a city included in Unesco’s World Heritage, and its region
which suffers from an environmental balance at risk, are
the subject of exceptional measures of protection (1) Venice,
. The
development of the Porto Marghera Industrial Zone, one
of the biggest petrochemical sites in Europe, is therefore
greatly affected by this situation. Indeed, the discharge of industrial
effl uent must comply with standards, which are much stricter than
in other regions of Italy.
The SPM (Servizi Porto Marghera) Consortium manages all
the installations allowing performance of the services necessary
for industrial plants installed on the site, in particular the treatment
of industrial wastewater. In order to comply with these standards,
SPM has completely updated its treatment unit which was about
thirty years old.
After assessing all existing processes, the Consortium chose
the ultra-fi ltration membrane bioreactor technology designed and
built by Ondeo IS. This innovative technology was the only one to
guarantee respect for the required standards while being capable
of withstanding the considerable variations, both in volume and in
pollutants, to be dealt with in a chemical facility of this scale.
Ordered 2002 by Syndial, a subsidiary of the ENI Group
specialized in environmental services, the installation was fi nalized
at the end of 2004. It offers great operational flexibility, which
makes it possible, in particular, to clear up any accidental pollution
arising from malfunctioning on site.
Today, the objective is recycling and a third unit is being
designed to make it possible to re-use purified treated water
in the processes of the industries of the site. This project could
be combined with that of treatment of the wastewaters of the
municipality on which Degrémont, which has already obtained the
consent of the Italian Ministry of the Environment, is working.

an integrated system of mobile retractable valves making it possible to isolate the
lagoon of Venice from the Adriatic Sea.

It is therefore with our minds open for discussion that we are going to
Marseille to share our convictions and take our share of responsibility.
Our contribution will be fi irst and foremost the practical achievements,
innovations and best practices which form key theme of this special
number of our magazine, entirely devoted to the Sixth World Water Forum.
I am struck by how much the rate of technological advances has speeded
up recently, helped in this by the human and fi nancial resources invested
in Research and Development.
However, technological progress alone will not be enough, we now need
to develop understanding local areas and know-how to adapt to situations.
By placing special emphasis on dialogue, SUEZ ENVIRONNEMENT is
seeking to understand the needs and expectations of its stakeholders
in order to answer them as well as possible, whether this involves
redefi ning the governance of our contracts or sharing in building of new
economic models.
Best practices, proposals, discussions, verifi able commitments, these are
the milestones of success for the Marseille Forum. You will fi nd part of this
on all the pages of this magazine. Let us bet that in Marseille the various
players will be able to show trust in one another in order to propose
tomorrow’s solutions together.

WEST BASIN MUNICIPAL WATER DISTRICT
“RE-USE” (1) :
GIVING WATER A SECOND LIFE
SOUTH CALIFORNIA SUFFERS FROM GREAT WATER
SHORTAGES and has to import a large proportion of this
resource from its neighbors - South California and Colorado. A
period of long and serious drought in California towards the end
of the 80s is forcing the people in charge to tackle the problems
caused by this dependence. The public body in charge of the water
supply of the West Basin of Los Angeles (West Basin Municipal
Water District - WBMWD) thus undertook an ambitious program
aimed at reducing its dependency on importation of drinking water
and making the population aware of more reasonable practices.
A considerable part of this program consisted of the construction
of an advanced wastewater recycling plant. In 1995, United
Water, a subsidiary of SUEZ ENVIRONNEMENT, was entrusted
with the operation of the Edward C. Little Works. Renewed in 2009
for fi ve years, this long-term partnership “made it possible to operate
the works and provide support for its successive extensions,”
emphasises Antoine Vuillermet, Operations Manager of United
Water for this site. “After 17 years of operation, the balance is positive.”
he adds. “The works and their annexes are now giving daily
output of 150,000 m 3 of different qualities of recycled water which can
serve various uses. Thus, the watering of public and private gardens,
irrigation, supply to the boilers and cooling towers of nearby refi neries
and replenishment of ground waters have been made possible while
avoiding discharge of these volumes into Santa Monica Bay.” The
water resource is thus preserved.
A single device for the re-injection of recycled water into aquifers
makes it possible to limit seawater infi ltration. At the same
time, in the longer term, it makes it possible to reconstitute historically
over-used reserves of drinking water.
“Our client WBMWD’s ambitious policy, together with our ability to
answer the challenges which appear, has made it possible to reduce
drinking water imports from 80% to 60% of total demand despite
considerable growth in the population during this same period.”

This fi gure should also be halved as WBMWD is strongly committed
to a program called “Water Reliability 2020”, aimed at
reducing the rate of dependence of the coastal zone of Los Angeles
on water importation, bringing it down from 66% to 33% between
now and 2020.
(1) “Re-Use” or the re-using of wastewater for non-household purposes is an
alternative way of economise water for which there is increasing demand. It makes it
possible to avoid discharges while increasing the available resource at lesser cost.
The re-use of wastewater is subject to tough and varying economic and regulatory
constraints to which a local answer must be found. At present, only 2% of the
wastewater collected in the world is re-used.

WHAT CAN YOU REPLACE IT?”
“THINK GLOBAL, ACT LOCAL” is a formula which is just right
for Irma Damayanti, a woman of action whose main motivation is
to use her know-how for the service of the population. While still
at school, she was already giving lessons in Bahasa Indonesia,
the Indonesian language, and mathematics to underprivileged
children.
After higher education in agricultural technology, she worked
in the telecommunications sector. But it was after she joined
PALYJA, a subsidiary of SUEZ ENVIRONNEMENT in Jakarta, in
2001 that her interpersonal skills and organizational qualities
were able to develop fully. After fi ve years of intense work at the
head of the Customer Relations Department, Irma Damayanti
was promoted in 2006 to the “Water for All” Department.
This was tailor-made for Irma who is successfully leading its
projects aimed at giving residents of underprivileged areas of
Jakarta access to running water. The connection of these homes
to water distribution networks is not easy “All the families live in
shanty towns or underprivileged areas where sellers usually walk
about selling water. We therefore have to adapt to the specifi c sociocultural
framework of the identifi ed zones”, she says. It is also
necessary to set up a well-thought-out fi nancial arrangement
and to coordinate the actions of many partners.
Her team had its fi rst success thanks to the installation of the
Master Meter. This pilot project led to the installation of the fi rst
collective water meters in poor areas. Subsequently playing the
crucial role of mediator in GPOBA (Global Partnership on Output
Based-Aid (1) )’s Jakarta Project, Irma is putting her expertise at
the service of this innovative water allocation project in Indonesia.
These efforts are paying off because objectives have been exceeded
and in April 2010 PALYJA won SUEZ ENVIRONNEMENT’s
Innovation Trophy in the Commercial Development category for
its project “Alternative Financing,” which makes it possible to
establish relations between new users and GPOBA’s funds. “I am
proud of having made it possible for over 5,000 new homes to have
access to running water,” emphasises Irma, hastily adding that
“it is team work which has borne fruit.”

1998. It obtained the concession for the water distribution
service of the West half of the city for a period of 25 years.
Since its creation, PALYJA has become a reference player in
Indonesia, succeeding in making over 414,000 running water
connections for over three million people.

A semi-arid or even arid country, Algeria has made good management of water
resources a priority of its public policy.
The authorities have not only raised substantial funds, but also re-organized water
management and called on the expertise of specialists such as SUEZ ENVIRONNEMENT,
with convincing results obtained since 2006.
Six months after the signature of a new contract renewing for fi ve years the contract for support for
the modernisation of the water supply and wastewater treatment services of the city of Algiers,
Abdelmalek Sellal and Jean-Louis Chaussade recapitulate Algeria’s strategy in the fi eld of water and the
reasons for its success.

In a context of urban growth and chronic
drought, what was your diagnosis at
the beginning of the 2000s and what
challenges did you have to answer in
water management in Algeria?
Abdelmalek Sellal : Water resources in
Algeria are scarce, unevenly distributed and
vulnerable. The cyclic droughts which affect
our country increase pressure on a resource
which is also in great demand due to the
country’s economic and demographic growth.
First of all, we strove to answer the challenge of
the availability of the resource by equipping the
country with water mobilisation infrastructure,
then we dealt with the challenge of managing
and protecting the resource, by developing
drinking water production and distribution
and also wastewater collection and treatment

What organization did you set up to answer
these challenges and why? To what degree
has access to water improved during the
course of recent years, particularly in large
conurbations?
A. S. : Good management of water resources
is vital; it is the basis for the human and economic
development of any country. Over ten
years ago we decided to make water management
a national priority. The State embarked
on a vast and ambitious public investment
program, for more than 18 billion euros covering
all segments of water resources activities:
mobilization, drinking water supply, wastewater
treatment and agricultural hydraulics.
Beginning in 2000, deep institutional reforms
were carried out with the creation of a dedicated
ministerial department, the promulgation of the
new law on water, the creation of
infrastructure. w

hydrographic basin agencies and the adoption
of a national water plan. The delegated management
of public water and wastewater treatment
services in the country’s major conurbations is
a fundamental element of this approach. The
problem of drinking and wastewater management
in the urban environment arises on very
different terms from the situations encountered
in rural and semi-rural areas. Additionally, in the
very near future some of our cities are going to
become real metropolises. It seemed obvious to
us that it was necessary to create autonomous
entities to manage water in our main conurbations.
Between 2005 and 2007, four joint stock
companies were established and the management
of public water and wastewater treatment
services was delegated to them for the cities of
Algiers, Oran, Constantine and the Annaba/
El-Tarf urban cluster. The management of
these companies was entrusted to private operators
including SUEZ ENVIRONNEMENT
on the basis of contracts with objectives. The
results obtained demonstrate the validity of our
approach. In Algiers, uninterrupted water distribution
is now more or less 100% ensured.
What is SUEZ ENVIRONNEMENT’s
presence in Algeria?
Jean-Louis Chaussade : In Algiers and Oran,
the authorities entrusted the delegated management
and modernization of water and wastewater
treatment services to us, while Safege, our
engineering subsidiary, is working together
with ONID (the National Offi ce of Irrigation
and Drainage) on the project for making use of
the waters of the North Sahara. Our presence
in the country is expressed by considerable
human involvement with over 50 expatriates
permanently present on site and our willingness
to transfer our expertise and our know-how to
Algerians through volunteering programs set up
within the framework of our contracts.

Algeria has now become exemplary for water
management and has not hesitated to innovate
in order to achieve convincing results. Now
100% of the inhabitants of the city of Algiers
and 75% of the Wilaya of Oran have continuous
access to water. We are proud to be able to support
the country in its steps for sustainable and
exemplary management of water resources, as
trusted partners.
How can you explain the success of the
Algiers contract? Is it a model which could
be reproduced elsewhere?
J.-L. C. : The State and the City placed
SUEZ ENVIRONNEMENT and SEAAL (1) in
the best position for success, both on the fi nancial
level and on the political level, with a very strong
will to achieve progress in the Algerian public
water service. In order to obtain concrete and
quick results, we innovated with the authorities
by inventing a new model of public-private partnership,
the management contract, intended to
strengthen local skills. For fi ve years we worked
hand-in-hand with our Algerian colleagues and
the results are there. The quality of the knowledge
transfer which was set up allowed us to transform
fi nancial investments into concrete results for the
Algerians. This success did not depend only on
the contractual model set up. In the fi eld of water,
there is no magic solution! The results obtained
in Algiers are due to a combination of various
factors: the commitment of the public authorities,
the transparency of management, dialogue,
the involvement of the population, the contractual
model and SUEZ ENVIRONNEMENT’s

expertise. Elsewhere, other solutions could be
envisaged to respond to local issues in a sensitive
way, but they must be systematically guided by
the principles of transparency, ethics and dialogue
which are the essential conditions of the
success of a water management project.
What are tomorrow’s main challenges in the
fi eld of water in Algeria? What, in particular,
are the issues for wastewater treatment in
the urban environment?
A. S. : We have managed to win the battle for
the availability of water resources by investing
in conventional infrastructure such as dams or
major transfers, or non-conventional ones such
as desalination and re-use of wastewater. We are
now investing in the fi eld of the management
and protection of the resource through delegated
management contracts, which keep the sovereignty
of the State, which remains the owner
of the networks and the sole decision taker on
matters of tariff setting. We want our progress in
the fi eld of water management to continue and
the results obtained in our four main cities to
continue to improve. The yield of networks and
the fi ght against leakages and waste are a priority:
the scarceness of water resources should not be
forgotten. We also want to make progress in the
fi eld of wastewater treatment, in particular in the
main cities, in order to protect human health,
the quality of the water resource, and the environment
in general. We have already increased
our wastewater treatment capacity eight-fold over
ten years and want to continue in this way.

TRANSFER
IN ITS AMBITION TO MODERNISE ITS WATER AND
WASTEWATER TREATMENT SERVICES, the City of Algiers
has, in SUEZ ENVIRONNEMENT, a particularly committed ally.
Knowledge transfer is, in fact, the first lever of the contract
between the Group and SEAAL (Société des Eaux et de l’Assainissement
d’Alger - the Algiers Water and Sanitation Company). On
the expiry of this contract in 2016, SEAAL should be able to operate
on its own. Therefore, it should have acquired the necessary skills.
SUEZ ENVIRONNEMENT has allocated 27 full-time “house”
experts to this task of support.
The story began in September 2006 with the signature of the
fi rst management contract. The objective then was to offer the
population of Greater Algiers a level of service equivalent to international
standards. Gérard Laugier, Deputy HR Director of SEAAL
in charge of know-how transfer, remembers: “The issue of the
moment was collective and concerned transfer of technical knowhow.”
Thanks to WIKTI (1) , the tool for measurement of skill in the
four trades of water management (2) , SEAAL was able to assimilate
quickly the necessary technical knowledge, for example for renovating
its networks and installations. Result: five years later,
100% of the water distributed is fi t for drinking (as compared with
8% in 2006) and is available 24 hours a day, and 53% of the population
is connected to wastewater treatment (as compared with
6% in 2006).
With the second phase of the management contract which
began in 2011, this time skill transfer concerns white collar staff
and managerial know-how. It is supported by the OPT (3) tool,
developed by the consultancy fi rm RBS Management. The aim is
to give support to the 150 main executives of SEAAL towards
autonomy. This is preceded by construction of a check list of skills
and an inventory of the know-how mastered. “The viewpoint is
basically positive,” says Gérard Laugier. “The individual progress
contracts drawn up with SEAAL’s managers are based on the talents
of each and consolidate strong points.”
For SUEZ ENVIRONNEMENT, the investments are substantial:
fi ve dedicated expatriates, 13,000 days of training for 2011 and a
credit of 800 days of specifi c technical assistance for 2012.
Very favourably welcomed in SEAAL, this measure was awarded
SUEZ ENVIRONNEMENT’s Grand Prix for Innovation in 2011.

SUEZ ENVIRONNEMENT has just renewed – on 1 January 2012
- the management contract for the City of Algiers between itself
and SEAAL. For the next five years, the benefit of modernisation
of water and wastewater treatment services is extended to a
larger area, including the Wilaya (Governorship) of Tipaza, to the
West of Algiers, with 28 communes and 600,000 inhabitants.

On the 1 st January 2012, the conurbation of Dijon benefits from
a Contract for Healthy Water with Lyonnaise des Eaux, a
subsidiary of SUEZ ENVIRONNEMENT.
The water and wastewater treatment contracts renewed until
2021 are based on shared governance. They provide a Dijon
Water Solidarity Fund to help the poorest people and a
Sustainable Development Fund to finance the work of protection
of the resource.

The City of Laon and Lyonnaise des Eaux are introducing a new means of governance
for “Water and Wastewater Treatment” contracts. With the Charter signed
on 2 February, the city acquires stronger means of management and monitoring
of the contract. It also involves the inhabitants in the water service thanks to
transparent information and awareness campaigns. This Charter is included in
the new Contract for Healthy Water of Lyonnaise des Eaux.

The Chemaudin site has opened an innovative food waste treatment
unit. SITA is providing a solution for businesses which will
from now on be obliged to process food waste if they produce
over 120 tonnes of it per year. The new de-packaging unit
“unwraps” food using a centrifuge. Organic matter, transformed
into a substrate, becomes methane used in agricultural machinery
and for fertiliser.

The American firm Grace,

Guerville wind farm in Seine-Maritime with its
12 MW allowed GDF SUEZ to pass the mark of

2,000 MW between now and 2016 and to develop
offshore wind power. GDF SUEZ is therefore
taking part in the French Government’s

In Ludmin in Germany, the first line of the
Nord Stream gas pipeline between Russia and
Europe was inaugurated on 8 November 2011
in the presence of the Federal German
Chancellor Angela Merkel, the Russian
President Dmitry Medvedev, the Prime
Ministers of France François Fillon and of the
Netherlands Mark Rutte and the European
Energy Commissioner Günther Oettinger.
This new route for the transportation of
natural gas, of which GDF SUEZ is a co-shareholder
with 9%, guarantees security of

CONTRACT FOR ONDEO IS
Last October, the pigment manufacturer Huntsman Tioxide
extended its operation and maintenance contract with Ondeo IS
on the Scarlino site. With a term of three years, the contract, for
1.3 million euros, has been extended to the supply of spares and
cover of the risk of intervention. This contract is the crowning
achievement of a partnership which began in 2001 with the
construction of a pilot effluent treatment plant.

During his visit to China last October, Gérard Mestrallet,

Investment Corporation (CIC), concerns joint investments in

strengthens cooperation with China National Offshore Oil
Corporation (CNOOC), the No. 1 importer of liquefied natural
gas (LNG) to China, and provides the supply of a regasifying
methane tanker in 2013.

objectives for 2015.

SINCE 1 JANUARY 2011, THE SUEZ ENVIRONNEMENT INITIATIVES FUND HAS REPLACED
THE SUEZ ENVIRONNEMENT WATER FOR ALL FOUNDATION WHICH WAS UNDER THE AEGIS OF THE
INSTITUT DE FRANCE FROM 2008 TO 2010. THIS FUND IS BUILDING ON THE ACHIEVEMENTS OF THE
FOUNDATION, COMMITTED TO IMPROVING ACCESS TO WATER, TO WASTEWATER TREATMENT AND TO
WASTE MANAGEMENT FOR THE POPULATIONS OF DEVELOPING COUNTRIES.
At the beginning of the 1990s, the Group’s
employees, acting as volunteers, have created
a structure, Aquassistance, allowing them to
share their knowledge and their skills beyond
countries where the Group operates. Facing this
commitment and the global challenges related
to water, a framework was created to assist with
organisation and fi nancing those solidarity actions.
Thus, in 2007, the SUEZ ENVIRONNEMENT
Water for All Foundation was set up with the
support of the Institut de France. Now the SUEZ
ENVIRONNEMENT INITIATIVES FUND
has taken over. Endowed with a budget of four
million euros in 2011 and also in 2012, it has set
itself several priorities:

partnerships with international solidarity
organizations and specialised institutions,

ABOUT WATER”, AN APPROACH BASED ON CONSULTATION AND DIALOGUE, LAUNCHED IN
FRANCE IN 2009 BY LYONNAISE DES EAUX IN ORDER TO IMAGINE THE FUTURE OF WATER
WITH ALL ITS STAKEHOLDERS. WITH THE CONTRACT FOR HEALTHY WATER, LYONNAISE
DES EAUX IS RE-INVENTING ITS PARTNERSHIP WITH LOCAL AUTHORITIES IN TERMS OF
GOVERNANCE, INNOVATION AND BUSINESS MODEL.
Global warming, urban sprawl
and the appearance of new forms
of pollution are putting water
resources at risk. 50 % of surface
waters are in a poor ecological
state and 40 % of ground waters
are in a poor chemical state.
This is a worrisome situation...
Pollution and the increasing
shortage of water resources
are among the fi rst of local
authorities’ environmental
concerns. In addition, for one
French person out of three, the
protection of water is a major
environmental issue. Entrusted
with defi ning policy on water,
price and the level of investments,
local authorities are becoming
increasingly involved in this. We
therefore have to recognize that
the age of easy water is behind
us and commit to saving water
and getting rid of pollution. The
Contract for Healthy Water results
from two years of listening and
dialogue. At the end of 2009, a
wide debate about ideas involving
economists, sociologists, farmers,
industrialists, associations,
scientists, consumers has been
opened. An on-line collaborative
platform on which 100,000
citizens expressed their opinions
has also been designed. Lyonnaise
des Eaux met over 500 councillors
in order to listen to them, hold a
dialogue about new solutions and
defi ne the basis of a new model
for water. After this collective
refl exion, two main issues were
brought up : water fragility
and a need for an evolution of
the current water model. What
they expect from Lyonnaise is
clear: provision of technologies
which can support their resource
protection policy, developing
governance in a way better suited
to local authorities, reconsidering
the economic model so that it
is based not only on the logic of

volume and, fi nally, taking part
in introducing a “social tariff”
for water.
Lyonnaise des Eaux is drawing
conclusions from this dialogue and
is making a proposal. This is the
subject of the Contract for Healthy
Water, the three elements of which
are aimed at:
• Better management of water
for its better protection. This
means re-establishing contractual
relations on the basis of new
governance, giving local authorities
stronger control and better means
of control;
• Innovation in order to ensure
healthy water and measure its
effectiveness, providing new
technological solutions to local
authorities and also all users
(farmers, industrialists, habitat
professionals or consumers);
• Promotion of a benefi cial and
concerted economic model
for water, in particular by
remunerating the operator for
its environmental and social
performance.
Lyonnaise des Eaux has placed
the effi ciency of this new
model under the supervision
of Vigeo, an independent
social rating agency, through
twelve commitments which
will be evaluated and published
every year.

What main objectives are you seeking to achieve
with the Contract for Healthy Water?
The Contract for Healthy Water does not claim to
answer all the challenges of water, or to give defi nitive
solutions. It is the fi rst stage in the creation of a new
model allowing the collective action of all in their own
roles for healthy water.
In practical terms, how is the Contract for Healthy
Water being established with local authorities?
The Contract for Healthy Water does not offer readymade
solutions but a series of propositions regarding
a modernized partnership with the public authorities
to meet the challenges of water locally.
Launched in November 2011, the Contract for Healthy
Water approach has already convinced several local
authorities such as Tarbes, Dijon and Laon.
In Dijon, a new governance system is being set up
as well as the creation of a Supervisory Board which
extends Dijon’s means of control. Greater Dijon will
also appoint an auditor for each reporting period, to
review the technical and fi nancial data required for
preparing annual reports. Additionally, a Sustainable
Development Fund will be set up to fund a series of
works aimed at protecting water resources. Finally,
a mechanism will be set up to distribute productivity
gains and contractual risks between the operator and
the local authority.
Other example : Laon. For the fi rst time, a chart of
water local governance has been signed between
the City of Laon and Lyonnaise des Eaux. This new
management structure integrates new solutions for
reinforced means of controls from the local authority, a
simplifi ed and transparent access to contracts data and
the development of the Water review and information to
the population.

• then, encouraging integration by employment
and training, in France, in support of the “New
Start House” Project, aimed at giving support to
people in diffi culties, creating social links and
giving new dynamism to areas where economic
activities are not very developed. The “New Start
House” will be based on the skills of its partners,
of associations and administrative and other
structures existing locally without replacing them
and will create links between them.
EXAMPLES WHICH ARE SYMBOLIC
There are two achievements which are good
illustrations of the approach of the SUEZ
ENVIRONNEMENT INITIATIVES FUND:
the ParisTech “SUEZ ENVIRONNEMENT –
Water for All” Chair (1) and support for the “Water
and Life” Association.
Created in 2008 on the initiative of
SUEZ ENVIRONNEMENT and ParisTech (2) ,
the Chair’s aim is to carry out research and training
activities related to the management of towns’
drinking water and wastewater treatment services
in emerging, transitional or developing countries.
Open to any established professional, the
International Executive Master Degree “Water
for All” is intended for executives of urban water
and wastewater treatment services of developing
countries and aimed at enhancing their
managerial and technical skills. The strong points
of the program are: specifi c training, more than

The NGO embarked on its fi rst campaign in
a shanty town on the outskirts of Manilla, in the
Philippines, with the aim of introducing a real
water service there. To make it work, Water and
Life applies, in particular, the principles of microcredit:
the reading of water meters takes place
every day, as does the collection of payments,
performed by collectors recruited from among
the inhabitants of the shanty town. In parallel,
campaigns of hygiene awareness and training in
fi re fi ghting are conducted.

either a fair, nor a trade show,
nor a scientifi c conference, the biggest rally on the
subject of water in the world is a platform for discussion
open to the contributions of all interested
parties: politicians, councillors and MPs, international
institutions, experts, researchers, associations,
NGOs, public and private enterprises,
social entrepreneurs, think tanks, social networks
and citizens of the whole world.
It is in Marseille that the sixth edition of this
three-yearly Forum will be held, from the 12th to
the 17th N Resolution
March 2012. The number of participants
expected in the Phocean city - over 25,000 from
180 countries – indicates the scale of the event.
The context is at the same time one of the
most favourable and one of the most alarming.

ratifi ed by 189 States, enshrined recognition of a
universal right to water and wastewater treatment.
But at the same time the local, regional or global
issues associated with pressure on water resources
have increasing resonance.
PRECISE COMMITMENTS
The fi ve previous forums made it possible to put
these sanitary, economic or geopolitical issues on
the international political agenda. In Marrakech
in 1997, the Hague in 2000, Kyoto in 2003,
Mexico in 2006 and Istanbul in 2009, the elements
of diagnosis have already been weighed
up at length. And also the time has come, with
this edition, to tackle the question of solutions…
Whether they are political, economic, technical,
regulatory, educational, related to associations
or fi nancial, the most promising solutions will be
presented, shared and discussed in Marseille, so
that precise commitments of all participants can
be reached.
In preparation for the Forum, during the throughout
2011 everyone has had the opportunity to
take part in one of the working groups entrusted
with identifying ways to fi nd solutions, or to send
a detailed proposal to an on-line platform, or else
to submit a draft for approval to the Sixth World
Water Forum.
The objective is to forge solutions which have
proved their worth in reality in the fi eld and can
be reproduced by other players. Therefore they
are scientifi cally credible, socially acceptable, suitable
for local contexts and also fi nancially and
politically feasible.
UPSTREAM WORK
It took eighteen months of preparatory work to
prepare the Forum, draw up its target objectives
and gather solutions. This fi rst phase mobilised
over 2,000 people and 600 organizations throughout
the world, who came together in 160 thematic
or regional working groups.
This upstream work, and also the conduct of
discussions during the Forum, are organized
along three main processes of exchange [of ideas]:
a political process mobilising governments, parliamentarians
and local authorities, a thematic process
gathering the various stakeholders together
around the same priority and a regional process
bringing players together by geographical zones
(the Americas, Asia-Pacific, Europe, Africa,
the Mediterranean and the Arab countries).

been taking an active part in this preparatory work
for many months.
For example, within the framework of the
regional process for Africa, the Group contributed
to the organization in Johannesburg of a workshop
in preparation for the Forum on the subject of
innovatory fi nancing.
ACCEPTING RESPONSIBILITIES
SUEZ ENVIRONNEMENT is also taking
a great part in the Forum in Marseille. It is the
Group which initiated activities around the
Forum: an event on the subject of the restoration
of the water service in Haiti two years after the
earthquake, another about water and cultures, and
then a third one within the framework of the “local
authorities” process in collaboration with United
Cities and Local Governments (CGLU) and the
“City” Chair of the École Nationale des Ponts et
Chaussées, on water issues in megalopolises.
But, above all, SUEZ ENVIRONNEMENT
will share its solutions in about fi fteen sessions.
These “solutions for the new future of water”
are organized around fi ve major themes: that of
dialogue and sharing, that of protection of the
resource, that of the universality and transfer of
knowledge and know-how, that of economic development
of the territories, and that of transparency
in the matter of governance.
On the theme of dialogue, the Group will
speak about experience of the process of working
together which was begun in 2007 in the
framework of stakeholders sessions, real platforms
for discussion where the ideas of councillors and
parliamentarians, NGOs, experts and the Group’s
employees come face to face, all moderated by
the 21 Committee, a network of players involved
in the operational implementation of sustainable
development.
On the theme of protection of the water
resource and of biodiversity, the Group will present
various examples of success, in particular
the implementation of the development plan for
wastewater treatment in Santiago in Chile (see the
box “Initiatives’’).
In promoting universal access to water and the
sharing of knowledge and know-how, the Group
has real expertise to share, with, in particular, the
“Water for All” Chair, a 12 months operational
training course intended for managers of the water
services of developing countries and supported by
the SUEZ ENVIRONNEMENT INITIATIVES
FUND (see the heading Solidarity Initiatives).
On the subject of the development of territories,
SUEZ ENVIRONNEMENT will address
the very positive energy balance of the use for fuel
of sewage sludge treated in an industrial complex
in full expansion, in Suzhou, in China.

ON THE PROGRAM OF
THE FORUM
The six days of the World Water
Forum are organized in plenary
sessions and 250 thematic or
regional sessions, 100 lectures
and many parallel cultural events.
All the subjects will be dealt with,
including certain controversial
subjects such as the ways in
which water services are managed
or the question of large hydroelectric
dams. The penultimate
day – Friday 16th March, called
“commitment day” – will be
devoted to the expression and the
presentation of the participants’
short- and medium-term
commitments.
In its concern for transparency in the sharing
of information about water and the ways of its
governance, the Group will present its original
experience of co-construction and of sharing of
risks and profi ts carried out in relation to water
and wastewater treatment services provided in
Adelaide, in Australia.
These concrete achievements made in the fi eld
demonstrate it: SUEZ ENVIRONNEMENT has
adopted as its own the spirit of openness and dialogue
which prevails at the World Water Forum.
In Marseille, the Group intends to share its ideas
and its good practices, and thus to take part in the
debates, as its position as a world player in water
invites it to do.

What major challenges does this Forum
need to address?
The issue of water is now a core concern of
all the world’s governments, both in developed
and developing nations. It is time we
fi nd appropriate means to better manage this
resource. This is why the sixth World Water
Forum is committed to proposing concrete
solutions to the water problems around the
world. Among the major issues to be discussed,
we might fi rst mention effective access to safe
drinking water supply and integrated sanitation,
especially in the poorest countries. Then we
will address the issue of water governance and
cross-border cooperation in areas where rivers
fl ow through several countries. Next we come
to the management of water-related disasters
because floods and droughts impacts would
probably become more severe due to climate
variability and eventual change and rapid urbanization
that it is taking place all over the world.
Lastly, the way in which we fund the actions to
achieve results will be one of the major topics
at this Forum.

How do you prepare for a forum of this scope?
With over 25,000 participants expected and
more than 180 countries represented, preparation
is crucial. And I must say that France’s
innovation for this sixth annual forum was to
create an international committee to prepare
the Forum, which I am honoured to chair,
and the goal of which is to welcome all the
organising stakeholders. This committee has
11 French members and 11 members of the
World Water Council, and has thus become
the key body in charge of preparing the Forum.
It has created four committees responsible for
thematic, political, regional and citizenship
processes, respectively. Starting in June 2010,
over 400 representatives from public and private
organizations across the world met in
Marseille to kick off the fi rst two days of work.
Among them were governmental institutions,
scientists, politicians, NGO representatives,
university professors, members of parliament
and engaged citizens who are continuing their
work right up to the March Forum and very
likely long afterward.

How is this year different from past Forums?
Why call it a “Solutions’ Forum”?
After five Forums devoted to diagnosis, we
wanted to come up with realistic solutions, not
only technological ones, but also economic,
institutional, legal and political solutions in
the hope of achieving results.
There are still 2.6 billion people in the world
today with no access sanitation. Confronted
with an assessment like this, we want to establish
targets that can be feasible from different
standpoints: economic, financial, political,
social and environmental. We have therefore
outlined three strategic directions to address
social goals, economic contingencies, and
environmental challenges in a coordinated
way. Next we took these strategic directions
and combined with them 12 priorities, from the
need for improved water hygiene throughout
the world to increased capacity to deal with
global and climate changes. Lastly we outlined
three essential conditions for achieving our
objectives: good governance, fi nancing water
for all, and creating an enabling environment.
These targets must be SMART (1) and WISE (2) ,
to use English acronyms. This means we want
them to be realistic and implementable and
that the largest number of stakeholders be
involved in their development.

The Forum is being held just a few weeks
before Rio+20. How will the Forum’s efforts
place more focus on the issue of water in
political agendas?
I am confi dent that all the discussions that we
will be having at the Forum will, in one way
or another have an impact on the upcoming
international summits, including Rio+20.
In October 2010, Loïc Fauchon, President
of the World Water Council, and I had a
chance to talk with the UN Secretary General,
Mr. Ban-Ki Moon. He assured us that the
World Water Council’s work would be essential
to the Rio+20 Summit, which will address
green growth and reducing poverty.
In fact we are going to help with its preparation,
by insisting that by making better use
of our planet’s water, we can better manage its
resources and improve the quality of life of its
people while respecting the environment. We
also enjoy close and frequent relations with the
UN’s general headquarters, and we collaborate
with most of its water related agencies under
the UN-Water umbrella to propose concrete
actions and advance the cause of water at the
policy level. In fact, as members of national
parliaments participate in the Forum, this is a
very important complementary work that the
WWC World Water Forums provide to the UN
system that works directly at ministerial level.
In the World Water Forums, parliamentarians
are encouraged to directly propose innovative
water-related laws in their own countries.

If you had to introduce the World Water Forum…
— Organized every three years since 1997, the
World Water Forum is the biggest international
event dedicated to water, bringing together over
20,000 players from fi ve continents. The week of
the Forum is neither a trade show, nor a scientifi c
conference, but a unique opportunity to discuss
the main issues of water with all stakeholders:
governments, local authorities, representatives of
institutions, experts, NGOs, businesses…
The five previous World Forums made it
possible to share diagnoses, to identify the main
issues and to defi ne priorities for action. This sixth
edition has the objective of answering these challenges
with concrete solutions and commitments
for the cause of water.
Why is SUEZ ENVIRONNEMENT participating?
— SUEZ ENVIRONNEMENT is one of the
major players in water and therefore its participation
in the debate is natural. We are facing considerable
issues: water is at the heart of the problems
related to food security, health, hygiene, climate
change and energy. It is also essential to make

progress in the development of access to drinking
water, and in making wastewater collection and
treatment systems widely available, beyond basic
wastewater treatment.
And there is no one and only solution held by
one or another player; in our opinion, consideration
of this should be collective and mobilise all
stakeholders within a common framework. It is in
this spirit that we will hold dialogue with everyone
in order to propose pragmatic solutions.
We are present on the five continents, and
strongly established in France, Spain, Australia,
Chile, the United States and also in China where
we serve as many consumers as in France. On
the basis of this world-wide experience, we have
solutions to share, of course in the technical fi eld,
but also in that of know-how transfer, governance,
social policy…
What form does your participation take?
— We have participated in the various preparatory
processes, for example in thematic working
groups, but also through our own initiatives to
increase awareness and mobilisation of players.
I would like to mention, for example, the “CityZen
Water” international competition through which
we want to involve students in the preparation of
the Forum on the subject of water issues in the
city of tomorrow. The winners of the competition
will present their projects in Marseille during the
session “Water issues in megalopolises” which
SUEZ ENVIRONNEMENT is organising with
SUEZ ENVIRONNEMENT MAGAZINE
United Cities and Local Governments (CGLU)
and the “Cities” Chair of the École Nationale des
Ponts et Chaussées.
As a partner of the House of the Citizen and of
Water, we are also organising, for example, a day
dedicated to Haiti with the National Directorate
of Drinking Water and Sanitation of Haiti
(DINEPA), the Spanish Agency for International
Development Cooperation (Agencia Española
de Cooperación Internacional para el Desarrollo -
AECID) and the Inter-American Development
Bank. This event will make it possible to talk
about reform of the water sector in Haiti, the
role of each operator, whether public, private
or community, and, in particular, the action of
SUEZ ENVIRONNEMENT’s teams for restoration
of the water service of Port-au-Prince.
In terms of commitment, what position will
SUEZ ENVIRONNEMENT take?
— With its “Sustainable Development” road
map, SUEZ ENVIRONNEMENT has already
made commitments with dates and fi gures for the
preservation of water resources, the fi ght against
climate change and stepping up of dialogue with
its stakeholders. On the subject of leak prevention,
we are, for example, committed to economising
in four years the equivalent of the consumption
of a French city of 700,000 inhabitants.
On the subject of the commitments of the
Forum, it is still a little early to talk about them as we
will have to wait for the last day of the Forum. What
is certain is that SUEZ ENVIRONNEMENT will
take part in the making of commitments and in
collective mobilisation.

PROGRESSIVE TARIFF-SETTING
WITH A SOCIAL PURPOSE IN
LIBOURNE
“Water, the common good of humanity, cannot be tariffed” : this
is what is stipulated by the Water Charter enacted by the councillors
of Libourne, on the basis of the right of access to water defined by
the United Nations and the Law on Water and Aquatic Environments
[LEMA] (1) .
If water is free, nevertheless the water service has a cost. It is to
solve this equation, which seems insoluble, that the Community of
the Conurbation got together with Lyonnaise des Eaux. The idea is to
introduce progressive tariff-setting for water with a social purpose.
From this it follows that “vital” water is more or less free up to an
amount of 15 m³ per dwelling. Above this threshold, the progressive
tariff for service (with two tariff tranches: “useful water” from 15 to
150 m³ and a “comfort water” tariff tranche beyond 150 m³) encourages
preservation of the resource. The consequence is that drinking water
is almost free but that used to fill a swimming pool is not. For 95% of
users, the new system brings a reduction in the bill.
In addition, Lyonnaise des Eaux is endowing a solidarity fund (by
deduction of 1% from its income) and an eco-citizen fund to which the
business contributes the same amount as users’ voluntary contributions

FROM 3 TO 100%
PURIFICATION AT
SANTIAGO IN CHILE
In 1999, the city of Santiago in Chile treated only 3% of its
wastewaters. After the privatization of the sector in 1999,
Aguas Andinas, the biggest water company in South America,
partially held by AGBAR (a subsidiary of SUEZ ENVIRONNEMENT),
which supplies drinking water and provides wastewater treatment
to a population of 6.2 million inhabitants in the metropolitan region
of Santiago, has established an ambitious scheme for wastewater
disposal.
Thanks to substantial investment over ten years (more than
800 million US $) and the construction of more than 20 treatment
units, in 2012 the capital of Chile will treat all its wastewaters, thus
putting Santiago on the level of the greatest capitals of the developed
world. A treatment centre of the biological solids produced by
purification installations will soon complete the facility. This centre
will allow Aguas Andinas to control the whole cycle, from the taking
of raw water from the natural environment to its return to water
courses, ready for new use.

THE “NEW POLYETHYLENE”
TOWARDS A NEW
ACHIEVEMENT IN PIPES
INTRODUCED FOR THE VERY FIRST TIME AT THE
BEGINNING OF THE 1970s, the use of polyethylene, or PE for
making drinking water pipes has gradually become widespread,
until it has become essential within the framework of programs
for the systematic replacement of old lead piping. “In recent years
this technology has been used almost exclusively for small diameter
pipes as only polyethylene can offer fl exibility allowing its installation
by ‘trenchless’ techniques, thus reducing the environmental impact
of the work”, explains Gilles Boulanger, Technical Director of
Lyonnaise des Eaux. This fl exibility is also the reason why PE is
now often preferred to cast metal or PVC for distribution pipes.
However in 2005-2006 astonishing “zip”-shaped breaks began
to raise doubts about this material although it is so practical. R+I
Alliance (1) therefore commissioned from CIRSEE (2) in June 2006 a
research program aimed at determining the reliability and resistance
of PE-based plastics, including, in particular, installing a
test stand for study of its ageing. The objective was to gain a better

understanding of the mechanisms of deterioration depending on
conditions of use, and, in particular, water temperature, operating
pressure and disinfectant content, with the aim of ensuring optimal
management of network assets.
“More than fi ve years after its installation, this test stand is recognized
as the best tool by all operators in the market, including the
National Test Laboratory, which manages the NF 114 quality mark
for polyethylene tubes”, says Gilles Boulanger. “These tests made it
possible to identify a new PE resin, the expected service life of which
is of the order of 3.5 times greater than that of a classic PE.”After
these tests on the “ageing stand”, the fi rst prototype pipes were
produced and tested in real conditions in the fi eld to make sure
that they do not cause any problems in use. These pipes were also
the subject of various tests in GDF SUEZ’s CRIGEN (3) test laboratory.
In 2012, the “new PE” will be used systematically at all sites
managed by Lyonnaise des Eaux.

BORN IN PERPIGNAN, Julien Lafage could have become
a wine grower like his parents. In the beginning of the 2000s,
while still studying physics and chemistry in the “preparatory”
[pre-university] class, aware of environmental issues, he chose
the career of engineer, specialising in “water and effl uent treatment”.
In January 2003, as a young graduate, he joined SERAM (1) .
It was a real challenge: “As a young engineer, the only way to
co-exist with experienced technicians is to face, the reality of the
problems of one of the biggest wastewater treatment networks in
France, collecting 86 million m 3 of wastewater per year.”
During the next seven years, he led multi-disciplinary teams in
the fi elds of activities which he covers (metrology, investigations
and customer complaints).
In 2010, when he had just been appointed Head of the
Diagnosis and Asset Management Service, Julien Lafage
took the initiative of anticipating the consequences of the new
European Directive 2006/07/CE (applicable in 2013) on the quality
of bathing water.
“With stricter parameters than those of the law in force at
that time, the results of the samples taken were in the red…
If we had had to take them into account, we would have risked
closures among the 21 beaches of Marseille monitored.
This would be unthinkable because of the issues related to
Marseille – European Culture Capital 2013.”
Considering the results obtained, SERAM offered the City
of Marseille a trial of Lyonnaise des Eaux’s Gen Spot ® express
microbiological method which gives results in three hours as
compared with two days by the regulatory method. In 2011,
SERAM then created a “beaches” unit with six experts and a
microbiology laboratory to manage analysis of bathing waters
during the summer season and performance of monitoring
in winter.
Today, Julien Lafage feels he has done his duty to the people
of Marseille. Results have clearly improved after complete
diagnosis of networks situated near the coast and large scale
works. Thanks to various innovations (2) , he and his teams perform
continuous diagnosis of wastewater treatment networks adjoining
beaches. Active and preventive management of the sewer
network of Marseille and of its beaches is now an everyday reality!

SERAM
— Created in 1980, SERAM, of which Lyonnaise des Eaux
has been the sole shareholder since 2010, ensures the
correct functioning, running and maintenance of wastewater
treatment infrastructure and management of the rainwater
of Marseille. It is also involved in the preservation of the
receiving marine environments and control of bathing water
quality. Since 2001, SERAM has carried out its activities
within the framework of delegation of public service under
the control of the Marseille City Provence Urban Community.
Over ten years, SERAM’s tasks and fi elds of specialisation
have been extended to include environmental tasks for
sustainable wastewater treatment.

Supply of drinking water in Haiti is a real challenge for
the populations.
The diffi culties were made substantially worse by the
earthquake of January 2010. In close relations with
local players, SUEZ ENVIRONNEMENT is striving to give
its fi nancial support and also its expertise in order to
support local communities in the work of improving
living conditions in underprivileged areas. Interview
with Jean Dimanche (1) and Widelsohn Pierre-Louis (2) ,
respectively the Spokesman and the Operations Offi cer
of the Federation of Water Management Committees.

01_ Two years after the earthquake,
drinking water supply in the country is
a daily concern.

They are performing a task of real

District Committees play an essential role in
access to water for the poor populations of
Port-au-Prince. How did these organisations
appear?
Widelsohn Pierre-Louis : In Port-au-Prince
and the area around it, it is the CTE (Technical
Centre for Running the Metropolitan Zone)
which manages the production and distribution of
drinking water. Since 1995, this public enterprise
has been working in partnership with Gret Haiti,
the Haiti branch of a French NGO committed to
support for processes of sustainable development.
The objective is to install, in several vulnerable
districts of the capital, a distribution system based
on coin in the slot public drinking fountains
supplied by the public network.

restoring drinking water and wastewater
treatment services in the region of

Lyonnaise des Eaux, Agbar and United
Water – in the form of a contract for
operational assistance.
The Group is refusing to take
any profit and will pay any fees
paid by local authorities to
the SUEZ ENVIRONNEMENT
Initiatives Fund.

Management Committees (Dlo Committees)
were created to make this system function. There
are now about fi fty of them, all bound to CTE by
a delegation contract.
Jean Dimanche : It is a form of organization
which is not very usual in Haiti where, historically,
the State is not very present in underprivileged
districts. By taking responsibility for supplying
their users with water, but also making them pay
thanks to the public drinking fountains, the water
management committees perform a real task of
service to the public.
From 2009, the European Union and the SUEZ
ENVIRONNEMENT Water for All (1) Foundation
have been supporting the organisation of the
committees. With what objective?
J. D. : Our ambition is to make the water
committees real players in local development. This
means making our practices more professional
and obtaining recognition of the legitimacy of our
participation in drawing up public policies about
access to municipal services. That is why the
committees want to form a federation.
W. P.-L. : The support of the SUEZ
ENVIRONNEMENT Water for All Foundation
and of the European Union was expressed at the
same time on the financial and administrative
level. In the first case, it allowed Gret Haiti to
give us its expertise, both methodological and
in the field of strategic planning. w

We were thus able to draw up framework
documents as a basis for joint consideration of
the federation’s organisation and purpose. It is
also thanks to our partners that space was made
available for holding meetings and workshops...
One year after the beginning of this project,
Haiti was struck by a terribly destructive
earthquake...
W. P.-L. : This event obviously changed the order
of priorities. We had to deal with humanitarian
emergencies following the earthquake, then
with the cholera epidemic. In this context, the
committees acted as major contacts, ensuring, in
particular, relations in the districts with emergency
aid NGOs and development agencies.
J. D. : Taking into account the damage caused to
the water supply network, collaboration with SUEZ
ENVIRONNEMENT was re-directed to issues of
the fi rst necessity. We benefi ted, in particular, from
the support of Aquassistance, the humanitarian
association of the Group’s staff, which mobilised
for the transportation of four mobile drinking water
treatment units. This initiative facilitated supply of
drinking water to about 30,000 affected people.
What is the current situation of water
and wastewater treatment services in
Port-au-Prince and in the island as a whole?
J. D. : The situation was already diffi cult before the
earthquake, and it is even more so now! It is true
that many pipes and distribution posts have been
put back in service. But the problem of the quantity
of the resource remains acute. It is not unusual to
see parts of damaged pipe pouring out in the street
water which is wasted while the inhabitants have
no – or little – access to it.
Nevertheless, the year 2011 opened new
prospects because Dinepa (National Directorate of
Drinking Water and Sanitation) has commissioned
SUEZ ENVIRONNEMENT to support it in the
drawing up and implementation of an emergency
plan (see the box). Reducing waste, strengthening
networks, improving water availability and quality:
we are expecting a lot from the technical assistance
which we are going to be given.
The federation which you longed for has just
been created. What are its priorities?
W. P.-L. : Fekod (Federasyon Komite Dlo)
arose from the grouping together of fifty water
management committees in July 2011. It should

the State, there is every interest in seeing the latter
as a true partner!

In Northern countries, and,
in particular, in France,
social water policy is now
one of the main themes
being considered,” continues
Sidoine Ravet. “How can one
help households in a difficult
situation to pay for water
according to their resources?
What types of services can
be imagined for people living
in exclusion? There are so
many questions for which
the Group’s experience in
Southern countries is a great

basis for work. To answer
them, we are thinking about it,
so that we can make concrete
proposals to local authorities.
In Southern countries, the main
problem consists of physical
access to the public service.
So far, various solutions have
already been implemented
for connecting populations to
drinking water and wastewater
treatment networks. This is the
case, for example, in Algiers,
Casablanca or Djakarta.
Finally, I am not forgetting Haiti
which, because of the large
number of inhabitants living
in underprivileged districts of
Port-au-Prince, represents a
case which is mobilising a lot of
our efforts.”

DESALINATION BY REVERSE OSMOSIS:
A SUSTAINABLE ALTERNATIVE
ABDUNDANT WATER IS PRESENT ON EARTH IN
DIFFERENT FORMS. However, 97.2% of the water is salt water,
and therefore unfi t for consumption. Fresh water is therefore
a rare resource which should be preserved. It is increasingly unevenly
distributed over our planet. While some regions benefit
from considerable surpluses, others, on the contrary, are suffering
from increasing shortages every year (the Gulf States, Australia,
the Mediterranean basin, China…).
Thus, in order to make sea (and brackish) water drinkable,
desalination has gradually made its appearance as a solution for
the future, in particular for countries which have coasts (1) . Two
processes, distillation and reverse osmosis, are now widely used.
It is desalination by reverse osmosis which was chosen by
Degrémont “as it fi ts into the perspective of sustainable development”,
says Miguel Angel Sanz, Director of Development and
Innovation in Degrémont for the Iberian peninsula, Africa and Latin
America. This technique operates by fi ltration of water under high
pressure through semi-permeable membranes. Less expensive
and consuming less energy, it represents a more ecological solution
which limits greenhouse gas emissions.
Declared the desalination business of the year in 2010 (2) ,
Degrémont has designed innovative control techniques to prevent
discharges of brine having impact on the environment.
“Brine discharge, considered to be the process’s main disadvantage
for the environment and marine ecosystems, is completely
controlled,” emphasises Miguel Angel Sanz. “Thanks to a system
of diffusers capable of diluting salinity quickly, rapid return to the
concentrations of the natural environment is obtained.” Finally, he
notes that, “the waters are discharged at the same temperature as
that of the marine environment, without disturbing it, and thus
preserve biodiversity.”
Faced with increasing shortage of water resources, desalination
thus proves to be a sustainable alternative, able to answer ever
increasing needs for household and industrial water.

THE DESALINATION MARKET
Degrémont, a subsidiary of SUEZ ENVIRONNEMENT, now has over 250 reverse
osmosis desalination plants in the world. 20 million people consume this water,
which has been made drinkable.
Degrémont’s reference sites of desalination plants include:
• Perth in Australia, which is supplied 100% thanks to wind power
(144,000 m3 /day);
• Barcelona, the biggest in Europe (200,000 m3 /day);
• Melbourne, (in course of construction) distinguished by its architectural
integration into the natural environment (450,000 m3 /day).

WORKING MEANS PRODUCING SOLUTIONS FOR
EVERYDAY. Nadine Leslie has always been aware of environmental
problems. “I was the little girl who said in the streets of
Port-au-Prince that you should not dump rubbish in the street!”,
she says, remembering her childhood in Haiti. It is not surprising
that Nadine has already been working for twenty years in the
sector of water and wastewater treatment.
After studying civil engineering in Haiti and work experience
in town planning in Belgium, Nadine Leslie started her career in
New Jersey in the United States. An expert in hydraulic analysis,
she soon joined United Water, where she has specialised for
eleven years in turnaround of projects in diffi culty. “United Water
gave me the opportunity to fulfi ll myself and develop new skills as
manager in charge of strategic operations. It was a real baptism of
fi re! I began by managing distribution and maintenance teams in
Atlanta (Georgia). I was in charge of about a hundred staff members
in a project in crisis! I worked very hard there and discovered a new
interest in water management operations.”
Enjoying the operations side and ready to take up new challenges,
Nadine Leslie was entrusted with the management of
new projects, at Rahway and at Toms River, in New Jersey. “I like
to develop and implement strategies for reaching technical solutions,
cooperating with the different players.”
Brave and determined, Nadine Leslie was often the first
woman in her various posts. “In this, I get a lot of support from
the Group and I have the special responsibility of being a pioneer for
all the women who will succeed me in responsible posts”.
SUEZ ENVIRONNEMENT is also a Group where Nadine can
deploy her philosophy of work: “to be useful and produce solutions
for every day”. Thus, after the earthquake in 2010, she went as a
volunteer for 10 days to Haiti to join SUEZ ENVIRONNEMENT’s
team, which was on the spot, to help to reconstruct water management
infrastructure together with Aquassistance. Thanks
to the voluntary commitment of Group’s staff, this humanitarian
association of SUEZ ENVIRONNEMENT contributes and
transfers its know-how in the fi elds of water and waste. Nadine
considers that the fact of contributing her experience and her
know-how is a duty and that of “helping those who are underprivileged
is an obligation!”
UNITED WATER
— United Water is the second largest privately owned water
services company in the United States. A subsidiary of
SUEZ ENVIRONNEMENT, it has around 2,600 employees and
serves 2.1 million people through in the “regulated” activities
sector and 5.2 million through service agreements.
As both operator of the drinking water network (regulated
activities) and service provider (primarily in services
related to wastewater treatment), United Water adapts

German photographer, Hans Silvester.
The exhibition brings together exceptional
photographs from the whole world accompanied
by a specially composed musical work on the
theme of water in all its states.
The show will be presented five times an

Jean-Charles Gil will open
the Sixth World Water Forum
in Marseille with the
choreographic creation of the
ballet “H20-Memories of
Water”. Staged as an
exclusive pre-premier, this
creation will be presented to
the general public in 2013
within the framework of
Marseille Provence-
European Capital of Culture
before going on a national
and international tour. Jean-
Charles Gil is the founder and
director of Ballet of Europe,
created in 2003 in Marseille -
a return to the sources for a
man who began as a star
with the National Ballet of
Marseille with Roland Petit.
Meanwhile, the artiste has
worked, among others, with
Rudolf Nureyev, Maurice
Béjart, Mikhaïl Barychnikov,
the greatest names of dance,
and has had an exceptional
career in the four corners of
the world : “guest star” in
San Francisco Ballet and La
Scala of Milan from 1985 to
1988, star in Ballet de Monte-
Carlo from 1991 to 1997…
Fluidity and clean lines are
typical of his choreographic
handwriting.
something magical about water. It embodies life
in all its meanings, carries us, transports us,
makes us discover other civilisations… It symbolises
life but also exchanges between cultures. Through an artistic
vision, through the living body, through my dance, which emphasises
fl uidity, I am trying to link water to life. Fluidity is not soft. It can be
gentle, strong, relevant, devastating, indomitable, free. It can caress.
Like water…
After the show, it will be up to everyone to navigate among the
thoughts it has aroused. For the creation of my ballet, I met scientists:
thus I returned to the sources, to the creation of water. Behind the
formula H2O, there is a history. That of two quite different elements
which, joining together, produce water and therefore life. This history
refl ects respect for differences, the richness of exchanges and
dialogue between cultures. A subject which is dear to my heart. That
is why I chose to mix in my show two different forms of expression
in dance.
The twelve dancers of the Ballet of Europe, with their own way of
expression, between classical dance and contemporary dance, represent
the atoms of hydrogen in their vertical movements.
As for the six dancers of Break of Tangiers, in a form more rooted
in the ground, they symbolise oxygen.
Life fl ows, water fl ows from their meeting.
With this show, I want to create trigger mechanisms. This is the
whole point of the awareness campaigns which we are going to
conduct in partnership with SUEZ ENVIRONNEMENT in the schools
of Marseille and its outskirts. We are proposing educational events
from 2012 to 2014. The Ballet of Europe will tackle the artistic aspect,
a dimension which makes young people dream and draws them to
the imaginary. As for SUEZ ENVIRONNEMENT’s expert, he or she
will present a more concrete aspect, in the words of an expert. What
is needed is passion, a memorable image which remains in people’s
minds, to let the awakened ‘’life’’ trigger the will to go further. This is
our role and our place as artistes.
