a city <strong>in</strong>cluded <strong>in</strong> Unesco’s World Heritage, and its region<br />

which suffers from an environmental balance at r<strong>is</strong>k, are<br />

<strong>the</strong> subject <strong>of</strong> exceptional measures <strong>of</strong> protection (1) Venice,<br />

. The<br />

development <strong>of</strong> <strong>the</strong> Porto Marghera Industrial Zone, one<br />

<strong>of</strong> <strong>the</strong> biggest petrochemical sites <strong>in</strong> Europe, <strong>is</strong> <strong>the</strong>refore<br />

greatly affected by th<strong>is</strong> situation. Indeed, <strong>the</strong> d<strong>is</strong>charge <strong>of</strong> <strong>in</strong>dustrial<br />

effl uent must comply with standards, which are much stricter than<br />

<strong>in</strong> o<strong>the</strong>r regions <strong>of</strong> Italy.<br />

The SPM (Servizi Porto Marghera) Consortium manages all<br />

<strong>the</strong> <strong>in</strong>stallations allow<strong>in</strong>g performance <strong>of</strong> <strong>the</strong> services necessary<br />

for <strong>in</strong>dustrial plants <strong>in</strong>stalled on <strong>the</strong> site, <strong>in</strong> particular <strong>the</strong> treatment<br />

<strong>of</strong> <strong>in</strong>dustrial wastewater. In order to comply with <strong>the</strong>se standards,<br />

SPM has completely updated its treatment unit which was about<br />

thirty years old.<br />

After assess<strong>in</strong>g all ex<strong>is</strong>t<strong>in</strong>g processes, <strong>the</strong> Consortium chose<br />

<strong>the</strong> ultra-fi ltration membrane bioreactor technology designed and<br />

built by Ondeo IS. Th<strong>is</strong> <strong>in</strong>novative technology was <strong>the</strong> only one to<br />

guarantee respect for <strong>the</strong> required standards while <strong>be<strong>in</strong>g</strong> capable<br />

<strong>of</strong> withstand<strong>in</strong>g <strong>the</strong> considerable variations, both <strong>in</strong> volume and <strong>in</strong><br />

pollutants, to be dealt with <strong>in</strong> a chemical facility <strong>of</strong> th<strong>is</strong> scale.<br />

Ordered 2002 by Syndial, a subsidiary <strong>of</strong> <strong>the</strong> ENI Group<br />

specialized <strong>in</strong> environmental services, <strong>the</strong> <strong>in</strong>stallation was fi nalized<br />

at <strong>the</strong> end <strong>of</strong> 2004. It <strong>of</strong>fers great operational flexibility, which<br />

makes it possible, <strong>in</strong> particular, to clear up any accidental pollution<br />

ar<strong>is</strong><strong>in</strong>g from malfunction<strong>in</strong>g on site.<br />

Today, <strong>the</strong> objective <strong>is</strong> recycl<strong>in</strong>g and a third unit <strong>is</strong> <strong>be<strong>in</strong>g</strong><br />

designed to make it possible to re-use purified treated water<br />

<strong>in</strong> <strong>the</strong> processes <strong>of</strong> <strong>the</strong> <strong>in</strong>dustries <strong>of</strong> <strong>the</strong> site. Th<strong>is</strong> project could<br />

be comb<strong>in</strong>ed with that <strong>of</strong> treatment <strong>of</strong> <strong>the</strong> wastewaters <strong>of</strong> <strong>the</strong><br />

municipality on which Degrémont, which has already obta<strong>in</strong>ed <strong>the</strong><br />

consent <strong>of</strong> <strong>the</strong> Italian M<strong>in</strong><strong>is</strong>try <strong>of</strong> <strong>the</strong> Environment, <strong>is</strong> work<strong>in</strong>g.<br />

(1) To protect <strong>the</strong> City <strong>of</strong> <strong>the</strong> Doges from high tide phenomena, <strong>in</strong> 2003 <strong>the</strong> public<br />

authorities launched <strong>the</strong> Electro-Mechanical Experimental Module Project provid<strong>in</strong>g<br />

an <strong>in</strong>tegrated system <strong>of</strong> mobile retractable valves mak<strong>in</strong>g it possible to <strong>is</strong>olate <strong>the</strong><br />

lagoon <strong>of</strong> Venice from <strong>the</strong> Adriatic Sea.

However, technological progress alone will not be enough, we now need<br />

to develop understand<strong>in</strong>g local areas and know-how to adapt to situations.<br />

By plac<strong>in</strong>g special emphas<strong>is</strong> on dialogue, SUEZ ENVIRONNEMENT <strong>is</strong><br />

seek<strong>in</strong>g to understand <strong>the</strong> needs and expectations <strong>of</strong> its stakeholders<br />

WEST BASIN MUNICIPAL WATER DISTRICT<br />

“RE-USE” (1) :<br />

GIVING WATER A SECOND LIFE<br />

SOUTH CALIFORNIA SUFFERS FROM GREAT WATER<br />

SHORTAGES and has to import a large proportion <strong>of</strong> th<strong>is</strong><br />

resource from its neighbors - South California and Colorado. A<br />

period <strong>of</strong> long and serious drought <strong>in</strong> California towards <strong>the</strong> end<br />

<strong>of</strong> <strong>the</strong> 80s <strong>is</strong> forc<strong>in</strong>g <strong>the</strong> people <strong>in</strong> charge to tackle <strong>the</strong> problems<br />

caused by th<strong>is</strong> dependence. The public body <strong>in</strong> charge <strong>of</strong> <strong>the</strong> water<br />

supply <strong>of</strong> <strong>the</strong> West Bas<strong>in</strong> <strong>of</strong> Los Angeles (West Bas<strong>in</strong> Municipal<br />

Water D<strong>is</strong>trict - WBMWD) thus undertook an ambitious program<br />

aimed at reduc<strong>in</strong>g its dependency on importation <strong>of</strong> dr<strong>in</strong>k<strong>in</strong>g water<br />

and mak<strong>in</strong>g <strong>the</strong> population aware <strong>of</strong> more reasonable practices.<br />

A considerable part <strong>of</strong> th<strong>is</strong> program cons<strong>is</strong>ted <strong>of</strong> <strong>the</strong> construction<br />

<strong>of</strong> an advanced wastewater recycl<strong>in</strong>g plant. In 1995, United<br />

Water, a subsidiary <strong>of</strong> SUEZ ENVIRONNEMENT, was entrusted<br />

with <strong>the</strong> operation <strong>of</strong> <strong>the</strong> Edward C. Little Works. Renewed <strong>in</strong> 2009<br />

for fi ve years, th<strong>is</strong> long-term partnership “made it possible to operate<br />

<strong>the</strong> works and provide support for its successive extensions,”<br />

emphas<strong>is</strong>es Anto<strong>in</strong>e Vuillermet, Operations Manager <strong>of</strong> United<br />

Water for th<strong>is</strong> site. “After 17 years <strong>of</strong> operation, <strong>the</strong> balance <strong>is</strong> positive.”<br />

he adds. “The works and <strong>the</strong>ir annexes are now giv<strong>in</strong>g daily<br />

output <strong>of</strong> 150,000 m 3 <strong>of</strong> different qualities <strong>of</strong> recycled water which can<br />

serve various uses. Thus, <strong>the</strong> water<strong>in</strong>g <strong>of</strong> public and private gardens,<br />

irrigation, supply to <strong>the</strong> boilers and cool<strong>in</strong>g towers <strong>of</strong> nearby refi neries<br />

and replen<strong>is</strong>hment <strong>of</strong> ground waters have been made possible while<br />

avoid<strong>in</strong>g d<strong>is</strong>charge <strong>of</strong> <strong>the</strong>se volumes <strong>in</strong>to Santa Monica Bay.” The<br />

water resource <strong>is</strong> thus preserved.<br />

A s<strong>in</strong>gle device for <strong>the</strong> re-<strong>in</strong>jection <strong>of</strong> recycled water <strong>in</strong>to aquifers<br />

makes it possible to limit seawater <strong>in</strong>fi ltration. At <strong>the</strong> same<br />

time, <strong>in</strong> <strong>the</strong> longer term, it makes it possible to reconstitute h<strong>is</strong>torically<br />

over-used reserves <strong>of</strong> dr<strong>in</strong>k<strong>in</strong>g water.<br />

“Our client WBMWD’s ambitious policy, toge<strong>the</strong>r with our ability to<br />

answer <strong>the</strong> challenges which appear, has made it possible to reduce<br />

WHAT CAN YOU REPLACE IT?”<br />

“THINK GLOBAL, ACT LOCAL” <strong>is</strong> a formula which <strong>is</strong> just right<br />

for Irma Damayanti, a woman <strong>of</strong> action whose ma<strong>in</strong> motivation <strong>is</strong><br />

to use her know-how for <strong>the</strong> service <strong>of</strong> <strong>the</strong> population. While still<br />

at school, she was already giv<strong>in</strong>g lessons <strong>in</strong> Bahasa Indonesia,<br />

<strong>the</strong> Indonesian language, and ma<strong>the</strong>matics to underprivileged<br />

children.<br />

After higher education <strong>in</strong> agricultural technology, she worked<br />

<strong>in</strong> <strong>the</strong> telecommunications sector. But it was after she jo<strong>in</strong>ed<br />

PALYJA, a subsidiary <strong>of</strong> SUEZ ENVIRONNEMENT <strong>in</strong> Jakarta, <strong>in</strong><br />

2001 that her <strong>in</strong>terpersonal skills and organizational qualities<br />

were able to develop fully. After fi ve years <strong>of</strong> <strong>in</strong>tense work at <strong>the</strong><br />

head <strong>of</strong> <strong>the</strong> Customer Relations Department, Irma Damayanti<br />

was promoted <strong>in</strong> 2006 to <strong>the</strong> “Water for All” Department.<br />

Th<strong>is</strong> was tailor-made for Irma who <strong>is</strong> successfully lead<strong>in</strong>g its<br />

projects aimed at giv<strong>in</strong>g residents <strong>of</strong> underprivileged areas <strong>of</strong><br />

Jakarta access to runn<strong>in</strong>g water. The connection <strong>of</strong> <strong>the</strong>se homes<br />

to water d<strong>is</strong>tribution networks <strong>is</strong> not easy “All <strong>the</strong> families live <strong>in</strong><br />

shanty towns or underprivileged areas where sellers usually walk<br />

about sell<strong>in</strong>g water. We <strong>the</strong>refore have to adapt to <strong>the</strong> specifi c sociocultural<br />

framework <strong>of</strong> <strong>the</strong> identifi ed zones”, she says. It <strong>is</strong> also<br />

necessary to set up a well-thought-out fi nancial arrangement<br />

and to coord<strong>in</strong>ate <strong>the</strong> actions <strong>of</strong> many partners.<br />

Her team had its fi rst success thanks to <strong>the</strong> <strong>in</strong>stallation <strong>of</strong> <strong>the</strong><br />

Master Meter. Th<strong>is</strong> pilot project led to <strong>the</strong> <strong>in</strong>stallation <strong>of</strong> <strong>the</strong> fi rst<br />

collective water meters <strong>in</strong> poor areas. Subsequently play<strong>in</strong>g <strong>the</strong><br />

crucial role <strong>of</strong> mediator <strong>in</strong> GPOBA (Global Partnership on Output<br />

Based-Aid (1) )’s Jakarta Project, Irma <strong>is</strong> putt<strong>in</strong>g her expert<strong>is</strong>e at<br />

<strong>the</strong> service <strong>of</strong> th<strong>is</strong> <strong>in</strong>novative water allocation project <strong>in</strong> Indonesia.<br />

These efforts are pay<strong>in</strong>g <strong>of</strong>f because objectives have been exceeded<br />

and <strong>in</strong> April 2010 PALYJA won SUEZ ENVIRONNEMENT’s<br />

Innovation Trophy <strong>in</strong> <strong>the</strong> Commercial Development category for<br />

its project “Alternative F<strong>in</strong>anc<strong>in</strong>g,” which makes it possible to<br />

establ<strong>is</strong>h relations between new users and GPOBA’s funds. “I am<br />

proud <strong>of</strong> hav<strong>in</strong>g made it possible for over 5,000 new homes to have<br />

access to runn<strong>in</strong>g water,” emphas<strong>is</strong>es Irma, hastily add<strong>in</strong>g that<br />

“it <strong>is</strong> team work which has borne fruit.”<br />

A semi-arid or even arid country, Algeria has made good management <strong>of</strong> water<br />

resources a priority <strong>of</strong> its public policy.<br />

The authorities have not only ra<strong>is</strong>ed substantial funds, but also re-organized water<br />

management and called on <strong>the</strong> expert<strong>is</strong>e <strong>of</strong> special<strong>is</strong>ts such as SUEZ ENVIRONNEMENT,<br />

with conv<strong>in</strong>c<strong>in</strong>g results obta<strong>in</strong>ed s<strong>in</strong>ce 2006.<br />

Six months after <strong>the</strong> signature <strong>of</strong> a new contract renew<strong>in</strong>g for fi ve years <strong>the</strong> contract for support for<br />

In a context <strong>of</strong> urban growth and chronic<br />

drought, what was your diagnos<strong>is</strong> at<br />

<strong>the</strong> beg<strong>in</strong>n<strong>in</strong>g <strong>of</strong> <strong>the</strong> 2000s and what<br />

challenges did you have to answer <strong>in</strong><br />

water management <strong>in</strong> Algeria?<br />

Abdelmalek Sellal : Water resources <strong>in</strong><br />

Algeria are scarce, unevenly d<strong>is</strong>tributed and<br />

vulnerable. The cyclic droughts which affect<br />

our country <strong>in</strong>crease pressure on a resource<br />

which <strong>is</strong> also <strong>in</strong> great demand due to <strong>the</strong><br />

country’s economic and demographic growth.<br />

First <strong>of</strong> all, we strove to answer <strong>the</strong> challenge <strong>of</strong><br />

<strong>the</strong> availability <strong>of</strong> <strong>the</strong> resource by equipp<strong>in</strong>g <strong>the</strong><br />

country with water mobil<strong>is</strong>ation <strong>in</strong>frastructure,<br />

<strong>the</strong>n we dealt with <strong>the</strong> challenge <strong>of</strong> manag<strong>in</strong>g<br />

and protect<strong>in</strong>g <strong>the</strong> resource, by develop<strong>in</strong>g<br />

dr<strong>in</strong>k<strong>in</strong>g water production and d<strong>is</strong>tribution<br />

and also wastewater collection and treatment<br />

What organization did you set up to answer<br />

<strong>the</strong>se challenges and why? To what degree<br />

has access to water improved dur<strong>in</strong>g <strong>the</strong><br />

course <strong>of</strong> recent years, particularly <strong>in</strong> large<br />

conurbations?<br />

A. S. : Good management <strong>of</strong> water resources<br />

<strong>is</strong> vital; it <strong>is</strong> <strong>the</strong> bas<strong>is</strong> for <strong>the</strong> human and economic<br />

development <strong>of</strong> any country. Over ten<br />

years ago we decided to make water management<br />

a national priority. The State embarked<br />

on a vast and ambitious public <strong>in</strong>vestment<br />

program, for more than 18 billion euros cover<strong>in</strong>g<br />

all segments <strong>of</strong> water resources activities:<br />

mobilization, dr<strong>in</strong>k<strong>in</strong>g water supply, wastewater<br />

treatment and agricultural hydraulics.<br />

Beg<strong>in</strong>n<strong>in</strong>g <strong>in</strong> 2000, deep <strong>in</strong>stitutional reforms<br />

were carried out with <strong>the</strong> creation <strong>of</strong> a dedicated<br />

m<strong>in</strong><strong>is</strong>terial department, <strong>the</strong> promulgation <strong>of</strong> <strong>the</strong><br />

new law on water, <strong>the</strong> creation <strong>of</strong><br />

<strong>in</strong>frastructure. w<br />

hydrographic bas<strong>in</strong> agencies and <strong>the</strong> adoption<br />

<strong>of</strong> a national water plan. The delegated management<br />

<strong>of</strong> public water and wastewater treatment<br />

services <strong>in</strong> <strong>the</strong> country’s major conurbations <strong>is</strong><br />

a fundamental element <strong>of</strong> th<strong>is</strong> approach. The<br />

problem <strong>of</strong> dr<strong>in</strong>k<strong>in</strong>g and wastewater management<br />

<strong>in</strong> <strong>the</strong> urban environment ar<strong>is</strong>es on very<br />

different terms from <strong>the</strong> situations encountered<br />

<strong>in</strong> rural and semi-rural areas. Additionally, <strong>in</strong> <strong>the</strong><br />

very near <strong>future</strong> some <strong>of</strong> our cities are go<strong>in</strong>g to<br />

become real metropol<strong>is</strong>es. It seemed obvious to<br />

us that it was necessary to create autonomous<br />

entities to manage water <strong>in</strong> our ma<strong>in</strong> conurbations.<br />

Between 2005 and 2007, four jo<strong>in</strong>t stock<br />

companies were establ<strong>is</strong>hed and <strong>the</strong> management<br />

<strong>of</strong> public water and wastewater treatment<br />

services was delegated to <strong>the</strong>m for <strong>the</strong> cities <strong>of</strong><br />

Algiers, Oran, Constant<strong>in</strong>e and <strong>the</strong> Annaba/<br />

El-Tarf urban cluster. The management <strong>of</strong><br />

<strong>the</strong>se companies was entrusted to private operators<br />

<strong>in</strong>clud<strong>in</strong>g SUEZ ENVIRONNEMENT<br />

on <strong>the</strong> bas<strong>is</strong> <strong>of</strong> contracts with objectives. The<br />

results obta<strong>in</strong>ed demonstrate <strong>the</strong> validity <strong>of</strong> our<br />

approach. In Algiers, un<strong>in</strong>terrupted water d<strong>is</strong>tribution<br />

<strong>is</strong> now more or less 100% ensured.<br />

What <strong>is</strong> SUEZ ENVIRONNEMENT’s<br />

presence <strong>in</strong> Algeria?<br />

Jean-Lou<strong>is</strong> Chaussade : In Algiers and Oran,<br />

<strong>the</strong> authorities entrusted <strong>the</strong> delegated management<br />

and modernization <strong>of</strong> water and wastewater<br />

treatment services to us, while Safege, our<br />

eng<strong>in</strong>eer<strong>in</strong>g subsidiary, <strong>is</strong> work<strong>in</strong>g toge<strong>the</strong>r<br />

with ONID (<strong>the</strong> National Offi ce <strong>of</strong> Irrigation<br />

and Dra<strong>in</strong>age) on <strong>the</strong> project for mak<strong>in</strong>g use <strong>of</strong><br />

<strong>the</strong> waters <strong>of</strong> <strong>the</strong> North Sahara. Our presence<br />

<strong>in</strong> <strong>the</strong> country <strong>is</strong> expressed by considerable<br />

human <strong>in</strong>volvement with over 50 expatriates<br />

permanently present on site and our will<strong>in</strong>gness<br />

to transfer our expert<strong>is</strong>e and our know-how to<br />

Algerians through volunteer<strong>in</strong>g programs set up<br />

with<strong>in</strong> <strong>the</strong> framework <strong>of</strong> our contracts.<br />

Algeria has now become exemplary for water<br />

management and has not hesitated to <strong>in</strong>novate<br />

<strong>in</strong> order to achieve conv<strong>in</strong>c<strong>in</strong>g results. Now<br />

100% <strong>of</strong> <strong>the</strong> <strong>in</strong>habitants <strong>of</strong> <strong>the</strong> city <strong>of</strong> Algiers<br />

and 75% <strong>of</strong> <strong>the</strong> Wilaya <strong>of</strong> Oran have cont<strong>in</strong>uous<br />

access to water. We are proud to be able to support<br />

<strong>the</strong> country <strong>in</strong> its steps for susta<strong>in</strong>able and<br />

exemplary management <strong>of</strong> water resources, as<br />

trusted partners.<br />

How can you expla<strong>in</strong> <strong>the</strong> success <strong>of</strong> <strong>the</strong><br />

Algiers contract? Is it a model which could<br />

be reproduced elsewhere?<br />

J.-L. C. : The State and <strong>the</strong> City placed<br />

SUEZ ENVIRONNEMENT and SEAAL (1) <strong>in</strong><br />

<strong>the</strong> best position for success, both on <strong>the</strong> fi nancial<br />

level and on <strong>the</strong> political level, with a very strong<br />

will to achieve progress <strong>in</strong> <strong>the</strong> Algerian public<br />

water service. In order to obta<strong>in</strong> concrete and<br />

quick results, we <strong>in</strong>novated with <strong>the</strong> authorities<br />

by <strong>in</strong>vent<strong>in</strong>g a new model <strong>of</strong> public-private partnership,<br />

<strong>the</strong> management contract, <strong>in</strong>tended to<br />

streng<strong>the</strong>n local skills. For fi ve years we worked<br />

hand-<strong>in</strong>-hand with our Algerian colleagues and<br />

<strong>the</strong> results are <strong>the</strong>re. The quality <strong>of</strong> <strong>the</strong> knowledge<br />

transfer which was set up allowed us to transform<br />

fi nancial <strong>in</strong>vestments <strong>in</strong>to concrete results for <strong>the</strong><br />

Algerians. Th<strong>is</strong> success did not depend only on<br />

<strong>the</strong> contractual model set up. In <strong>the</strong> fi eld <strong>of</strong> water,<br />

<strong>the</strong>re <strong>is</strong> no magic solution! The results obta<strong>in</strong>ed<br />

<strong>in</strong> Algiers are due to a comb<strong>in</strong>ation <strong>of</strong> various<br />

factors: <strong>the</strong> commitment <strong>of</strong> <strong>the</strong> public authorities,<br />

<strong>the</strong> transparency <strong>of</strong> management, dialogue,<br />

<strong>the</strong> <strong>in</strong>volvement <strong>of</strong> <strong>the</strong> population, <strong>the</strong> contractual<br />

model and SUEZ ENVIRONNEMENT’s<br />

In Algiers and Oran, <strong>the</strong> authorities have<br />

which are <strong>the</strong> essential conditions <strong>of</strong> <strong>the</strong><br />

success <strong>of</strong> a water management project.<br />

What are tomorrow’s ma<strong>in</strong> challenges <strong>in</strong> <strong>the</strong><br />

fi eld <strong>of</strong> water <strong>in</strong> Algeria? What, <strong>in</strong> particular,<br />

are <strong>the</strong> <strong>is</strong>sues for wastewater treatment <strong>in</strong><br />

<strong>the</strong> urban environment?<br />

A. S. : We have managed to w<strong>in</strong> <strong>the</strong> battle for<br />

<strong>the</strong> availability <strong>of</strong> water resources by <strong>in</strong>vest<strong>in</strong>g<br />

<strong>in</strong> conventional <strong>in</strong>frastructure such as dams or<br />

major transfers, or non-conventional ones such<br />

as desal<strong>in</strong>ation and re-use <strong>of</strong> wastewater. We are<br />

now <strong>in</strong>vest<strong>in</strong>g <strong>in</strong> <strong>the</strong> fi eld <strong>of</strong> <strong>the</strong> management<br />

and protection <strong>of</strong> <strong>the</strong> resource through delegated<br />

management contracts, which keep <strong>the</strong> sovereignty<br />

<strong>of</strong> <strong>the</strong> State, which rema<strong>in</strong>s <strong>the</strong> owner<br />

<strong>of</strong> <strong>the</strong> networks and <strong>the</strong> sole dec<strong>is</strong>ion taker on<br />

matters <strong>of</strong> tariff sett<strong>in</strong>g. We want our progress <strong>in</strong><br />

<strong>the</strong> fi eld <strong>of</strong> water management to cont<strong>in</strong>ue and<br />

<strong>the</strong> results obta<strong>in</strong>ed <strong>in</strong> our four ma<strong>in</strong> cities to<br />

cont<strong>in</strong>ue to improve. The yield <strong>of</strong> networks and<br />

<strong>the</strong> fi ght aga<strong>in</strong>st leakages and waste are a priority:<br />

<strong>the</strong> scarceness <strong>of</strong> water resources should not be<br />

forgotten. We also want to make progress <strong>in</strong> <strong>the</strong><br />

fi eld <strong>of</strong> wastewater treatment, <strong>in</strong> particular <strong>in</strong> <strong>the</strong><br />

ma<strong>in</strong> cities, <strong>in</strong> order to protect human health,<br />

<strong>the</strong> quality <strong>of</strong> <strong>the</strong> water resource, and <strong>the</strong> environment<br />

<strong>in</strong> general. We have already <strong>in</strong>creased<br />

our wastewater treatment capacity eight-fold over<br />

ten years and want to cont<strong>in</strong>ue <strong>in</strong> th<strong>is</strong> way.<br />

IN THE FORE-FRONT<br />

OF KNOW-HOW<br />

TRANSFER<br />

IN ITS AMBITION TO MODERNISE ITS WATER AND<br />

WASTEWATER TREATMENT SERVICES, <strong>the</strong> City <strong>of</strong> Algiers<br />

has, <strong>in</strong> SUEZ ENVIRONNEMENT, a particularly committed ally.<br />

Knowledge transfer <strong>is</strong>, <strong>in</strong> fact, <strong>the</strong> first lever <strong>of</strong> <strong>the</strong> contract<br />

between <strong>the</strong> Group and SEAAL (Société des Eaux et de l’Assa<strong>in</strong><strong>is</strong>sement<br />

d’Alger - <strong>the</strong> Algiers Water and Sanitation Company). On<br />

<strong>the</strong> expiry <strong>of</strong> th<strong>is</strong> contract <strong>in</strong> 2016, SEAAL should be able to operate<br />

on its own. Therefore, it should have acquired <strong>the</strong> necessary skills.<br />

SUEZ ENVIRONNEMENT has allocated 27 full-time “house”<br />

experts to th<strong>is</strong> task <strong>of</strong> support.<br />

The story began <strong>in</strong> September 2006 with <strong>the</strong> signature <strong>of</strong> <strong>the</strong><br />

fi rst management contract. The objective <strong>the</strong>n was to <strong>of</strong>fer <strong>the</strong><br />

population <strong>of</strong> Greater Algiers a level <strong>of</strong> service equivalent to <strong>in</strong>ternational<br />

standards. Gérard Laugier, Deputy HR Director <strong>of</strong> SEAAL<br />

<strong>in</strong> charge <strong>of</strong> know-how transfer, remembers: “The <strong>is</strong>sue <strong>of</strong> <strong>the</strong><br />

moment was collective and concerned transfer <strong>of</strong> technical knowhow.”<br />

Thanks to WIKTI (1) , <strong>the</strong> tool for measurement <strong>of</strong> skill <strong>in</strong> <strong>the</strong><br />

four trades <strong>of</strong> water management (2) , SEAAL was able to assimilate<br />

quickly <strong>the</strong> necessary technical knowledge, for example for renovat<strong>in</strong>g<br />

its networks and <strong>in</strong>stallations. Result: five years later,<br />

100% <strong>of</strong> <strong>the</strong> water d<strong>is</strong>tributed <strong>is</strong> fi t for dr<strong>in</strong>k<strong>in</strong>g (as compared with<br />

8% <strong>in</strong> 2006) and <strong>is</strong> available 24 hours a day, and 53% <strong>of</strong> <strong>the</strong> population<br />

<strong>is</strong> connected to wastewater treatment (as compared with<br />

6% <strong>in</strong> 2006).<br />

With <strong>the</strong> second phase <strong>of</strong> <strong>the</strong> management contract which<br />

began <strong>in</strong> 2011, th<strong>is</strong> time skill transfer concerns white collar staff<br />

and managerial know-how. It <strong>is</strong> supported by <strong>the</strong> OPT (3) tool,<br />

developed by <strong>the</strong> consultancy fi rm RBS Management. The aim <strong>is</strong><br />

to give support to <strong>the</strong> 150 ma<strong>in</strong> executives <strong>of</strong> SEAAL towards<br />

autonomy. Th<strong>is</strong> <strong>is</strong> preceded by construction <strong>of</strong> a check l<strong>is</strong>t <strong>of</strong> skills<br />

and an <strong>in</strong>ventory <strong>of</strong> <strong>the</strong> know-how mastered. “The viewpo<strong>in</strong>t <strong>is</strong><br />

basically positive,” says Gérard Laugier. “The <strong>in</strong>dividual progress<br />

contracts <strong>drawn</strong> up with SEAAL’s managers are based on <strong>the</strong> talents<br />

<strong>of</strong> each and consolidate strong po<strong>in</strong>ts.”<br />

For SUEZ ENVIRONNEMENT, <strong>the</strong> <strong>in</strong>vestments are substantial:<br />

fi ve dedicated expatriates, 13,000 days <strong>of</strong> tra<strong>in</strong><strong>in</strong>g for 2011 and a<br />

credit <strong>of</strong> 800 days <strong>of</strong> specifi c technical ass<strong>is</strong>tance for 2012.<br />

Very favourably welcomed <strong>in</strong> SEAAL, th<strong>is</strong> measure was awarded<br />

SUEZ ENVIRONNEMENT’s Grand Prix for Innovation <strong>in</strong> 2011.<br />

SUEZ ENVIRONNEMENT has just renewed – on 1 January 2012<br />

- <strong>the</strong> management contract for <strong>the</strong> City <strong>of</strong> Algiers between itself<br />

and SEAAL. For <strong>the</strong> next five years, <strong>the</strong> benefit <strong>of</strong> modern<strong>is</strong>ation<br />

<strong>of</strong> water and wastewater treatment services <strong>is</strong> extended to a<br />

larger area, <strong>in</strong>clud<strong>in</strong>g <strong>the</strong> Wilaya (Governorship) <strong>of</strong> Tipaza, to <strong>the</strong><br />

West <strong>of</strong> Algiers, with 28 communes and 600,000 <strong>in</strong>habitants.<br />

The water and wastewater treatment contracts renewed until<br />

2021 are based on shared governance. They provide a Dijon<br />

CHARTER IN FRANCE<br />

The City <strong>of</strong> Laon and Lyonna<strong>is</strong>e des Eaux are <strong>in</strong>troduc<strong>in</strong>g a new means <strong>of</strong> governance<br />

for “Water and Wastewater Treatment” contracts. With <strong>the</strong> Charter signed<br />

on 2 February, <strong>the</strong> city acquires stronger means <strong>of</strong> management and monitor<strong>in</strong>g<br />

unit. SITA <strong>is</strong> provid<strong>in</strong>g a solution for bus<strong>in</strong>esses which will<br />

from now on be obliged to process food waste if <strong>the</strong>y produce<br />

over 120 tonnes <strong>of</strong> it per year. The new de-packag<strong>in</strong>g unit<br />

“unwraps” food us<strong>in</strong>g a centrifuge. Organic matter, transformed<br />

<strong>in</strong>to a substrate, becomes methane used <strong>in</strong> agricultural mach<strong>in</strong>ery<br />

and for fertil<strong>is</strong>er.<br />

REMÉDIATION<br />

The American firm Grace,<br />

which specializes <strong>in</strong> <strong>the</strong><br />

production <strong>of</strong> concretes and<br />

<strong>the</strong>ir derivatives, has chosen<br />

SITA Remediation to<br />

decontam<strong>in</strong>ate its Saillenard<br />

site. The contract, for a sum <strong>of</strong><br />

500,000 euros, covers, <strong>in</strong><br />

particular, <strong>the</strong> excavation <strong>of</strong><br />

almost 1,500 tonnes <strong>of</strong><br />

contam<strong>in</strong>ated soil, and also<br />

<strong>the</strong> treatment <strong>of</strong> ground and<br />

<strong>of</strong> ground waters us<strong>in</strong>g<br />

ecological solutions. The four<br />

years <strong>of</strong> work will be followed<br />

by two years’ monitor<strong>in</strong>g <strong>of</strong><br />

CONTRACT FOR ONDEO IS<br />

Last October, <strong>the</strong> pigment manufacturer Huntsman Tioxide<br />

extended its operation and ma<strong>in</strong>tenance contract with Ondeo IS<br />

on <strong>the</strong> Scarl<strong>in</strong>o site. With a term <strong>of</strong> three years, <strong>the</strong> contract, for<br />

1.3 million euros, has been extended to <strong>the</strong> supply <strong>of</strong> spares and<br />

cover <strong>of</strong> <strong>the</strong> r<strong>is</strong>k <strong>of</strong> <strong>in</strong>tervention. Th<strong>is</strong> contract <strong>is</strong> <strong>the</strong> crown<strong>in</strong>g<br />

achievement <strong>of</strong> a partnership which began <strong>in</strong> 2001 with <strong>the</strong><br />

construction <strong>of</strong> a pilot effluent treatment plant.<br />

IN THE ASIA-PACIFIC REGION<br />

SINCE 1 JANUARY 2011, THE SUEZ ENVIRONNEMENT INITIATIVES FUND HAS REPLACED<br />

THE SUEZ ENVIRONNEMENT WATER FOR ALL FOUNDATION WHICH WAS UNDER THE AEGIS OF THE<br />

INSTITUT DE FRANCE FROM 2008 TO 2010. THIS FUND IS BUILDING ON THE ACHIEVEMENTS OF THE<br />

FOUNDATION, COMMITTED TO IMPROVING ACCESS TO WATER, TO WASTEWATER TREATMENT AND TO<br />

WASTE MANAGEMENT FOR THE POPULATIONS OF DEVELOPING COUNTRIES.<br />

At <strong>the</strong> beg<strong>in</strong>n<strong>in</strong>g <strong>of</strong> <strong>the</strong> 1990s, <strong>the</strong> Group’s<br />

employees, act<strong>in</strong>g as volunteers, have created<br />

a structure, Aquass<strong>is</strong>tance, allow<strong>in</strong>g <strong>the</strong>m to<br />

share <strong>the</strong>ir knowledge and <strong>the</strong>ir skills beyond<br />

countries where <strong>the</strong> Group operates. Fac<strong>in</strong>g th<strong>is</strong><br />

commitment and <strong>the</strong> global challenges related<br />

to water, a framework was created to ass<strong>is</strong>t with<br />

organ<strong>is</strong>ation and fi nanc<strong>in</strong>g those solidarity actions.<br />

Thus, <strong>in</strong> 2007, <strong>the</strong> SUEZ ENVIRONNEMENT<br />

Water for All Foundation was set up with <strong>the</strong><br />

support <strong>of</strong> <strong>the</strong> Institut de France. Now <strong>the</strong> SUEZ<br />

ENVIRONNEMENT INITIATIVES FUND<br />

has taken over. Endowed with a budget <strong>of</strong> four<br />

million euros <strong>in</strong> 2011 and also <strong>in</strong> 2012, it has set<br />

FOR WATER<br />

THE CONTRACT FOR HEALTHY WATER, LAUNCHED BY LYONNAISE DES EAUX AT<br />

THE LAST MAYORS’ AND LOCAL AUTHORITIES’ SHOW, IS THE CULMINATION OF “NEW IDEAS<br />

ABOUT WATER”, AN APPROACH BASED ON CONSULTATION AND DIALOGUE, LAUNCHED IN<br />

FRANCE IN 2009 BY LYONNAISE DES EAUX IN ORDER TO IMAGINE THE FUTURE OF WATER<br />

WITH ALL ITS STAKEHOLDERS. WITH THE CONTRACT FOR HEALTHY WATER, LYONNAISE<br />

DES EAUX IS RE-INVENTING ITS PARTNERSHIP WITH LOCAL AUTHORITIES IN TERMS OF<br />

GOVERNANCE, INNOVATION AND BUSINESS MODEL.<br />

Global warm<strong>in</strong>g, urban sprawl<br />

and <strong>the</strong> appearance <strong>of</strong> new forms<br />

<strong>of</strong> pollution are putt<strong>in</strong>g water<br />

resources at r<strong>is</strong>k. 50 % <strong>of</strong> surface<br />

waters are <strong>in</strong> a poor ecological<br />

state and 40 % <strong>of</strong> ground waters<br />

are <strong>in</strong> a poor chemical state.<br />

Th<strong>is</strong> <strong>is</strong> a worr<strong>is</strong>ome situation...<br />

Pollution and <strong>the</strong> <strong>in</strong>creas<strong>in</strong>g<br />

shortage <strong>of</strong> water resources<br />

are among <strong>the</strong> fi rst <strong>of</strong> local<br />

authorities’ environmental<br />

concerns. In addition, for one<br />

French person out <strong>of</strong> three, <strong>the</strong><br />

protection <strong>of</strong> water <strong>is</strong> a major<br />

environmental <strong>is</strong>sue. Entrusted<br />

with defi n<strong>in</strong>g policy on water,<br />

price and <strong>the</strong> level <strong>of</strong> <strong>in</strong>vestments,<br />

local authorities are becom<strong>in</strong>g<br />

<strong>in</strong>creas<strong>in</strong>gly <strong>in</strong>volved <strong>in</strong> th<strong>is</strong>. We<br />

<strong>the</strong>refore have to recognize that<br />

<strong>the</strong> age <strong>of</strong> easy water <strong>is</strong> beh<strong>in</strong>d<br />

us and commit to sav<strong>in</strong>g water<br />

and gett<strong>in</strong>g rid <strong>of</strong> pollution. The<br />

Contract for Healthy Water results<br />

from two years <strong>of</strong> l<strong>is</strong>ten<strong>in</strong>g and<br />

dialogue. At <strong>the</strong> end <strong>of</strong> 2009, a<br />

wide debate about ideas <strong>in</strong>volv<strong>in</strong>g<br />

econom<strong>is</strong>ts, sociolog<strong>is</strong>ts, farmers,<br />

<strong>in</strong>dustrial<strong>is</strong>ts, associations,<br />

scient<strong>is</strong>ts, consumers has been<br />

opened. An on-l<strong>in</strong>e collaborative<br />

platform on which 100,000<br />

citizens expressed <strong>the</strong>ir op<strong>in</strong>ions<br />

has also been designed. Lyonna<strong>is</strong>e<br />

des Eaux met over 500 councillors<br />

<strong>in</strong> order to l<strong>is</strong>ten to <strong>the</strong>m, hold a<br />

dialogue about new solutions and<br />

defi ne <strong>the</strong> bas<strong>is</strong> <strong>of</strong> a new model<br />

for water. After th<strong>is</strong> collective<br />

refl exion, two ma<strong>in</strong> <strong>is</strong>sues were<br />

brought up : water fragility<br />

and a need for an evolution <strong>of</strong><br />

<strong>the</strong> current water model. What<br />

<strong>the</strong>y expect from Lyonna<strong>is</strong>e <strong>is</strong><br />

clear: prov<strong>is</strong>ion <strong>of</strong> technologies<br />

which can support <strong>the</strong>ir resource<br />

protection policy, develop<strong>in</strong>g<br />

governance <strong>in</strong> a way better suited<br />

to local authorities, reconsider<strong>in</strong>g<br />

<strong>the</strong> economic model so that it<br />

<strong>is</strong> based not only on <strong>the</strong> logic <strong>of</strong>


volume and, fi nally, tak<strong>in</strong>g part<br />

<strong>in</strong> <strong>in</strong>troduc<strong>in</strong>g a “social tariff”<br />

for water.<br />

Lyonna<strong>is</strong>e des Eaux <strong>is</strong> draw<strong>in</strong>g<br />

conclusions from th<strong>is</strong> dialogue and<br />

<strong>is</strong> mak<strong>in</strong>g a proposal. Th<strong>is</strong> <strong>is</strong> <strong>the</strong><br />

subject <strong>of</strong> <strong>the</strong> Contract for Healthy<br />

Water, <strong>the</strong> three elements <strong>of</strong> which<br />

are aimed at:<br />

• Better management <strong>of</strong> water<br />

for its better protection. Th<strong>is</strong><br />

means re-establ<strong>is</strong>h<strong>in</strong>g contractual<br />

relations on <strong>the</strong> bas<strong>is</strong> <strong>of</strong> new<br />

governance, giv<strong>in</strong>g local authorities<br />

stronger control and better means<br />

<strong>of</strong> control;<br />

• Innovation <strong>in</strong> order to ensure<br />

healthy water and measure its<br />

effectiveness, provid<strong>in</strong>g new<br />

technological solutions to local<br />

authorities and also all users<br />

(farmers, <strong>in</strong>dustrial<strong>is</strong>ts, habitat<br />

pr<strong>of</strong>essionals or consumers);<br />

• Promotion <strong>of</strong> a benefi cial and<br />

concerted economic model<br />

for water, <strong>in</strong> particular by<br />

remunerat<strong>in</strong>g <strong>the</strong> operator for<br />

its environmental and social<br />

performance.<br />

Lyonna<strong>is</strong>e des Eaux has placed<br />

<strong>the</strong> effi ciency <strong>of</strong> th<strong>is</strong> new<br />

model under <strong>the</strong> superv<strong>is</strong>ion<br />

<strong>of</strong> Vigeo, an <strong>in</strong>dependent<br />

social rat<strong>in</strong>g agency, through<br />

twelve commitments which<br />

will be evaluated and publ<strong>is</strong>hed<br />

every year.<br />

What ma<strong>in</strong> objectives are you seek<strong>in</strong>g to achieve<br />

with <strong>the</strong> Contract for Healthy Water?<br />

The Contract for Healthy Water does not claim to<br />

answer all <strong>the</strong> challenges <strong>of</strong> water, or to give defi nitive<br />

solutions. It <strong>is</strong> <strong>the</strong> fi rst stage <strong>in</strong> <strong>the</strong> creation <strong>of</strong> a new<br />

model allow<strong>in</strong>g <strong>the</strong> collective action <strong>of</strong> all <strong>in</strong> <strong>the</strong>ir own<br />

roles for healthy water.<br />

In practical terms, how <strong>is</strong> <strong>the</strong> Contract for Healthy<br />

Water <strong>be<strong>in</strong>g</strong> establ<strong>is</strong>hed with local authorities?<br />

The Contract for Healthy Water does not <strong>of</strong>fer readymade<br />

solutions but a series <strong>of</strong> propositions regard<strong>in</strong>g<br />

a modernized partnership with <strong>the</strong> public authorities<br />

to meet <strong>the</strong> challenges <strong>of</strong> water locally.<br />

Launched <strong>in</strong> November 2011, <strong>the</strong> Contract for Healthy<br />

Water approach has already conv<strong>in</strong>ced several local<br />

authorities such as Tarbes, Dijon and Laon.<br />

In Dijon, a new governance system <strong>is</strong> <strong>be<strong>in</strong>g</strong> set up<br />

as well as <strong>the</strong> creation <strong>of</strong> a Superv<strong>is</strong>ory Board which<br />

extends Dijon’s means <strong>of</strong> control. Greater Dijon will<br />

also appo<strong>in</strong>t an auditor for each report<strong>in</strong>g period, to<br />

review <strong>the</strong> technical and fi nancial data required for<br />

prepar<strong>in</strong>g annual reports. Additionally, a Susta<strong>in</strong>able<br />

Development Fund will be set up to fund a series <strong>of</strong><br />

works aimed at protect<strong>in</strong>g water resources. F<strong>in</strong>ally,<br />

a mechan<strong>is</strong>m will be set up to d<strong>is</strong>tribute productivity<br />

ga<strong>in</strong>s and contractual r<strong>is</strong>ks between <strong>the</strong> operator and<br />

<strong>the</strong> local authority.<br />

O<strong>the</strong>r example : Laon. For <strong>the</strong> fi rst time, a chart <strong>of</strong><br />

water local governance has been signed between<br />

<strong>the</strong> City <strong>of</strong> Laon and Lyonna<strong>is</strong>e des Eaux. Th<strong>is</strong> new<br />

management structure <strong>in</strong>tegrates new solutions for<br />

re<strong>in</strong>forced means <strong>of</strong> controls from <strong>the</strong> local authority, a<br />

simplifi ed and transparent access to contracts data and<br />

<strong>the</strong> development <strong>of</strong> <strong>the</strong> Water review and <strong>in</strong>formation to<br />

<strong>the</strong> population.

and tra<strong>in</strong><strong>in</strong>g, <strong>in</strong> France, <strong>in</strong> support <strong>of</strong> <strong>the</strong> “New<br />

Start House” Project, aimed at giv<strong>in</strong>g support to<br />

people <strong>in</strong> diffi culties, creat<strong>in</strong>g social l<strong>in</strong>ks and<br />

activities are not very developed. The “New Start<br />

House” will be based on <strong>the</strong> skills <strong>of</strong> its partners,<br />

Water for All” Chair (1) and support for <strong>the</strong> “Water<br />

and Life” Association.<br />

Created <strong>in</strong> 2008 on <strong>the</strong> <strong>in</strong>itiative <strong>of</strong><br />

SUEZ ENVIRONNEMENT and Par<strong>is</strong>Tech (2) ,<br />

<strong>the</strong> Chair’s aim <strong>is</strong> to carry out research and tra<strong>in</strong><strong>in</strong>g<br />

activities related to <strong>the</strong> management <strong>of</strong> towns’<br />

dr<strong>in</strong>k<strong>in</strong>g water and wastewater treatment services<br />

<strong>in</strong> emerg<strong>in</strong>g, transitional or develop<strong>in</strong>g countries.<br />

Open to any establ<strong>is</strong>hed pr<strong>of</strong>essional, <strong>the</strong><br />

International Executive Master Degree “Water<br />

for All” <strong>is</strong> <strong>in</strong>tended for executives <strong>of</strong> urban water<br />

and wastewater treatment services <strong>of</strong> develop<strong>in</strong>g<br />

countries and aimed at enhanc<strong>in</strong>g <strong>the</strong>ir<br />

managerial and technical skills. The strong po<strong>in</strong>ts<br />

<strong>of</strong> <strong>the</strong> program are: specifi c tra<strong>in</strong><strong>in</strong>g, more than<br />

120 qualifi ed participants, a course <strong>in</strong>tended to<br />

ensure <strong>the</strong> student a management post or confi rm<br />

him or her <strong>in</strong> it on return to h<strong>is</strong>/her entity <strong>of</strong> orig<strong>in</strong>,<br />

networks created between services, countries,<br />

tra<strong>in</strong>ers, coaches and students, with <strong>the</strong> aim <strong>of</strong><br />

Life applies, <strong>in</strong> particular, <strong>the</strong> pr<strong>in</strong>ciples <strong>of</strong> microcredit:<br />

<strong>the</strong> read<strong>in</strong>g <strong>of</strong> water meters takes place<br />

every day, as does <strong>the</strong> collection <strong>of</strong> payments,<br />

performed by collectors recruited from among<br />

<strong>the</strong> <strong>in</strong>habitants <strong>of</strong> <strong>the</strong> shanty town. In parallel,<br />

EVERY THREE YEARS SINCE 1997, THE WORLD WATER FORUM BRINGS TOGETHER ALL<br />

PLAYERS IN THE FIELD OF WATER FOR DISCUSSIONS RICH IN KNOW-HOW, IDEAS AND INNOVATIONS<br />

ON THE SCALE OF THE PLANET. THE SIXTH EDITION WILL BE HELD IN MARSEILLE FROM THE 12 th TO<br />

THE 17 th MARCH WITH THE ACTIVE PARTICIPATION OF SUEZ ENVIRONNEMENT.<br />

nor a scientifi c conference, <strong>the</strong> biggest rally on <strong>the</strong><br />

subject <strong>of</strong> water <strong>in</strong> <strong>the</strong> world <strong>is</strong> a platform for d<strong>is</strong>cussion<br />

open to <strong>the</strong> contributions <strong>of</strong> all <strong>in</strong>terested<br />

parties: politicians, councillors and MPs, <strong>in</strong>ternational<br />

<strong>in</strong>stitutions, experts, researchers, associations,<br />

NGOs, public and private enterpr<strong>is</strong>es,<br />

social entrepreneurs, th<strong>in</strong>k tanks, social networks<br />

and citizens <strong>of</strong> <strong>the</strong> whole world.<br />

It <strong>is</strong> <strong>in</strong> Marseille that <strong>the</strong> sixth edition <strong>of</strong> th<strong>is</strong><br />

three-yearly Forum will be held, from <strong>the</strong> 12th to<br />

<strong>the</strong> 17th N Resolution<br />

March 2012. The number <strong>of</strong> participants<br />

expected <strong>in</strong> <strong>the</strong> Phocean city - over 25,000 from<br />

180 countries – <strong>in</strong>dicates <strong>the</strong> scale <strong>of</strong> <strong>the</strong> event.<br />

The context <strong>is</strong> at <strong>the</strong> same time one <strong>of</strong> <strong>the</strong><br />

most favourable and one <strong>of</strong> <strong>the</strong> most alarm<strong>in</strong>g.<br />

General Assembly <strong>of</strong> <strong>the</strong> United Nations and<br />

ratifi ed by 189 States, enshr<strong>in</strong>ed recognition <strong>of</strong> a<br />

universal right to water and wastewater treatment.<br />

But at <strong>the</strong> same time <strong>the</strong> local, regional or global<br />

<strong>is</strong>sues associated with pressure on water resources<br />

have <strong>in</strong>creas<strong>in</strong>g resonance.<br />

PRECISE COMMITMENTS<br />

The fi ve previous forums made it possible to put<br />

<strong>the</strong>se sanitary, economic or geopolitical <strong>is</strong>sues on<br />

<strong>the</strong> <strong>in</strong>ternational political agenda. In Marrakech<br />

<strong>in</strong> 1997, <strong>the</strong> Hague <strong>in</strong> 2000, Kyoto <strong>in</strong> 2003,<br />

Mexico <strong>in</strong> 2006 and Istanbul <strong>in</strong> 2009, <strong>the</strong> elements<br />

<strong>of</strong> diagnos<strong>is</strong> have already been weighed<br />

up at length. And also <strong>the</strong> time has come, with<br />

th<strong>is</strong> edition, to tackle <strong>the</strong> question <strong>of</strong> solutions…<br />

Whe<strong>the</strong>r <strong>the</strong>y are political, economic, technical,<br />

regulatory, educational, related to associations<br />

or fi nancial, <strong>the</strong> most prom<strong>is</strong><strong>in</strong>g solutions will be<br />

presented, shared and d<strong>is</strong>cussed <strong>in</strong> Marseille, so<br />

that prec<strong>is</strong>e commitments <strong>of</strong> all participants can<br />

be reached.<br />

In preparation for <strong>the</strong> Forum, dur<strong>in</strong>g <strong>the</strong> throughout<br />

2011 everyone has had <strong>the</strong> opportunity to<br />

take part <strong>in</strong> one <strong>of</strong> <strong>the</strong> work<strong>in</strong>g groups entrusted<br />

with identify<strong>in</strong>g ways to fi nd solutions, or to send<br />

a detailed proposal to an on-l<strong>in</strong>e platform, or else<br />

to submit a draft for approval to <strong>the</strong> Sixth World<br />

Water Forum.<br />

The objective <strong>is</strong> to forge solutions which have<br />

proved <strong>the</strong>ir worth <strong>in</strong> reality <strong>in</strong> <strong>the</strong> fi eld and can<br />

be reproduced by o<strong>the</strong>r players. Therefore <strong>the</strong>y<br />

are scientifi cally credible, socially acceptable, suitable<br />

for local contexts and also fi nancially and<br />

politically feasible.<br />

UPSTREAM WORK<br />

It took eighteen months <strong>of</strong> preparatory work to<br />

prepare <strong>the</strong> Forum, draw up its target objectives<br />

and ga<strong>the</strong>r solutions. Th<strong>is</strong> fi rst phase mobil<strong>is</strong>ed<br />

over 2,000 people and 600 organizations throughout<br />

<strong>the</strong> world, who came toge<strong>the</strong>r <strong>in</strong> 160 <strong>the</strong>matic<br />

or regional work<strong>in</strong>g groups.<br />

Th<strong>is</strong> upstream work, and also <strong>the</strong> conduct <strong>of</strong><br />

d<strong>is</strong>cussions dur<strong>in</strong>g <strong>the</strong> Forum, are organized<br />

along three ma<strong>in</strong> processes <strong>of</strong> exchange [<strong>of</strong> ideas]:<br />

a political process mobil<strong>is</strong><strong>in</strong>g governments, parliamentarians<br />

and local authorities, a <strong>the</strong>matic process<br />

ga<strong>the</strong>r<strong>in</strong>g <strong>the</strong> various stakeholders toge<strong>the</strong>r<br />

around <strong>the</strong> same priority and a regional process<br />

br<strong>in</strong>g<strong>in</strong>g players toge<strong>the</strong>r by geographical zones<br />

(<strong>the</strong> Americas, Asia-Pacific, Europe, Africa,<br />

<strong>the</strong> Mediterranean and <strong>the</strong> Arab countries).<br />

been tak<strong>in</strong>g an active part <strong>in</strong> th<strong>is</strong> preparatory work<br />

for many months.<br />

For example, with<strong>in</strong> <strong>the</strong> framework <strong>of</strong> <strong>the</strong><br />

regional process for Africa, <strong>the</strong> Group contributed<br />

to <strong>the</strong> organization <strong>in</strong> Johannesburg <strong>of</strong> a workshop<br />

<strong>in</strong> preparation for <strong>the</strong> Forum on <strong>the</strong> subject <strong>of</strong><br />

<strong>in</strong>novatory fi nanc<strong>in</strong>g.<br />

ACCEPTING RESPONSIBILITIES<br />

SUEZ ENVIRONNEMENT <strong>is</strong> also tak<strong>in</strong>g<br />

a great part <strong>in</strong> <strong>the</strong> Forum <strong>in</strong> Marseille. It <strong>is</strong> <strong>the</strong><br />

Group which <strong>in</strong>itiated activities around <strong>the</strong><br />

Forum: an event on <strong>the</strong> subject <strong>of</strong> <strong>the</strong> restoration<br />

<strong>of</strong> <strong>the</strong> water service <strong>in</strong> Haiti two years after <strong>the</strong><br />

earthquake, ano<strong>the</strong>r about water and cultures, and<br />

<strong>the</strong>n a third one with<strong>in</strong> <strong>the</strong> framework <strong>of</strong> <strong>the</strong> “local<br />

authorities” process <strong>in</strong> collaboration with United<br />

Cities and Local Governments (CGLU) and <strong>the</strong><br />

“City” Chair <strong>of</strong> <strong>the</strong> École Nationale des Ponts et<br />

Chaussées, on water <strong>is</strong>sues <strong>in</strong> megalopol<strong>is</strong>es.<br />

But, above all, SUEZ ENVIRONNEMENT<br />

will share its solutions <strong>in</strong> about fi fteen sessions.<br />

These “solutions for <strong>the</strong> new <strong>future</strong> <strong>of</strong> water”<br />

are organized around fi ve major <strong>the</strong>mes: that <strong>of</strong><br />

dialogue and shar<strong>in</strong>g, that <strong>of</strong> protection <strong>of</strong> <strong>the</strong><br />

resource, that <strong>of</strong> <strong>the</strong> universality and transfer <strong>of</strong><br />

knowledge and know-how, that <strong>of</strong> economic development<br />

<strong>of</strong> <strong>the</strong> territories, and that <strong>of</strong> transparency<br />

<strong>in</strong> <strong>the</strong> matter <strong>of</strong> governance.<br />

On <strong>the</strong> <strong>the</strong>me <strong>of</strong> dialogue, <strong>the</strong> Group will<br />

speak about experience <strong>of</strong> <strong>the</strong> process <strong>of</strong> work<strong>in</strong>g<br />

toge<strong>the</strong>r which was begun <strong>in</strong> 2007 <strong>in</strong> <strong>the</strong><br />

framework <strong>of</strong> stakeholders sessions, real platforms<br />

for d<strong>is</strong>cussion where <strong>the</strong> ideas <strong>of</strong> councillors and<br />

parliamentarians, NGOs, experts and <strong>the</strong> Group’s<br />

employees come face to face, all moderated by<br />

<strong>the</strong> 21 Committee, a network <strong>of</strong> players <strong>in</strong>volved<br />

<strong>in</strong> <strong>the</strong> operational implementation <strong>of</strong> susta<strong>in</strong>able<br />

development.<br />

On <strong>the</strong> <strong>the</strong>me <strong>of</strong> protection <strong>of</strong> <strong>the</strong> water<br />

resource and <strong>of</strong> biodiversity, <strong>the</strong> Group will present<br />

various examples <strong>of</strong> success, <strong>in</strong> particular<br />

<strong>the</strong> implementation <strong>of</strong> <strong>the</strong> development plan for<br />

wastewater treatment <strong>in</strong> Santiago <strong>in</strong> Chile (see <strong>the</strong><br />

box “Initiatives’’).<br />

In promot<strong>in</strong>g universal access to water and <strong>the</strong><br />

shar<strong>in</strong>g <strong>of</strong> knowledge and know-how, <strong>the</strong> Group<br />

has real expert<strong>is</strong>e to share, with, <strong>in</strong> particular, <strong>the</strong><br />

“Water for All” Chair, a 12 months operational<br />

tra<strong>in</strong><strong>in</strong>g course <strong>in</strong>tended for managers <strong>of</strong> <strong>the</strong> water<br />

services <strong>of</strong> develop<strong>in</strong>g countries and supported by<br />

<strong>the</strong> SUEZ ENVIRONNEMENT INITIATIVES<br />

FUND (see <strong>the</strong> head<strong>in</strong>g Solidarity Initiatives).<br />

On <strong>the</strong> subject <strong>of</strong> <strong>the</strong> development <strong>of</strong> territories,<br />

SUEZ ENVIRONNEMENT will address<br />

<strong>the</strong> very positive energy balance <strong>of</strong> <strong>the</strong> use for fuel<br />

<strong>of</strong> sewage sludge treated <strong>in</strong> an <strong>in</strong>dustrial complex<br />

<strong>in</strong> full expansion, <strong>in</strong> Suzhou, <strong>in</strong> Ch<strong>in</strong>a.<br />

SUEZ ENVIRONNEMENT MAGAZINE<br />

ON THE PROGRAM OF<br />

THE FORUM<br />

The six days <strong>of</strong> <strong>the</strong> World Water<br />

Forum are organized <strong>in</strong> plenary<br />

sessions and 250 <strong>the</strong>matic or<br />

regional sessions, 100 lectures<br />

and many parallel cultural events.<br />

All <strong>the</strong> subjects will be dealt with,<br />

<strong>in</strong>clud<strong>in</strong>g certa<strong>in</strong> controversial<br />

subjects such as <strong>the</strong> ways <strong>in</strong><br />

which water services are managed<br />

or <strong>the</strong> question <strong>of</strong> large hydroelectric<br />

dams. The penultimate<br />

day – Friday 16th March, called<br />

“commitment day” – will be<br />

devoted to <strong>the</strong> expression and <strong>the</strong><br />

presentation <strong>of</strong> <strong>the</strong> participants’<br />

short- and medium-term<br />

commitments.<br />

In its concern for transparency <strong>in</strong> <strong>the</strong> shar<strong>in</strong>g<br />

<strong>of</strong> <strong>in</strong>formation about water and <strong>the</strong> ways <strong>of</strong> its<br />

governance, <strong>the</strong> Group will present its orig<strong>in</strong>al<br />

experience <strong>of</strong> co-construction and <strong>of</strong> shar<strong>in</strong>g <strong>of</strong><br />

r<strong>is</strong>ks and pr<strong>of</strong>i ts carried out <strong>in</strong> relation to water<br />

and wastewater treatment services provided <strong>in</strong><br />

Adelaide, <strong>in</strong> Australia.<br />

These concrete achievements made <strong>in</strong> <strong>the</strong> fi eld<br />

demonstrate it: SUEZ ENVIRONNEMENT has<br />

adopted as its own <strong>the</strong> spirit <strong>of</strong> openness and dialogue<br />

which prevails at <strong>the</strong> World Water Forum.<br />

In Marseille, <strong>the</strong> Group <strong>in</strong>tends to share its ideas<br />

and its good practices, and thus to take part <strong>in</strong> <strong>the</strong><br />

debates, as its position as a world player <strong>in</strong> water<br />

BRAZIL’S BENEDITO BRAGA, A SCIENTIST BY TRAINING, IS THE<br />

PRESIDENT OF THE INTERNATIONAL COMMITTEE OF THE SIXTH WORLD WATER<br />

FORUM. HE AGREED TO SHARE WITH US HIS VISION OF THE LARGEST GATHERING<br />

ON THE PLANET DEVOTED TO WATER.<br />

What major challenges does th<strong>is</strong> Forum<br />

need to address?<br />

The <strong>is</strong>sue <strong>of</strong> water <strong>is</strong> now a core concern <strong>of</strong><br />

all <strong>the</strong> world’s governments, both <strong>in</strong> developed<br />

and develop<strong>in</strong>g nations. It <strong>is</strong> time we<br />

fi nd appropriate means to better manage th<strong>is</strong><br />

resource. Th<strong>is</strong> <strong>is</strong> why <strong>the</strong> sixth World Water<br />

Forum <strong>is</strong> committed to propos<strong>in</strong>g concrete<br />

solutions to <strong>the</strong> water problems around <strong>the</strong><br />

world. Among <strong>the</strong> major <strong>is</strong>sues to be d<strong>is</strong>cussed,<br />

we might fi rst mention effective access to safe<br />

dr<strong>in</strong>k<strong>in</strong>g water supply and <strong>in</strong>tegrated sanitation,<br />

especially <strong>in</strong> <strong>the</strong> poorest countries. Then we<br />

will address <strong>the</strong> <strong>is</strong>sue <strong>of</strong> water governance and<br />

cross-border cooperation <strong>in</strong> areas where rivers<br />

fl ow through several countries. Next we come<br />

to <strong>the</strong> management <strong>of</strong> water-related d<strong>is</strong>asters<br />

because floods and droughts impacts would<br />

probably become more severe due to climate<br />

variability and eventual change and rapid urbanization<br />

that it <strong>is</strong> tak<strong>in</strong>g place all over <strong>the</strong> world.<br />

Lastly, <strong>the</strong> way <strong>in</strong> which we fund <strong>the</strong> actions to<br />

achieve results will be one <strong>of</strong> <strong>the</strong> major topics<br />

at th<strong>is</strong> Forum.<br />

How do you prepare for a forum <strong>of</strong> th<strong>is</strong> scope?<br />

With over 25,000 participants expected and<br />

more than 180 countries represented, preparation<br />

<strong>is</strong> crucial. And I must say that France’s<br />

<strong>in</strong>novation for th<strong>is</strong> sixth annual forum was to<br />

create an <strong>in</strong>ternational committee to prepare<br />

<strong>the</strong> Forum, which I am honoured to chair,<br />

and <strong>the</strong> goal <strong>of</strong> which <strong>is</strong> to welcome all <strong>the</strong><br />

organ<strong>is</strong><strong>in</strong>g stakeholders. Th<strong>is</strong> committee has<br />

11 French members and 11 members <strong>of</strong> <strong>the</strong><br />

World Water Council, and has thus become<br />

<strong>the</strong> key body <strong>in</strong> charge <strong>of</strong> prepar<strong>in</strong>g <strong>the</strong> Forum.<br />

It has created four committees responsible for<br />

<strong>the</strong>matic, political, regional and citizenship<br />

processes, respectively. Start<strong>in</strong>g <strong>in</strong> June 2010,<br />

over 400 representatives from public and private<br />

organizations across <strong>the</strong> world met <strong>in</strong><br />

Marseille to kick <strong>of</strong>f <strong>the</strong> fi rst two days <strong>of</strong> work.<br />

Among <strong>the</strong>m were governmental <strong>in</strong>stitutions,<br />

scient<strong>is</strong>ts, politicians, NGO representatives,<br />

university pr<strong>of</strong>essors, members <strong>of</strong> parliament<br />

and engaged citizens who are cont<strong>in</strong>u<strong>in</strong>g <strong>the</strong>ir<br />

work right up to <strong>the</strong> March Forum and very<br />

likely long afterward.<br />

How <strong>is</strong> th<strong>is</strong> year different from past Forums?<br />

Why call it a “Solutions’ Forum”?<br />

After five Forums devoted to diagnos<strong>is</strong>, we<br />

wanted to come up with real<strong>is</strong>tic solutions, not<br />

only technological ones, but also economic,<br />

<strong>in</strong>stitutional, legal and political solutions <strong>in</strong><br />

<strong>the</strong> hope <strong>of</strong> achiev<strong>in</strong>g results.<br />

There are still 2.6 billion people <strong>in</strong> <strong>the</strong> world<br />

today with no access sanitation. Confronted<br />

with an assessment like th<strong>is</strong>, we want to establ<strong>is</strong>h<br />

targets that can be feasible from different<br />

standpo<strong>in</strong>ts: economic, f<strong>in</strong>ancial, political,<br />

social and environmental. We have <strong>the</strong>refore<br />

outl<strong>in</strong>ed three strategic directions to address<br />

social goals, economic cont<strong>in</strong>gencies, and<br />

environmental challenges <strong>in</strong> a coord<strong>in</strong>ated<br />

way. Next we took <strong>the</strong>se strategic directions<br />

and comb<strong>in</strong>ed with <strong>the</strong>m 12 priorities, from <strong>the</strong><br />

need for improved water hygiene throughout<br />

<strong>the</strong> world to <strong>in</strong>creased capacity to deal with<br />

global and climate changes. Lastly we outl<strong>in</strong>ed<br />

three essential conditions for achiev<strong>in</strong>g our<br />

objectives: good governance, fi nanc<strong>in</strong>g water<br />

for all, and creat<strong>in</strong>g an enabl<strong>in</strong>g environment.<br />

These targets must be SMART (1) and WISE (2) ,<br />

to use Engl<strong>is</strong>h acronyms. Th<strong>is</strong> means we want<br />

<strong>the</strong>m to be real<strong>is</strong>tic and implementable and<br />

that <strong>the</strong> largest number <strong>of</strong> stakeholders be<br />

<strong>in</strong>volved <strong>in</strong> <strong>the</strong>ir development.<br />

The Forum <strong>is</strong> <strong>be<strong>in</strong>g</strong> held just a few weeks<br />

before Rio+20. How will <strong>the</strong> Forum’s efforts<br />

place more focus on <strong>the</strong> <strong>is</strong>sue <strong>of</strong> water <strong>in</strong><br />

political agendas?<br />

I am confi dent that all <strong>the</strong> d<strong>is</strong>cussions that we<br />

will be hav<strong>in</strong>g at <strong>the</strong> Forum will, <strong>in</strong> one way<br />

or ano<strong>the</strong>r have an impact on <strong>the</strong> upcom<strong>in</strong>g<br />

<strong>in</strong>ternational summits, <strong>in</strong>clud<strong>in</strong>g Rio+20.<br />

In October 2010, Loïc Fauchon, President<br />

<strong>of</strong> <strong>the</strong> World Water Council, and I had a<br />

chance to talk with <strong>the</strong> UN Secretary General,<br />

Mr. Ban-Ki Moon. He assured us that <strong>the</strong><br />

World Water Council’s work would be essential<br />

to <strong>the</strong> Rio+20 Summit, which will address<br />

green growth and reduc<strong>in</strong>g poverty.<br />

In fact we are go<strong>in</strong>g to help with its preparation,<br />

by <strong>in</strong>s<strong>is</strong>t<strong>in</strong>g that by mak<strong>in</strong>g better use<br />

<strong>of</strong> our planet’s water, we can better manage its<br />

resources and improve <strong>the</strong> quality <strong>of</strong> life <strong>of</strong> its<br />

people while respect<strong>in</strong>g <strong>the</strong> environment. We<br />

also enjoy close and frequent relations with <strong>the</strong><br />

UN’s general headquarters, and we collaborate<br />

with most <strong>of</strong> its water related agencies under<br />

<strong>the</strong> UN-Water umbrella to propose concrete<br />

actions and advance <strong>the</strong> cause <strong>of</strong> water at <strong>the</strong><br />

policy level. In fact, as members <strong>of</strong> national<br />

parliaments participate <strong>in</strong> <strong>the</strong> Forum, th<strong>is</strong> <strong>is</strong> a<br />

very important complementary work that <strong>the</strong><br />

WWC World Water Forums provide to <strong>the</strong> UN<br />

system that works directly at m<strong>in</strong><strong>is</strong>terial level.<br />

In <strong>the</strong> World Water Forums, parliamentarians<br />

are encouraged to directly propose <strong>in</strong>novative<br />

water-related laws <strong>in</strong> <strong>the</strong>ir own countries.<br />

If you had to <strong>in</strong>troduce <strong>the</strong> World Water Forum…<br />

— Organized every three years s<strong>in</strong>ce 1997, <strong>the</strong><br />

World Water Forum <strong>is</strong> <strong>the</strong> biggest <strong>in</strong>ternational<br />

event dedicated to water, br<strong>in</strong>g<strong>in</strong>g toge<strong>the</strong>r over<br />

20,000 players from fi ve cont<strong>in</strong>ents. The week <strong>of</strong><br />

<strong>the</strong> Forum <strong>is</strong> nei<strong>the</strong>r a trade show, nor a scientifi c<br />

conference, but a unique opportunity to d<strong>is</strong>cuss<br />

<strong>the</strong> ma<strong>in</strong> <strong>is</strong>sues <strong>of</strong> water with all stakeholders:<br />

governments, local authorities, representatives <strong>of</strong><br />

<strong>in</strong>stitutions, experts, NGOs, bus<strong>in</strong>esses…<br />

The five previous World Forums made it<br />

possible to share diagnoses, to identify <strong>the</strong> ma<strong>in</strong><br />

<strong>is</strong>sues and to defi ne priorities for action. Th<strong>is</strong> sixth<br />

edition has <strong>the</strong> objective <strong>of</strong> answer<strong>in</strong>g <strong>the</strong>se challenges<br />

with concrete solutions and commitments<br />

for <strong>the</strong> cause <strong>of</strong> water.<br />

Why <strong>is</strong> SUEZ ENVIRONNEMENT participat<strong>in</strong>g?<br />

— SUEZ ENVIRONNEMENT <strong>is</strong> one <strong>of</strong> <strong>the</strong><br />

major players <strong>in</strong> water and <strong>the</strong>refore its participation<br />

<strong>in</strong> <strong>the</strong> debate <strong>is</strong> natural. We are fac<strong>in</strong>g considerable<br />

<strong>is</strong>sues: water <strong>is</strong> at <strong>the</strong> heart <strong>of</strong> <strong>the</strong> problems<br />

related to food security, health, hygiene, climate<br />

change and energy. It <strong>is</strong> also essential to make<br />

progress <strong>in</strong> <strong>the</strong> development <strong>of</strong> access to dr<strong>in</strong>k<strong>in</strong>g<br />

treatment systems widely available, beyond basic<br />

wastewater treatment.<br />

And <strong>the</strong>re <strong>is</strong> no one and only solution held by<br />

one or ano<strong>the</strong>r player; <strong>in</strong> our op<strong>in</strong>ion, consideration<br />

<strong>of</strong> th<strong>is</strong> should be collective and mobil<strong>is</strong>e all<br />

stakeholders with<strong>in</strong> a common framework. It <strong>is</strong> <strong>in</strong><br />

th<strong>is</strong> spirit that we will hold dialogue with everyone<br />

<strong>in</strong> order to propose pragmatic solutions.<br />

We are present on <strong>the</strong> five cont<strong>in</strong>ents, and<br />

strongly establ<strong>is</strong>hed <strong>in</strong> France, Spa<strong>in</strong>, Australia,<br />

Chile, <strong>the</strong> United States and also <strong>in</strong> Ch<strong>in</strong>a where<br />

we serve as many consumers as <strong>in</strong> France. On<br />

<strong>the</strong> bas<strong>is</strong> <strong>of</strong> th<strong>is</strong> world-wide experience, we have<br />

solutions to share, <strong>of</strong> course <strong>in</strong> <strong>the</strong> technical fi eld,<br />

but also <strong>in</strong> that <strong>of</strong> know-how transfer, governance,<br />

social policy…<br />

What form does your participation take?<br />

— We have participated <strong>in</strong> <strong>the</strong> various preparatory<br />

processes, for example <strong>in</strong> <strong>the</strong>matic work<strong>in</strong>g<br />

groups, but also through our own <strong>in</strong>itiatives to<br />

<strong>in</strong>crease awareness and mobil<strong>is</strong>ation <strong>of</strong> players.<br />

I would like to mention, for example, <strong>the</strong> “CityZen<br />

Water” <strong>in</strong>ternational competition through which<br />

we want to <strong>in</strong>volve students <strong>in</strong> <strong>the</strong> preparation <strong>of</strong><br />

<strong>the</strong> Forum on <strong>the</strong> subject <strong>of</strong> water <strong>is</strong>sues <strong>in</strong> <strong>the</strong><br />

city <strong>of</strong> tomorrow. The w<strong>in</strong>ners <strong>of</strong> <strong>the</strong> competition<br />

will present <strong>the</strong>ir projects <strong>in</strong> Marseille dur<strong>in</strong>g <strong>the</strong><br />

session “Water <strong>is</strong>sues <strong>in</strong> megalopol<strong>is</strong>es” which<br />

dedicated to Haiti with <strong>the</strong> National Directorate<br />

<strong>of</strong> Dr<strong>in</strong>k<strong>in</strong>g Water and Sanitation <strong>of</strong> Haiti<br />

(DINEPA), <strong>the</strong> Span<strong>is</strong>h Agency for International<br />

AECID) and <strong>the</strong> Inter-American Development<br />

Bank. Th<strong>is</strong> event will make it possible to talk<br />

about reform <strong>of</strong> <strong>the</strong> water sector <strong>in</strong> Haiti, <strong>the</strong><br />

role <strong>of</strong> each operator, whe<strong>the</strong>r public, private<br />

or community, and, <strong>in</strong> particular, <strong>the</strong> action <strong>of</strong><br />

SUEZ ENVIRONNEMENT’s teams for restoration<br />

<strong>of</strong> <strong>the</strong> water service <strong>of</strong> Port-au-Pr<strong>in</strong>ce.<br />

In terms <strong>of</strong> commitment, what position will<br />

SUEZ ENVIRONNEMENT take?<br />

— With its “Susta<strong>in</strong>able Development” road<br />

map, SUEZ ENVIRONNEMENT has already<br />

made commitments with dates and fi gures for <strong>the</strong><br />

preservation <strong>of</strong> water resources, <strong>the</strong> fi ght aga<strong>in</strong>st<br />

climate change and stepp<strong>in</strong>g up <strong>of</strong> dialogue with<br />

its stakeholders. On <strong>the</strong> subject <strong>of</strong> leak prevention,<br />

we are, for example, committed to econom<strong>is</strong><strong>in</strong>g<br />

<strong>in</strong> four years <strong>the</strong> equivalent <strong>of</strong> <strong>the</strong> consumption<br />

<strong>of</strong> a French city <strong>of</strong> 700,000 <strong>in</strong>habitants.<br />

On <strong>the</strong> subject <strong>of</strong> <strong>the</strong> commitments <strong>of</strong> <strong>the</strong><br />

Forum, it <strong>is</strong> still a little early to talk about <strong>the</strong>m as we<br />

will have to wait for <strong>the</strong> last day <strong>of</strong> <strong>the</strong> Forum. What<br />

<strong>is</strong> certa<strong>in</strong> <strong>is</strong> that SUEZ ENVIRONNEMENT will<br />

take part <strong>in</strong> <strong>the</strong> mak<strong>in</strong>g <strong>of</strong> commitments and <strong>in</strong><br />

collective mobil<strong>is</strong>ation.

PROGRESSIVE TARIFF-SETTING<br />

WITH A SOCIAL PURPOSE IN<br />

LIBOURNE<br />

“Water, <strong>the</strong> common good <strong>of</strong> humanity, cannot be tariffed” : th<strong>is</strong><br />

<strong>is</strong> what <strong>is</strong> stipulated by <strong>the</strong> Water Charter enacted by <strong>the</strong> councillors<br />

<strong>of</strong> Libourne, on <strong>the</strong> bas<strong>is</strong> <strong>of</strong> <strong>the</strong> right <strong>of</strong> access to water def<strong>in</strong>ed by<br />

<strong>the</strong> United Nations and <strong>the</strong> Law on Water and Aquatic Environments<br />

[LEMA] (1) .<br />

If water <strong>is</strong> free, never<strong>the</strong>less <strong>the</strong> water service has a cost. It <strong>is</strong> to<br />

solve th<strong>is</strong> equation, which seems <strong>in</strong>soluble, that <strong>the</strong> Community <strong>of</strong><br />

<strong>the</strong> Conurbation got toge<strong>the</strong>r with Lyonna<strong>is</strong>e des Eaux. The idea <strong>is</strong> to<br />

<strong>in</strong>troduce progressive tariff-sett<strong>in</strong>g for water with a social purpose.<br />

From th<strong>is</strong> it follows that “vital” water <strong>is</strong> more or less free up to an<br />

amount <strong>of</strong> 15 m³ per dwell<strong>in</strong>g. Above th<strong>is</strong> threshold, <strong>the</strong> progressive<br />

tariff for service (with two tariff tranches: “useful water” from 15 to<br />

150 m³ and a “comfort water” tariff tranche beyond 150 m³) encourages<br />

preservation <strong>of</strong> <strong>the</strong> resource. The consequence <strong>is</strong> that dr<strong>in</strong>k<strong>in</strong>g water<br />

<strong>is</strong> almost free but that used to fill a swimm<strong>in</strong>g pool <strong>is</strong> not. For 95% <strong>of</strong><br />

users, <strong>the</strong> new system br<strong>in</strong>gs a reduction <strong>in</strong> <strong>the</strong> bill.<br />

In addition, Lyonna<strong>is</strong>e des Eaux <strong>is</strong> endow<strong>in</strong>g a solidarity fund (by<br />

deduction <strong>of</strong> 1% from its <strong>in</strong>come) and an eco-citizen fund to which <strong>the</strong><br />

bus<strong>in</strong>ess contributes <strong>the</strong> same amount as users’ voluntary contributions<br />

PURIFICATION AT<br />

SANTIAGO IN CHILE<br />

In 1999, <strong>the</strong> city <strong>of</strong> Santiago <strong>in</strong> Chile treated only 3% <strong>of</strong> its<br />

wastewaters. After <strong>the</strong> privatization <strong>of</strong> <strong>the</strong> sector <strong>in</strong> 1999,<br />

Aguas And<strong>in</strong>as, <strong>the</strong> biggest water company <strong>in</strong> South America,<br />

partially held by AGBAR (a subsidiary <strong>of</strong> SUEZ ENVIRONNEMENT),<br />

which supplies dr<strong>in</strong>k<strong>in</strong>g water and provides wastewater treatment<br />

to a population <strong>of</strong> 6.2 million <strong>in</strong>habitants <strong>in</strong> <strong>the</strong> metropolitan region<br />

<strong>of</strong> Santiago, has establ<strong>is</strong>hed an ambitious scheme for wastewater<br />

d<strong>is</strong>posal.<br />

Thanks to substantial <strong>in</strong>vestment over ten years (more than<br />

800 million US $) and <strong>the</strong> construction <strong>of</strong> more than 20 treatment<br />

units, <strong>in</strong> 2012 <strong>the</strong> capital <strong>of</strong> Chile will treat all its wastewaters, thus<br />

putt<strong>in</strong>g Santiago on <strong>the</strong> level <strong>of</strong> <strong>the</strong> greatest capitals <strong>of</strong> <strong>the</strong> developed<br />

world. A treatment centre <strong>of</strong> <strong>the</strong> biological solids produced by<br />

purification <strong>in</strong>stallations will soon complete <strong>the</strong> facility. Th<strong>is</strong> centre<br />

will allow Aguas And<strong>in</strong>as to control <strong>the</strong> whole cycle, from <strong>the</strong> tak<strong>in</strong>g<br />

<strong>of</strong> raw water from <strong>the</strong> natural environment to its return to water<br />

courses, ready for new use.

THE “NEW POLYETHYLENE”<br />

TOWARDS A NEW<br />

ACHIEVEMENT IN PIPES<br />

INTRODUCED FOR THE VERY FIRST TIME AT THE<br />

BEGINNING OF THE 1970s, <strong>the</strong> use <strong>of</strong> polyethylene, or PE for<br />

mak<strong>in</strong>g dr<strong>in</strong>k<strong>in</strong>g water pipes has gradually become widespread,<br />

until it has become essential with<strong>in</strong> <strong>the</strong> framework <strong>of</strong> programs<br />

for <strong>the</strong> systematic replacement <strong>of</strong> old lead pip<strong>in</strong>g. “In recent years<br />

th<strong>is</strong> technology has been used almost exclusively for small diameter<br />

pipes as only polyethylene can <strong>of</strong>fer fl exibility allow<strong>in</strong>g its <strong>in</strong>stallation<br />

by ‘trenchless’ techniques, thus reduc<strong>in</strong>g <strong>the</strong> environmental impact<br />

<strong>of</strong> <strong>the</strong> work”, expla<strong>in</strong>s Gilles Boulanger, Technical Director <strong>of</strong><br />

Lyonna<strong>is</strong>e des Eaux. Th<strong>is</strong> fl exibility <strong>is</strong> also <strong>the</strong> reason why PE <strong>is</strong><br />

now <strong>of</strong>ten preferred to cast metal or PVC for d<strong>is</strong>tribution pipes.<br />

However <strong>in</strong> 2005-2006 aston<strong>is</strong>h<strong>in</strong>g “zip”-shaped breaks began<br />

to ra<strong>is</strong>e doubts about th<strong>is</strong> material although it <strong>is</strong> so practical. R+I<br />

Alliance (1) <strong>the</strong>refore comm<strong>is</strong>sioned from CIRSEE (2) <strong>in</strong> June 2006 a<br />

research program aimed at determ<strong>in</strong><strong>in</strong>g <strong>the</strong> reliability and res<strong>is</strong>tance<br />

<strong>of</strong> PE-based plastics, <strong>in</strong>clud<strong>in</strong>g, <strong>in</strong> particular, <strong>in</strong>stall<strong>in</strong>g a<br />

test stand for study <strong>of</strong> its age<strong>in</strong>g. The objective was to ga<strong>in</strong> a better<br />

understand<strong>in</strong>g <strong>of</strong> <strong>the</strong> mechan<strong>is</strong>ms <strong>of</strong> deterioration depend<strong>in</strong>g on<br />

conditions <strong>of</strong> use, and, <strong>in</strong> particular, water temperature, operat<strong>in</strong>g<br />

management <strong>of</strong> network assets.<br />

“More than fi ve years after its <strong>in</strong>stallation, th<strong>is</strong> test stand <strong>is</strong> recognized<br />

as <strong>the</strong> best tool by all operators <strong>in</strong> <strong>the</strong> market, <strong>in</strong>clud<strong>in</strong>g <strong>the</strong><br />

National Test Laboratory, which manages <strong>the</strong> NF 114 quality mark<br />

for polyethylene tubes”, says Gilles Boulanger. “These tests made it<br />

possible to identify a new PE res<strong>in</strong>, <strong>the</strong> expected service life <strong>of</strong> which<br />

<strong>is</strong> <strong>of</strong> <strong>the</strong> order <strong>of</strong> 3.5 times greater than that <strong>of</strong> a classic PE.”After<br />

<strong>the</strong>se tests on <strong>the</strong> “age<strong>in</strong>g stand”, <strong>the</strong> fi rst prototype pipes were<br />

produced and tested <strong>in</strong> real conditions <strong>in</strong> <strong>the</strong> fi eld to make sure<br />

that <strong>the</strong>y do not cause any problems <strong>in</strong> use. These pipes were also<br />

<strong>the</strong> subject <strong>of</strong> various tests <strong>in</strong> GDF SUEZ’s CRIGEN (3) test laboratory.<br />

In 2012, <strong>the</strong> “new PE” will be used systematically at all sites<br />

managed by Lyonna<strong>is</strong>e des Eaux.<br />

BORN IN PERPIGNAN, Julien Lafage could have become<br />

a w<strong>in</strong>e grower like h<strong>is</strong> parents. In <strong>the</strong> beg<strong>in</strong>n<strong>in</strong>g <strong>of</strong> <strong>the</strong> 2000s,<br />

while still study<strong>in</strong>g physics and chem<strong>is</strong>try <strong>in</strong> <strong>the</strong> “preparatory”<br />

[pre-university] class, aware <strong>of</strong> environmental <strong>is</strong>sues, he chose<br />

<strong>the</strong> career <strong>of</strong> eng<strong>in</strong>eer, special<strong>is</strong><strong>in</strong>g <strong>in</strong> “water and effl uent treatment”.<br />

In January 2003, as a young graduate, he jo<strong>in</strong>ed SERAM (1) .<br />

It was a real challenge: “As a young eng<strong>in</strong>eer, <strong>the</strong> only way to<br />

co-ex<strong>is</strong>t with experienced technicians <strong>is</strong> to face, <strong>the</strong> reality <strong>of</strong> <strong>the</strong><br />

problems <strong>of</strong> one <strong>of</strong> <strong>the</strong> biggest wastewater treatment networks <strong>in</strong><br />

France, collect<strong>in</strong>g 86 million m 3 <strong>of</strong> wastewater per year.”<br />

Dur<strong>in</strong>g <strong>the</strong> next seven years, he led multi-d<strong>is</strong>cipl<strong>in</strong>ary teams <strong>in</strong><br />

<strong>the</strong> fi elds <strong>of</strong> activities which he covers (metrology, <strong>in</strong>vestigations<br />

and customer compla<strong>in</strong>ts).<br />

In 2010, when he had just been appo<strong>in</strong>ted Head <strong>of</strong> <strong>the</strong><br />

Diagnos<strong>is</strong> and Asset Management Service, Julien Lafage<br />

took <strong>the</strong> <strong>in</strong>itiative <strong>of</strong> anticipat<strong>in</strong>g <strong>the</strong> consequences <strong>of</strong> <strong>the</strong> new<br />

European Directive 2006/07/CE (applicable <strong>in</strong> 2013) on <strong>the</strong> quality<br />

<strong>of</strong> bath<strong>in</strong>g water.<br />

“With stricter parameters than those <strong>of</strong> <strong>the</strong> law <strong>in</strong> force at<br />

that time, <strong>the</strong> results <strong>of</strong> <strong>the</strong> samples taken were <strong>in</strong> <strong>the</strong> red…<br />

If we had had to take <strong>the</strong>m <strong>in</strong>to account, we would have r<strong>is</strong>ked<br />

closures among <strong>the</strong> 21 beaches <strong>of</strong> Marseille monitored.<br />

Th<strong>is</strong> would be unth<strong>in</strong>kable because <strong>of</strong> <strong>the</strong> <strong>is</strong>sues related to<br />

Marseille – European Culture Capital 2013.”<br />

Consider<strong>in</strong>g <strong>the</strong> results obta<strong>in</strong>ed, SERAM <strong>of</strong>fered <strong>the</strong> City<br />

<strong>of</strong> Marseille a trial <strong>of</strong> Lyonna<strong>is</strong>e des Eaux’s Gen Spot ® express<br />

microbiological method which gives results <strong>in</strong> three hours as<br />

compared with two days by <strong>the</strong> regulatory method. In 2011,<br />

SERAM <strong>the</strong>n created a “beaches” unit with six experts and a<br />

microbiology laboratory to manage analys<strong>is</strong> <strong>of</strong> bath<strong>in</strong>g waters<br />

dur<strong>in</strong>g <strong>the</strong> summer season and performance <strong>of</strong> monitor<strong>in</strong>g<br />

<strong>in</strong> w<strong>in</strong>ter.<br />

Today, Julien Lafage feels he has done h<strong>is</strong> duty to <strong>the</strong> people<br />

<strong>of</strong> Marseille. Results have clearly improved after complete<br />

diagnos<strong>is</strong> <strong>of</strong> networks situated near <strong>the</strong> coast and large scale<br />

works. Thanks to various <strong>in</strong>novations (2) , he and h<strong>is</strong> teams perform<br />

cont<strong>in</strong>uous diagnos<strong>is</strong> <strong>of</strong> wastewater treatment networks adjo<strong>in</strong><strong>in</strong>g<br />

beaches. Active and preventive management <strong>of</strong> <strong>the</strong> sewer<br />

network <strong>of</strong> Marseille and <strong>of</strong> its beaches <strong>is</strong> now an everyday reality!<br />

correct function<strong>in</strong>g, runn<strong>in</strong>g and ma<strong>in</strong>tenance <strong>of</strong> wastewater<br />

treatment <strong>in</strong>frastructure and management <strong>of</strong> <strong>the</strong> ra<strong>in</strong>water<br />

Supply <strong>of</strong> dr<strong>in</strong>k<strong>in</strong>g water <strong>in</strong> Haiti <strong>is</strong> a real challenge for<br />

<strong>the</strong> populations.<br />

The diffi culties were made substantially worse by <strong>the</strong><br />

earthquake <strong>of</strong> January 2010. In close relations with<br />

local players, SUEZ ENVIRONNEMENT <strong>is</strong> striv<strong>in</strong>g to give<br />

its fi nancial support and also its expert<strong>is</strong>e <strong>in</strong> order to<br />

support local communities <strong>in</strong> <strong>the</strong> work <strong>of</strong> improv<strong>in</strong>g<br />

liv<strong>in</strong>g conditions <strong>in</strong> underprivileged areas. Interview<br />

dr<strong>in</strong>k<strong>in</strong>g water supply <strong>in</strong> <strong>the</strong> country <strong>is</strong><br />

a daily concern.<br />

D<strong>is</strong>trict Committees play an essential role <strong>in</strong><br />

access to water for <strong>the</strong> poor populations <strong>of</strong><br />

Port-au-Pr<strong>in</strong>ce. How did <strong>the</strong>se organ<strong>is</strong>ations<br />

appear?<br />

Widelsohn Pierre-Lou<strong>is</strong> : In Port-au-Pr<strong>in</strong>ce<br />

and <strong>the</strong> area around it, it <strong>is</strong> <strong>the</strong> CTE (Technical<br />

Centre for Runn<strong>in</strong>g <strong>the</strong> Metropolitan Zone)<br />

which manages <strong>the</strong> production and d<strong>is</strong>tribution <strong>of</strong><br />

dr<strong>in</strong>k<strong>in</strong>g water. S<strong>in</strong>ce 1995, th<strong>is</strong> public enterpr<strong>is</strong>e<br />

has been work<strong>in</strong>g <strong>in</strong> partnership with Gret Haiti,<br />

<strong>the</strong> Haiti branch <strong>of</strong> a French NGO committed to<br />

support for processes <strong>of</strong> susta<strong>in</strong>able development.<br />

The objective <strong>is</strong> to <strong>in</strong>stall, <strong>in</strong> several vulnerable<br />

d<strong>is</strong>tricts <strong>of</strong> <strong>the</strong> capital, a d<strong>is</strong>tribution system based<br />

on co<strong>in</strong> <strong>in</strong> <strong>the</strong> slot public dr<strong>in</strong>k<strong>in</strong>g founta<strong>in</strong>s<br />

supplied by <strong>the</strong> public network.<br />

Port-au-Pr<strong>in</strong>ce (three million<br />

<strong>in</strong>habitants, <strong>in</strong>clud<strong>in</strong>g one million<br />

<strong>in</strong> underprivileged d<strong>is</strong>tricts and<br />

600,000 <strong>in</strong> refugee camps):<br />

th<strong>is</strong> <strong>is</strong> <strong>the</strong> task entrusted to<br />

SUEZ ENVIRONNEMENT – through<br />

Lyonna<strong>is</strong>e des Eaux, Agbar and United<br />

Water – <strong>in</strong> <strong>the</strong> form <strong>of</strong> a contract for<br />

operational ass<strong>is</strong>tance.<br />

The Group <strong>is</strong> refus<strong>in</strong>g to take<br />

any pr<strong>of</strong>it and will pay any fees<br />

paid by local authorities to<br />

<strong>the</strong> SUEZ ENVIRONNEMENT<br />

are now about fi fty <strong>of</strong> <strong>the</strong>m, all bound to CTE by<br />

a delegation contract.<br />

Jean Dimanche : It <strong>is</strong> a form <strong>of</strong> organization<br />

which <strong>is</strong> not very usual <strong>in</strong> Haiti where, h<strong>is</strong>torically,<br />

<strong>the</strong> State <strong>is</strong> not very present <strong>in</strong> underprivileged<br />

d<strong>is</strong>tricts. By tak<strong>in</strong>g responsibility for supply<strong>in</strong>g<br />

<strong>the</strong>ir users with water, but also mak<strong>in</strong>g <strong>the</strong>m pay<br />

thanks to <strong>the</strong> public dr<strong>in</strong>k<strong>in</strong>g founta<strong>in</strong>s, <strong>the</strong> water<br />

management committees perform a real task <strong>of</strong><br />

service to <strong>the</strong> public.<br />

From 2009, <strong>the</strong> European Union and <strong>the</strong> SUEZ<br />

ENVIRONNEMENT Water for All (1) Foundation<br />

have been support<strong>in</strong>g <strong>the</strong> organ<strong>is</strong>ation <strong>of</strong> <strong>the</strong><br />

committees. With what objective?<br />

J. D. : Our ambition <strong>is</strong> to make <strong>the</strong> water<br />

committees real players <strong>in</strong> local development. Th<strong>is</strong><br />

means mak<strong>in</strong>g our practices more pr<strong>of</strong>essional<br />

and obta<strong>in</strong><strong>in</strong>g recognition <strong>of</strong> <strong>the</strong> legitimacy <strong>of</strong> our<br />

participation <strong>in</strong> draw<strong>in</strong>g up public policies about<br />

access to municipal services. That <strong>is</strong> why <strong>the</strong><br />

committees want to form a federation.<br />

W. P.-L. : The support <strong>of</strong> <strong>the</strong> SUEZ<br />

ENVIRONNEMENT Water for All Foundation<br />

and <strong>of</strong> <strong>the</strong> European Union was expressed at <strong>the</strong><br />

same time on <strong>the</strong> f<strong>in</strong>ancial and adm<strong>in</strong><strong>is</strong>trative<br />

level. In <strong>the</strong> first case, it allowed Gret Haiti to<br />

give us its expert<strong>is</strong>e, both methodological and<br />

<strong>in</strong> <strong>the</strong> field <strong>of</strong> strategic plann<strong>in</strong>g. w

We were thus able to draw up framework<br />

documents as a bas<strong>is</strong> for jo<strong>in</strong>t consideration <strong>of</strong><br />

<strong>the</strong> federation’s organ<strong>is</strong>ation and purpose. It <strong>is</strong><br />

also thanks to our partners that space was made<br />

available for hold<strong>in</strong>g meet<strong>in</strong>gs and workshops...<br />

One year after <strong>the</strong> beg<strong>in</strong>n<strong>in</strong>g <strong>of</strong> th<strong>is</strong> project,<br />

Haiti was struck by a terribly destructive<br />

earthquake...<br />

W. P.-L. : Th<strong>is</strong> event obviously changed <strong>the</strong> order<br />

<strong>of</strong> priorities. We had to deal with humanitarian<br />

emergencies follow<strong>in</strong>g <strong>the</strong> earthquake, <strong>the</strong>n<br />

with <strong>the</strong> cholera epidemic. In th<strong>is</strong> context, <strong>the</strong><br />

committees acted as major contacts, ensur<strong>in</strong>g, <strong>in</strong><br />

particular, relations <strong>in</strong> <strong>the</strong> d<strong>is</strong>tricts with emergency<br />

aid NGOs and development agencies.<br />

J. D. : Tak<strong>in</strong>g <strong>in</strong>to account <strong>the</strong> damage caused to<br />

<strong>the</strong> water supply network, collaboration with SUEZ<br />

ENVIRONNEMENT was re-directed to <strong>is</strong>sues <strong>of</strong><br />

<strong>the</strong> fi rst necessity. We benefi ted, <strong>in</strong> particular, from<br />

<strong>the</strong> support <strong>of</strong> Aquass<strong>is</strong>tance, <strong>the</strong> humanitarian<br />

association <strong>of</strong> <strong>the</strong> Group’s staff, which mobil<strong>is</strong>ed<br />

for <strong>the</strong> transportation <strong>of</strong> four mobile dr<strong>in</strong>k<strong>in</strong>g water<br />

treatment units. Th<strong>is</strong> <strong>in</strong>itiative facilitated supply <strong>of</strong><br />

dr<strong>in</strong>k<strong>in</strong>g water to about 30,000 affected people.<br />

What <strong>is</strong> <strong>the</strong> current situation <strong>of</strong> water<br />

and wastewater treatment services <strong>in</strong><br />

Port-au-Pr<strong>in</strong>ce and <strong>in</strong> <strong>the</strong> <strong>is</strong>land as a whole?<br />

J. D. : The situation was already diffi cult before <strong>the</strong><br />

earthquake, and it <strong>is</strong> even more so now! It <strong>is</strong> true<br />

that many pipes and d<strong>is</strong>tribution posts have been<br />

put back <strong>in</strong> service. But <strong>the</strong> problem <strong>of</strong> <strong>the</strong> quantity<br />

<strong>of</strong> <strong>the</strong> resource rema<strong>in</strong>s acute. It <strong>is</strong> not unusual to<br />

see parts <strong>of</strong> damaged pipe pour<strong>in</strong>g out <strong>in</strong> <strong>the</strong> street<br />

water which <strong>is</strong> wasted while <strong>the</strong> <strong>in</strong>habitants have<br />

no – or little – access to it.<br />

Never<strong>the</strong>less, <strong>the</strong> year 2011 opened new<br />

prospects because D<strong>in</strong>epa (National Directorate <strong>of</strong><br />

Dr<strong>in</strong>k<strong>in</strong>g Water and Sanitation) has comm<strong>is</strong>sioned<br />

SUEZ ENVIRONNEMENT to support it <strong>in</strong> <strong>the</strong><br />

draw<strong>in</strong>g up and implementation <strong>of</strong> an emergency<br />

plan (see <strong>the</strong> box). Reduc<strong>in</strong>g waste, streng<strong>the</strong>n<strong>in</strong>g<br />

networks, improv<strong>in</strong>g water availability and quality:<br />

we are expect<strong>in</strong>g a lot from <strong>the</strong> technical ass<strong>is</strong>tance<br />

which we are go<strong>in</strong>g to be given.<br />

The federation which you longed for has just<br />

been created. What are its priorities?<br />

W. P.-L. : Fekod (Federasyon Komite Dlo)<br />

arose from <strong>the</strong> group<strong>in</strong>g toge<strong>the</strong>r <strong>of</strong> fifty water<br />

management committees <strong>in</strong> July 2011. It should<br />

“It also makes it possible to<br />

operat<strong>in</strong>g subsidiaries faced<br />

with th<strong>is</strong> type <strong>of</strong> problem. The<br />

actions developed with<strong>in</strong> <strong>the</strong><br />

framework <strong>of</strong> <strong>the</strong> program<br />

are <strong>in</strong> keep<strong>in</strong>g with <strong>the</strong><br />

public service dimension <strong>of</strong><br />

SUEZ ENVIRONNEMENT’s<br />

activities and, moreover, are<br />

lead to closer l<strong>in</strong>ks between <strong>the</strong> committees and<br />

<strong>the</strong> State, <strong>in</strong> particular by <strong>the</strong> use <strong>of</strong> updated<br />

management and <strong>in</strong>voic<strong>in</strong>g tools. By do<strong>in</strong>g th<strong>is</strong>, we<br />

hope to reduce communities’ traditional m<strong>is</strong>trust <strong>of</strong><br />

public power. As <strong>the</strong> law b<strong>in</strong>ds <strong>the</strong> committees to<br />

<strong>the</strong> State, <strong>the</strong>re <strong>is</strong> every <strong>in</strong>terest <strong>in</strong> see<strong>in</strong>g <strong>the</strong> latter<br />

as a true partner!<br />

case, for example, <strong>in</strong> Algiers,<br />

Casablanca or Djakarta.<br />

F<strong>in</strong>ally, I am not forgett<strong>in</strong>g Haiti<br />

which, because <strong>of</strong> <strong>the</strong> large<br />

number <strong>of</strong> <strong>in</strong>habitants liv<strong>in</strong>g<br />

<strong>in</strong> underprivileged d<strong>is</strong>tricts <strong>of</strong><br />

Port-au-Pr<strong>in</strong>ce, represents a<br />

case which <strong>is</strong> mobil<strong>is</strong><strong>in</strong>g a lot <strong>of</strong><br />

DESALINATION BY REVERSE OSMOSIS:<br />

A SUSTAINABLE ALTERNATIVE<br />

ABDUNDANT WATER IS PRESENT ON EARTH IN<br />

DIFFERENT FORMS. However, 97.2% <strong>of</strong> <strong>the</strong> water <strong>is</strong> salt water,<br />

and <strong>the</strong>refore unfi t for consumption. Fresh water <strong>is</strong> <strong>the</strong>refore<br />

a rare resource which should be preserved. It <strong>is</strong> <strong>in</strong>creas<strong>in</strong>gly unevenly<br />

d<strong>is</strong>tributed over our planet. While some regions benefit<br />

from considerable surpluses, o<strong>the</strong>rs, on <strong>the</strong> contrary, are suffer<strong>in</strong>g<br />

from <strong>in</strong>creas<strong>in</strong>g shortages every year (<strong>the</strong> Gulf States, Australia,<br />

<strong>the</strong> Mediterranean bas<strong>in</strong>, Ch<strong>in</strong>a…).<br />

Thus, <strong>in</strong> order to make sea (and brack<strong>is</strong>h) water dr<strong>in</strong>kable,<br />

desal<strong>in</strong>ation has gradually made its appearance as a solution for<br />

<strong>the</strong> <strong>future</strong>, <strong>in</strong> particular for countries which have coasts (1) . Two<br />

processes, d<strong>is</strong>tillation and reverse osmos<strong>is</strong>, are now widely used.<br />

It <strong>is</strong> desal<strong>in</strong>ation by reverse osmos<strong>is</strong> which was chosen by<br />

Degrémont “as it fi ts <strong>in</strong>to <strong>the</strong> perspective <strong>of</strong> susta<strong>in</strong>able development”,<br />

says Miguel Angel Sanz, Director <strong>of</strong> Development and<br />

Innovation <strong>in</strong> Degrémont for <strong>the</strong> Iberian pen<strong>in</strong>sula, Africa and Lat<strong>in</strong><br />

America. Th<strong>is</strong> technique operates by fi ltration <strong>of</strong> water under high<br />

pressure through semi-permeable membranes. Less expensive<br />

and consum<strong>in</strong>g less energy, it represents a more ecological solution<br />

which limits greenhouse gas em<strong>is</strong>sions.<br />

Declared <strong>the</strong> desal<strong>in</strong>ation bus<strong>in</strong>ess <strong>of</strong> <strong>the</strong> year <strong>in</strong> 2010 (2) ,<br />

Degrémont has designed <strong>in</strong>novative control techniques to prevent<br />

d<strong>is</strong>charges <strong>of</strong> br<strong>in</strong>e hav<strong>in</strong>g impact on <strong>the</strong> environment.<br />

“Br<strong>in</strong>e d<strong>is</strong>charge, considered to be <strong>the</strong> process’s ma<strong>in</strong> d<strong>is</strong>advantage<br />

for <strong>the</strong> environment and mar<strong>in</strong>e ecosystems, <strong>is</strong> completely<br />

controlled,” emphas<strong>is</strong>es Miguel Angel Sanz. “Thanks to a system<br />

<strong>of</strong> diffusers capable <strong>of</strong> dilut<strong>in</strong>g sal<strong>in</strong>ity quickly, rapid return to <strong>the</strong><br />

concentrations <strong>of</strong> <strong>the</strong> natural environment <strong>is</strong> obta<strong>in</strong>ed.” F<strong>in</strong>ally, he<br />

notes that, “<strong>the</strong> waters are d<strong>is</strong>charged at <strong>the</strong> same temperature as<br />

that <strong>of</strong> <strong>the</strong> mar<strong>in</strong>e environment, without d<strong>is</strong>turb<strong>in</strong>g it, and thus<br />

preserve biodiversity.”<br />

Faced with <strong>in</strong>creas<strong>in</strong>g shortage <strong>of</strong> water resources, desal<strong>in</strong>ation<br />

thus proves to be a susta<strong>in</strong>able alternative, able to answer ever<br />

<strong>in</strong>creas<strong>in</strong>g needs for household and <strong>in</strong>dustrial water.<br />

WORKING MEANS PRODUCING SOLUTIONS FOR<br />

EVERYDAY. Nad<strong>in</strong>e Leslie has always been aware <strong>of</strong> environmental<br />

problems. “I was <strong>the</strong> little girl who said <strong>in</strong> <strong>the</strong> streets <strong>of</strong><br />

Port-au-Pr<strong>in</strong>ce that you should not dump rubb<strong>is</strong>h <strong>in</strong> <strong>the</strong> street!”,<br />

she says, remember<strong>in</strong>g her childhood <strong>in</strong> Haiti. It <strong>is</strong> not surpr<strong>is</strong><strong>in</strong>g<br />

that Nad<strong>in</strong>e has already been work<strong>in</strong>g for twenty years <strong>in</strong> <strong>the</strong><br />

sector <strong>of</strong> water and wastewater treatment.<br />

After study<strong>in</strong>g civil eng<strong>in</strong>eer<strong>in</strong>g <strong>in</strong> Haiti and work experience<br />

<strong>in</strong> town plann<strong>in</strong>g <strong>in</strong> Belgium, Nad<strong>in</strong>e Leslie started her career <strong>in</strong><br />

New Jersey <strong>in</strong> <strong>the</strong> United States. An expert <strong>in</strong> hydraulic analys<strong>is</strong>,<br />

she soon jo<strong>in</strong>ed United Water, where she has special<strong>is</strong>ed for<br />

eleven years <strong>in</strong> turnaround <strong>of</strong> projects <strong>in</strong> diffi culty. “United Water<br />

gave me <strong>the</strong> opportunity to fulfi ll myself and develop new skills as<br />

manager <strong>in</strong> charge <strong>of</strong> strategic operations. It was a real bapt<strong>is</strong>m <strong>of</strong><br />

fi re! I began by manag<strong>in</strong>g d<strong>is</strong>tribution and ma<strong>in</strong>tenance teams <strong>in</strong><br />

Atlanta (Georgia). I was <strong>in</strong> charge <strong>of</strong> about a hundred staff members<br />

<strong>in</strong> a project <strong>in</strong> cr<strong>is</strong><strong>is</strong>! I worked very hard <strong>the</strong>re and d<strong>is</strong>covered a new<br />

<strong>in</strong>terest <strong>in</strong> water management operations.”<br />

Enjoy<strong>in</strong>g <strong>the</strong> operations side and ready to take up new challenges,<br />

Nad<strong>in</strong>e Leslie was entrusted with <strong>the</strong> management <strong>of</strong><br />

new projects, at Rahway and at Toms River, <strong>in</strong> New Jersey. “I like<br />

to develop and implement strategies for reach<strong>in</strong>g technical solutions,<br />

cooperat<strong>in</strong>g with <strong>the</strong> different players.”<br />

Brave and determ<strong>in</strong>ed, Nad<strong>in</strong>e Leslie was <strong>of</strong>ten <strong>the</strong> first<br />

woman <strong>in</strong> her various posts. “In th<strong>is</strong>, I get a lot <strong>of</strong> support from<br />

<strong>the</strong> Group and I have <strong>the</strong> special responsibility <strong>of</strong> <strong>be<strong>in</strong>g</strong> a pioneer for<br />

all <strong>the</strong> women who will succeed me <strong>in</strong> responsible posts”.<br />

SUEZ ENVIRONNEMENT <strong>is</strong> also a Group where Nad<strong>in</strong>e can<br />

deploy her philosophy <strong>of</strong> work: “to be useful and produce solutions<br />

for every day”. Thus, after <strong>the</strong> earthquake <strong>in</strong> 2010, she went as a<br />

volunteer for 10 days to Haiti to jo<strong>in</strong> SUEZ ENVIRONNEMENT’s<br />

team, which was on <strong>the</strong> spot, to help to reconstruct water management<br />

<strong>in</strong> Marseille with <strong>the</strong><br />

choreographic creation <strong>of</strong> <strong>the</strong><br />

ballet “H20-Memories <strong>of</strong><br />

Water”. Staged as an<br />

exclusive pre-premier, th<strong>is</strong><br />

creation will be presented to<br />

<strong>the</strong> general public <strong>in</strong> 2013<br />

with<strong>in</strong> <strong>the</strong> framework <strong>of</strong><br />

Marseille Provence-<br />

European Capital <strong>of</strong> Culture<br />

before go<strong>in</strong>g on a national<br />

and <strong>in</strong>ternational tour. Jean-<br />

Charles Gil <strong>is</strong> <strong>the</strong> founder and<br />

director <strong>of</strong> Ballet <strong>of</strong> Europe,<br />

created <strong>in</strong> 2003 <strong>in</strong> Marseille -<br />

a return to <strong>the</strong> sources for a<br />

man who began as a star<br />

with <strong>the</strong> National Ballet <strong>of</strong><br />

Marseille with Roland Petit.<br />

Meanwhile, <strong>the</strong> art<strong>is</strong>te has<br />

worked, among o<strong>the</strong>rs, with<br />

Rudolf Nureyev, Maurice<br />

Béjart, Mikhaïl Barychnikov,<br />

<strong>the</strong> greatest names <strong>of</strong> dance,<br />

and has had an exceptional<br />

career <strong>in</strong> <strong>the</strong> four corners <strong>of</strong><br />

<strong>the</strong> world : “guest star” <strong>in</strong><br />

San Franc<strong>is</strong>co Ballet and La<br />

Scala <strong>of</strong> Milan from 1985 to<br />

1988, star <strong>in</strong> Ballet de Monte-<br />

Carlo from 1991 to 1997…<br />

Fluidity and clean l<strong>in</strong>es are<br />

typical <strong>of</strong> h<strong>is</strong> choreographic<br />

handwrit<strong>in</strong>g.<br />

someth<strong>in</strong>g magical about water. It embodies life<br />

<strong>in</strong> all its mean<strong>in</strong>gs, carries us, transports us,<br />

makes us d<strong>is</strong>cover o<strong>the</strong>r civil<strong>is</strong>ations… It symbol<strong>is</strong>es<br />

life but also exchanges between cultures. Through an art<strong>is</strong>tic<br />

v<strong>is</strong>ion, through <strong>the</strong> liv<strong>in</strong>g body, through my dance, which emphas<strong>is</strong>es<br />

fl uidity, I am try<strong>in</strong>g to l<strong>in</strong>k water to life. Fluidity <strong>is</strong> not s<strong>of</strong>t. It can be<br />

gentle, strong, relevant, devastat<strong>in</strong>g, <strong>in</strong>domitable, free. It can caress.<br />

Like water…<br />

After <strong>the</strong> show, it will be up to everyone to navigate among <strong>the</strong><br />

thoughts it has aroused. For <strong>the</strong> creation <strong>of</strong> my ballet, I met scient<strong>is</strong>ts:<br />

thus I returned to <strong>the</strong> sources, to <strong>the</strong> creation <strong>of</strong> water. Beh<strong>in</strong>d <strong>the</strong><br />

formula H2O, <strong>the</strong>re <strong>is</strong> a h<strong>is</strong>tory. That <strong>of</strong> two quite different elements<br />

which, jo<strong>in</strong><strong>in</strong>g toge<strong>the</strong>r, produce water and <strong>the</strong>refore life. Th<strong>is</strong> h<strong>is</strong>tory<br />

refl ects respect for differences, <strong>the</strong> richness <strong>of</strong> exchanges and<br />

dialogue between cultures. A subject which <strong>is</strong> dear to my heart. That<br />

<strong>is</strong> why I chose to mix <strong>in</strong> my show two different forms <strong>of</strong> expression<br />

<strong>in</strong> dance.<br />

The twelve dancers <strong>of</strong> <strong>the</strong> Ballet <strong>of</strong> Europe, with <strong>the</strong>ir own way <strong>of</strong><br />

expression, between classical dance and contemporary dance, represent<br />

<strong>the</strong> atoms <strong>of</strong> hydrogen <strong>in</strong> <strong>the</strong>ir vertical movements.<br />

As for <strong>the</strong> six dancers <strong>of</strong> Break <strong>of</strong> Tangiers, <strong>in</strong> a form more rooted<br />

<strong>in</strong> <strong>the</strong> ground, <strong>the</strong>y symbol<strong>is</strong>e oxygen.<br />

Life fl ows, water fl ows from <strong>the</strong>ir meet<strong>in</strong>g.<br />

With th<strong>is</strong> show, I want to create trigger mechan<strong>is</strong>ms. Th<strong>is</strong> <strong>is</strong> <strong>the</strong><br />

whole po<strong>in</strong>t <strong>of</strong> <strong>the</strong> awareness campaigns which we are go<strong>in</strong>g to<br />

conduct <strong>in</strong> partnership with SUEZ ENVIRONNEMENT <strong>in</strong> <strong>the</strong> schools<br />

<strong>of</strong> Marseille and its outskirts. We are propos<strong>in</strong>g educational events<br />

from 2012 to 2014. The Ballet <strong>of</strong> Europe will tackle <strong>the</strong> art<strong>is</strong>tic aspect,<br />

a dimension which makes young people dream and draws <strong>the</strong>m to<br />

<strong>the</strong> imag<strong>in</strong>ary. As for SUEZ ENVIRONNEMENT’s expert, he or she<br />

will present a more concrete aspect, <strong>in</strong> <strong>the</strong> words <strong>of</strong> an expert. What<br />

<strong>is</strong> needed <strong>is</strong> passion, a memorable image which rema<strong>in</strong>s <strong>in</strong> people’s<br />

m<strong>in</strong>ds, to let <strong>the</strong> awakened ‘’life’’ trigger <strong>the</strong> will to go fur<strong>the</strong>r. Th<strong>is</strong> <strong>is</strong><br />

our role and our place as art<strong>is</strong>tes.<br />
