the general framework for 

the Urban Development 

Areas as they are defined by 

the state.” 

“Essentially you already 

have them,” said Cox. “What 

we need to do now is to fine 

tune the verbiage.”

the UDA legislation.

Cox said that the land

acres, less than the area 

encompassed by the two 

villages. 

Next steps would be to 

decide how to allocate the 

acreage between the village 

areas, or whether to include 

additional areas in the county’s 

UDA plan.

with District 4 supervisor 

Malvern R.”Rudy” Butler, 

who said the Tuckahoe Creek 

Service District should be 

considered for inclusion in 

the UDA plan.

Diamond Jubilee Anniversary, 

October 29-31st in Roanoke, 

Virginia in recognition of “75 

years of Pride, Dedication 

and Service” to the citizens of 

Virginia. The conference featured 

speakers such as poet

James; Jack Gravely local radio 

talk show host, and various 

youth performers.

crown. She is an aspiring lawyer 

and an avid soccer player, loves 

to read, sing, and praise dance in 

her church. Her family, church

Goochland High School Jazz 

Choir directed by Susan Duty, 

followed by the Goochland 

YMCA Ballerinas, who entertained 

the crowd dancing to 

“The Jingle Bell Rock.” 

As the magic hour of 7:30 

approached Goochland Board 

of <strong>Supervisors</strong> Chairman 

William Quarles and YMCA 

Executive Director Jay Shively 

led the crowd in a countdown 

to the lighting of the Christmas 

Tree, just behind the main 

stage. As the count hit zero, 

the tree lit up with a tastefully 

understated blue lighted color 

scheme. 

“It was a great start,” said 

Quarles. “We have many people 

in Goochland who have a lot. 

We need to ‘pay it <strong>forward</strong>,’” he 

said, the phrase coming from 

a movie title that encouraged 

people to pass their good for- 

tune on to others. 

After the tree was lit, children 

gathered around as Steve 

Kenney read the “The Night 

Before Christmas.” 

Then Christmas caroling 

continued along with arts 

and crafts for the kids and hot 

chocolate and cookies for all. 

Two fires were available for 

roasting marshmallows, or just 

warming one’s hands to ward 

off the chill. 

Nine-year-old Kelly Hitt 

was one of the first youngsters 

to get Santa’s ear. He told him 

he wanted some more Bakugan 

game figures. 

YMCA Program Director 

Jan Kenney, who promoted the 

idea for the tree lighting event, 

called the event a resounding 

success. 

“It was clear that this is 

something that the people 

want,” said Kenney, who said 

plans were to make the tree 

lighting an annual event with 

Goochland Recreation and 

Parks collaborating again 

next year with the Goochland 

YMCA.

Honoring Bill of Rights Day

December 15 is Bill of Rights 

Day. This year is the 219th anniversary 

of the adoption of the first 10 

amendments to the United States 

Constitution—the Bill of Rights. 

Few Americans notice Bill of Rights 

Day. That isn’t surprising, since we 

have done such a poor job of upholding 

and abiding by its provisions. 

Rather than debate individual 

amendments, let’s consider a more 

fundamental problem: We poorly 

understand the elementary concept 

of rights. Many Americans, both conservative 

and liberal, further cloud the 

issue by asserting that responsibilities 

frequently eclipse rights. 

To the founders, government’s 

sole legitimate purpose is to protect 

our rights. The Declaration of 

Independence specifies two essential 

points we need to understand about 

our rights: 1) They are God-given; 2) 

they are inalienable. 

Divine authority is a stumbling 

block for some Americans, but it is 

the second point that is the immediate 

issue. That our basic rights are inalienable 

means, simply and unequivocally: 

No person or group of persons, 

including government, is justified in 

trespassing upon anyone’s rights— 

that is, in taking life, liberty or property 

from another—except via due process 

of law as a penalty for having harmed 

or violated someone else’s life, liberty, 

or property. One person’s rights end 

where another person’s rights begin.

fundamental rights has eroded over 

the decades. The property right has 

suffered the greatest damage. Under 

the influence of progressive/socialist 

ideas, the traditional American negative 

right to not have somebody take 

one’s property has been corrupted and 

inverted into a positive premise. 

One of the most famous examples 

of this inverted concept of rights was 

President Franklin Roosevelt’s socalled 

“Economic Bill of Rights.” In 

1944, FDR asserted that Americans 

had a “right to a useful and remunerative 

job,” “a decent home,” “adequate 

medical care,” “a good education,” etc. 

Nobody objects to decent jobs, 

homes, health care, and education, 

but these good things can’t be “rights.” 

If one person has a legal right to have 

a home, then other people must be 

compelled to provide that home. That 

would violate those citizens’ rights 

to their own liberty and property. In 

other words, “rights” in FDR’s sense 

negates “rights” in the founders’ sense. 

The assertion that we have become 

too “rights-centered” and that we need 

to strike a balance between rights and 

responsibilities is inaccurate and misleading. 

First, our Republic has always been 

rights-centered—after all, we have a 

Bill of Rights. Second, no mature adult 

denies that we have responsibilities. 

Citizens have at least three primary 

responsibilities in our constitutional, 

rights-based order: First, to respect the 

rights of others; second, to provide for 

self and dependents; third, to find a

fire hazard. To use them safely: 

Be sure the fireplace or stove is 

installed properly. Wood stoves 

should have adequate clearance 

(36”) from combustible surfaces 

and proper floor support and 

protection. Wood stoves should 

be of good quality, solid construction 

and design, and should 

be laboratory tested. Have the 

chimney inspected annually and 

cleaned if necessary, especially if it 

has not been used for some time. 

Do not use flammable liquids to 

start or accelerate any fire. Keep 

a glass or metal screen in front of 

the fireplace opening, to prevent 

embers or sparks from jumping 

out, unwanted material from 

going in, and help prevent the 

possibility of burns to occupants. 

The stove should be burned hot 

twice a day for 15-30 minutes 

to reduce the amount of creosote 

buildup. Don’t use excessive 

amounts of paper to build roaring 

fires in fireplaces. It is possible to 

ignite creosote in the chimney by 

overbuilding the fire. Never burn 

charcoal indoors. Burning charcoal 

can give off lethal amounts 

of carbon monoxide. Keep flammable 

materials away from your 

fireplace mantel. A spark from 

the fireplace could easily ignite 

theses materials. Before you go 

to sleep, be sure your fireplace 

fire is out. NEVER close your 

damper with hot ashes in the 

fireplace. A closed damper will 

help the fire to heat up again and 

will force toxic carbon monoxide 

into the house. If synthetic logs 

are used, follow the directions 

on the package. NEVER break a 

synthetic log apart to quicken the 

fire or use more than one log at a 

time. They often burn unevenly, 

releasing higher levels of carbon 

monoxide. 

Furnace Heating 

It is important that you have 

your furnace inspected to ensure 

that it is in good working condition. 

Be sure all furnace controls 

and emergency shutoffs are in 

proper working condition. Leave 

furnace repairs to qualified specialists. 

Do not attempt repairs 

yourself unless you are qualified. 

Inspect the walls and ceiling 

near the furnace and along 

the chimney line. If the wall is 

hot or discolored, additional pipe 

insulation or clearance may be 

required. Check the flue pipe 

and pipe seams. Are they well 

supported and free of holes and 

cracks? Soot along or around 

seams may be an indicator of a 

leak. Is the chimney solid, with

cracks or loose bricks? All unused 

flue openings should be sealed 

with solid masonry. Keep trash 

and other combustibles away 

from the heating system. 

Other Winter Fire Safety Tips 

Never discard hot ashes inside 

or near the home. Place them in a 

metal container outside and well 

away from the house. Never use 

a range or an oven as a supplemental 

heating device. Not only 

is it a safety hazard, it can be a 

source of potentially toxic fumes. 

If you use an electric heater, be 

sure not to overload the circuit. 

Only use extension cords which 

have the necessary rating to carry 

an amp load. TIP: Choose an 

extension cord the same size or 

larger than the appliance electrical 

cord. Avoid using electrical space 

heaters in bathrooms or other 

areas where they may come in 

contact with water. Frozen water 

pipes? Never try to thaw them 

with a blow torch or other 

open flame, otherwise the pipe 

could conduct the heat and 

ignite the wall structure inside 

the wall space. Use hot water 

or a laboratory tested device 

such as a hand held dryer for 

thawing. If windows are used 

as emergency exits in your 

home, practice using them in 

the event fire should strike. Be 

sure that all the windows open 

easily. Home escape ladders are 

recommended. If there is a fire 

hydrant near your home you 

can assist the fire department 

by keeping the hydrant clear 

of snow so in the event it is 

needed, it can be located. 

Finally... Be sure every level 

of your home has a working 

smoke alarm, and be sure to 

check and clean it on a monthly 

basis. Plan and practice a 

home escape plan with your 

family. Contact your local fire 

department for advice if you 

have a question on home fire 

safety.

Commission and ultimately 

the board for inclusion 

into the Comprehensive 

Plan.

board heard a presentation 

by Major Don Bewkes 

of the Sheriff’s Office 

concerning the need to 

upgrade the county’s communications 

by January 

2003 as mandated by the 

FCC. The proposed plan 

involves constructing an 

addition to the Sheriff’s 

Office, upgrading county 

owned towers and purchasing 

a new radio system 

for all county agencies.

Last Wednesday was one of 

those nights best forgotten for the 

Goochland Bulldogs boys’ basketball 

team. 

The Monticello Mustangs brought 

their high energy, fast paced style of 

play to the Goochland gym and simply 

overwhelmed the Bulldogs, 70- 

49, in a Jefferson District matchup. 

“We were outplayed in every 

phase of the game tonight and never 

got going,” said Goochland head 

coach Oliver Courtney. “We missed 

shots we should have made and made 

mistakes you can’t afford to make 

against a team like Monticello.” 

It was only minutes into the 

game when Courtney took his first 

timeout with the score 12-4. The 

resulting efforts concentrated on 

stopping the Mustang guards, who 

were dominant on both ends of the 

court. 

But nothing seemed to work 

against Monticello (2-2, 1-1 

Jefferson District) and the opening 

quarter ended with the Bulldogs on 

the trailing end of a 16-7 score. 

In the second period, a couple 

of spectacular plays by Goochland’s 

Tim Miller coupled with some accurate 

three point shooting pulled the 

Bulldogs within two at 16-14, but 

the Mustangs responded with an 

offensive run that resulted in a 34-24 

halftime lead. 

Monticello continued their up 

tempo fast break game in the second 

half and the Bulldogs just couldn’t 

keep up with Mustang guards Jahlil 

Mosley, Banes. 

“I thought we played well tonight 

and we depended on our guards 

and that’s our game,” said Mustang 

coach Kareem Martin. “That’s going 

to be the key to what we do. They’re 

lightning fast.” 

Martin said he’s still waiting for 

his “bigs” to come along to complement 

the excellent guard play. “Once

looking for answers. “Looks like 

everyone we’re meeting is playing 

well, so we have to adjust the way we 

play these teams,” Courtney said following 

the loss. “We got outplayed 

all the way around, so there’s not 

much you take away from a game

and instill the need for improvement. 

“We’ve got a lot of work to do.” 

Courtney feels those improvements 

will have to come from the 

outside shooters in order to make 

the inside game work. Every team 

is aware that the Bulldog’s strength 

comes in the form of 6-6 center 

Corbyn Jackson, and they key on 

him. Therefore, that should lead to 

uncontested outside shots. 

“There are shots open that we 

are not making from the outside,” 

Courtney said. “Until we do, every 

team is going to sag in on the big 

man. Until we put the ball in the 

hole, the other teams are taking 

away our main threat and that’s 

tough.” 

Even with the extra attention, 

Jackson led all scorers with 17 points, 

while Tim Miller added 11. 

On Friday night, the Bulldogs 

turned in a hard effort but suffered 

another home loss 58-51, this time 

to Orange County, falling to 0-3 in 

the Jefferson District play. 

The Bulldog girls and boys have 

a week off to improve before returning 

to action this Friday for a home 

showdown against Louisa. It will be 

the teams’ final home game before 

the Christmas break. The girls’ game 

begins at 6 p.m. and the boys take 

the court at 7:30 p.m.

Fall sports banquet recognizes outstanding efforts

Parents, coaches and friends 

gathered last week to recognize 

Goochland High School’s fall 

athletes at the Bulldogs’ annual 

banquet. More than 200 students 

who took part in fall 

sports program at the school 

participated in the event. 

Football, volleyball, golf, 

cheerleading and cross-country 

teams were recognized along 

with the student athletes who 

train them. Each sport gave 

out awards to the standout 

members of their programs, 

and issued letters to deserving 

athletes. 

Coach Lou Martin presented 

awards to members of this 

year’s golf team. Trent Dankos 

captured the team’s most valuable 

player award while Zail 

Smith received the Bulldog 

award. Tennis Bradshaw was 

named most improved, and 

Ben Swecker was tapped for 

the coaches’ award. 

Cheerleading coaches 

Bethany Gordon and Beth 

Curfman recognized their 

squad leaders for outstanding 

efforts. 

Rose McCarthy was named 

most spirited on the varsity 

cheerleading squad, and most 

improved went to Mackenzie

Ballard, and Marcus Houston 

received the most improved. 

Scott Owens was named rookie 

of the year.

appreciative audience. The 

junior Bulldogs captured the 

Jefferson District crown for the 

second year in a row. 

“If I had to say one word 

that would describe this team, 

it would be heart,” Singleton 

said before he handed out 

awards. 

Mitchell Brice was named 

offensive MVP while Scott 

Pearce was tapped as defensive 

MVP. Collin Smith received 

the Bulldog award and Jordan 

Jefferson walked away with the 

coaches’ award. 

Varsity football coach Joe 

Fowler followed with is near 

60- member squad. The veteran 

coach said this year’s 6-4 

record was a disappointment. 

“We have high expectations 

around here,” Fowler said. 

He said although some 

members of the squad may 

go on to college careers, many 

more will contribute in other 

ways. “ I don’t know if any of 

these kids will play in the NFL. 

I don’t know if any of them 

will be college All Americans,” 

Fowler said. “But I’d be willing 

to bet that out of this group will 

come a doctor, a lawyer, a Board 

of Supervisor or School Board 

representative, a teacher, a fireman, 

a police officer or a person 

who serves in the military. 

Whether they play football or 

not, that’s what it is important.” 

Running back David 

McKenna was named offensive 

MVP, while Jess McLaughlin 

was tapped as defensive MVP. 

Three athletes were named as 

coaches award winners. They 

were Jonathan Herndon, 

Adam Maguire and Cameron 

Harrison. 

Athletic trainer Melissa 

Black recognized the dedicat-

Henrico’s Byrd Middle School celebrated 

its selection as the school 

with the best library in Virginia last 

Thursday. 

Chosen by the Virginia Educational 

Media Association (VEMA) as the 

School Library of the Year for 2010, 

Byrd was visited by Nancy Everhart, 

American Association of School 

Librarians (AASL) President on her 

“Vision Tour” of some of the nation’s 

best school libraries. 

“This is the 14th school I’ve been to 

since September,” said Everhart, who 

said she was heading home for the holidays 

after her visit to Byrd. She hopes to 

visit all 35 libraries nominated by their 

states this year. 

Thursday’s festivities included two 

assemblies for the student body. After 

performances by the Byrd cheerleaders 

and the step team, School Board Chair 

Lisa Marshall told the students she was 

not surprised that Byrd’s library was

beginning Dec. 26 


The Keep Henrico Beautiful 

Committee will provide 

Christmas tree recycling for 

Henrico residents at two county 

sites from Sunday, Dec. 26 

through Sunday, Jan. 9. 

Residents may bring their trees 

to the lower parking lot at the 

Henrico Government Center, 

4301 E. Parham Road, and to the 

front parking lot at the Eastern 

Government Center, 3820 Nine 

Mile Road. This free service is 

offered for residential use, not 

for commercial tree lots. 

Residents may also recycle

Teen Advisory Board Book Drive 

ends December 31.

Henrico Schools Secondary 

Education Director David 

Meyers said he’s often heard 

libraries called the “brain” of the 

school but that at Byrd it went 

further. 

“Your library is the brain and 

the heart of this school,” said 

Meyers. “We’re really proud of 

you – great job Byrd Middle 

School.” 

Guest speaker Rob Ukrop, 

stressed the importance of reading 

in his comments. 

“Reading gives you a good 

foundation,” said Ukrop. “Once 

you learn to read it’s a lifetime 

skill.” 

Ukrop brought a copy of “The 

Giving Tree,” a book his dad 

used to read to him when he was 

a young boy when he couldn’t 

sleep or had nightmares. 

“The thing I love is that it’s 

just me and the book,” said 

Ukrop, who said that he reads 

everyday. 

At the close of the assembly, 

Everhart presented the award 

to Byrd Librarians Shannon 

Hyman and Janis Jones and 

Assistant Librarian Mary 

Freundt. 

Hyman said Byrd principal 

Sharon Pope had nominated the 

Byrd Library.

Everhart said the criteria for 

selection of the best libraries 

included having outstanding 

programming that affected 

every student in the school, the 

population had to be diverse, the 

library must be visually stimulating 

and the school librarians 

had to be members of AASL. 

“You meet those criteria far 

and above,” said Everhart, who 

said the school libraries selected 

would be held up for others to 

emulate. 

Before the assemblies, Everhart 

toured the school and took part 

in a panel discussion and model 

instructional lesson.
