Organization to delay <strong>the</strong> opening ceremony of its talks in <strong>the</strong> USA on 30 November 1999. There<br />
were allegations of widespread abuses including reports of pepper spray and tear gas being<br />
used against non-violent protesters, unresisting residents and bystanders. Some were<br />
repeatedly sprayed in <strong>the</strong> face at close range.<br />
