3 The procedure followed in the decisi<strong>on</strong> making process, including channels of<br />
supervisi<strong>on</strong> and accountability<br />
(a) Direc<strong>to</strong>rate : (i) Issue of LOC i.e. c<strong>on</strong>trol of expenditure.<br />
(ii) Finalisati<strong>on</strong> of policy matters.<br />
(b) District : (i) Functi<strong>on</strong>al machineries in the field.<br />
(ii) Submissi<strong>on</strong> of reports like m<strong>on</strong>thly, quarterly, etc.<br />
(iii) Selecti<strong>on</strong> of beneficiary/farmers<br />
The dealing Assistant of a particular file initiated a policy and endorsed <strong>to</strong> the<br />
immediate superior till the matter reaches the authority <strong>to</strong> make decisi<strong>on</strong>.<br />
4 The norms set by it for the discharge of its functi<strong>on</strong>s<br />
All work activities from village level <strong>to</strong> the <strong>to</strong>p authorities have been initiated<br />
by the c<strong>on</strong>cerned field officers/staffs by way of preparati<strong>on</strong> of acti<strong>on</strong> plans and reports and<br />
the same are passed <strong>on</strong> <strong>to</strong> the next authorities/sub divisi<strong>on</strong>al level officers and then <strong>to</strong> the<br />
District Officers. The District Officers are then required <strong>to</strong> pass <strong>on</strong> all the reports received<br />
from different secti<strong>on</strong>s under his administrative c<strong>on</strong>trol <strong>to</strong> the Direc<strong>to</strong>r of Sericulture who, in<br />
turn endorsed the informati<strong>on</strong> <strong>to</strong> the Administrative Department in a c<strong>on</strong>solidated form. Since<br />
the Govt. of <strong>Mizoram</strong> does not have a separate <str<strong>on</strong>g>Manual</str<strong>on</strong>g> for administrati<strong>on</strong> it followed the<br />
Central Civil Secretariat <str<strong>on</strong>g>Manual</str<strong>on</strong>g> in the Department. And for all Govt. business transacti<strong>on</strong>s the<br />
<strong>Mizoram</strong> Transacti<strong>on</strong> of Business Rules, 1987 is in use.<br />
5 The Rules, Regulati<strong>on</strong>s, Instructi<strong>on</strong>s, <str<strong>on</strong>g>Manual</str<strong>on</strong>g>s and Records held by it or under<br />
its c<strong>on</strong>trol or used by its employees for discharging its functi<strong>on</strong>s<br />
Since the Department is having no <str<strong>on</strong>g>Manual</str<strong>on</strong>g> of its own all the Rules, Regulati<strong>on</strong>s,<br />
<str<strong>on</strong>g>Manual</str<strong>on</strong>g>s in vogue in the Govt. of India as listed below are in use wherever applicable.<br />
