6. Project Narrative Form (B-6). The Project Narrative is <strong>the</strong> detailed description <strong>of</strong> <strong>the</strong> project for<br />

which <strong>the</strong> grantee is seeking funds. The grantee must explain <strong>the</strong> “what is to be purchased, why<br />

<strong>the</strong> item(s) are needed, how <strong>the</strong> item(s) will be used to enhance border security, and how <strong>the</strong><br />

project will be measured for effectiveness. The application will be evaluated on <strong>the</strong> information<br />

contained in <strong>the</strong> Project Narrative.<br />

7. Direct Deposit Authorization Form (Form 74-176). This form is available on <strong>the</strong> GDEM web site<br />

under Emergency Management Performance Grant (EMPG) Materials. This form is required for<br />

advance funding. The Grant Financial <strong>Office</strong>r must sign this form.<br />

D. Public Information Act<br />

Much <strong>of</strong> <strong>the</strong> information submitted in <strong>the</strong> course <strong>of</strong> applying for funding under this program, or<br />

provided in <strong>the</strong> course <strong>of</strong> its grant management activities, may be considered law enforcement<br />

sensitive or o<strong>the</strong>rwise important to national security interests. This may include threat, risk, and<br />

needs assessment information, and discussions <strong>of</strong> demographics, transportation, public works, and<br />

industrial and public health infrastructures. While this information under State control is subject<br />

to requests made pursuant to <strong>the</strong> Chapter 552 <strong>of</strong> <strong>the</strong> Texas Government Code, all determinations<br />

concerning <strong>the</strong> release <strong>of</strong> information <strong>of</strong> this nature are made on a case-by-case basis and may fall<br />

within one or more <strong>of</strong> <strong>the</strong> available exemptions under <strong>the</strong> Act. The applicant is encouraged to consult<br />

its own State and local laws and regulations regarding <strong>the</strong> release <strong>of</strong> information, which should be<br />

considered when reporting sensitive matters in <strong>the</strong> grant application.<br />

II. Submittal<br />

A. Submit <strong>the</strong> complete BSET Application package directly to <strong>the</strong> GDEM Operations Section. Retain a<br />

copy <strong>of</strong> your submission for use in submitting required Performance and Financial <strong>Report</strong>s.<br />

B. Applications will be accepted, reviewed, and awarded on a first-come, first served basis. When funding<br />

is exhausted, applications will no longer be accepted.<br />

C. Late applications will be accepted until May 1, 2009 for consideration for any un-obligated funds.<br />

After that date, it is not feasible that projects can be completed within <strong>the</strong> program period.<br />

III. Questions and Evaluation Criteria<br />

A. Evaluation Process<br />

1. GDEM program staff will review each application for completeness and adherence to BSET<br />

program rules adherence to programmatic guidelines, feasibility, and how well <strong>the</strong> proposed<br />

solution addresses <strong>the</strong> identified need or capability shortfall.<br />

2. After screening BSET applications, GDEM will notify applicants, typically by e-mail, <strong>of</strong> any<br />

problems with <strong>the</strong>ir application and request <strong>the</strong>y resolve <strong>the</strong>m.
