Foreword by the Health Scrutiny Panel<br />

We have pleasure in presenting the Report of the Barking <strong>and</strong> Dagenham<br />

Health Scrutiny Panel on Speech <strong>and</strong> <strong>Language</strong> <strong>Therapy</strong> Services.<br />

Since January 2003, councils have had the power to look in depth at local<br />

health services on residents’ behalf <strong>and</strong> recommend improvements – this is<br />

called ‘health scrutiny’ <strong>and</strong> its main aim is to act as a lever to improve the<br />

health of local people.<br />

Before choosing to undertake a review of Speech <strong>and</strong> <strong>Language</strong> <strong>Therapy</strong><br />

Services, we consulted local people on what they think the key health issues<br />

are in Barking & Dagenham. This included consultations through the<br />

Community Forums, the Barking & Dagenham Forum for the Elderly, the BAD<br />

Youth Forum, the Barking & Dagenham Partnership <strong>and</strong> ‘The Citizen’. We<br />

also met representatives from local NHS bodies <strong>and</strong> other organisations<br />

involved in health.<br />

It was clear from this that many people across the Borough had strong<br />

concerns about the provision of Speech <strong>and</strong> <strong>Language</strong> <strong>Therapy</strong> Services.<br />

We believe this report has confirmed those concerns <strong>and</strong>, through the<br />

recommendations it outlines, will make a significant contribution towards<br />

addressing the problems. Decisions on issues of resources are the<br />

responsibility of others, but we hope that multi-agency working will be<br />

endorsed <strong>and</strong> look forward to a positive <strong>and</strong> constructive response from the<br />

Barking & Dagenham Primary Care Trust.<br />

We should like to place on record our thanks to all those who provided views<br />

<strong>and</strong> evidence during the review, in particular those members of the public who<br />

have first-h<strong>and</strong> experience of using the service <strong>and</strong> who expressed their<br />

concerns with such clarity <strong>and</strong> force.<br />
