />
the form of building aid. That<br />
would leave the district responsible<br />
for approximately<br />
20 percent of the cost of a<br />
building project.<br />
That s where the alternative<br />
energy systems might<br />
come in, Tomlinson said. By<br />
using solar and geothermal<br />
energy, Tomlinson says B-P<br />
could cut its annual energy<br />
bill in half. Broadalbin-Perth<br />
has budgeted $820,000 for<br />
electricity, fuel oil and natural<br />

which would not. Traditionally,<br />
such cases are reduced to a<br />
charge of disorderly conduct,<br />
Greco said.<br />
Because the town lacks a local<br />
law against disorderly conduct,<br />
fine money that would have gone<br />
to the town from a zoning code<br />
violation is instead paid to the<br />
state.<br />
All violations of the town<br />
zoning law are misdemeanors,<br />
which means that if a person<br />
were to enter a guilty plea to a<br />
violation of any of the sections of<br />
the zoning law, they would get a<br />
criminal record, Greco said.<br />

Perth considers downgrading disorderly conduct<br />
where people have had no prior<br />
history of having either a<br />
criminal record or have no prior<br />
history with the town as violating<br />
the zoning law or any other of the<br />
local laws.<br />
We really don t have any<br />
lesser offenses that people could<br />
plea to that would not give them<br />
a criminal record, he added.<br />
What I m trying to do is have<br />
the town create some minor<br />
violations such as disorderly<br />
conduct or littering, that people<br />
can plea to on the town level, and<br />
then this way the total amount of<br />
the fine money would stay in the<br />
town, rather then go to the state<br />
of New York.<br />
While the situation does not<br />
occur often, Greco said the issue<br />
has arisen in several recent cases,<br />
prompting him to bring it to the<br />
board s attention.<br />
It just makes more sense for<br />
situations that involve initial<br />
violations of laws that are town<br />
laws that have nothing to do with<br />
the state of New York, Greco<br />
said.<br />
According to supervisor Greg<br />
Fagan, violations of the town s<br />
zoning codes are becoming an<br />
increasing frequent occurrence.<br />
Greco said he is considering<br />
drafting local law against either<br />
disorderly conduct or littering, or,<br />
possibly, both, in attempt to<br />
remedy the discrepancy. If he<br />
decides to provide both<br />
disorderly conduct and littering<br />
as options, he said it could either<br />
be done individually or as a<br />
single law.

a modest $10 per person, though access<br />
the gift shop and the Hall of<br />
Fame are free. In the museum you ll<br />
see over 100 mounts of various game<br />
animals including one of the most impressive<br />
displays of record book racks<br />
that s to be found anywhere else, including<br />
the Milo Hansen world record<br />
rack, the Hole in the Horn rack, to<br />
mention just a few.<br />

We had a lot of thirdplace<br />
finishes today,<br />
Richards said, a resigned tone<br />
to his voice. At the state qualifier<br />
meet, a first-place (or potentially)<br />
a second-place finish<br />
is needed to advance to the<br />
state championships; if a<br />
given athlete secures a certain<br />
score or time, but finishes in<br />
second place, the competitor<br />
still can qualify for the state<br />
championships.<br />

Don t forget that the weekend of<br />
Saturday and Sunday, June 23 and 24,<br />
just a few weeks from now, will be<br />
this year s Free Fishing Days here in<br />
New York State. Anglers will need no<br />
fishing license that weekend, though<br />
all other rules and regulations such as<br />
creel limits, minimum sizes, no trespassing,<br />
etc. will continue to apply.<br />
That ll be a great weekend to introduce,<br />
or reintroduce, a non-fishing<br />
friend or family member to the sport.<br />
Take advantage of it. It s a great opportunity.<br />
This Free Fishing Days program<br />
started in 1991 and has proven<br />
to be very popular with anglers wishing<br />
to sample the excellent fishing<br />
New York State offers.<br />

eight minutes, 11.47 seconds,<br />

walleye division of the event with 22<br />
1/8 inch and 21 1/8 inch entries, followed<br />
in third place by Luke Olsen of<br />
Northville with a 21 incher.<br />
Chris Barth of Edinburg took first<br />
place in the northern pike segment of<br />
the event with a 33 1/2 incher, followed<br />
by Jim Haley of Edinburg with<br />
a 26 1/4 incher, and George Albert of<br />
Rotterdam with a 24 1/2 incher. In the<br />
trout division, Brian Graham took first<br />
place with an 18 1/4 inch entry, followed<br />
by George Albert of Rotterdam<br />
in second and third places with 16 3/4<br />
inch and 16 1/2 inch entries.<br />
Two prizes were awarded in the<br />
yellow perch division and George<br />
Albert of Rotterdam also took both of<br />
them with 13 1/2 inch and 12 inch entries.<br />

first and second places in the pickerel<br />
portion of the event with 22 1/8 inch<br />
and 21 inch entries. The third place<br />
winner in that division was Luke Olsen<br />

ran the opening leg for the<br />
team, a departure from the<br />
past for the relay team.<br />
We wanted him to run first<br />
to make sure he was in a pack<br />
and pushing it, said Therrien.<br />
He kept it close enough and<br />
we knew the other three would<br />
be able to pick it up.<br />
The decision to put the<br />
team s youngest member in<br />
the opening slot caused some<br />
worry to the team s veterans,<br />
but F-F assistant coach Mike<br />
Benton, who works with the<br />
relay team, said the move paid<br />
off for the team.<br />
[Gilligan] was a bit of an<br />
unknown quantity, but he performed<br />
really well today,<br />
Benton said.<br />
