Position Paper Outline
A. Introduction (1-2 paragraphs) – The facts on the issue
1. Define the issue: what is it? (give examples)
2. Where is it happening? (and how widespread is it?)
3. Who is involved?
4. Why (do they say)?
B. What does the UN say about the issue?
1. What has the UN said or done regarding this issue in the past?
2. Name and quote from a UN Conference and/or resolution regarding this issue
C. Your country’s perspective
1. What is your country’s experience with this issue – are they involved?
a. If so, give examples and their reasons why (justifications).
b. If so, give examples of what they have done or are doing to address the
issue.
c. If not, say so, and give examples of what they have said or done to address
this issue either in their own country, or in other places.
D. Your country’s recommendation
1. What is your country’s current stance on the issue?
2. Name at least one suggestion for what your country thinks should be done, by
whom, and how

THINGS TO CONSIDER/ANSWER:
If the issue is one of concern in your country: Why is it happening? Is it because they
want to or have to? If they have to, what other issues are getting in the way? If you want to
“defend” the issue (or, perhaps more accurately, your sovereignty), where should the United
Nations be focusing its attention?
If your country is not involved in the issue: What is the ethical/moral issue involved?
Based on your culture, government and economic status, what is your opinion regarding the
issue? What should/can the United Nations do to address this issue, and how can you help?
Speech (At least 30 Seconds) –
Why does my country feel the way it does on the issue? In my country we do/do not
participate in this. What have we done or do we need to do? Where do we need help or
where can we give help?
