combined inspectors. Should the industry favor combined inspections, the<br />

City should implement a program of combined inspections for singlefamily<br />

residential construction.<br />

Consistency<br />

There was substantial customer concern that there are inconsistencies between<br />

inspectors <strong>and</strong> plans examiners <strong>and</strong> between inspectors themselves. They complain<br />

that different interpretations or requirements are coming from all of them. In addition<br />

to training, one effective solution would be for the Building Official to publish an<br />

interpretation manual, <strong>and</strong> expect all staff to adhere to it. Each time an issue appears<br />

new interpretations would be added to the manual.<br />

20. Recommendation: Publish <strong>and</strong> maintain a current code <strong>and</strong> procedural<br />

interpretation manual.<br />

Credit Card Use<br />

In the past, the Building & Safety Department has frowned upon the use of credit<br />

cards. It is negative on the use of credit cards due to bank charges. This can be<br />

overcome by incorporating bank costs into each building category fee. Use of credit<br />

cards contributes to good customer service so that applicants can be covered for any<br />

fee while at the permit counter. Additionally, the City should move to issue more<br />

types of permits over the Internet. Currently contractors use prepaid accounts for<br />

permits issued over the Internet. While this is useful, it is not as comprehensive as the<br />

use of credit cards would be.<br />

21. Recommendation: Incorporate the use of credit cards as a means for<br />

permit applicants to pay fees.<br />

Customer Feedback<br />

Customer feedback for the Building & Safety Department was obtained for this<br />

current study. Customer information was also received in a prior study done by The<br />

Gallup Organization. However, there is no routine program for obtaining continuous<br />

customer feedback. It is suggested that a customer feedback card be developed <strong>and</strong><br />

made available at the permit counter <strong>and</strong> sent to permit applicants after their project<br />

has been completed <strong>and</strong> approved.<br />

22. Recommendation: Develop <strong>and</strong> implement a customer feedback form.<br />
