MANUAL RELATING TO RIGHT TO<br />
INFORMATION ACT, <strong>2005</strong> IN RESPECT OF<br />
SERICULTURE DEPARTMENT<br />
1. The particulars of its organizati<strong>on</strong>s, functi<strong>on</strong>s and duties<br />
(a) Direc<strong>to</strong>rate of Sericulture :<br />
The Department of Sericulture is headed by Direc<strong>to</strong>r of Sericulture, Govt. of <strong>Mizoram</strong><br />
who is having the power of Head of the Department. The main functi<strong>on</strong>s and duties are <strong>to</strong><br />
formulate the Annual/Five Year Plans as per funds allotted <strong>to</strong> the Department by the Govt. of<br />
<strong>Mizoram</strong> from time <strong>to</strong> time. The Direc<strong>to</strong>r of Sericulture is also resp<strong>on</strong>sible for budget<br />
preparati<strong>on</strong>; implementati<strong>on</strong> and m<strong>on</strong>i<strong>to</strong>ring of plan schemes and c<strong>on</strong>trol of all financial<br />
expenditures as per plans/estimates. To submit m<strong>on</strong>thly/quarterly/yearly progress reports<br />
covering both the financial and physical aspects as required by the Govt. of <strong>Mizoram</strong>.<br />
The Direc<strong>to</strong>r of Sericulture is assisted by <strong>on</strong>e Jt. Direc<strong>to</strong>r, <strong>on</strong>e Dy. Direc<strong>to</strong>r and <strong>on</strong>e<br />
Asst. Direc<strong>to</strong>r <strong>on</strong>ly. The said two Officers do not have specific powers but <strong>to</strong> assist the<br />
Direc<strong>to</strong>r of Sericulture in all official matters relating <strong>to</strong> Sericulture activities.<br />
(b) Sericulture Training Institute :<br />
The Sericulture Training Institute (STI) is headed by Principal, who has been assisted<br />
by a few numbers of Ministerial and Technical Staff. The main functi<strong>on</strong> of this training<br />
institute is <strong>to</strong> impart training of farmers/in-service pers<strong>on</strong>nels in the line of Sericulture and<br />
deciminate the latest technologies of Sericulture activities.<br />
(c) District Organisati<strong>on</strong> :<br />
There are 7 (seven) Sericulture Districts located at the following places - Kolasib,<br />
Serchhip, Lunglei, Lawngtlai, Saiha and Champhai.<br />
(d) Departmental Farms & Centres :<br />
The Department is running the following Dem<strong>on</strong>strati<strong>on</strong>-cum-Seed Farms as well as<br />
Reeling fac<strong>to</strong>ry and Central Grainage as below.<br />

2 The powers & duties of its officers ad employees<br />

(i) Direc<strong>to</strong>r : In the Department of Sericulture, the Direc<strong>to</strong>r of Sericulture is functi<strong>on</strong>ing as Head<br />
of the Department and exercising the financial powers delegated by the Govt. of <strong>Mizoram</strong><br />
from time <strong>to</strong> time. He is, therefore, having the accountability in all matters.<br />
(xiii) Jt. Direc<strong>to</strong>r : He is assisting Direc<strong>to</strong>r in all aspects of Planning, the M<strong>on</strong>i<strong>to</strong>ring and<br />
Coordinating the developmental works of the Department.<br />
(xiii) Dy.Direc<strong>to</strong>r : He is assisting Direc<strong>to</strong>r in all aspects of Planning, the M<strong>on</strong>i<strong>to</strong>ring and<br />
Coordinating the developmental works of the Department.<br />
(iii) Principal, STI : He is the head of the Institute, his main functi<strong>on</strong> is imparting training both<br />
for inservice and farmers.<br />
(iv) District Sericulture Officer : To motivate public <strong>to</strong>wards Sericulture practices for<br />
sustainable self employment and <strong>to</strong> uplift their ec<strong>on</strong>omy. They are resp<strong>on</strong>sible for overall<br />
supervisi<strong>on</strong> of the activities in their respective Districts<br />
(xiii) Sericulture Promoti<strong>on</strong> Officer : They are sub-divisi<strong>on</strong>al Officers assisting District<br />
Sericulture Officers in the development of Sericulture.<br />
(xiii) Extensi<strong>on</strong> Officer : The main functi<strong>on</strong> is extensi<strong>on</strong> works in the field motivating<br />
farmers in the line of Sericulture <strong>to</strong> uplift their livelihood.<br />
(xiii) Farm Manager/Sericulture Inspec<strong>to</strong>r/Reeling Foreman : To look after<br />
Departmental farms and <strong>to</strong> maintain the Muster roll labours daily works.<br />
(viii) Sericulture Dem<strong>on</strong>stra<strong>to</strong>r : To look after Sericulture Circles in the village level.<br />
(ix) Rearer/Weaver/Reeler : Generally, they are attached <strong>to</strong> Departmental Farms <strong>to</strong> c<strong>on</strong>duct<br />
rearing and producing coco<strong>on</strong>s for seed purpose.<br />
(xiii) Superintendent : Superintendent is the overall incharge in the Office. It is his sole<br />
resp<strong>on</strong>sibilities <strong>to</strong> maintain office procedure and office discipline and the staff under<br />
his c<strong>on</strong>trol. Every official work is undertaken under the full supervisi<strong>on</strong> of<br />
Superintendent. Punctuality of staff and maintaining good attendance, welfare and<br />
good courtesy am<strong>on</strong>g the workers are wholly depend up<strong>on</strong> the working efficiency of<br />
the Superintendent. On the other hand, he is <strong>on</strong>e of the most important working<br />
organ in the office.<br />
(xiii) Assistant/Accountant : The functi<strong>on</strong> of the Assistant are next <strong>to</strong> Office<br />
Superintendent. Assistant are entrusted <strong>to</strong> discharge their duties more efficiently and<br />
expected <strong>to</strong> dispose all matters more enthusiastically and sensibility whereas in the<br />
District Offices, Assistant are designated as Head Assistant (HA) <strong>to</strong> dispose with all<br />
matter efficiently next <strong>to</strong> Officer incharge in the Dist. Level offices.<br />
(xii) UDC/LDC : UDC/LDC are the main working organ in the office. No official works could<br />
possible unless they discharge their duties sincerely and efficiently. Every outgoing/incoming<br />
corrier dak, etc. are under the c<strong>on</strong>trol of UDC/LDC who are entrusted <strong>to</strong> do so.<br />
(xiii) Pe<strong>on</strong>/Grade IV : They are most important and indispensable working agent in the office.<br />
They helps clerks in disposing and trafficking files from Dealing Assistant <strong>to</strong> the Head of the<br />

office/Department. They also helps important official corrier dak <strong>to</strong> reach in the right<br />
destinati<strong>on</strong>.<br />

3 The procedure followed in the decisi<strong>on</strong> making process, including channels of<br />
supervisi<strong>on</strong> and accountability<br />
(a) Direc<strong>to</strong>rate : (i) Issue of LOC i.e. c<strong>on</strong>trol of expenditure.<br />
(ii) Finalisati<strong>on</strong> of policy matters.<br />
(b) District : (i) Functi<strong>on</strong>al machineries in the field.<br />
(ii) Submissi<strong>on</strong> of reports like m<strong>on</strong>thly, quarterly, etc.<br />
(iii) Selecti<strong>on</strong> of beneficiary/farmers<br />
The dealing Assistant of a particular file initiated a policy and endorsed <strong>to</strong> the<br />
immediate superior till the matter reaches the authority <strong>to</strong> make decisi<strong>on</strong>.<br />
4 The norms set by it for the discharge of its functi<strong>on</strong>s<br />
All work activities from village level <strong>to</strong> the <strong>to</strong>p authorities have been initiated<br />
by the c<strong>on</strong>cerned field officers/staffs by way of preparati<strong>on</strong> of acti<strong>on</strong> plans and reports and<br />
the same are passed <strong>on</strong> <strong>to</strong> the next authorities/sub divisi<strong>on</strong>al level officers and then <strong>to</strong> the<br />
District Officers. The District Officers are then required <strong>to</strong> pass <strong>on</strong> all the reports received<br />
from different secti<strong>on</strong>s under his administrative c<strong>on</strong>trol <strong>to</strong> the Direc<strong>to</strong>r of Sericulture who, in<br />
turn endorsed the informati<strong>on</strong> <strong>to</strong> the Administrative Department in a c<strong>on</strong>solidated form. Since<br />
the Govt. of <strong>Mizoram</strong> does not have a separate <str<strong>on</strong>g>Manual</str<strong>on</strong>g> for administrati<strong>on</strong> it followed the<br />
Central Civil Secretariat <str<strong>on</strong>g>Manual</str<strong>on</strong>g> in the Department. And for all Govt. business transacti<strong>on</strong>s the<br />
<strong>Mizoram</strong> Transacti<strong>on</strong> of Business Rules, 1987 is in use.<br />
5 The Rules, Regulati<strong>on</strong>s, Instructi<strong>on</strong>s, <str<strong>on</strong>g>Manual</str<strong>on</strong>g>s and Records held by it or under<br />
its c<strong>on</strong>trol or used by its employees for discharging its functi<strong>on</strong>s<br />
Since the Department is having no <str<strong>on</strong>g>Manual</str<strong>on</strong>g> of its own all the Rules, Regulati<strong>on</strong>s,<br />

The main procedure of processing each case is d<strong>on</strong>e through files opened for this<br />
purpose. Therefore documents that are held by the Department of Sericulture or under its<br />
c<strong>on</strong>trol are mainly files. No specific categorizati<strong>on</strong> of documents has been d<strong>on</strong>e.<br />
7 The particulars of any arrangement that exists for c<strong>on</strong>sultati<strong>on</strong> with, or<br />
representati<strong>on</strong> by the members of the public in relati<strong>on</strong> <strong>to</strong> the formulati<strong>on</strong> of its<br />
