This past year, a hard working group of people led by Jacquelyn Whelan of the CFB
Borden greenhouse, spearheaded CFB Borden’s participation in the CF
Sustainable Communities category of the national Communities in Bloom program.
Thanks to their efforts and the efforts and cooperation of the community of Borden…
WE WON!
Communities in Bloom (CIB), is a non-profit Canadian organization that fosters civic
pride, environmental responsibility and beautification through community participation and
the friendly competition between Canadian communities. They do this by encouraging
communities to keep their towns tidy, and to creatively use flowers, trees and green spaces
to add visual appeal to the area. Evaluation is based on 6 possible criteria: Tidiness,
Environmental Action, Natural and Cultural Heritage Conservation, Urban Forestry,
Landscape (including floral displays), and Turf and Sports Fields.

de la BFC Borden au programme national Collectivités en fleurs, dans la

Collectivités en fleurs est un organisme canadien à but non lucratif engagé à promouvoir
la fierté civique, la responsabilité environnementale et l’amélioration du cadre de vie par
l’engagement communautaire et le défi d’une compétition entre les collectivités canadiennes.
Pour ce faire, il encourage les collectivités à maintenir leur ville propre, et à recourir
avec imagination aux fleurs, arbres et espaces verts pour accroître l’attrait esthétique du
secteur. Les collectivités sont évaluées en fonction de 6 critères possibles : propreté, action
environnementale, protection du patrimoine, foresterie urbaine, paysage (y compris les
aménagements floraux), pelouses et couvre-sols.

Well it is that time once again, time to start planning for the Annual Santa Claus Parade.
We are in the process of contacting all businesses, clubs and organizations in the area
for their participation in the parade.
The theme is “Christmas Around The World”
Start time for the parade is 10 a.m. (form up starts at 9 a.m.) from Peacekeeper’s Park
across from Sobeys proceeding along Mill St to the Essa Arena where children will have
the opportunity to visit with Santa and have their picture taken.
You will be able to take pictures of your children with Santa, so don’t forget your cameras.
If you are entering a float or are a marching unit, the committee has to be aware of this,
therefore there is a registration form available (a copy is below). Registration forms
must be returned to the locations stated on it by November 8, 2012.
One reminder – no one is allowed to throw candy or anything else from floats. You may
walk along the parade route and hand items out.

Haunted House
The haunted house, run by Colin Lloyd, is set up for different
age groups. The first 4ft of space is designated young
child friendly with nothing too scary for a little one, and
this is as far as they are allowed to go. The rest of the house
is available to all older children and adults. There are 3
codes available to make sure that no one has an unpleasant
experience. The first code is “Lights” which means all the
interior lights are turned on so that everything is visible to
avoid a bad fright for the first timers or for children who
suffer from epilepsy as Lloyd uses strobes for effects. The
second code is “Child” which means the child goes through
with one of the Lloyd family who taps each of the actors to
let them know not to jump out or to remove a scary mask so the child can see who is behind
the character, that it isn’t real. The last code is “Free game” for those who want the ultimate
scare experience, be prepared as Lloyd himself has been startled in this mode.
This year Lloyd is asking visitors to his haunted house to bring a donation for the Food
Bank. At 3:30 p.m. on Halloween, the haunted house is open at 36 Tree Top St. in Angus
until about 8 p.m. when they start to run out of candy. Come by and join in the scary fun of
this fantastic community tradition!

A pleasant surprise
CFB Borden Commander, Col Harris, CFB Borden CWO, CPO 1 Denis, and Mrs.
Whelan attended an awards ceremony held October 10-13 in Edmonton, Alberta. A variety
of seminars were held the first few days on topics from sustainability to community green
spaces to getting people involved. A number of visits to local points of interest, and communities
involved in the program were arranged, as well as booths on site showcasing the
many communities across Canada who participated in the program.
This all wrapped up in the awards ceremony, which took place on the Saturday evening.
It was during this ceremony that CFB Borden’s representatives got a pleasant surprise as it
was announced that, with a 4-Bloom rating (out of 5) and a special mention for the restoration
of the WW1 Training Trenches, we won our category against 7 other bases.
“I am proud of the great work and effort that everyone put into the Communities in
Bloom program. It is their commitment to teamwork, and a common goal, that enabled the

une cérémonie de remise des prix. Les premiers jours, des
séances ont été offertes sur divers sujets, notamment la pérennité,
les espaces verts communautaires et les façons d’amener
les gens à s’impliquer. Des visites d’attractions locales et de
communautés impliquées dans le programme ont eu lieu, et il
y avait sur place des stands des différentes collectivités canadiennes
qui ont participé au programme.
Le samedi soir, une cérémonie de remise de prix est venue
conclure le tout. C’est au cours de cette cérémonie que les
représentants de la BFC Borden ont eu l’agréable surprise
d’apprendre que, avec une note de 4 fleurs (sur une possibilité
de 5) et une mention spéciale pour la restauration des tranchées
d’entraînement de la Première Guerre mondiale, nous avons
remporté les honneurs dans notre catégorie, devant les 7 autres
bases participantes.
« Je suis fière du bon travail et des efforts que tous ont
investis dans le programme Collectivités en fleurs. C’est grâce
à leur engagement envers le travail d’équipe et l’atteinte d’un
objectif commun que nous avons été en mesure de remporter
le prix », a indiqué le Col Harris. « J’aimerais particulièrement
remercier et reconnaître le comité Collectivités en fleurs, soit
Mme Jackie Whelan et l’Adjuc Wade Greeley pour leur leadership,
qui a permis d’assurer la réussite du programme. »
Bien qu’il ne soit pas permis qu’une BFC remporte le prix
deux années consécutives, l’an prochain, le comité
Collectivités en fleurs misera sur l’obtention d’une note
supérieure à celle de cette année. Un des juges a suggéré d’ajouter
une carte à l’entrée de la Base indiquant les principaux
sites historiques afin que les visiteurs les localisent facilement.
Le commandant en a pris bonne note et une telle carte devrait
être installée sous peu.
Le programme Collectivités en fleurs n’a pas uniquement
pour but que de jolies fleurs soient plantées dans la Base, mais
vise également à promouvoir la création d’un environnement
durable dont pourront profiter les prochaines générations.
Si nous conservons tous notre fierté à l’égard de notre Base
et continuons à prendre soin de notre bel environnement, nous
en sortirons tous gagnants.

Annual Halloween Decorating Contest

It's that time of year again! With your help, this year should prove to be a
very scary Halloween. The rules governing this year’s contest are as follows:
• Residents are invited to decorate their houses in the traditional manner.
• The Judging Committee will tour on Halloween prior to 2200 hrs.
• CANEX Gift certificates will be awarded for 1st - $175, 2nd - $100,
3rd - $50 and Honourable Mention - $25.
• Pictures of the winning homes will be submitted to the Borden Citizen.
This is an excellent opportunity for Borden residents to show their
Halloween spirit for both the community and the child in every one of us.

Even though the base isn’t allowed to win two years in a row, the CIB committee will
focus on improving their score for next year. One of the recommendations of the judges was
a map for the front gate of the base to indicate the many historical places on base for visitors
to easily locate. This idea was noted by the Commander and is on its way to being
implemented.
Communities in Bloom is not just about having pretty flowers around the base, but
focusing on creating sustainability of our environment for future generations to enjoy.
If we all continue to take pride in our base and take care of this beautiful space, we will
all be winners for years to come.

C’est le temps de célébrer l’Halloween et grâce aux participants, cette année sera très
épeurant! Les règlements pour le concours sont les suivants :

The Queen’s Diamond Jubilee celebrations
occurred last week at
CFB Borden on October 16, celebrating
60 years of Queen Elizabeth II’s
reign and recognizing her as Head of State
in our country. Canada’s Diamond Jubilee
celebrations will see 60, 000 Canadians
invested with the Diamond Jubilee Medal.
Of those recipients, 11,000 are military
members and 383 are civilian Defense Team
members.

Running for education / Course pour les études

CFB Borden was the site of the 3rd annual Base Borden Run on Sunday October 21.
Over 600 people crowded the parking area across from the Buell Fitness Centre awaiting
their race to begin.
The Base Borden Run supports Operation Hero, a program initiated by Hon. Colonel

“A lot of monies have been raised by sponsors coming from the community that have
stepped forward and we are really proud of this. Along with the registration fees, this helps
raise the funds (for Operation Hero),” commented Matt Pryce, one of the organizers of the
Run. Not including this year’s
race, the Run has raised over
$50,000 for the scholarships in
past years.
There were three races available
to runners this year: the 5km, the
10km and the 21km half marathon.
Participants included runners from
local communities, the base and
our Borden Striders running club
who were out in force. While runners
waited for their race to start,
the military put out a display of
weapons and vehicles for the public
to look at and ask questions of
the soldiers on hand.
“Its amazing support for the
scholarships. All the volunteers
and people that have put so much
time in happen to reflect the spirit
that Operation Hero conveys, the
community and everybody, including
the military community, that
have supported the run and come
out to make it happen…Its wonderful,”
commented Hon. Col
Massie.

The Borden Striders
Running Club is a
group of people
who have one thing in common,
“We love to run. We
love the company and the
social aspect of running,”
stated club president,
Kiriam Thompson.
The Striders run the
gamut from kids to older
adults with skill levels ranging
from beginner to over 20
years of running experience.
This industrious group of
people meet three times
weekly: Tuesday and
Thursday evenings at 6:15
p.m. at the Buell Fitness
Centre and Sunday mornings
at 8:30 a.m. at the Tim
Horton’s in Angus. The
weekday sessions are shorter
runs of a few kilometers
to longer runs on the
Sunday. They run roads, the
Trillium Trail, or sometimes
the golf course, weather
pending.
Whether or not you are a
new runner or a leisurely
runner - don’t be intimidated.
The Striders motto is,
‘no one gets left behind’.
They adapt to new runners
and make sure that there is
always someone running
with the slowest person. The
social group is important to
them and they like to run
together.
The Striders help each
other to improve. New or
experienced runners all can
learn something from the
group. They emphasize that
breaks and water are needed
and that you should do what
your body tells you, rather
than pushing too hard and
risking injury. They create
training plans together and
recognize that not everyone

Les coureurs s’élancent de la ligne de départ et entreprennent le parcours de 21 km
(demi marathon) lors de la fin de semaine de la course de la BFC Borden.
Le dimanche 21 octobre, la BFC Borden a été l’hôte de la 3e course annuelle de la BFC
Borden. Plus de 600 personnes se sont entassées dans le stationnement en face du centre de
conditionnement physique Buell, impatientes de prendre le départ.
La course de la BFC Borden appuie l’opération Hero, un programme mis sur pied par le
Colonel honoraire Jamie Massie afin d’offrir des bourses d’études annuelles pour les
familles et les personnes à charge de membres des FC afin qu’elles puissent fréquenter le
Collège Georgian.
« Beaucoup de fonds ont été amassés auprès de commanditaires recrutés dans la communauté,
et nous en sommes très fiers. Leurs dons et les frais d’inscription nous aident à
recueillir les fonds nécessaires (pour l’opération
Hero) », a affirmé M. Matt Pryce, l’un des
organisateurs de la course. La course a permis
d’amasser 50 000 $ pour les bourses au fil des
ans (sans tenir compte des fonds recueillis
cette année).
Les coureurs pouvaient s’inscrire pour l’un
de trois parcours cette année : le 5 km, le 10
km et le 21 km (demi marathon). Au nombre
des participants, il y avait des membres de la
communauté locale et de la BFC Borden ainsi
qu’une équipe nombreuse du Club de course
de Borden « Les Striders ». En attendant le
début de la course, le public a pu admirer une
exposition d’armes et de véhicules préparée
par les militaires et poser des questions aux
soldats sur place.
« Il s’agit d’une marque de soutien tout à
fait extraordinaire pour le programme des
bourses. Ces bénévoles et ces gens qui y consacrent
beaucoup de temps personnifient l’esprit
de l’opération Hero. La communauté, y

The goal this winter is to
hold clinics to address
things such as proper running
forms, injury prevention,
structured training and
coaching. They will be holding
some clinics especially
for young runners. Early
spring will see the Striders
running some ‘learn to run’
5km and 10km clinics to
help prepare for the coming
outdoor season.
The Striders are planning
to hold some fundraising
races on base next year and
currently have been participating
in runs in the local
community, such as the
Base Borden Run and the
Run for the Toad. In fact,
during the Run for the Toad,
club member Cpl Kathleen
Beaudry was the recipient of
this year’s 50K Military
Award and the top female
with a race time of 4:20:09.
This race is one of the 2012
Ontario Trail Series which
consists of 12 races. Also of

select deserving charitable organizations to receive donations
gathered from participants during the annual campaign.
These donations are presented to a local non-profit
youth organization, preferably involved in amateur sports.
Again this year, Operation Red Nose Borden will select as
its deserving charity, the group, club, or activity that best
fits this description.
If you are part of a non-profit athletic youth group, club,
or activity or you or your club is planning to participate in
an activity / outing with a youth athletic theme, write to us
and tell us all about it. In 500 words or less, tell us about
your youth group, club or activity and what impact a donation
from the 2012 Borden Operation Red Nose campaign
would have. Last year, in its third year, Borden collected
over $2750 which was divided between the 2408 Royal
Canadian Army Cadet Corps and C.O.P.E. Service Dogs.

Sylvain volunteered the first year, (2009) as a driver and was soon asked to handle dispatching. The following year, he
became the Operation Red Nose coordinator and along with overseeing the operation, he represented Borden at the
Provincial Operation Red Nose meeting, led the volunteer training/recruitment sessions, as well as volunteered in dispatch
all nine nights of operation. His efforts culminated last year in our most successful year with almost three times the
amount in donations and 25% increase in volunteers and rides.

Le commandant de la BFC Borden, le Col
Harris, remet au Sgt Sylvain Martin un certificat
de mérite et la pièce du commandant en
reconnaissance des efforts exceptionnels qu’il a
déployés pour l’Opération Nez rouge (ONR)
ces trois dernières années.
Le Sgt Martin s’est engagé dans le bénévolat
pour cette organisation en 2009 en tant que
conducteur et on lui a rapidement demandé de
devenir répartiteur. L’année suivante, il est
devenu coordonnateur de l’ONR. En plus de
veiller au bon déroulement de l’opération, il a
également représenté Borden à la réunion
provinciale de l’ONR, il a dirigé les séances de
formation et de recrutement des bénévoles et il
s’est porté volontaire au poste de répartition
les neuf soirées de l’Opération. Tous ses efforts
ont porté leurs fruits l’an dernier : la BFC
Borden a connu une année record en recueillant
près de trois fois plus de dons que l’année
précédente et en affichant une augmentation
de 25 p. 100 du nombre de bénévoles et de
raccompagnements.
De fidèles collaborateurs étaient présents pour
remercier le Sgt Martin en cette occasion
spéciale :

Pour l’amour de la course

Le Club de course « Les Striders » de la BFC Borden regroupe des personnes qui
ont un point en commun : l’amour de la course. « Nous apprécions la compagnie
des autres et le volet socialisation de l’activité », mentionne la présidente du Club,
Kiriam Thompson.
Le Club compte tant des enfants que des adultes, de niveaux de compétence différents.
Certains viennent tout juste de s’initier à ce sport tandis que d’autres le pratiquent depuis
plus de 20 ans.
Ce groupe assidu se réunit trois fois par semaine : les mardis et les jeudis soir à 18 h 15
au centre de conditionnement physique Buell et les dimanches matin à 8 h 30 au restaurant
Tim Horton’s d’Angus. Les séances en semaine sont généralement plus courtes : les
coureurs parcourent alors quelques kilomètres, tandis que les séances du dimanche sont
consacrées aux séances de course de plus longue durée. Les coureurs empruntent les routes,
le sentier Trillium et parfois même le parcours de golf, selon les conditions
météorologiques.
Que vous soyez à vos premières armes en tant que coureur ou que vous pratiquiez la
course de façon récréative, ne vous laissez pas intimider! La devise des Striders est simple
: « Personne n’est laissé pour compte ». Le groupe s’adapte aux nouveaux coureurs et s’assure
qu’il y a toujours quelqu’un qui court avec la personne la moins rapide. La composante
sociale est importante et les membres du Club aiment courir ensemble.
Le Club « Les Striders » prône l’entraide mutuelle. Tous les coureurs, qu’ils soient débutants
ou expérimentés, peuvent apprendre quelque chose du groupe. Le Club insiste sur la
nécessité de prendre des pauses, de boire de l’eau et d’être à l’écoute de son corps plutôt
que de pousser ses limites et de risquer de se blesser. Les membres élaborent ensemble les
programmes d’entraînement et reconnaissent que chaque personne a des compétences
uniques. Ces programmes sont adaptés à la façon de courir de chacun. La façon dont on
place nos pieds, dont on bouge nos bras, dont on se penche, la tension du corps, tout est pris

en considération. Puis les membres vous aident à vous améliorer. Cela se fait généralement
autour d’un bon café, après une bonne course. Le soutien et la camaraderie sont essentiels
pour le groupe.
En novembre, lorsque le sol revêtira son manteau blanc, les courses se feront à l’intérieur,
à l’exception des courses du dimanche qui continueront d’avoir lieu à l’extérieur,
selon les conditions météorologiques. Lorsqu’elles se déroulent à l’intérieur, au complexe
du centre de conditionnement physique Buell, les courses deviennent plus structurées et on
y incorpore des exercices de renforcement du corps.
Cet hiver, le Club aimerait tenir des ateliers où l’on discuterait de sujets comme les
bonnes techniques de course, la prévention des blessures, l’entraînement structuré et l’encadrement.
Ces ateliers s’adresseront principalement aux coureurs débutants. Au début du
printemps, le Club « Les Striders » tiendra des ateliers de préparation à la course de 5 km
et de 10 km.
L’an prochain, le Club prévoit organiser des courses dans la Base afin d’amasser des
fonds pour différentes causes. Les membres ont déjà pris part à des courses dans la communauté
locale, dont la course de la BFC Borden et la Run for the Toad. Durant cette dernière,
un membre du Club, le Cpl Kathleen Beaudry, a remporté le prix des militaires au parcours
du 50 km ainsi que le prix de la meilleure coureuse avec un temps de 4 h 30 m 9 s. Cette
course fait partie des Ontario Trail Series de 2012, qui compte 12 courses. Mme Heather
Forster, également membre des Striders, a remporté le prix Hudson et la 2e place chez les
femmes dans son groupe d’âge pour les Trail Series.
Kiriam Thompson dit ceci de la course : « Nous gagnons de plus en plus d’assurance
parce que nous connaissons de mieux en mieux notre corps et nos capacités. Certaines personnes
nous disent " Dis donc, tu as couru combien de kilomètres? " Croyez moi tout le
monde peut le faire! Il ne suffit que de s’y mettre et d’y croire. »

Children of all ages came out to
the Terra Theatre on Sunday,
October 21 for the Halloween
Family Movie Event hosted by the
Community Recreation department
of PSP Borden.
There was 365 visitors in attendance
for the event, 220 of whom
were trying out this years
Halloween costume. Each child
received a free popcorn and pop for
the movie and on their way out
received a loot bag full of
Halloween goodies.
In total, $359 was raised for the
United Way and boxes of non-perishable
food items were collected
for the Seasonal Sharing Basket.
The movie the audience enjoyed
was Madagascar 3.
All children and adults in attendance
were all smiles as the family
Halloween afternoon came to an
end.

• Establish a curfew (a return time) for older children and have them call home if there
is a problem.
• Prepare homes for trick-or-treaters by clearing porches, lawns, and side walks.
• Use jack-o-lanterns to light stairs and porches.
• Halloween style flashlights make a great addition to your child’s costume and add an
extra safety feature.
• Reflective tape on costumes can also help being more visible in the dark by motor
vehicle.
• Make sure children under age 10 are supervised as they cross the street.
• Watch for children in the street.

Halloween Safety Tips

Des enfants de tous les âges sont venus au cinéma Terra le
dimanche 21 octobre à l’occasion de l’activité familiale d’Halloween
organisée par les Loisirs communautaires des Programmes de soutien
du personnel de la BFC Borden.
Un total de 365 personnes s’étaient déplacées pour l’occasion et
220 d’entre elles avaient enfilé leur costume d’Halloween. Du maïs
soufflé et une boisson gazeuse ont été remis gratuitement aux enfants
et, à la sortie du film, tous ont reçu un sac à surprises remplis de gâteries
d’Halloween.
La somme de 359 $ a été amassée pour Centraide et des boîtes
d’articles non périssables ont été recueillies pour la Campagne des
panierspartage du temps des Fêtes.
Le film à l’a fiche était Madagascar 3.
Les enfants et les adultes étaient tout sourire à la fin de cette activité
familiale d’Halloween.

Birthdays on the silver screen
C’est la fête au cinéma!
Come and celebrate your child’s birthday at the Terra
Theatre!
In addition to the great food and film, the Terra
Theatre has fun, engaging activities including a basketball
game, skeet ball, and air hockey available for play.
Each child 10 years of age and younger will receive a
small pop, small popcorn, a loot bag and children 11
years of age and up will receive a medium pop, medium
popcorn, a loot bag and, of course, a movie on the big
screen. The birthday child also receives a special gift.
Birthday celebrations can be scheduled every
Thursday, Friday, Saturday or Sunday. It is encouraged to
call ahead to the theatre to make sure the movie being
shown is appropriate for your child’s age group.
Parties start at 12:00 p.m. and the movie matinee starts
at 1:30 p.m., and evening birthday parties start at 6:00
p.m. with movie playing at 7:30 p.m.
If you wish, you are welcome to bring along the birthday
cake and your birthday favors too!!!
The party fee for 10 years of age and younger is $10
per child attending and 11 years of age and up is $11.00
per child attending.

When Hurricane Hazel's warm
moist air came in contact with
a Canadian cold front in
October 1954, record rainfall drenched
Toronto and surrounding areas causing the
worst flooding in 200 years.
Albert and Annie Topliss were victims of
the disaster. They had no will, but Albert
had two life insurance policies and Annie
was named beneficiary. It was unclear
who survived the other and the Ontario
Court of Appeal had to decide who was
entitled to the insurance proceeds (Re:
Topliss and Topliss).
Ontario's Insurance Act presumes the
beneficiary died first in a common disaster.
The insurance proceeds therefore
passed to Albert's estate to be distributed
in accordance with the old Devolution of
Estates Act.
Ironically, the court ruled Annie survived
Albert for the purposes of his estate. The
Survivorship Act applied to estates and it

The Township of Essa is currently accepting applications for three (3) winter seasonal positions within
the Roads Department. Term of employment will be from November 12, 2012 to April 1, 2013.
Patrolperson/Snowplow Operator/Sidewalk Blower Operator
Reporting to the Roads Supervisor, these positions are responsible for patrolling the Township road
system throughout the winter season (November 12, 2012 to April 01, 2013) including operating
heavy equipment and tandem snow plows as needed and each candidate must be able to respond to
emergency calls within 30 minutes. Occasionally must be available for fill-in requirements
throughout the week, as weather and circumstances dictate.
The following shifts will be offered: (a) 2:00 a.m. to 10:00 a.m. Monday to Friday - 40 hrs/week; (b)
4:30 p.m. to 8:30 p.m. Monday to Friday – 20 hrs/week; and (c) 4:00 a.m. to 12:00 noon Saturday and
Sunday - 16 hrs/week. The incumbents will be required to operate the sidewalk blower, front end
loader or plow/sander when required. Depending on the assigned duties, incumbents will report to
either the Angus Agricultural Building or the Operations Centre.
The preferred candidates will have:
• Strong organization and prioritization abilities.
• Knowledge of Regulation 239/02, minimum maintenance standards for Municipal Highways.
• Ability to work independently and make sound decisions.
• Ability to address complaints from the public in a courteous and professional manner.
• Possession of a valid driver’s license in good standing. Class D or higher with Z air brake
endorsement.
• 1-3 years experience operating snowplow/sander combinations on a public highway system.
• Experience operating a sidewalk blower/plow would be an asset
• Experience operating front-end loader and other related heavy equipment.
• Knowledge of the Occupational Health & Safety Act.
• Good record keeping ability.
• Working knowledge of computers.
• Ability to perform labour-intensive tasks including ability to lift 50lbs.
Each of these positions offers a wage of $18.25 per hour. No benefits will be offered. The
incumbents will be required to supply their own safety boots.
