that the county’s village<br />

c<strong>on</strong>cept in the current<br />

Comprehensive Plan “in<br />

essence currently establishes<br />

the general framework for<br />

the Urban Development<br />

Areas as they are defined by<br />

the state.”<br />

“Essentially you already<br />

have them,” said Cox. “What<br />

we need to do now is to fine<br />

tune the verbiage.”<br />

higher density, the goal of<br />

acres, less than the area<br />

encompassed by the two<br />

Next steps would be to<br />

decide how to allocate the<br />

acreage between the village<br />

areas, or whether to include<br />

additi<strong>on</strong>al areas in the county’s<br />

<strong>UDA</strong> <strong>plan</strong>.<br />

with District 4 supervisor<br />

Malvern R.”Rudy” Butler,<br />

who said the Tuckahoe Creek<br />

Service District should be<br />

c<strong>on</strong>sidered for inclusi<strong>on</strong> in<br />

the <strong>UDA</strong> <strong>plan</strong>.<br />

seeking public input for the<br />

two village areas as well as<br />

possible inclusi<strong>on</strong> of TCSD<br />

YMCA Ballerinas, who entertained<br />

the crowd dancing to<br />

“The Jingle Bell Rock.”<br />

As the magic hour of 7:30<br />

approached Goochland Board<br />

of <str<strong>on</strong>g>Supervisors</str<strong>on</strong>g> Chairman<br />

William Quarles and YMCA<br />

Executive Director Jay Shively<br />

led the crowd in a countdown<br />

to the lighting of the Christmas<br />

Tree, just behind the main<br />

stage. As the count hit zero,<br />

the tree lit up with a tastefully<br />

understated blue lighted color<br />

scheme.<br />

“It was a great start,” said<br />

Quarles. “We have many people<br />

in Goochland who have a lot.<br />

We need to ‘pay it <str<strong>on</strong>g>forward</str<strong>on</strong>g>,’” he<br />

said, the phrase coming from<br />

a movie title that encouraged<br />

people to pass their good for-<br />

tune <strong>on</strong> to others.<br />

After the tree was lit, children<br />

gathered around as Steve<br />

Kenney read the “The Night<br />

Before Christmas.”<br />

Then Christmas caroling<br />

c<strong>on</strong>tinued al<strong>on</strong>g with arts<br />

and crafts for the kids and hot<br />

chocolate and cookies for all.<br />

Two fires were available for<br />

roasting marshmallows, or just<br />

warming <strong>on</strong>e’s hands to ward<br />

off the chill.<br />

Nine-year-old Kelly Hitt<br />

was <strong>on</strong>e of the first youngsters<br />

to get Santa’s ear. He told him<br />

he wanted some more Bakugan<br />

game figures.<br />

Jan Kenney, who promoted the<br />

idea for the tree lighting event,<br />

called the event a resounding<br />

success.<br />

“It was clear that this is<br />

something that the people<br />

want,” said Kenney, who said<br />

<strong>plan</strong>s were to make the tree<br />

lighting an annual event with<br />

Goochland Recreati<strong>on</strong> and<br />

Parks collaborating again<br />

next year with the Goochland<br />

YMCA.<br />

December 15 is Bill of Rights<br />

Day. This year is the 219th anniversary<br />

of the adopti<strong>on</strong> of the first 10<br />

amendments to the United States<br />

C<strong>on</strong>stituti<strong>on</strong>—the Bill of Rights.<br />

Few Americans notice Bill of Rights<br />

Day. That isn’t surprising, since we<br />

have d<strong>on</strong>e such a poor job of upholding<br />

and abiding by its provisi<strong>on</strong>s.<br />

Rather than debate individual<br />

amendments, let’s c<strong>on</strong>sider a more<br />

fundamental problem: We poorly<br />

understand the elementary c<strong>on</strong>cept<br />

of rights. Many Americans, both c<strong>on</strong>servative<br />

and liberal, further cloud the<br />

issue by asserting that resp<strong>on</strong>sibilities<br />

frequently eclipse rights.<br />

To the founders, government’s<br />

sole legitimate purpose is to protect<br />

our rights. The Declarati<strong>on</strong> of<br />

Independence specifies two essential<br />

points we need to understand about<br />

our rights: 1) They are God-given; 2)<br />

they are inalienable.<br />

Divine authority is a stumbling<br />

block for some Americans, but it is<br />

the sec<strong>on</strong>d point that is the immediate<br />

issue. That our basic rights are inalienable<br />

means, simply and unequivocally:<br />

No pers<strong>on</strong> or group of pers<strong>on</strong>s,<br />

including government, is justified in<br />

trespassing up<strong>on</strong> any<strong>on</strong>e’s rights—<br />

that is, in taking life, liberty or property<br />

from another—except via due process<br />

of law as a penalty for having harmed<br />

or violated some<strong>on</strong>e else’s life, liberty,<br />

or property. One pers<strong>on</strong>’s rights end<br />

where another pers<strong>on</strong>’s rights begin.<br />

fundamental rights has eroded over<br />

the decades. The property right has<br />

suffered the greatest damage. Under<br />

the influence of progressive/socialist<br />

ideas, the traditi<strong>on</strong>al American negative<br />

right to not have somebody take<br />

<strong>on</strong>e’s property has been corrupted and<br />

inverted into a positive premise.<br />

One of the most famous examples<br />

of this inverted c<strong>on</strong>cept of rights was<br />

President Franklin Roosevelt’s socalled<br />

“Ec<strong>on</strong>omic Bill of Rights.” In<br />

1944, FDR asserted that Americans<br />

had a “right to a useful and remunerative<br />

job,” “a decent home,” “adequate<br />

medical care,” “a good educati<strong>on</strong>,” etc.<br />

Nobody objects to decent jobs,<br />

homes, health care, and educati<strong>on</strong>,<br />

but these good things can’t be “rights.”<br />

If <strong>on</strong>e pers<strong>on</strong> has a legal right to have<br />

a home, then other people must be<br />

compelled to provide that home. That<br />

would violate those citizens’ rights<br />

to their own liberty and property. In<br />

other words, “rights” in FDR’s sense<br />

negates “rights” in the founders’ sense.<br />

The asserti<strong>on</strong> that we have become<br />

too “rights-centered” and that we need<br />

to strike a balance between rights and<br />

resp<strong>on</strong>sibilities is inaccurate and misleading.<br />

First, our Republic has always been<br />

rights-centered—after all, we have a<br />

Bill of Rights. Sec<strong>on</strong>d, no mature adult<br />

denies that we have resp<strong>on</strong>sibilities.<br />

Citizens have at least three primary<br />

resp<strong>on</strong>sibilities in our c<strong>on</strong>stituti<strong>on</strong>al,<br />

rights-based order: First, to respect the<br />

rights of others; sec<strong>on</strong>d, to provide for<br />

self and dependents; third, to find a<br />

plain old fashi<strong>on</strong>ed compassi<strong>on</strong>.<br />

I am c<strong>on</strong>fident that 2011 will<br />

fire hazard. To use them safely:<br />

Be sure the fireplace or stove is<br />

installed properly. Wood stoves<br />

should have adequate clearance<br />

(36”) from combustible surfaces<br />

and proper floor support and<br />

protecti<strong>on</strong>. Wood stoves should<br />

be of good quality, solid c<strong>on</strong>structi<strong>on</strong><br />

and design, and should<br />

be laboratory tested. Have the<br />

chimney inspected annually and<br />

cleaned if necessary, especially if it<br />

has not been used for some time.<br />

Do not use flammable liquids to<br />

start or accelerate any fire. Keep<br />

a glass or metal screen in fr<strong>on</strong>t of<br />

the fireplace opening, to prevent<br />

embers or sparks from jumping<br />

out, unwanted material from<br />

going in, and help prevent the<br />

possibility of burns to occupants.<br />

The stove should be burned hot<br />

twice a day for 15-30 minutes<br />

to reduce the amount of creosote<br />

buildup. D<strong>on</strong>’t use excessive<br />

amounts of paper to build roaring<br />

fires in fireplaces. It is possible to<br />

ignite creosote in the chimney by<br />

overbuilding the fire. Never burn<br />

charcoal indoors. Burning charcoal<br />

can give off lethal amounts<br />

of carb<strong>on</strong> m<strong>on</strong>oxide. Keep flammable<br />

materials away from your<br />

fireplace mantel. A spark from<br />

the fireplace could easily ignite<br />

theses materials. Before you go<br />

to sleep, be sure your fireplace<br />

fire is out. NEVER close your<br />

damper with hot ashes in the<br />

fireplace. A closed damper will<br />

help the fire to heat up again and<br />

will force toxic carb<strong>on</strong> m<strong>on</strong>oxide<br />

into the house. If synthetic logs<br />

are used, follow the directi<strong>on</strong>s<br />

<strong>on</strong> the package. NEVER break a<br />

synthetic log apart to quicken the<br />

fire or use more than <strong>on</strong>e log at a<br />

time. They often burn unevenly,<br />

releasing higher levels of carb<strong>on</strong><br />

m<strong>on</strong>oxide.<br />

Furnace Heating<br />

It is important that you have<br />

your furnace inspected to ensure<br />

that it is in good working c<strong>on</strong>diti<strong>on</strong>.<br />

Be sure all furnace c<strong>on</strong>trols<br />

and emergency shutoffs are in<br />

proper working c<strong>on</strong>diti<strong>on</strong>. Leave<br />

furnace repairs to qualified specialists.<br />

Do not attempt repairs<br />

yourself unless you are qualified.<br />

Inspect the walls and ceiling<br />

near the furnace and al<strong>on</strong>g<br />

the chimney line. If the wall is<br />

hot or discolored, additi<strong>on</strong>al pipe<br />

insulati<strong>on</strong> or clearance may be<br />

required. Check the flue pipe<br />

and pipe seams. Are they well<br />

supported and free of holes and<br />

cracks? Soot al<strong>on</strong>g or around<br />

seams may be an indicator of a<br />

Other Winter Fire Safety Tips<br />

Never discard hot ashes inside<br />

or near the home. Place them in a<br />

metal c<strong>on</strong>tainer outside and well<br />

away from the house. Never use<br />

a range or an oven as a supplemental<br />

heating device. Not <strong>on</strong>ly<br />

is it a safety hazard, it can be a<br />

source of potentially toxic fumes.<br />

If you use an electric heater, be<br />

sure not to overload the circuit.<br />

Only use extensi<strong>on</strong> cords which<br />

have the necessary rating to carry<br />

an amp load. TIP: Choose an<br />

extensi<strong>on</strong> cord the same size or<br />

larger than the appliance electrical<br />

cord. Avoid using electrical space<br />

heaters in bathrooms or other<br />

areas where they may come in<br />

c<strong>on</strong>tact with water. Frozen water<br />

pipes? Never try to thaw them<br />

with a blow torch or other<br />

open flame, otherwise the pipe<br />

could c<strong>on</strong>duct the heat and<br />

ignite the wall structure inside<br />

the wall space. Use hot water<br />

or a laboratory tested device<br />

such as a hand held dryer for<br />

thawing. If windows are used<br />

as emergency exits in your<br />

home, practice using them in<br />

the event fire should strike. Be<br />

sure that all the windows open<br />

easily. Home escape ladders are<br />

recommended. If there is a fire<br />

hydrant near your home you<br />

can assist the fire department<br />

by keeping the hydrant clear<br />

of snow so in the event it is<br />

needed, it can be located.<br />

Finally... Be sure every level<br />

of your home has a working<br />

smoke alarm, and be sure to<br />

check and clean it <strong>on</strong> a m<strong>on</strong>thly<br />

basis. Plan and practice a<br />

home escape <strong>plan</strong> with your<br />

family. C<strong>on</strong>tact your local fire<br />

department for advice if you<br />

have a questi<strong>on</strong> <strong>on</strong> home fire<br />

safety.

Office, upgrading county<br />

for all county agencies.<br />

Outside shooting cold<br />

Last Wednesday was <strong>on</strong>e of<br />

those nights best forgotten for the<br />

Goochland Bulldogs boys’ basketball<br />

team.<br />

The M<strong>on</strong>ticello Mustangs brought<br />

their high energy, fast paced style of<br />

play to the Goochland gym and simply<br />

overwhelmed the Bulldogs, 70-<br />

49, in a Jeffers<strong>on</strong> District matchup.<br />

“We were outplayed in every<br />

phase of the game t<strong>on</strong>ight and never<br />

got going,” said Goochland head<br />

coach Oliver Courtney. “We missed<br />

shots we should have made and made<br />

mistakes you can’t afford to make<br />

against a team like M<strong>on</strong>ticello.”<br />

It was <strong>on</strong>ly minutes into the<br />

game when Courtney took his first<br />

timeout with the score 12-4. The<br />

resulting efforts c<strong>on</strong>centrated <strong>on</strong><br />

stopping the Mustang guards, who<br />

were dominant <strong>on</strong> both ends of the<br />

court.<br />

But nothing seemed to work<br />

against M<strong>on</strong>ticello (2-2, 1-1<br />

Jeffers<strong>on</strong> District) and the opening<br />

quarter ended with the Bulldogs <strong>on</strong><br />

the trailing end of a 16-7 score.<br />

In the sec<strong>on</strong>d period, a couple<br />

of spectacular plays by Goochland’s<br />

Tim Miller coupled with some accurate<br />

three point shooting pulled the<br />

Bulldogs within two at 16-14, but<br />

the Mustangs resp<strong>on</strong>ded with an<br />

offensive run that resulted in a 34-24<br />

halftime lead.<br />

M<strong>on</strong>ticello c<strong>on</strong>tinued their up<br />

tempo fast break game in the sec<strong>on</strong>d<br />

half and the Bulldogs just couldn’t<br />

keep up with Mustang guards Jahlil<br />

Mosley, Banes.<br />

“I thought we played well t<strong>on</strong>ight<br />

and we depended <strong>on</strong> our guards<br />

and that’s our game,” said Mustang<br />

coach Kareem Martin. “That’s going<br />

to be the key to what we do. They’re<br />

lightning fast.”<br />

Martin said he’s still waiting for<br />

his “bigs” to come al<strong>on</strong>g to complement<br />

the excellent guard play. “Once<br />

they’re involved, we’ll be that much<br />

more dangerous,” he added.<br />

Mosley led all Mustang scorers<br />

with 18 while Banes recorded nine.<br />

Kevin Archer had 14 points and<br />

Denzell Terry had 12; all of them<br />

from the guard positi<strong>on</strong>.<br />

Martin’s team started out slow<br />

with two close losses but has since<br />

evened its record.<br />

“We’ve still got a lot of things we<br />

need to work <strong>on</strong>, but <strong>on</strong>ce our inside<br />

play improves, we’ll have it all come<br />

together,” he said.<br />

Meanwhile, Goochland is still<br />

looking for answers. “Looks like<br />

every<strong>on</strong>e we’re meeting is playing<br />

well, so we have to adjust the way we<br />

play these teams,” Courtney said following<br />

the loss. “We got outplayed<br />

all the way around, so there’s not<br />

much you take away from a game<br />

like this <strong>on</strong>e.”<br />

Courtney said he’d stress the<br />

basics like rebounding and defense<br />

and instill the need for improvement.<br />

“We’ve got a lot of work to do.”<br />

Courtney feels those improvements<br />

will have to come from the<br />

outside shooters in order to make<br />

the inside game work. Every team<br />

is aware that the Bulldog’s strength<br />

comes in the form of 6-6 center<br />

Corbyn Jacks<strong>on</strong>, and they key <strong>on</strong><br />

him. Therefore, that should lead to<br />

unc<strong>on</strong>tested outside shots.<br />

“There are shots open that we<br />

are not making from the outside,”<br />

Courtney said. “Until we do, every<br />

team is going to sag in <strong>on</strong> the big<br />

man. Until we put the ball in the<br />

hole, the other teams are taking<br />

away our main threat and that’s<br />

tough.”<br />

Even with the extra attenti<strong>on</strong>,<br />

Jacks<strong>on</strong> led all scorers with 17 points,<br />

while Tim Miller added 11.<br />

On Friday night, the Bulldogs<br />

turned in a hard effort but suffered<br />

another home loss 58-51, this time<br />

to Orange County, falling to 0-3 in<br />

the Jeffers<strong>on</strong> District play.<br />

The Bulldog girls and boys have<br />

a week off to improve before returning<br />

to acti<strong>on</strong> this Friday for a home<br />

showdown against Louisa. It will be<br />

the teams’ final home game before<br />

the Christmas break. The girls’ game<br />

begins at 6 p.m. and the boys take<br />

the court at 7:30 p.m.<br />

Parents, coaches and friends<br />

gathered last week to recognize<br />

Goochland High School’s fall<br />

athletes at the Bulldogs’ annual<br />

banquet. More than 200 students<br />

who took part in fall<br />

sports program at the school<br />

participated in the event.<br />

Football, volleyball, golf,<br />

cheerleading and cross-country<br />

teams were recognized al<strong>on</strong>g<br />

with the student athletes who<br />

train them. Each sport gave<br />

out awards to the standout<br />

members of their programs,<br />

and issued letters to deserving<br />

athletes.<br />

Coach Lou Martin presented<br />

awards to members of this<br />

year’s golf team. Trent Dankos<br />

captured the team’s most valuable<br />

player award while Zail<br />

Smith received the Bulldog<br />

award. Tennis Bradshaw was<br />

named most improved, and<br />

Ben Swecker was tapped for<br />

the coaches’ award.<br />

Cheerleading coaches<br />

Bethany Gord<strong>on</strong> and Beth<br />

Curfman recognized their<br />

squad leaders for outstanding<br />

efforts.<br />

Rose McCarthy was named<br />

most spirited <strong>on</strong> the varsity<br />

cheerleading squad, and most<br />

improved went to Mackenzie<br />

of his team who have been<br />

stalwarts in the program for<br />

received the girls and boys<br />

most valuable player awards,<br />

respectively.<br />

For the girls, runner Dana<br />

Rodriguez captured the Bulldog<br />

award, while Libby Luedecke<br />

was named most improved.<br />

Amberly Marria was tapped as<br />

rookie of the year.<br />

In boys cross-country, the<br />

Bulldog award went to Levi<br />

Ballard, and Marcus Houst<strong>on</strong><br />

received the most improved.<br />

Singlet<strong>on</strong> introduced his<br />

district winning team to an<br />

appreciative audience. The<br />

junior Bulldogs captured the<br />

Jeffers<strong>on</strong> District crown for the<br />

sec<strong>on</strong>d year in a row.<br />

“If I had to say <strong>on</strong>e word<br />

that would describe this team,<br />

it would be heart,” Singlet<strong>on</strong><br />

said before he handed out<br />

awards.<br />

Mitchell Brice was named<br />

offensive MVP while Scott<br />

Pearce was tapped as defensive<br />

MVP. Collin Smith received<br />

the Bulldog award and Jordan<br />

Jeffers<strong>on</strong> walked away with the<br />

coaches’ award.<br />

Varsity football coach Joe<br />

Fowler followed with is near<br />

60- member squad. The veteran<br />

coach said this year’s 6-4<br />

record was a disappointment.<br />

“We have high expectati<strong>on</strong>s<br />

around here,” Fowler said.<br />

He said although some<br />

members of the squad may<br />

go <strong>on</strong> to college careers, many<br />

more will c<strong>on</strong>tribute in other<br />

ways. “ I d<strong>on</strong>’t know if any of<br />

these kids will play in the NFL.<br />

I d<strong>on</strong>’t know if any of them<br />

will be college All Americans,”<br />

Fowler said. “But I’d be willing<br />

to bet that out of this group will<br />

come a doctor, a lawyer, a Board<br />

of Supervisor or School Board<br />

representative, a teacher, a fireman,<br />

a police officer or a pers<strong>on</strong><br />

who serves in the military.<br />

Whether they play football or<br />

not, that’s what it is important.”<br />

Running back David<br />

McKenna was named offensive<br />

MVP, while Jess McLaughlin<br />

was tapped as defensive MVP.<br />

Three athletes were named as<br />

coaches award winners. They<br />

were J<strong>on</strong>athan Hernd<strong>on</strong>,<br />

Adam Maguire and Camer<strong>on</strong><br />

Harris<strong>on</strong>.<br />

Black recognized the dedicat-<br />

Henrico’s Byrd Middle School celebrated<br />

its selecti<strong>on</strong> as the school<br />

with the best library in Virginia last<br />

Thursday.<br />

Chosen by the Virginia Educati<strong>on</strong>al<br />

Media Associati<strong>on</strong> (VEMA) as the<br />

School Library of the Year for 2010,<br />

Byrd was visited by Nancy Everhart,<br />

American Associati<strong>on</strong> of School<br />

Librarians (AASL) President <strong>on</strong> her<br />

“Visi<strong>on</strong> Tour” of some of the nati<strong>on</strong>’s<br />

best school libraries.<br />

“This is the 14th school I’ve been to<br />

since September,” said Everhart, who<br />

said she was heading home for the holidays<br />

after her visit to Byrd. She hopes to<br />

visit all 35 libraries nominated by their<br />

states this year.<br />

Thursday’s festivities included two<br />

assemblies for the student body. After<br />

performances by the Byrd cheerleaders<br />

and the step team, School Board Chair<br />

Lisa Marshall told the students she was<br />

not surprised that Byrd’s library was<br />

Guest speaker Rob Ukrop,<br />

stressed the importance of reading<br />

in his comments.<br />

“Reading gives you a good<br />

foundati<strong>on</strong>,” said Ukrop. “Once<br />

you learn to read it’s a lifetime<br />

skill.”<br />

Ukrop brought a copy of “The<br />

Giving Tree,” a book his dad<br />

used to read to him when he was<br />

a young boy when he couldn’t<br />

sleep or had nightmares.<br />

“The thing I love is that it’s<br />

just me and the book,” said<br />

Ukrop, who said that he reads<br />

everyday.<br />

At the close of the assembly,<br />

said the school libraries selected<br />

would be held up for others to<br />
