East London Strategic Flood Risk Assessment

What is the SFRA?
Spatial assessment of flood risk across the 11
London Boroughs of East London

Who was involved?
Funded by the ODPM - project managed TGLP
Partners and members of the steering group:
-LDA
- EA – strategic/development planning, technical
- London Boroughs
- Association of British Insurers
Entec and JBA acted as the consultants

Why prepare an SFRA for East London?
1. Strategic approach to flood risk
2. Inform strategic planning by analysing the
consequence of development in high flood risk
areas
3. Inform design and assessment of new
developments
4. Provide information and support for boroughs
in completing the sequential test (PPG25)

SFRA Process
Stage 1 – Data Collection and Analysis
• EA, Thames Water, Borough Interviews
Stage 2 – Data Modelling
• What gets wet where, when and how often
Stage 3 – Analysis
• Consequence, impact and solutions

Key messages from SFRA
- Can’t be ignored, needs to be addressed!
- Sequential test and SFRA should inform land allocation
- Mitigation measures tested against SFRA scenarios
- Building higher defences or land raising not a miracle cure
- More detailed FRA’s must be undertaken

Where to from here? - Key Actions
- Master Classes – 8 & 9 March 2005
- EA funded User Guide and training – May 2005
- Use of SFRA in Boroughs – sequential test
-TGDIF
- Mapping and GIS data to Boroughs

Where to from here? – Potential Policy Options
• The Council will employ the principle of ‘balanced management’
in relation to flood risk allowing development which serves the
social and economic needs of the community to proceed whilst
ensuring that flood risk is properly managed and mitigated…
• The Council will have regard to PPG25 and to the most recent
Strategic Flood Risk Assessment for the Borough in assessing
the suitability of land for development. It will apply the
sequential test set out in paragraph 30 of PPG 25 in allocating
sites for development on the proposals map and in determining
applications for planning permission.
