Synopsis 

The National Institute of Design, Ahmedabad, has been setup as the nodal 

agency for the “Design Clinic Scheme”. With its rich experience in design 

training and consultancy, NID will act as matchmaker to the MSMEs and 

design professionals. It shall also administer effective implementation of 

the plan. 

Design Clinic Scheme is an initiative of the Ministry of Micro, Small & 

Medium Enterprises (MSME), Government of India (GOI) & National 

Institute of Design (NID). The main objective of the Design Clinic Scheme 

is to bring MS&ME sector and design expertise into a common platform 

and to provide expert advice and solutions on real time design problems, 

resulting in continuous improvement and value addition for existing 

products. 

As a designer it is always desired to get challenging and interesting work 

opportunities, one of them is a MSME sector. In today’s context, the demand 

is for products having function and utility value by using the strengths of 

the same materials. Hence, for contemporary application it is important 

to have knowledge of traditional techniques, materials and processes as 

well. Since time immemorial Micro, Medium and Small scale industries 

has always served the society with articles of daily use. These medium and 

small scale industries were run by the individuals and community whose 

economic activity wholly depends upon a certain product made by specific 

materials. 

The basic aim of design intervention in MSMEs is to serve as an aid to these 

industries and help in creating a constructive environment for promotion 

and development of the MSMEs sector for preserving & promoting the 

culture heritage of the state and to promote transfer of skills an their upgradation.

The Need Assessment Survey 

The Cluster- ‘Bargachia Metal & Spare Parts’ were contacted and identified 

through a Design Awareness Seminar and with the help of ‘Office of the 

Director, SME, Government of West Bengal, Kolkata’. 

A design audit survey has covered by visiting all the identified metal products 

& their spare parts manufacturing units and all the information recorded 

through prescribed format (as per DCS). 

The Need Assessment Survey (design audit) was of 6 full days at Bargachia, 

Howrah for metal product & spare parts manufacturers units and further, 

This would follow 5 days (4-6 hour/day) Design Clinic Workshops, under 

Design Awareness Program (DAP), MSME. 

The information was collected during interaction with each of the unit’s 

owner/representative and the Designer shared his insight and understanding 

towards on the spot remedial solution and creative design solution. 

Objective: 

The objective of need assessment survey is to generate detailed cluster 

information to understand the core issues related to:

Methodology: 

- Questionnaire survey of manufacturing and sales units. 

- Discussion with unit owner and artisans. 

- Process observation. 

- Visit to mediators and market. 

- Find traces from earlier technique and usage of tools 

and material. 

- Self observation and analysis. 

Expected Deliverable: 

This extensive design research is intended to provide qualitative and detail 

data of every cluster to generate insights about this craft which would help 

to address the existing problems and future opportunity area for design 

intervention or scopes which can be further workout and can be taken up 

during the design clinic workshop and areas taken up as design projects 

with in and outside the cluster scenario.

1.00 Introduction 

1.01 Design Clinic Scheme” for MSME’s 

Design Clinic Scheme for Design Expertise to MSMEs, a unique and 

ambitious design intervention scheme for the country’s large micro, small 

and medium scale enterprises, is an initiative of Ministry of MSME, 

Government of India has been launched under National Manufacturing 

Competitiveness programme. The main objective of the Design Clinic 

Scheme is to bring MS&ME sector and design expertise into a common 

platform and to provide expert advice and solutions on real time design 

problems, resulting in continuous improvement and value addition for 

existing products. 

This model brings design exposure to the door step of industry clusters for 

design awareness, improvement, evaluation, analysis and design related 

intervention. Design clinic scheme will assist industrial clusters to open a 

channel for design information inflow for creative, innovative and futuristic 

approach towards the product, process, operations, manufacturing and 

business design. The scheme will help generate insight for opportunity 

identification and design intervention for competitive and breakthrough 

solutions for MSMEs. 

The objective of Design Clinic scheme is to enhance industry competitiveness 

and productivity with the help of design intervention at various functional 

levels. Design Clinic Scheme will help MSMEs to develop product/process/ 

business expertise through design intervention at multiple level interactions. 

Design awareness seminar, design awareness programme and design 

projects will help MSMEs in various stages to develop competitiveness. The 

goal is to help MSME manufacturing industries move up the value chain by 

switching the production mode from original equipment manufacturing to 

original design manufacturing and hence original brand manufacturing. 

For easy percolation of design thinking and philosophy and maximum 

benefit for MSME units the Design Clinic Scheme is divided at 3 broader 

levels. These activities are helpful in smooth transition in to several levels 

of design intervention in industrial and business activities of MSMEs.

1.02 National Institute of Design (NID) 

The National Institute of Design (NID) is internationally acclaimed as one 

of the foremost multi-disciplinary institutions in the field of design education 

and research. The BusinessWeek, USA has listed NID as one of the top 25 

European & Asian programmes in the world. The institute functions as an 

autonomous body under the department of Industrial Policy & Promotion, 

Ministry of Commerce & Industry, Government of India. NID is recognised 

by the Dept. of Scientific & Industrial Research (DSIR) under Ministry of 

Science & Technology, Government of India, as a scientific and industrial 

design research organisation. 

NID has been a pioneer in industrial design education after Bauhaus and 

Ulm in Germany and is known for its pursuit of design excellence to make 

Designed in India, Made for the World a reality. NID’s graduates have 

made a mark in key sectors of commerce, industry and social development 

by taking role of catalysts and through thought leadership.

1.03 About Hawrah district at West Bengal 

Howrah, the second largest city of West Bengal and twin of Kolkata is 

said to have a rich history that dates back to 500 years. The name itself 

is possibly derived from a village named Harirah which was located in 

or about the site of modern day Howrah City. Venetian explorer Ceasare 

Federici was the first European who mentioned a place called Bator in his 

journal in 1578 AD which is identifiable with the modern day place around 

the Howrah City. The Bengal Council of East India Company, on the 

accession of the Emperor Farrukshiyar to the throne of Delhi in AD 1713, 

sent a deputation to him praying for a settlement of the villages ‘Salica’ 

(Salkia), ‘Harirah’(Howrah), ‘Cassundeah’(Kasundia), ‘Ramkrishnopoor’ 

(Ramkrishnapur), and ‘Battar’(Betor) to the west of river Bhagirathi and 

once the settlement was made in favour of the East India Company the 

places were quickly adopted as exit and entry point of sea fareing business 

hubs and the modernisation of Howrah city as we know it now, began. The 

Howrah Railway Terminus came up in 1854 and in 1862 the first municipal 

administration started functioning though the modern day Corporation as 

we see it now came into being in 1980 when the Howrah Act, 1980 was 

implemented.

Demographics: 

According to the 2011 census Howrah district has a population of 4,841,638, 

roughly equal to the nation of Singapore or the US state of Alabama. This 

gives it a ranking of 23rd in India (out of a total of 640). The district has 

a population density of 3,300 inhabitants per square kilometre (8,500 /sq 

mi). Its population growth rate over the decade 2001-2011 was 13.31 %. 

Hawrah has a sex ratio of 935 females for every 1000 males, and a literacy 

rate of 83.85 %.

Total area in Howrah District is 1467 km2. Total population is 4,273,099 as 

per census 2001 records. 57.91% of the population live in Howrah Sadar 

subdivision and rest 42.09% live in Uluberia subdivision. Population

5. Resources: 

(i) Agricultural & allied- The major crops grown in the district are Paddy, 

Oil seeds, pulses, potato and vegetables. Horticultural crops are picking 

up in the district under floricultural activities, tube-rose, Juhi, Bela, rose 

etc. are covered. Live stock rearing and poultry farming are also taken as 

secondary occupation by small & marginal cultivators. 

(ii) Human Resources- High technical skill through generation at 

considerable market rate. 

(iii) Others- Availability of raw materials from nearest sources. 

(iv) Large & medium houses in and around the district, adjacent developed 

and developing localities by the side of river Bhagirathi, Steel complex 

at Durgapur belt, Colliery complex in Raniganj- Asansol belt, needs of 

adjoining Districts Town and localities provided good market resulting 

from their commercial and industrial needs. In other parts of our country 

too, demand of products of this region are also relatively high. Migration 

influx since partition as well as rapid urbanization in and around Howrah 

had widely opened the scope of market to a considerable extent. 

6. Infrastructure: 

The district is well connected with other parts of the country by broad gauge 

railway of the Eastern Railway and South Eastern Railway. Two important 

highways – NH2 & NH6 are connecting the three major metropolitan 

cities i.e. Calcutta, Mumbai & Delhi which is causing faster movement of 

important necessities of the people. All the Block Head Quarters are well 

connected by metal road with the district Head Quarter. Although there 

is no hydro-electric or thermal power station even then this industry-rich 

district is looked after with sufficient care by both CESC & WEBSEB and 

the large industries are having there own stand by power generation system. 

The rural electrification has also sufficient coverage of a large number of 

villages. The recently constructed Vidya Sagar Setu connecting Howrah 

and Calcutta has further improved the mobility of people across the river 

increasing thereby the business volume and investment opportunity.

This is the district having all sorts of infrastructures facilities and almost 

equivalent facilities of modern industrial districts of the country.

Sankrail, Domjur, Bir Shibpur, Uluberia, Bagnan, Bally, Jangalpur, 

Dhulagori and Panchla – along the sides of NH-6.

1.04 Hawrah/Bargachia Metal and Spare Part Manufacturers 

Products Manufacturers: 

Howrah is an industrial city of West Bengal. Once Howrah was famous 

as the “Shefild of Asia”. Metal Spare Parts cluster of Howrah District 

Spread over five village are Bargachia, Mansinghapur, Sadatpur, Pantihal 

& Hantal under J.B. Pur, Block). The Distance from Howrah (Dist. Head 

Quarter) to this cluster is 30 K.M. And it is well connected by Road & Rail. 

The age to this cluster is 90 years, inducted naturally. This cluster mainly 

manufacture of ferrous & non ferrous metal parts. The nature of cluster is 

mostly horizontal. Principal product of this cluster are - Nut-Bolt, Screw, 

Washer, Pin, Socket, Connector, Holder, Furniture Lock, Pad Lock & Lock 

Accessories etc. 

There are Number of 900 micro & small units are under this cluster. Near 

about 5000 heads are engaged here and approximately yearly term over - 

Rs. 64.16. The entrepreneurs can produce any easy or critical engineering 

spare parts as per requirement. 

Micro and Small Enterprise Cluster: 

A cluster may be defined as the agglomeration of enterprises producing 

same/similar range of products/services or engaged in the same line 

of manufacturing activity or services, located within an identifiable and 

contiguous area. The critical mass that is number of enterprises required 

for effective intervention may very from cluster to cluster, depending on 

the nature and activities. However, the number should normally be greater 

than twenty. 

Essential Characteristics of Enterprises in a Cluster: 

Commonality in the methods of production, quality control & testing, energy 

conversation, pollution control etc. Same level of technology and marketing 

strategy/practices. Presence of active channel for communication among 

the members of the cluster. Common challenges and opportunities. 

Results of Cluster Development: 

Creation of a conductive ground for development of inter firm cooperation 

and specialization. Cooperation among public and private institution to 

promote local product. 

Players Involved in Cluster Development: 

Firm that constitutes the cluster related enterprises. Private and public service 

providers. Research institutions. Entrepreneur groups. Large enterprises. 

Financial institutions and banks. Non- government organizations (NGO).

Advantage of Cluster Based Approach (firm level): 

Helps overcome disadvantages of economies of scale and weak capital

Diagnostic study emphasizing on all aspects for the overall development 

of cluster. Forming Association leading to trust building and developing

Activities for Soft Intervention: 

(A) Initial three years of intervention would primarily lie soft In nature 

to generate stronger SPV and project formulation for hard Intervention 

(CFC as for example). 

(B) Domain of soft Intervention will consist the following Important 

activities as emerged out of the Diagnostic Study. 

1. Trust Building which wiil lead lo stronger joint action plan and 

activities by SPV/IA/Cluster actors. 

2. Exposure visit to Benchmark cluster to introduce benchmarking 

tools and management through good manufacturing practice (GMP). 

3. Updating process technology by way of demonstration of updated 

technology. 

4. Training input to generate upgraded technical skill to pursue 

modern technological methods. 

5. Capacity building to introduce skill and capability to carry on 

development and promotion of cluster as SPV, by association, groups, 

cooperative etc. 

6. Participation in fairs by the cluster members to improve market 

linkage and developing new market. 

7. Approach to explore need for CFC whenever necessary by way of 

study by expert agency for developing market, design, training centre etc.

2.02 Raw material & opportunities 

The cluster is based on order and on job works (raw materials provided by 

the client) where the raw materials are procured from local suppliers and 

from the Kolkata city. Also the cluster is getting very less marginal profit. 

Due to less capital all the units within the cluster maintain low inventory 

and the procurement of raw materials done by as the payment (part by part) 

is made from the placed order.

Bargachia metal & spare parts manufacturers cluster of Howrah is one of 

the old metal cluster in the country. Over the years Howrah’s share in terms 

of total production in the country has fallen. The problem and prospects of 

‘Howrah metal cluster’ are discussed in the following manner under some 

broad heads. 

Iron, MS, SS, Brass, Copper etc metals are major raw material for metal 

cluster of Howrah. There are a number of suppliers of these raw materials 

supplied through either their local sales depot or local traders. Availability 

of other raw materials like scrap iron, minerals, sand and molasses is also 

there with easy access to the units. 

At the present scenario, the supply system of electricity is much better then 

earlier condition. There are generators among each & every units for their

4.3 Present status of design at cluster 

At the present scenario, the cluster has not design consciousness up to the 

level, where a design intervention need in every sector whether it is product, 

its production process, market, health & education or their expected 

aspirations. 

There is lack of awareness, education, health consciousness, technology 

and work environment. Also over all work environment, working pattern 

and time management is very monotonous and unorganized. 

The clusters need a system and a proper business model where each and 

every things could taken care by few responsible heads or committee. So 

thus organized set format would be helpful for their betterment from grass 

root level. 

We as a design experts, always imagine that the cluster should be a centre 

of better eco-friendly environment, quality production, user friendly 

workstation and tools with sustainable practices and processes in the 

place.

5.00 Conclusion 

After going through a ‘Need Assessment Survey’ of ‘Bargachia Metal 

Cluster’ and a detailed observation over their manufacturing process, skill 

& techniques and major stack holder; I have found that the “Bargachia 

cluster of metal spare parts manufacturers” have a great strength to deal with 

engineering, mechanical & electrical works with their limited infrastructure 

and few of them doing a good business with some big industries through 

tenders. But on the other hand there are units who are trap with middle man 

or not able to do direct business where, at the end they have to compromise 

with their profit margin for getting order at low price. 

While analyzing whole belonged system including infrastructure, 

manufacturing process, marketing, and stack holder I have found all these 

factor is affecting much and taking weaker form gradually. 

The cluster has some government concern authority (DIC, Howrah), MSME 

& other who support them continuously through various scheme & subsidy 

but still their is lack of design awareness, advanced skill & technique 

training and IT institutes which would be better for the young generation to 

adopt their family business. 

At the end, I would like to express my thinking which is not only limited with 

design & development but its proper implementation. Also it should be 

responsibility of all concern authority to help and facilitate them through all 

necessary requirements towards setting their aspiration and coming up with 

a unique metal cluster recognized by all over India & foreign country.

Workshop.

2. Mr. Swapan Mondal in his address delivered brief information about 

workshop schedule and activities for the next five days. Also he requested 

the cluster to take part with their full presence in the deliberation of the 

Design Experts to make the programme success.

In complex markets, the differences between companies are not much.

The companies can’t differentiate much themselves from others on the 

basis of quality and technology etc. factors as all the companies are 

competent enough.

8. A Brief talk on Branding and Identity, its need, purpose and benefits; by Mr. 

Rakesh Sah 

(a) Products and services have become so alike that they fail to distinguish 

themselves by their quality, efficacy, reliability, assurance and care. Brands 

add emotion and trust to these products and services, thus providing clues 

that simplify consumers’ choice. 

(b) These added emotions and trust help create a relationship between 

brands and consumers, which ensures consumers’ loyalty to the brands. 

(c) Brands create aspirational lifestyles based on these consumer 

relationships. Associating oneself with a brand transfers these lifestyles 

onto consumers. 

(d) The branded lifestyles extol values over and above the brands’ product 

or service category that allow the brands to be extended into other product 

and service categories. Thus saving companies the trouble and costs of 

developing new brands, while entering new lucrative markets. 

(e) The combination of emotions, relationships, lifestyles and values allows

At the present scenario, the cluster is not much aware about several issues like 

design concern and the design intervention the situation is falling down gradually 

due to limited or low work order. 

The cluster does not have proper awareness of modern demand, technology and 

the work environment which affect the productivity, work efficiency and quality. 

A directional business plan is required to take care of cluster’s future growth on 

the same time to deal with traders and middle man’s trap.

At the present there are possibilities of four major 

design project related to different product segment 

those are: 

1. Design & develop a designer look pressure cooker for a unit which they are 

trying to achieve. 

2. Redesign and develop a range of Indian style Lantern with contemporary 

touch. 

3. Varieties of Agricultural and Gas Spray design with a range of their nozzle 

keeping in mind Indian context. 

4. A range of modern locks redesigning the existing design with modification 

as well as complete 

Process would be follow by the designer is: 

Design consultant shall be starting the project with design research, attempt to 

understand the product space, competing products, context of use, ergonomic 

issues, environmental issues etc. This stage will also have a presentation 

showcasing the form trends and possible directions to be taken during ideation. 

The ideation phase that follows the research phase shall focus on first defining a 

form direction that is aesthetically pleasing and relevant for the product category. 

The directions shall also be influenced by the overall size specifications and 

design. This is an iterative process and shall be made more effective by 

leveraging concepts from the team of designers through Design Consultant. 

With the initial design direction frozen, design consultant shall venture into the 

Industrial design phase of the project. There are expected to be iterations moving 

between the Industrial design and Ideation phases considering there would be 

overlaps and also parallel processing required. 

During this phase, design consultant shall prepare 3D model options of the 

direction. Design consultant shall prepare a foam mock-up of the concept to allow 

for physical look and feel and proportion check of the selected concept along with 

the digital renders. 

Design consultant shall do the detailing on the product and move into the 

technical phase. The task at this stage would be to complete the technical 

drawings, do the component and material selection, organize the final layout of 

components, do the technical reviews and finalize the CAD drawings. The 

prototype will follow and based on the learning’s from the prototype, the CAD 

drawings shall be finalized.
