Introduction<br />
Results and Discussion of Data Collected<br />
July 1, 1969 June 30, 1970<br />
Basic data for the systematic evaluation of the client population is gathered<br />
by AEESC personnel and processed at The University of Tennessee Computer<br />
Center. A set of eight basic data forms provides input for machine processlng.<br />
It should be noted that not all clients have information recorded on all forms<br />
It is also of importance to note that it may not be possible for all items to be<br />
completed on any single form A llst of data elements and a set of data collection<br />
forms are found in Appendix A of this report<br />
The two points noted in the precedlng paragraph are important when total<br />
entries in tables appearing in this report are compared. It may be that the data<br />
on the sex of clients produces a total population count which is not the same as<br />
the total population count produced on Family Monthly Income at Closure The<br />
reason for this is that data on Sex come from the Personal Data Sheet (Form i)<br />
while data for Family Monthly Income at Closure come from the Counsehng Data<br />
Sheet (Form 2). A final note on data collection is that forms are filed at specific<br />
periods in the client's program. Therefore, certain forms on a specific client<br />
may be in the system weeks before additional forms are filed on that same client.<br />
Analysis of Data<br />
Analyses of the data collected by the AEESC over the past two years is<br />
presented in three categories in this report. The initial set of analyses deal

with clients who are "Closed Referred." The second set of data analyses deal<br />
with clients categorized as<br />
"Employed,<br />
" "Unemployable and Closed Other."<br />

The third set of analyses deal with a<br />
study of differences among population sub-<br />
categorleso These different analyses are in terms of ChrSquare analyses of<br />
Student's t-tests. The frst type to be used is the non-parametric test using<br />
data classified as nominal or ordinal These tests are generally applied where<br />
data is of a categorical or frequency count nature The second type test is used<br />
for data classified as interval or used when a comparison of mean score is desired.<br />
Demographlc Des cnptlon<br />
Cerzaln demographic characzerlszlcs emerge when zhe AEESC cilenzs are<br />
categorized as Employed, Unemployable, and Closed Other. For example, the<br />
largest number of persons served in each of the three categorles are 16-20 years<br />
of age, female, Negro, and single. The Employed persons, while predominantly<br />
Negro, are distributed almost equally on sex (47.88% male and 52.12% female)<br />
The three categorizations of clients are likely to have between 9 and 12 years<br />
of education and to have one (I) dependent Approximately 50 percent of each<br />
group is a Head of Household<br />
The clients in each category are likely to have an income at acceptance of<br />
0-50 dollars but to not be receiving public assistance The majority of Employed<br />
clients had been unemployed 16 weeks or less, with the clients classed as<br />
Unemployable and Closed Other likely to be out of work a longer period of time.<br />
Approximately 45% of each of these latter two groups have been out of work 53<br />
weeks or more when accepted. The client in each category is likely to be
unskilled, to not have a criminal record and to have received a guarded rating<br />
from the caseworker.<br />

Clients Closed Referred<br />
When the Center was originated, a system of Closed Referrals was<br />
established to indicate that a client did not enter the Center for evaluation. In<br />
many cases only a paper eferral by the referral agent had been received by the<br />
Center staff. After numerous efforts by the caseworker, referring agent, and<br />
utility clerk, the case would be put in the Closed Referred status if the client<br />
was not motivated to enter the program.<br />
In the early phase of the Center operation, there were certain referral<br />
requirements which tended to reduce the referral agent's participation in this<br />
program As of July I, 1969, practically all barriers for referral were removed<br />
The referral agents were instructed to make any type of referral that would best<br />
serve the client and be convenient to the referring staff. Walk-in clients were<br />
encouraged The emphasis now is on immediate dehvery of service to clients<br />
referred or requesting evaluation, tralmng, and/or employment<br />
This new procedure, in many cases, has been traumatic to the staff of<br />
the Center, especially during the early stages. Many clients referred are<br />
found to be inappropriate referrals in the strict professional sense, however,<br />
the Center staff is assuming the job of screening of these individuals.
One of the first objectives of the research for this Center was to determine<br />
the demographlc description of clients that were being Closed Referred at this<br />
Center. It is felt by the Research Consultants and the Center Administrative<br />
Staff that enough data on Closed Referred cases had been secured to fulfill this<br />
objective. The item of Closed Referred cases will not be referenced in subsequent<br />
reports.<br />
Chents at the Atlanta Employment Evaluation and Service Center are placed<br />
in a Closed Referred status for sbx reasons. These are (I) not financially able,<br />
(2) moved from defined service area, (3) did not comply with routine, (4) did not<br />
appear to benefit from services, (5) family problem, and (6) employed. Data in<br />
the following tables is according to Age, Race, Marital Status, Sex, Education,<br />
Head of Household, Number of Dependents, Income at Acceptance, Length of<br />
Unemployment, Level of Employment, Criminal Record, and Vocational Potential<br />
as seen by the Social Caseworker.<br />
Data in tabular form on Closed Referred clients are presented in this report<br />
and indicate that the largest group of clients (538) were closed due to non-<br />
comphance with routines. It is also apparent that the largest group of these<br />
clients cluster in the younger age categories. Additionally, these data show<br />
that the closure reason of Employed is the second largest category with Family<br />
Problems a distant third. When Closed Referred clients are categorized by<br />
race, it is apparent that the group is largely Negro and that the category of<br />
Did Not Comply with Routines is the largest reason for closure (53.11%).<br />
Employed is the second largest category of closure when clients are categorized<br />
by race. Data indicate that the largest number of clients are single, with

approxlmate!y the same number married and separated. A sex breakdown of<br />
these clients indicates that the bulk of the population is female The Family<br />
Problem categorization shows the largest percentage difference figure between<br />
female and male clients. Of persons with family problems, 89 61% were female.<br />
The majority of the clients closed referred have between 9 and 12 years of<br />
education. However, various closure categories show number of clients in<br />
excess of 20% with 5 to 8 years of education. Data indicate that the majority<br />
of the clients in the closed referred category are Head of Household These<br />
data show that of those clients closed Not Financially Able, Not Complying with<br />
Routines, Not Benefiting from Services, Having Family Problems, and Being<br />
Employed, the majority were Heads of Household These clients generally have<br />
two or fewer dependents with the majority of these having no dependents. These<br />
data show that the bulk of Closed Referred clients had $50 or less in Income at<br />
Acceptance, with more than 50% of those clients closed for non-comphance<br />
reporting zero income The largest incomes at acceptance were shown by those<br />
clients Closed Employed<br />
Length of unemployment data show that the majority of clients were without<br />
work for 53 weeks or longer and that a large percentage had been out of work for<br />
27 weeks or longer The Level of Employment of these clients was generally<br />
Unskilled Service, Unskilled, Home Domestic, or Other (Undetermined) Few<br />
are categorized as Skillful or Seml-skilled<br />
When the clients are categorized according to Social Worker's Vocational<br />
Potentlal, it can be observed that the guarded rating was given to the most clients

with poor a close second. Of those clients closed as Employed, 86% received<br />
a rating of excellent or guarded. This combination was higher than for any<br />
other closure reason. Those closed for non-comphance with routines represented<br />
the group with the most poor ratings when they are expressed as a total or as a<br />
percentage for that category.<br />
Employed, Unemployable, and Closed Other Categorizations<br />
When AEESC clients are cateqonzed as "Employed," "Unemployable,"<br />
and "Closed Other" and distributed according to age, it is apparent that the<br />
largest number of employed persons fall into the younger age ranges, especially<br />
the categories of 16 to 20 and 21 to 25. It is evident that there are few clients<br />
at the Center over 50 years of age. For example, in "Employed" clients, 2.56%<br />
of the population was over 50, and "Unemployable" clients showed a little less<br />
than 8% over 50 and in the "Closed Other" category, a little less than 4% were<br />
classed as 50 years of age or older.<br />
rhen AEESC clients are categorized according to race, the predominant<br />
number of clients closed as<br />
"Employed" are Negro with 83.46% of the population<br />
falling in this category. Of those clients "Unemployable," 136 or 75.98% were<br />
Negro and of the clientele "Closed Other," 81.28% were Negro. It is apparent<br />
that the Center serves a larger proportion of Negro than white clients, but that<br />
relat_vely the same percentages in each category of "Employed," "Unemployable,"<br />
and "Closed Other" are being handled by the Center. The data show that a<br />
slightly higher proportion of Negro persons are "Employed" or "Closed Other"<br />
than are closed as "Unemployable."

The largest number of clients served by the Center are single with approximately<br />
50% of the number in each category being married. The next largest percentage<br />
is that of separated, representing approximately 16% in each category. Of<br />
"Employed" clients, 47.88% are males while 52.12% are females. Of the<br />
"Unemployable" clients, 58.89% are females and 41.11% are males. The "Closed<br />
Other" category indicates that 60.93% are female and 39.07% are male.<br />
The education categorization of AEESC clients indicates that the majority of<br />
clients served in each category have between 9 and 12 years of education. The<br />
second largest categorization is 5 to 8 years of education.<br />
When AEESC chents are categorized according to their distribution as head<br />
of household, 50.46% of the clients who were "Employed" were head of household,<br />
while 47.16% of the "Unemployable" were heads of households and 53.01% of the<br />
"Closed Other" were head of household. Of clients "Employed," 51.08% reported<br />
one dependent. Of clients "Unemployable," 57.23% reported one dependent and<br />
of clients "Closed Other," 49.66% reported one dependent. Few clients have more<br />
than 5 dependents.<br />
9/hen clients were categorized according to income at acceptance, more than<br />
50% of the clients "Employed" had between 0 and $50 at acceptance, 37.08% of<br />
the clients "Unemployable" had incomes between 0 and $50 and 47.00% of<br />
clients "Closed Other" had incomes between 0 and $50.<br />
On the question of whether or not clients were receiving public assistance<br />
at referral, 23.23% of the clients closed as "Employed" were recexvlng public<br />
assistance at referral and 26.92% of the clients "Closed Other" were receiving<br />
asslstance at referral.

When the predominant level of employment or last level maintained is<br />
used as a categorization factor for clients "Employed," "Unemployable," and<br />
"Closed Other," it may be noted that 4.00% of the "Employed" had a previous<br />
record of employment as skilled worker. Of the "Unemployable," 3.98% had<br />
the same and 2.53% of the "Closed Other" had a record as skilled worker. Of<br />
the clients "Employed, " 33.71% had a previous work skill level of "unskilled<br />
service other than household" while 44.89% of the "Unemployable" and 41.98%<br />
of the "Closed Other" fell in this category. The unskilled industrial or<br />
construction category represented 16.57% of the clients "Employed" and 12.50%<br />
of the "Unemployable" and 12.66% of the clients "Closed Other." Home domestic<br />
accounted for 13.33% of the "Employed" clients, while 9.09% of these clients<br />
"Unemployable" had held a previous job as a home domestic. Of the clients<br />
"Closed Other," ii. 60% had a previous record of employment in this category.<br />
When the vocational potential given by the social worker's critical rating<br />
for "Employed" clients was tallied, 37.43% were given an excellent rating. Of<br />
clients closed "Unemployable," 5.65% were given an excellent rating while<br />
21.41% of clients "Closed Other" were given an excellent rating by the social<br />
worker. Of clients closed "Unemployable," 71.19% received a guarded recom-<br />
mendatlon and 23.16% received a poor recommendation. Of clients closed<br />
"Employed, 6.43% received a poor ranking while 15.18% of clients "Closed<br />
Other" received this vocational potential rating from social workers.<br />
In the receiving public assistance at closure categomzatlon for cllents, it<br />
should be noted that 73.36% of the clients closed "Employed" were receiving<br />
no assistance at closure, while 53.61% of the clients closed "Unemployable"

were receiving no assistance and 56.22% of the clients "Closed Other" were<br />
receiving no public assistance. The largest single category of public assist-<br />
ance at closure is AFDC with 9.38% of the clients "Employed" receiving this<br />
assistance; 8.57% of the clients "Unemployable" receiving this assistance,<br />
and 12.12% of the clients "Closed Other" receiving this type of assistance.<br />
Wnen the training potential categorization of clients "Employed,<br />
"Unemployable," and "Closed Other" was made, it could be observed that<br />
53.30% of the clients closed "Unemployable" were not recommended for training<br />
because of no training objective. The clients closed "Employed" were largely<br />
categorized as<br />
"training and related placement achieved," while 10.92% were<br />
potential for training marked "other." Of clients "Closed Other," 31.46% were<br />
not recommended because of "no training objective" and 32.16% had a potential<br />
for training categorization of "other."<br />
W"nen the clients are categorized as to type of training program, it can be<br />
observed that those clients classed as "Employed" have the largest number of<br />
opportunities in the industrial trades with 40.81% of their number being placed<br />
jobs of this type. Of the clients closed "Unemployable," 10.20% were in<br />
this training program and 21.78% of the clients "Closed Other" were also in<br />
this training program. Clerical, service trades, sewing, and the category<br />
other account for large percentages of the "Employed" clients whlle other and<br />
the service trades mark large categorization points for chents "Unemployable."<br />
For clients "Closed Other," the category of training program noted as other and<br />
the category of clerical are the largest two categorization points

Of those clients "Employed," 24.96% did not enter training at the Atlanta<br />
center. EOA-sponsored training activities accounted for 16.93% of those chents<br />
closed "Employed, for 28.57% of those clients "Unemployable, and 15.37%<br />
of those chents "Closed Other."<br />
With regard to those persons referre to work potential, it is observed that<br />
47.50% of the chents closed "Employed" did not partlclpate n Work Potential<br />
referral, 63.82% of the chents closed "Unemployable" did not participate in<br />
the Work Potential evaluation and 61.78% of those clients "Closed Other" did<br />
not partlcpate in the Work Potential Of those clients "Employed" participating<br />
in some kind of Work Potential referral, 21.67% received brief evaluation<br />
conslstng of a statement only, whle 27.33% received a full evaluation. Compa-<br />
table totals for clients "Unemployable" were 9.55 and 20.60 and for clients<br />
"Closed Other" were 9.77 and 11.17%.<br />
When the chents categorized as "Employed," "Unemployable," and "Closed<br />
Other" are cross-referenced as to VR referral, t may be observed that 25.25%<br />
of those closed "Employed" were referred outside VR. Of the clients closed<br />
"Unemployable," 34.85% came from outside VR and 21.97% of the clients "Closed<br />
Other" came from outside VR. Other large categorizations for clients closed

"Employed" include 2 6.09% referred to Center VR accepted for services and<br />
17.73% who were referred to Center VR and not accepted. For clients classed<br />
"Unemployable," 34.85% were referred by other or non-apphcable sources,<br />
23.55% of those "Closed Other" came from other or non-apphcable sources.<br />
Of clients "Closed Other," 25.83% were referred to Center VR and not accepted.<br />
When a categomzaton of clients was made based on counselor's recom-<br />
mendation at staffing, it was found that 64% of the clients closed "Employed"<br />
were recommended for training while only 30% of the clients closed "Unemploy-<br />
able" were recommended for training. For clients considered as "Unemployable,<br />
66% were recommended for training. For clients considered as "Unemployable,"<br />
the counselor's recommendation at<br />
stafflng indicated that 21.21% of these people<br />
were considered "Unemployable" at the time of staffing Of clients classed<br />
"Employable," 17.89% were recommended for immediate employment and 5.56%<br />
of the clients classed "Unemployable" were recommended for immediate employ-<br />
ment.<br />
Mean Scores on Selected Variables by E: U O<br />
Mean scores for selected variables gathered for AEESC clients are shown<br />
Table A. These data show that the mean number of dependents for Employed<br />
chents is 2.66, for Unemployable clients, 2.31, and for Closed Other clients,<br />
2.44. The average income at acceptance for these three groups is $144.26,<br />
$138.57, and $139.10 respectively.<br />
The mean IQ score for the Employed group was 88.41, mean Gates Reading<br />
Level at 6.09 and mean Arlthmetc level at 5.64 Comparable scores for the
