TollChecker
Future Proof Toll Collection Systems
TraffiC TeChnology
intelligent Traffic Solutions
for People on the Move
Tolling systems are being introduced all over the
world to expand and maintain infrastructure. The
mobility of all road users has high priority. Exact
toll calculation, collection and enforcement are
prerequisites for tolling systems to be accepted
by both road users and the general public. The
systems must operate safely, fairly and comprehensively.
A high level of automation and high
efficiency are further important factors. These
goals must be achieved with free-flowing traffic
and a minimum of additional technologies such as
On Board Units (OBUs) and roadside installations.
The TollChecker family of products provides the
basis for the successful toll collection and enforcement;
guaranteeing and improving mobility
on busy roads: from country roads to motorways,
in cities and at tolling stations. Vehicles are automatically
detected, identified and classified.
TollChecker’s simplified interfaces allow the products
to integrate seamlessly into new and existing
tolling systems, helping to unlock a range of
application possibilities.
All core technologies used in TollChecker systems
have been directly developed by VITRONIC. This
means that VITRONIC is able to offer customers
made-to-measure solutions through intimate
knowledge of all hardware and software system
components, and the capability to supply these to
the highest technological standards. A further benefit
is that rapid and cost-effective maintenance
are designed into the system from inception.
Exceptional customer service standards complement
these leading edge technologies.
Modular design for all enforcement
scenarios
For interoperability, a key quality of TollChecker is
the modular design with standardized subsystems.
There are four major components to TollChecker
technology:
• Detection • Identification
• Communication • Classification
The modular design results in a TollChecker solution
for all toll enforcement scenarios
• TollChecker freeflow for Multi-Lane Free-Flow
Tolling
• TollChecker avc for vehicle classification at toll
plazas
• TollChecker city for urban congestion charging
schemes
TollChecker technology provides
extensive statistical information
which can be used for:
• Monitoring of access in local traffic areas,
such as transit prohibitions for heavy goods
vehicles in residential areas.
• Traffic counting (further divided into selected
vehicle classes)
• Travel time management and section speed
monitoring
• Homeland security
Detection
The reliable identification and tracking of vehicles is
the basic prerequisite for successful toll enforcement.
TollChecker technology detects and tracks
all vehicles, including those tailgating and traveling
adjacent to each other – even through lane
changes, under heavy traffic conditions, during the
day and night and with adverse weather conditions.
All at full motorway speeds.
Communication
Both microwave and infra-red DSRC communication
modules that support international standards
are integrated into the TollChecker system for vehicle
communication. These modules are provided
through major international partners. Transaction
and evidence data can be transferred to backoffice
systems or to mobile enforcement vehicles
through established communication technologies.
Widely accepted cryptographic measure for encryption
and signing are applied to this data transfer.
identification
If a vehicle cannot be identified using its OBU,
TollChecker technology identifies international and
inter-state license plates, even when color plates
are used. During poor weather, bright sunlight or
snow, VITRONIC achieves extremely high license
plate recognition rates to minimize revenue leakage.
Cameras, illumination and ALPR software are adapted
from custom designed modules to meet the
highest performance requirements.
Classification
The complete tolling solution including
identification, detection, classification
and communiction
Reliable vehicle classification is essential for accu-
rate toll collection and enforcement. TollChecker
technology provides full three dimensional (3D)
classification. Along with the measurement of the
vehicle length, width and height, the number of
axles and the presence of trailers are detected.
Bicycle racks and roof boxes are identified and, as
such, do not result in incorrect classification. The
classification unit is non-intrusive and requires no
in-road equipment. All types of lane layouts can be
covered, independent of the number of lanes or
the width.
TollChecker freeflow
A single gantry offers the complete solution for
Multi-Lane Free-Flow tolling, without the need for
in-road equipment. Combining vehicle detection,
classification, communication and international
license plate recognition, all vehicles are reliably
detected, even in dense traffic or changing lanes.
The flexible system design allows for multiple
camera set-ups for different road formations and
tolling modes.
TollChecker freeflow can be combined with a variety of
payment methods and only when a ‘non-payment’
is detected is the passage report saved and sent
to the back office for further processing. Payment
is made at normal driving speeds, with no need to
slow down. Unconstrained traffic flow eases mobility
for all road users, reduces journey times and
eradicates bottlenecks. Benefits for toll operators
include industry-leading enforcement rates and
lower investment and operating costs
in comparison to other tolling solutions.
TollChecker city
Installed on a single mast, TollChecker city is easily
integrated into congestion charging schemes.
It takes into account the demands of the urban
environment: traffic jams; parked and turning cars;
road works and cyclists do not interfere with system
operation.
TollChecker avc
Using laser-based technology to provide a real
time three dimensional vehicle classification,
TollChecker avc is ideally suited for the upgrading of
existing toll plazas. As a vehicle approaches the
toll booth, sensors generate a 3D model to determine
each vehicle’s class and calculate the payment
amount. After a short distance the height,
width, number of axles and the presence of
trailers and/or roof loads can be determined. The
VITRONIC classification system separates vehicles
traveling closely behind each other and operates
effectively in stop-and-go traffic, even managing
to distinguish reversing vehicles. This solution
is installed adjacent to the lane and requires no
in-road equipment or light barriers. Rapid processing
reduces transaction costs and can speed
up payments.
