Council‘s official website, the district has an area of 7,881 square kilometers of which<br />

6,803 square kilometres (86%) are habitable whereas forests, rocky mountains <strong>and</strong> water<br />

occupy the rest (14%). The latest URT‘s (2002) 2002 Population <strong>and</strong> Housing Census<br />

estimated that Iringa had a population of 1,490,892 (705,743 male; 785,149 female)<br />

whilst that of Kilolo was 204,372 (99,756 male; 104,616 female). At a median age of 17,<br />

the population of the district – <strong>and</strong> its labour force – is generally young <strong>and</strong> hence its<br />

council regard it as having ―plentiful labour (both skilled <strong>and</strong> semi-skilled).‖<br />

4.1 Attracting Investors<br />

The District Council has wholly embraced the National Investment Promotion Policy. Its<br />

website states that it is ―committed to attract <strong>and</strong> support investments <strong>by</strong> foreign <strong>and</strong> local<br />

investors <strong>and</strong> has identified several types <strong>and</strong> areas for investment in the district.‖ To that<br />

end it ―adheres to the national programmes, incentives <strong>and</strong> procedures to attract, facilitate<br />

<strong>and</strong> manage investments <strong>and</strong> has also adopted some local incentives to complement them,<br />

especially in the allocation of <strong>l<strong>and</strong></strong>, access to infrastructure <strong>and</strong> information.‖ In regard to<br />

forest<strong>l<strong>and</strong></strong> it claims that the district has an area of 339 hectares of forest where<strong>by</strong> 155,350<br />

hectares are of forest reserve, making up a total of 155,689 hectares of forest. These<br />

natural forests are categorized into two major types: Mountain Forests found in Mazombe<br />

<strong>and</strong> Mahenge Division <strong>and</strong> Miombo Wood<strong>l<strong>and</strong></strong> found in Kilolo Division. Therein the<br />

species of Pines, Eucalyptus, <strong>and</strong> Cyprus, it is further claimed as the research team also<br />

observed, ―do well‖. ―Basing on the availability of Forestry‖, it is further affirmed, ―the<br />

District encourages Investors in Timber Industrial sector so as to add to the value of<br />

timber products.‖ However, currently ―the District has no enough <strong>l<strong>and</strong></strong> to invite potential<br />

investor on Afforestation‖, the council‘s website cautions, ―since we have invited New<br />

Forests Company, <strong>and</strong> 39,000 hectares provided at Ukwega, Idete, Bomalang‘ombe <strong>and</strong><br />

part of Mtitu ward.‖<br />

The New Forests Company is a UK-based company – with apparent strong ties in South<br />

Africa – that has invested heavily in Ug<strong>and</strong>a. It is also currently investing in Tanzania<br />

<strong>and</strong> Mozambique. Its website describes it as ―a sustainable <strong>and</strong> socially responsible<br />
