Once the Draft <strong>Strategy</strong> was made available in February 2006, a further six<br />
week submission period commenced, which again y<strong>ie</strong>lded a large number<br />
of submissions, many of which contained recommendations of merit.<br />

1.5 WHO IS GOING TO OVERSEE ITS IMPLEMENTATION?<br />
A new Steering Group will be established to oversee the delivery of the<br />
strategy.<br />
In regard to the detailed implementation of the <strong>Strategy</strong> it is recommended<br />
that in line with the detailed actions outlined in Section 3, each Local<br />
Authority takes direct responsibility for such actions that fall within current<br />
statutory mandates.<br />
Budgetary provision, and the<br />
operational aspects that will<br />
ensure that the implementation of<br />
the <strong>Strategy</strong> is equally appl<strong>ie</strong>d<br />
through the Authorit<strong>ie</strong>s should<br />
remain within the current local<br />
authority structure. It is<br />
recommended that no specific<br />
legislative amendments be<br />
adopted as the current statutory<br />
mandates of the Authorit<strong>ie</strong>s will<br />
be suffic<strong>ie</strong>nt to enable the delivery<br />
of all the actions outlined in the<br />
<strong>Strategy</strong>.<br />

The imperative is to commence application of the <strong>Strategy</strong> rather than<br />
spending unnecessary time and limited resources establishing further<br />
institutional arrangements that would have limited “value added” in<br />
regard to the ach<strong>ie</strong>vement of the strategic objectives of this <strong>Strategy</strong>.<br />
Additionally, the OPW should continue to play an active part at a national<br />
level in terms of the management of key propert<strong>ie</strong>s in its care and by<br />
providing an overall leadership role through the creation of the new<br />
<strong>Strategy</strong> Steering Group.<br />
