. Items <strong>of</strong> equipment with a current per-unit fair market value <strong>of</strong> $5,000 or more may be<br />
retained or sold and GDEM shall have a right to an amount calculated by multiplying <strong>the</strong><br />
current market value or proceeds from sale by <strong>the</strong> awarding agency’s share <strong>of</strong> <strong>the</strong> equipment.<br />
Methods used to determine per-unit fair market value must be documented, kept on file and<br />
made available to <strong>the</strong> awarding agency upon request.<br />
c. In cases where a grantee fails to take appropriate disposition actions, GDEM will direct <strong>the</strong><br />
grantee to take excess and disposition actions.<br />
VII. Permits<br />
It is <strong>the</strong> grantee’s responsibility to apply for and obtain any permits required for <strong>the</strong> operation <strong>of</strong> equipment<br />
and/or technology purchased with BSET grant funds.<br />
VIII. State Single Audit Requirement<br />
Grantees will comply with <strong>the</strong> audit requirements <strong>of</strong> <strong>the</strong> State <strong>of</strong> Texas Single Audit Circular in Part IV,<br />

IX. Grant Adjustments<br />
A. Any modification to <strong>the</strong> grant award requires <strong>the</strong> approval <strong>of</strong> GDEM.<br />
B. A Grant Adjustment Notice (GAN) will be issued by GDEM should <strong>the</strong>re be a need to modify an award.<br />
The Authorized Official is required to sign this document, maintain a copy, and return <strong>the</strong> original<br />
signed document to GDEM.<br />
C. Eligible award modifications requiring a GAN include:<br />
Increase or decrease <strong>of</strong> award amount – grantee must submit a revised Budget form<br />
Deletion <strong>of</strong> equipment items – grantee must submit a revised Budget form and explanation<br />
Addition <strong>of</strong> equipment items – grantee must submit a revised Budget form and revised Project<br />
Narrative<br />

Grant close-out<br />
X. Grant Close-out<br />
A. All equipment must be ordered by July 1, 2009. All equipment must be received and invoices paid by<br />
<strong>the</strong> grantee by August 1, 2009. The last day for submission <strong>of</strong> Request for Advance or Reimbursements<br />
is October 15, 2009.<br />
B. GDEM will close an award after receiving grantees final performance report indicating that all approved<br />
work has been completed and all funds have been disbursed, completing a review to confirm <strong>the</strong><br />
accuracy <strong>of</strong> <strong>the</strong> reported information, and reconciling actual costs to awards, modifications, and<br />
payments. If <strong>the</strong> close-out review and reconciliation indicates that <strong>the</strong> grantee is owed additional<br />
funds, GDEM will send <strong>the</strong> final payment automatically to <strong>the</strong> grantee. If <strong>the</strong> grantee did not use all<br />
<strong>the</strong> funds received, GDEM will issue a Grant Adjustment Notice (GAN) to recover <strong>the</strong> unused funds.<br />
C. GDEM will unilaterally close out any grant for which <strong>the</strong> grantee does not reconcile <strong>the</strong> account and<br />
sign a close-out GAN by November 0, 2009.<br />
D. All BSET grant funds that are not expended by August 1, 2009 must be remitted by <strong>the</strong> grantee to<br />
GDEM, which will de-obligate <strong>the</strong> funds and return <strong>the</strong>m to <strong>the</strong> State Treasury.<br />
