From the Director’s Desk
The happenings of today are the memories of tomorrow. But a few
happenings, which are the outcome of sincere and dedicated work, not
only make a lasting impact within an organisation, but also outside.
The national campaign on Homoeopathy for Mother & Child Care,
which has successfully spread its wings in various states of the country
(and will soon reach the district level), is one such move that is bound
to leave its benefits at all the places it passes through. The united effort
of Dept. of AYUSH, Central Council of Research in Homoeopathy,
National Institute of Homoeopathy and governments of various states,
has made this campaign spread by leaps and bounds and its pace shall
be further boosted in the coming times to achieve the desired result of
benefiting the Mother & Child through gentle and safe homoeopathic
medicines.
The first quarter of the year 2009, January to March, was full of
activities in the Council, the highlights being the Stone Laying Ceremony
by Smt. Panabaka Lakshmi, Minister of State for Health & Family
Welfare, Govt. of India, a workshop on scientific and medical writing,
which was inaugurated by Smt. S. Jalaja, Secretary, Dept. of AYUSH,
a visit to the Council by Dr. S.K. Panda, who recently joined as Joint
Secretary, Dept. of AYUSH, meetings of various committees like the
Scientific Advisory Committee, Ethical Committee, Special Committees
on Clinical Research and Drug Standardsiation, etc. A week long protocol
training programme conducted for the Research Officers of the Council’s
branches for new research studies was also an advantageous exercise.
I believe, and hope, the sustained efforts of the Council, with constant
support of the Dept. of AYUSH, will continue to benefit the common
man as well as the homoeopathic profession, through well-directed research
and extension programmes.

down the foundation stone for the
building of Regional Research
Institute (Homoeopathy), Gudivada
on 15th February 2009. She was
accompanied by Sh. Pinnamaneni
Venkateswarao, Hon’ble Minister for
Rural Water Supply, Govt. of Andhra
Pradesh, Sh. Badiga Ramakrishna,
Hon’ble M.P. Machilipatnam,
Andhra Pradesh and Prof. C. Nayak,
Director, CCRH. Dr. K. Bhanu Murty,
R.O. Incharge and other staff of
RRI(H), Gudivada, were also present
at the foundation site.

on 23rd Secretary, AYUSH inaugurates
Workshop on Scientific & Medical Writing New Delhi
March 2009 to inaugurate a
2-day workshop on ‘Scientific and
Medical Writing’. The workshop was
hugely attended by the research
officers and senior research fellows of
the peripheral institutes and units of
CCRH. The researchers from various
colleges and from collaborative and
extramural projects of CCRH also
participated in the workshop.
In her inaugural address, Smt.
Jalaja appreciated the initiative of
arranging a workshop on scientific
writing and emphasised on the
relevance of ‘the sense of wondering’

opined that asking ‘why’ is an integral
part of any research work, and that
AYUSH is in need of good quality
research, which is not only done in a
standardised way, but also properly
documented for adequate
dissemination. She urged the young
people to rise up to the occasion of
growing interest in the society about
AYUSH systems and contribute
maximally through documenting

of Honour. While welcoming the

by further enriching it with more
and more scientific documents.
He hoped the workshop would
benefit the researchers and other
scholars who are engaged in
documentation of the research
work. The inauguration ceremony
ended with a vote of thanks by Dr.
Vikram Singh, Deputy Director,
CCRH.

Two publications, ‘CCRH
Forging Ahead… Activities &
Achievements’ and ‘Homoeopathic
Drug Provings – Volume III’, were
released at the workshop by Smt.
Jalaja and Dr. Shiv Lal respectively.
The publications are available for
purchase at CCRH headquarters.
The workshop encompassed
various aspects of writing a scientific
paper, right from giving a title, to
writing a conclusion. Also, it covered
other issues regarding a paper like
authorship, statistical analysis,
mentioning references and ways to
submit a paper to a journal. The
speakers included the learned and

the delegates were divided into teams
and made to write papers on various
subjects. This session was coordinated
by Dr. Anil Khurana, Asst.
Director, CCRH. A special review
session, headed by Dr. N.C. Jain,
Editor, Indian Journal of Medical
Research, was arranged to analyse
the papers written by delegates and
the flaws in the papers and the ways
to improve upon them were
elaborately discussed in the session.

• A paper must always convey its
information in brief, yet
accurately.
• Before one starts writing a paper,
one must ask to himself, ‘Do I
have anything to say?’, ‘Is it
worth saying?’ and ‘What format
should I write my paper in?’
• In a paper, one must aim at not
being possible to understand, but
at being impossible to
misunderstand.
• While writing ‘Material and
Methods’, always try to address
the following questions, ‘who’ –
who did the research; ‘what’ –
what was the research on; ‘when’
– what was the period of
research, ‘where’ – where was the

importantly, ‘how’ – how was the
research done, i.e., what were the

• In short papers, it is not always
necessary to write discussions
and results separately from
conclusion. The whole
information can be mentioned
under ‘conclusion’.
• Hallmarks of good writing: an
appealing title, catchy beginning,
clear purpose, flowing thought
process, minimal errors and
comprehensible language.
• Keywords are really important in
the electronic age of today.
Rightly chosen keywords can
lead a searcher to find your
article by typing those words in
the search engine.
• Discussion part of a paper should
always be written in light of the
previously available literature.
• The following websites were
recommended by the speakers
for further guidance on scientific

The concluding session of the
workshop included a talk by the
Director, CCRH, on ‘Reporting data
on Homoeopathic treatments’. In his
address, he also urged the research
officers and other technical staff
members present at the workshop to
get more involved in publishing their
research work for dissemination. A
CD of the presentations made by the
speakers was given to each delegate.

Dr. S.K. Panda joins as Joint Secretary, AYUSH
Dr. Sanjay Kumar Panda, IAS, joined the Dept. of AYUSH, Ministry of Health &
Family Welfare, Govt. of India, as Joint Secretary on 2nd February, 2009. With a
brilliant academic career, Dr. Panda has won a lot of accolades, including two Gold Medals
for being the best graduate in 1974 and for standing first in first class in M.Sc. (Chemistry) in
1976 in Utkal University, Orissa. In 2006, he also got his PhD in Economics from the Utkal
University. Dr. Panda also holds a Diploma in Forestry (1978-80), as a result of which he
served the Indian Forest Service from 1978-1980. Moving on in his career, Dr. Panda joined
Indian Administrative Service in 1980 and worked in different capacities in Tripura at field
and secretariat levels.

In his long, shining career, Dr. Panda has held various reputed posts like Director Textiles, Orissa, Chairman,
Tripura State Finance Commission and Chief Electoral Officer, Tripura. As the Director (Sports), Govt. of India in
1997, Dr. Panda played an important role in formulation of the National Sports Policy and promotion of games and
sports in the country. He has also worked as the Joint Secretary in the Ministry of Social Justice and Empowerment,
Chief Vigilance Officer, Steel Authority of India (2002-2004), Principal Secretary In-charge of Social Welfare and
Social Education, Higher Education, Home departments and as the Secretary to Chief Minister in Government of
Tripura from 2005 to 2009.
Dr. Panda, known for his keen interest on the matters relating to welfare, in general, and of the disadvantaged
segments of the society, in particular, has also written a book titled ‘Corporate Social Responsibility in India – Past,
Present and Future’. The book covers a wide range of social and business related issues in the Indian context.
The Central Council for Research in Homoeopathy welcomes Dr. S.K. Panda to the AYUSH family and wishes him
many more accomplishments within his tenure. Under his adept supervision, CCRH hopes to cater to the health needs of
the society in a better way by making Homoeopathy a treatment worthy of trust, through evidence-based, quality research.

Dr. Panda suggested the Council
to have more collaborative studies
with other institutions for avoiding
duplications, optimising use of
available facilities and overcoming
financial and other constraints. He
also desired that the Council initiate
some research relating to life-style
diseases in general and diseases
common to the disadvantaged
segments in particular. While talking
of the National Campaign on
Homoeopathy for Mother and Child
Care, he suggested that the field units
of the Council should coordinate with
the respective state governments to
move forward is making the state
level and district level campaigns
successful. He appreciated the
homoeopathic kits prepared by the
Council and desired that for wider
outreach and more publicity, the kits
should be commercialised by tying up
with some external agencies who
could take up the task of distribution.
He also suggested to expedite the
process of translation/dubbing of the
publication material (printed and
audio visuals) into regional languages
and to make them available to the
State Governments for mass
awareness. He also opined that
showing advertisement clips on the
cable operators’ private channels is a
good source of publicity and desired
that the possibility of airing such
advertisement(s) should be explored
by the Council.

Campaign on Homoeopathy for Mother and Child
Care launched in Gujarat Gandhinagar
The launch of state level campaign
on ‘Homoeopathy for Mother &
Child Care’ and a workshop on
‘Homoeopathy for Healthy Mother
and Happy Child’ was held at GCERT
(Gujarat Council for Education,
Research and Training) Auditorium,
Gandhinagar, Gujarat, on 16th January, 2009. The workshop was
organised by the Directorate of
Indian Systems of Medicine and
Homoeopathy (ISM&H), Govt. of
Gujarat and Dept. of AYUSH,
Ministry of Health and Family
Welfare, Govt. of India. The primary
aim behind the launch of this
campaign was to propagate the
inherent strength and potential of
Homoeopathy for its role in mother
and child care amongst the
physicians of various streams,
policymakers, print and electronic
media and non-government
organisations.

pleasure regarding the infrastructure
and facilities available at
homoeopathic colleges of Gujarat. Dr.

The following resolutions were
unanimously adopted at the end of
the workshop.
1. To recommend the Govt. of
Gujarat to establish a
government homoeopathic
college in the state, which could
be the model to the other
homoeopathic colleges in
Gujarat.
2. To recommend the Gujarat Govt.
to prepare a homoeopathic
development model, like the one
prepared by the Govt. of Kerala.
3. To establish a homoeopathic
research centre in the coastal
area of Gujarat to find out the
benefits of this system of
Medicine in that area.
4. To recommend the state
government to introduce a
Project like ‘Sickle Cell Anemia –
Control, Awareness & Crisis
Management through
Homoeopathy’ in the tribal areas
of Gujarat.
5. To start at least one
homoeopathic dispensary in each
of the 225 talukas in Gujarat.
6. Homoeopathy may be given
equal importance in comparison
with the treatment methods like
Ayurveda etc. under the ‘AYUSH’
in respect of budget,
dispensaries, hospitals etc; and
in this regard the State
Government as well as the
Central Government may take
necessary action.
7. To propose to the State
Government to establish a
Homoeopathic Pharmacy in the
public/co-operative sector in
Gujarat.
8. To propose to the state
government to make a provision
for issuing necessary orders to
accept the medical certificates
and other documents duly signed
by the qualified homoeopathic
doctors in government or semigovernment
institutes, banks,
insurance company, ONGC,
telecom, Income Tax, Sales Tax,
R.T.O., E.S.Is and other

departments.
9. To recommend the Govt. of
Gujarat to establish Mother and
Child Care clinics and special
wards for institutional deliveries
in all the homoeopathic medical
colleges.
10. To request the State Govt. to
implement the National
Campaign on Homoeopathy in
Mother and Child Care
throughout the state through
Panchayati Raj institution. Also,
to request the government to
establish a homoeopathic ward in
all district allopathic hospitals
through the NRHM/ AYUSH
scheme during the plan period.
Govt. of Assam launches state level campaign on
Homoeopathy for Mother & Child Care Guwahati
The Govt. of Assam, organised a
two-day state level workshop on
‘Homoeopathy for Mother & Child
Care’ on 25th & 26th March 2009 at
Guwahati. The ceremony was
inaugurated by Sh. J.C. Goswami,
Commissioner & Secretary, Health &
Family Welfare Department, Govt. of
Assam and was presided over by Dr.
D. Hojai, Director of Health Services,
Assam. Dr. S. Sahu, Dy. Advisor
(Homoeo), Department of AYUSH,
graced the occasion as Guest of
Honour. A souvenir, prepared to
commemorate the event, was
released by Dr. D. Hazarika, Director
of Medical Education, Assam. Dr.
H.H. Islam, Deputy Director
(Homoeo.), Govt. of Assam, in his
welcome address, discussed the

morbidity rate. Dr. D. Hojai
acknowledged the role of AYUSH
systems including Homoeopathy in
improving the health scenario of the
country. He stated that
Homoeopathy is a recognised system
of medical science and the potentials
of homoeopathic treatment cannot be
ignored. Dr. S.N. Sahu discussed
about the schemes of the Dept. of
AYUSH, under which various
teaching institutions, universities,
hospitals and NGOs can avail of
grants.
The workshop, focused on
sensitising the participants about the
role of Homoeopathy in Mother and
Child healthcare, was attended by
nearly 200 participants, comprising of
officials from the State Government,
allopathic and homoeopathic medical
officers from different PHCs and
CHCs of the state. The teaching
faculty of the homoeopathic,
ayurvedic and allopathic medical
colleges were also present at the
workshop. The Research Officers,
Senior Research Fellow of Regional
Research Institute(H), Guwahati,
social and health workers from
NGOs, general practitioners,
mediapersons and policymakers also
made it to the event.

unanimously adopted at the end of
the workshop :
1. To congratulate the Government
of India, Ministry of Health &
Family Welfare, Department of
AYUSH, for their guidance and
financial support and the State
Health Department for rendering
all necessary coordination to
organise workshop on
Homoeopathy for Healthy
Mother and Happy Child at
Guwahati, Assam.
2. To organize the District Level
Campaigns on Homoeopathy for
Mother & Child Care in the
districts of Assam, as a follow up
action, to keep the Campaign a
sustainable one: Regular
awareness camps on the role of
Homoeopathy may be organized
in the rural areas to educate the
people about the efficacy of
Homoeopathy in Mother and
Child Care by involving the GNM,
ANM and ASHA workers,
Women Self Help group and
Community Health Workers.
3. The awareness about
Homoeopathy among the
general public in Assam is not
adequate and there is a lot of
misconception about
homoeopathic system of
Medicine. So facilities like
different training programmes,
CME programmes, ROTP etc. for
the practitioners and paramedics
may be started.
4. (i) The teachers of the
Obstetrics & Gynecology
Department of the
Government Homoeopathic
Medical College may be
given special training in the
allopathic medical colleges of
the state in conducting
labour and management of
pregnancy etc, which would
help mainstreaming of
Homoeopathy in Mother and
Child care effectively.
(ii) To request the National
Institute of Health & Family
Welfare, New Delhi and the
State Family Welfare
Training Institutions to train
the homoeopathic doctors in
the National Health
Programmes from time to
time.
5. All the government homoeopathic
medical colleges may
establish specialty clinics for
Maternal and Child Care in their
respective hospitals. Moreover,
homoeopathic treatment
facilities, with sufficient Medical
Officers (H), may be provided in

all the PHCs, CHCs and District
Hospitals of the State for the
diseases for which the system has
proven effectiveness.
6. The State Homoeopathic
Resource Center (SHRC), Assam,
established as per the guidelines
of GOI, will act as the
information hub from where
necessary information, resources
for the campaign in the state,
including IEC material will be
designed. The SHRC, Assam may
be provided necessary inputs for
District Level Workshops and
coordinate activities and obtain
technical support from the
National Resource Center, Noida
and National Institute of
Homoeopathy, Kolkata.
Necessary contingency fund may
be provided by the Department
of AYUSH in this regard.
7. The administrative setup for
Homoeopathy in the Directorate
of Health Services, Assam should
be strengthened by creating
adequate supporting staff. A post
of the Joint Director(H) may be
created to facilitate better
coordination with the Directorate

Mela 2009 from 9th to 13th January,
2009, organised by Dept. of AYUSH,
Govt. of Rajasthan. The fair was

graced by the presence of Sh. Anand

round development of the
homoeopathic system of
medicine in the state.
9. Homoeopathic doctors may be
specially trained for
implementation of School Health
Programmes. The School Health
Programmes may be entrusted to
the homoeopathic doctors at
government level and the
activities be regularly monitored.
10. The State Government should
take necessary steps for
establishing a Homoeopathic
Medicine Manufacturing Unit in
the State. Moreover, Drug
Controller and Drug Inspector
may be appointed with necessary
administrative setup, with a view
to maintain the quality control of
Homoeopathic Medicine in the
Arogya Melas

Govt. should also create new
posts of Medical Officers (H).
13. The Dept. of AYUSH, Govt. of

Van to promote and popularise

• The Committee approved, after
certain suggestions, the
guidelines for the case recording
format for the new studies.
• The Committee appreciated the
work of the Council for the
preparation of database of
homoeopathic publications with
the financial support of WHO
and approved the proposal for
continuing the compilation with
the Council’s funds, by engaging
one Consultant.
• It was decided that the Antenatal
clinics may be set up at the
institutes/units of the Council
where the specialists of
Obstetrics & Gynaecology are
available as part of the National
Campaign on Homoeopathy for
Mother & Child Care.
• The Committee suggested
holding a meeting with Director,
Homoeopathic Pharmacopoeia
Laboratory, Dr. P.N. Verma,

microbiologist, to take a final
view on the standardisation
studies planned on nosodes and
drugs of animal origin.
• The Committee decided that the
expansion of the building of
CRI(H), Noida should be done in

Committee that the Secretary
(AYUSH) has desired to upgrade
Central Research Institute (H),
Kottayam as a Centre of
Excellence, in view of the services
rendered by the Institute. The
Committee decided to request
the Dept. of AYUSH to provide
funds for the required
manpower, instruments and
equipment in this regard.
• The Committee approved the
outsourcing of the laboratories
and consultants for the research
studies being conducted by the
Council as per the need, to make
them evidence-based.
• On the basis of the
recommendations of Project
Officer of DSU, Hyderabad, Dr.
V. V. Nagaraja Rao, member,
SAC and discussions of Director,
CCRH with Vice-Chancellor of
Osmania University (for
providing land on lease in the
existing premises of Osmania
University), the Committee reconsidered
its earlier decision to
shift the Drug Standardisation
section to CRI(H), Noida and
decided to continue studies at
Hyderabad and to strengthen the
Unit with the additional
manpower and equipment.

7. In ‘The Day after: Effect of Arnica
30 on Delayed onset muscle
soreness (DOMS)’ study, the
inclusion of the participants will
be considered if the Hb. level is
within normal limits and the
participants will be required to
climb up to four times or till the
muscle soreness is developed.
The sample size should be 30 in
each group.

indica, Cineraria maritime,
Cinnamomum, Leucas aspera,

and Veratrum viride.

necessary corrections, additions
and deletions in the monographs.
2. It was desired that after
necessary corrections of the
above monographs by HPL, the

3. The Member-secretary pointed
out that vernacular names in
different regional languages of
Indian drugs used in
Homoeopathy may also be given
in the respective monographs.
The committee suggested that it
may be compiled by CCRH
separately.
4. After considering a letter from
Dr. Mukesh Babu, Manager, QA
and QC, Dr. Willmar schwabe
India Pvt. Ltd., mentioning that
the standard of the finished
products are not updated in the
Homoeopathic Pharmacopoeia
of India (HPI), the Committee
suggested that the standards of
the finished products of HPI, Vol-
VI and VII, published by HPL,
Ghaziabad, be reviewed, after
taking feedback from different
homoeopathic manufacturing
industries.
5. It was also suggested that the
standards of the revised
monographs should be updated
by HPL.

formulations vis-a-vis
therapeutic efficacy & safety,
which includes 30
homoeopathic drugs (as per the
BHMS syllabus of Central
Council of Homoeopathy):
• Each drug must have
separate Bibliography.
• Toxicity/side effects shall
be incorporated in respect
of each drug.
• Cautions in terms of
mother tincture/potency
should be reflected
wherever necessary under
each drug.
Over the point of ruling out the
presence of any steroid in the
homoeopathic medicines, Dr.
Lohar, Director, HPL made the
following comments:

Starting from 16th March 2009,
the Research Officers from

were trained on the protocols of new
research studies that the Council has
planned to allot to its centres. The
main objective of holding this
training programme was to help the

a better way, without any confusion
regarding the directions given in the
protocols. The training was held in
two separate batches for three days
each, from 16 th – 18 th March 2009 and
from 18 th – 20 th March 2009.
As an introductory lecture, Dr.
Vikram Singh, Deputy Director,
CCRH, explained the officers about
the need and implementation of
protocols. The importance of
objective of the protocol of each study
and its designing was explicated by
the respective co-ordinator of the
study. Allopathic experts explained
about the diagnosis, differential
diagnosis, inclusion/exclusion
criteria and baseline assessment of
each disease condition. The Research
Officers were also given ample time
and freedom to dicsuss and clarify
their doubts or queries.

clinical experience of 36 years, during
which he has been the Family
Physician to the former President of
India, Late Dr. Shankar Dayal
Sharma, Honorary Physician to
former Prime Ministers (Sh. V.P.
Singh, Sh. Morarji Desai and Sh.
Chandrashekhar), Governors of
many states including Delhi, several
cabinet ministers, army personnel
and to the leading medical
practitioners of Delhi. He has also
served as the Research Director at
New Delhi
Mihijam Institute of Homoeopathy.
Dr. Bannerjee has closely been
associated with CCRH in the past. He
has been a member of the Governing
Body and Standing Finance
Committee of the Council. Besides
CCRH, he was also a member of the
Homoeopathic Pharmacopoeia
Committee, under the Dept. of
AYUSH. He has also been a part of
other important organisations like
Homoeopathic Medical Association
of India, Asian Homoeopathic
Medical League and the Scientific
Committee of the International
Homoeopathic Conference.

The following were the highlights

participate in this database.
• ISCHI decided to conduct the
clinical trial of the drug
Oscillococcinum, a
homoeopathic medicine, in
Brazil, for treatment of Influenza.
• The Committee decided to invite
more research proposals on
homoeopathic treatment/
prevention of Influenza.

Germany, visited the Council
headquarters on 15th January 2009.
The meeting was presided over by Dr.
Diwan Harish Chand, Chairman,
Scientific Advisory Committee of
CCRH. The purpose of the meeting
was to acquaint the members of
CCRH and Central Council of
Homoeopathy (CCH) with the aims
and objectives of the Institute for the
History of Medicine, an offshoot of
Robert Bosch Foundation, Stuttgart,
Germany. Dr. Dinges also
appreciated the concept of medical
pluralism existing in India, with both
Indian and the state-level
governments promoting multiple
systems of medicine under one roof.
He also proposed to hold an itinerant
exposition in
India, displaying
various articles of
interest for
homoeopaths
from the period of
origin of
Homoeopathy in
Germany, until its
actual global role.
He felt it could be
a good venture to
bring to Indian
homoeopaths a
glimpse into that
historic era. The
members from
both CCRH and CCH were optimistic
about the exposition and assured to
offer full support, if such an
exposition is planned for India.
