Business owners should do the following before<br />
signing a lease for commercial space:<br />
1. Verify that your business is a permitted use<br />
based on the property zoning.<br />
2. Check with Regional Planning to verify whether<br />
there are any zoning violations in the center.<br />
Regional Planning cannot accept or approve<br />
your application until all violations have been<br />
abated at the location.<br />
3. Verify that there is sufficient parking in the<br />
center and whether your business will require<br />
additional parking. If the parking needs from<br />
existing legal businesses already reach or<br />
exceed the number of parking spaces allowed,<br />
you need to obtain additional approvals from<br />
Regional Planning.<br />
Any of these issues may delay opening your<br />
business even if you have already signed your<br />
lease with the property owner. To protect your<br />
interests, contact Regional Planning before you<br />
sign your lease.<br />

United Pacific Waste (UPW) is the only hauler in the Rowland Heights Franchise Area. The<br />
trash carts must be at the curbside before 6:00 a.m. on your collection day. Each cart is serviced<br />

pick-up service. UPW also collects bulky items twice per year at no additional charge,<br />

How to Request Street Lights Through<br />
the Department of Public Works<br />

The Department of Public Works (DPW) administers the street lighting program which<br />
is funded through property tax assessments. Southern California Edison (SCE) installs<br />
the street lights and responds to maintenance calls. Upon receipt of a street lighting<br />
request, DPW will:<br />
• Determine if your area is part of an existing <strong>County</strong> Lighting District.<br />
• If you are not in the district, DPW will prepare a petition for a community member<br />
to circulate among the affected property owners. Annual assessments are $5 per<br />
single-family homes, with higher rates for other land uses.<br />
• Once the petition is signed by at least 60% of the property owners and verified by<br />
DPW, an engineer’s report and a formal ballot proceeding is initiated. The ballots are<br />
then sent out to the property owners within the petition area. If a majority of the<br />
weighted ballots are returned in opposition to being part of the district, then the<br />
proceeding is terminated. Otherwise, the territory becomes part of the lighting district<br />
and street lights are generally installed by SCE within 4 to 6 months.<br />
