I. Call to order/Roll Call – The meeting was called to order by the President Dr. Colleen
Peterson at 9:00 A.M. on 6/25/10. Those also present were Ms. Joan Winkler (VP),
Dr. Donald Huggins (Member), Ms. Sean Gamble (Member), Mr. Richard Harrison
(Member), Mr. Erik Schoen (Member), Dr. Katherine Unthank, (Member), Ms. Rose
Marie Reynolds, Deputy Attorney General (DAG) and Mr. Raymond E. Smith Sr.,
Executive Director (ED). Ms. Nighat Abdulla (Sec./Treas.), Ms. Louise Sutherland
(Member) and Ms Neena Laxalt, Lobbyist (Lby.) were absent.
II. Mr. Harrison moved to approve Ms. Kelli Barnhard for Clinical Professional
Counselor (CPC) licensure. Dr. Unthank seconded the motion. Passed unanimously.
Dr. Unthank moved to approve Ms. Brie Bertges for Clinical Professional Counselor
licensure. Ms. Gamble seconded the motion. Passed unanimously.
Mr. Schoen moved to approve Ms. Rebecca Barton for Clinical Professional
Counselor licensure. Mr. Harrison seconded the motion. Passed unanimously.
Mr. Harrison moved to deny Dr. Christian Conte for Clinical Professional Counselor
licensure based on the finding that the licensure submitted to the Board expired in
02/28/2009 and the Board request clarification of hours with verification from a state
Board or a supervisor of internship. Seconded by Dr. Huggins. Passed unanimously.

Mr. Schoen moved to approve Ms. Kendra Forney for Clinical Professional
Counselor licensure. Dr. Unthank seconded this motion. Passed unanimously.
III. Dr. Huggins moved to approve Ms. Emily Dibben for Marriage and Family Therapist
(MFT) Interim Permit (IP) licensure. Seconded by Dr. Unthank. Passed unanimously.
Mr. Harrison moved to deny Ms. Shannon Ryan for Marriage and Family Therapist
Interim Permit licensure based on the finding that the licensure submitted to the
Board expired in 12/31/2009. Seconded by Ms. Gamble. Passed unanimously.
IV. Motion was made by Dr. Huggins to approve Ms. Kimberly Bland for a Marriage and
Family Therapist Internship. Motion seconded by Dr. Unthank. Passed unanimously.
Mr. Harrison moved to approve all listed intern candidates for MFT and CPC
internships, respectively, except Ms. Nicole McGarry and Ms. Rita Nesheiwat.
Seconded by Dr. Unthank. Dr. Peterson abstained. Motion passed.

Ms. Winkler moved to approve Ms. Nichol McGarry and Ms. Rita Nesheiwat for
Marriage & Family Therapist Internship. Dr. Unthank seconded. Mr. Harrison
abstained. Motion passed.
V. Dr. Huggins moved to accept receipt of the listed MFT Interns’ Minimum Hours Reports
and approve them for licensure. Seconded by Mr. Harrison. Passed unanimously.

VI. Mr. Schoen moved to approve internship changes and additions submitted for by listed
interns. Seconded by Ms. Winkler. Passed unanimously

Ms. Gwen Smithson (MFT-Intern) Primary – Faulstich/2 nd – Webster (approved)
Ms. Nicole Clarke-Frechette (MFT-Intern) Secondary – Lea (approved)
Ms. Lindsay Harrison-Barboza (MFT-Intern) Secondary – DeFilippo (approved)
Ms. Joanne Ray (MFT-Intern) Secondary – Hamilton (approved)
VII. Motion was made by Dr. Huggins to approve Ms. Elizabeth Waggoner’s request for
an extension of her MFT internship for three years. Seconded by Dr. Unthank. This
motion passed unanimously.
VIII. Motion was made by Dr. Huggins to deny the request made by Ms. Donna Wilburn,
President of the Nevada chapter of the American Association of Marriage and Family
Therapists, for financial assistance towards their lobbyist. Seconded by Mr. Harrison.
Passed unanimously.
IX. Dr. Huggins moved to accept Mr. Erik Schoen’s years of experience and training in
Nevada and Oregon in order to approve him for Primary CPC-Internship supervision.
Seconded by Dr. Unthank. Mr. Schoen abstained. Motion passed.
X. Mr. Schoen moved to accept Dr. Arthur Brown’s years of experience and training in
Nevada and Utah in order to approve him for Primary MFT-Internship supervision.
Seconded by Dr. Huggins. Passed unanimously.
XI. Dr. Unthank moved that the Board have routine Telephone Conference Board
meetings every other month instead of face-to-face Board meetings in Las Vegas and
Reno, in order to improve financial efficiency while keeping up with Board business.
The Board will explore other ways to improve meeting efficiency, such as video
conferencing. Seconded by Ms. Winkler. Passed unanimously.

XII. The Board acknowledged the annual auditing contract. No action required.
XIII. Public Comment. – There was no public comment.

Dr. Unthank motioned to adjourn meeting at 10:30 am. Seconded by Mr. Harrison.
