Our commitment to workplace<br />
safety and health has always been<br />
and continues to be an overriding<br />
priority within our operations.<br />
In line with our workplace mantra<br />
i.e. “Safety is not compromised for<br />
any reason whatsoever,” we conduct<br />
our operations in a manner that<br />
safeguards all employees, subcontractors<br />
and <strong>vis</strong>itors to our sites.<br />
The competency of our employees<br />
in carrying out their tasks in a<br />
safe environment is of paramount<br />
importance to us, while we also<br />
place a high priority on assessing<br />
all hazards and applying controls<br />
to mitigate risks to practicable<br />
levels. The Group’s Health, Safety<br />
and Environment Management<br />
System is our primary tool of<br />
reference to manage our activities<br />
safely, efficiently and effectively,<br />
without harm to people, the<br />
environment, material or equipment.<br />

In FY<strong>2011</strong>, we strengthened<br />
our existing Health, Safety and<br />
Environmental (HSE) measures<br />
to ensure workplace safety and<br />
health as well as the preservation<br />
of our surroundings. Among the<br />
significant feature of these efforts<br />
were the enhancements made to<br />
establish, implement and monitor<br />
HIRADC measures (i.e. Hazard<br />
Identification, Risk Assessment and<br />
Determining Control) in relation to<br />
existing work processes.<br />
The following reflect the leading<br />
indicators that have been in place<br />
at the <strong>Kencana</strong> <strong>Petroleum</strong><br />
Fabrication Yard in Lumut for some<br />
time. They are continuously being<br />
fine-tuned and enhanced:<br />
Leading Indicators<br />
• Management Walkabout<br />
and Intervention<br />
Programme – This activity<br />
involves the Managing Director<br />
(MD), General Managers,<br />
Senior Managers and Project<br />
Managers carrying out day and<br />
night walkabouts throughout<br />
the yard and dealing with any<br />
problems or deficiencies there<br />
and then. Where previously<br />
there may have been a short<br />
time lag from when hazards<br />
and risks were identified to the<br />
time corrective actions were<br />
implemented, these are now<br />
rectified on the spot.<br />
• MD HSE Dialogue – The MD<br />
initiates dialogue sessions with<br />
different groups of employees<br />
and sub-contractors on a<br />
bi-monthly basis. This gives<br />
employees an opportunity to<br />
voice out any problems or<br />
issues and how best to<br />
overcome them.<br />
• Sub-Contractor HSE<br />
Inspection and Audit –<br />
Sub-contractors are audited on<br />
a monthly basis to determine<br />
any failings. If anything is<br />
amiss, a corrective-preventive<br />
action request (C-PAR) is<br />
issued and the responsible<br />
party will have to respond
