family life. Specifically, <strong>work</strong>-related trips are one part <strong>of</strong> a complex nexus <strong>of</strong> travel necessary<br />

for family self-suficiency: look<strong>in</strong>g for <strong>work</strong>, go<strong>in</strong>g <strong>to</strong> <strong>work</strong>, go<strong>in</strong>g <strong>to</strong> school, go<strong>in</strong>g <strong>to</strong> <strong>welfare</strong><br />

<strong>of</strong>fices and CalWORKs services, tak<strong>in</strong>g kids <strong>to</strong> child care, school, and after school activities,<br />

shopp<strong>in</strong>g for food, go<strong>in</strong>g <strong>to</strong> doc<strong>to</strong>rs and cl<strong>in</strong>ics, etc. Understand<strong>in</strong>g <strong>the</strong> <strong>in</strong>terconnection <strong>of</strong> trips,<br />

<strong>participants</strong> made it very clear <strong>to</strong> us that <strong>the</strong> family, not <strong>work</strong> divorced from <strong>the</strong> family, was <strong>the</strong>ir<br />

unit <strong>of</strong> analysis.<br />

Follow<strong>in</strong>g this reason<strong>in</strong>g revealed <strong>in</strong> focus group discussions, we stress that <strong>the</strong> family is really<br />

our unit <strong>of</strong> analysis, ra<strong>the</strong>r than a s<strong>in</strong>gle parent attempt<strong>in</strong>g <strong>the</strong> journey from <strong>welfare</strong> <strong>to</strong> selfsufficiency.<br />

An exclusive focus on trips directly related <strong>to</strong> <strong>work</strong> neglects <strong>the</strong> <strong>transportation</strong> <strong>needs</strong><br />

<strong>of</strong> children and trips central <strong>to</strong> family self-sufficiency. Consequently, <strong>in</strong> this section we take<br />

family related trips <strong>in</strong><strong>to</strong> account because our focus group members cont<strong>in</strong>ually <strong>to</strong>ok <strong>the</strong>m <strong>in</strong><strong>to</strong><br />

account when <strong>the</strong>y <strong>to</strong>ld us about <strong>the</strong>ir lives.<br />

Conduct <strong>of</strong> Focus Groups<br />

Focus groups were taped and lasted from 1 ½ <strong>to</strong> 2 hours. After discuss<strong>in</strong>g <strong>the</strong> purpose <strong>of</strong> <strong>the</strong><br />

groups and <strong>the</strong> confidentiality <strong>of</strong> remarks made <strong>in</strong> <strong>the</strong>m, we asked <strong>participants</strong> <strong>to</strong> fill out a<br />

consent form <strong>in</strong>dicat<strong>in</strong>g <strong>the</strong>ir understand<strong>in</strong>g <strong>of</strong> <strong>the</strong> focus groups requirements and use <strong>of</strong> data.<br />

Participants answered a brief questionnaire about <strong>the</strong>ir status <strong>in</strong> CalWORKs, and <strong>the</strong>ir primary<br />

<strong>transportation</strong> dest<strong>in</strong>ations and means <strong>of</strong> <strong>transportation</strong>. The rest <strong>of</strong> <strong>the</strong> time we facilitated an<br />

<strong>in</strong>formal and open discussion <strong>of</strong> <strong>the</strong>ir <strong>transportation</strong> <strong>needs</strong>.<br />

Included below are <strong>the</strong> Facilita<strong>to</strong>r's Introduction <strong>to</strong> <strong>the</strong> Focus Group, <strong>the</strong> <strong>participants</strong>' consent<br />

form, questionnaire, and questions guid<strong>in</strong>g discussion.<br />

Facilita<strong>to</strong>rs' Introduction<br />

1. Welcome. Our purpose <strong>in</strong> conduct<strong>in</strong>g this focus group is <strong>to</strong> learn about how you are meet<strong>in</strong>g<br />

<strong>transportation</strong> challenges and solv<strong>in</strong>g problems created by your journey from <strong>welfare</strong> <strong>to</strong><br />

economic <strong>in</strong>dependence. For some <strong>participants</strong>, <strong>welfare</strong> reform means more trips – <strong>to</strong> GAIN<br />

<strong>of</strong>fices and programs, <strong>of</strong>fices provid<strong>in</strong>g special services, job searches, travel<strong>in</strong>g <strong>to</strong> new jobs,<br />

arrang<strong>in</strong>g <strong>to</strong> take your kids <strong>to</strong> child care, <strong>to</strong> school and pick<strong>in</strong>g <strong>the</strong>m up aga<strong>in</strong>.<br />

First, we want <strong>to</strong> know how you are you mak<strong>in</strong>g those travel arrangements? Secondly, we want<br />

you <strong>to</strong> identify travel problems that are serious enough <strong>to</strong> pose barriers <strong>to</strong> f<strong>in</strong>d<strong>in</strong>g and keep<strong>in</strong>g<br />

good jobs and problems that <strong>in</strong>terfere with <strong>the</strong> well be<strong>in</strong>g <strong>of</strong> your family. Thirdly, we want <strong>to</strong><br />

know how helpful GAIN has been <strong>in</strong> help<strong>in</strong>g you pay for and deal with travel arrangements.<br />

F<strong>in</strong>ally, we want you <strong>to</strong> recommend ways <strong>of</strong> improv<strong>in</strong>g <strong>transportation</strong> for <strong>participants</strong> <strong>in</strong> GAIN.<br />

This is an <strong>in</strong>formation and a bra<strong>in</strong>s<strong>to</strong>rm<strong>in</strong>g session.<br />

Why are we do<strong>in</strong>g this research? DPSS knows that <strong>in</strong> Los Angeles distance and travel time can<br />

be major barriers for people who are look<strong>in</strong>g for <strong>work</strong> and tak<strong>in</strong>g care <strong>the</strong> <strong>needs</strong> <strong>of</strong> <strong>the</strong>ir families.<br />

The federal government is <strong>of</strong>fer<strong>in</strong>g <strong>the</strong> county money if it comes up with some concrete<br />

proposals <strong>to</strong> improve <strong>transportation</strong>. One requirement <strong>of</strong> a good proposal is that it is based on <strong>the</strong><br />
