Supreme Court Ruling
Dish Network and Direct TV
illegal in Canada
(TCN) Bad news for the 520, 000 to 700 000 Canadian
grey-market satellite users: if you have been enjoying
programming from Dish Network and Direct TV US
satellite services, recent developments could pull the
plug on your viewing habits.
In fact, as of April 26, the Supreme Court of Canada has
ruled that you are infringing upon the Canadian
Radiocommunications Act that stipulates that only
Canadian corporations licensed by the CRTC (Canadian
Radio Telecommunication Commission) have the right to
transmit US channels to Canadian households.
Among the licensee satellite services is Bell Express Vu
who appealed the BC court’s decision of giving the right
to Can-Am Satellite services to transmit US channels into
Canada via Direct TV or Dish Network satellite systems.
“Dish Network and Direct TV knew about the Grey market
in Canada,” Ron MacInnes of Bell Expressvu’s communications
department told TCN. “For years, people
were using illegal means to catch US channels, bypassing
the broadcasting act,” he added.
According to Bell Express Vu, unauthorized satellite systems
result in significant losses to legitimate licensed
Canadian services. Furthermore, they maintain that their
use undermines the Canadian broadcasting system by
cheating rights holders, creators, actors, technicians and
others of their lawful compensation.
“Both the Canadian satellite and cable industries continue
to invest significant funds in their respective services
On April 24 th , four exceptional young gentlemen from
Chomedey were presented as Laval regional “winners” in
the High School individual or small group category of the
Quebec Entrepreneurship Contest. The four students of
Western Laval High School have created, produced and
published an in-school video-gaming magazine they have
named Western Gamer. The boys, all honour roll students
aged between thirteen and fourteen year old, are George
Stylianopoulos, Philip Lagogiannis, Nick Sosiak and Jamie
Zaharopoulos. They received a $500 prize as regional winners
and will be off to Quebec City on June 12 th for the
national contest.
Mr. Ruggi, principal of Western Laval High and supervising
and consulting partner in this project, had nothing but
praise for the boys. “We are very proud. I speak for our staff
and the School Board also. All too often, we hear stories of
teens and all their problems, so I was delighted to take part
in such a positive experience,” Ruggi told TCN.
This magazine was the ‘brain child’ of Philip and George.
The students had been interested in creating a video gaming
club for their high school; when Mr. Ruggi agreed to make
a meeting room available for the club, the boys’ interest
intensified. Realizing that they would need funds to pur-
Local ‘Patch Adams’ among
by Steve Hatton
Robert Leclerc,
nicknamed the
‘Patch Adams of St.
Justin’s Hospital’,
was among those
honoured at
Quebec’s National
Assembly this past
April 24th as part of
National Volunteer
Week, where he Robert Leclerc
received the ‘volunteer
in action’ prize. The Quebec City ceremony
was presided over by Premier Bernard
Landry.
“I’m happy to announce that Robert Leclerc
and the Laval volunteer centre (Centre de
bénévolat de Laval) are among the winners
of the Quebec 2002 prize honouring volunteers,”
stated Minister Nicole Léger on the
opening day of the special week.
Laval’s volunteer bureau boasts a team of
1,500 volunteers that have invested some
67,000 hours.
The award trophies were works of art of
their own merit: fashioned out of terra cota,
the statuettes were meant to symbolize volunteer
action. Serge Roy and Gregory
Schlybeurt from Cercle de créativité Terra
of Laval were responsible for the trophies’
design.
Much like the real life ‘Patch Adams,’
Leclerc likes to clown around. Perhaps this
is because Leclerc was once an actual clown
himself. When he became a nurse at the
hospital, he would often wear a red nose
while making the rounds in the E.R. and frequently
gave out teddy bears to patients. He
has incorporated many of his old clown
gadgets and tricks into his practice, and has
been known to play a key role in alleviating
the stress for both the relatives and patients.
“When you wait years and years for an
appointment, and then finally you have it
but it doesn’t work out well, especially
when you have a child with a serious disease,
it’s stressful for the parents,”
explained Leclerc. “My job is to help support
those people.”
His heart was touched by the courage of
many patients, including a 16-year-old boy,
who developed liver cancer. Complications
led to a condition called septicaemia, or
blood poisoning. Treated with antibiotics,
he suffered an extremely violent reaction.
But today, Leclerc is happy to see him alive
and well.
Leclerc does a lot more than just clowning
around at work. He has made use of his
spare time, between shifts, by volunteering
for many hospital projects, including a
scout camp for sick children. He also brings
kids to Walt Disney World every year and to
concerts at the Molson Centre, thanks in
part to the St. Justin’s Communications
department.
In addition, he has been the head of Leucan
for the past 16 years, where with the help of
a team, he organized different activities,
like summer and winter camp for young
people.
Unfortunately today, Leclerc does not get to
interact with as many patients as once did.
Due in part to the recent overcrowding and
staff shortages, he has been transferred to
the operating room, since March 11th,
where he works as a nurse assisting the surgeon.
“I miss certain doctors,” he confided. He
also said that misses all the patients, including
the warmth and the smiles from the children.
“I liked all of that, and I miss that.”
$3,000 donated to Fondation La
Belle-Aide
The Quebec City ceremony was not the
only event honouring a volunteer hailing
from Laval during National Volunteer
Week. In Waterloo, Clarica celebrated its
national and regional volunteers of the year
by donating to charities of their choice. As a
result, $3,000 has been donated to the
Fondation La Belle-Aide, on behalf of
Laval resident and volunteer worker Jean-
Guy Girard.
Clarica's volunteer program recognizes its
own employees, agents and their families,
who make significant commitments of time
to registered charities and non-profit. Last
year more than $300,000 had been donated
to some 400 charities.
A selection committee determined the winners
from more than 50 applicants, based on
a set of criteria centred on the values of
stewardship, partnership and innovation.
“Employer-supported volunteering requires
a fresh new approach within charities and
non- profits, creating an innovative threeway
relationship between the volunteer,”
said Paddy Bowen, Executive Director
Volunteer Canada.
$10,000 has also been donated to Nanaimo
Quebec commemorates
Armenian Genocide
(TCN) “The world has risen, the world is
with you, for you the forgotten people, it
has opened its heart, it has extended its
arms.” With these symbolic words taken
from a song by Charles Aznavour, MNA
André Boulerice invited his fellow members
of the National Assembly to observe
the 87 th anniversary of the Armenian
Genocide on April 24.
Boulerice, the MNA in charge of immigration
and citizen relations, presented a
motion to mark the official acknowledgement
of the anniversary and expressed sympathy
to all citizens of Armenian origin. The
motion’s goal was to remind all Quebecers
of the unacceptable nature of intolerance
and racism.
The genocide was responsible for the extermination
of over 1,500,000 Armenians,
including men, women and children, mainly
during the period of 1915 to 1917.
500,000 others escaped the brutality and
fled to other parts of the world, with a large
number of them settling right here in
Quebec.
“Quebecers of all origins are invited to
share with the Armenian community the
painful memory of these events,” stated
Boulerice. He concluded his speech by
imploring that “Not only must we all be
sensitized to the existence of this genocide,
but also … reaffirm our refusal to accept
intolerance, ethnic exclusion and the extermination
of a population.”

Close to 10,000 made use of Emploi-
Quebec services in Laval
(TCN) With 9,725 new participants in
Laval, Emploi-Quebec surpassed its local
goal of 8,500 in its active measures for the
2001-2002 fiscal year. In fact, throughout
Quebec, the goal of 228,500 new users has
not only been achieved but surpassed,
according to Employment Minister Agnes
Maltais.
Maltais also stated in a statement released
on April 22 nd that some 115,000 Quebecers
were able to find jobs, thanks to Emploi
Quebec.
“Quebec is in first place among all
Canadian provinces with regard to the rate
of return to the work force for people who
have obtained public employment services,”
declared Maltais.
Among the new participants, 100,000 people
are social aid recipients while close to
130,000 others are Employment Insurance
recipients. Also, the active measures of
Emploi-Quebec have helped more than
2,651 young Lavallers under the age of 30.
Throughout the province, a total of 80,000
young people and some 30,000 heads of
single-parent families, made use of the services.
“The young clients, who represent a third of
the participants of the active measures of
Emploi-Quebec, will continue to have pri-
(TCN) Over 40 trucks, supplied by various
while taking part in the 7 th annual Jeunes et
launched by the Fondation Jeunes
Projet in 1995 with the aim of raising funds
for Quebec school projects. Bringing
together teachers, companies and students,
the event enjoys support from numerous
corporate sponsors including Métro-
Richelieu, National Bank of Canada, AXA
Insurance, Kraft Canada, Multi-Marques,
and Natrel. This year’s edition of the rally
has a fundraising goal of $40,000.
Paul Laporte, of Métro Richelieu Inc., the
Honorary Chairman of the Rallye, together
with Pierrette Robitaille, actress and foundation
sponsor, and schoolteacher Jean-
Pierre Picard, acting president of the
Fondation Jeunes-Projet, invite the public to
join them in cheering on the participants.
Actor Julien Bernier-Pelletier and champion
truck driver Donald Porlier will also be
on hand.
The rigs will be driven by employees of the
various corporate sponsors, but each will
have an important co-pilot: a student from
project. The rally’s route consists of over
120 kilometres touching Montréal,
ority access to these measures and services,”
said Maltais.
Emploi-Quebec plans to invest $33 million
across the province in the youth program,
Carrefours jeunesse-emploi (CJE). As well,
Emploi-Quebec established agreements
with over 450 community groups, including
105 CJEs, representing a total investment of
$150 million.
In addition, a plan has been introduced, to
meet the requirements of clients with specific
needs. For example, Emploi Quebec
put in to place an intervention strategy, in
collaboration with government and other
partners, aimed specifically at helping
women. They also took control over the
management of integration into the workplace
contracts for the handicapped, which
up until recently, where handled by a separate
body.
The government agency has plenty of plans
for the future as well.
“For the next exercise, we intend to concentrate
our efforts in the small and medium
sized businesses where the challenge of
work force training is difficult to overcome,”
according to Maltais.
Program of comparison of data
The Government of Canada has recently
files of Employment Insurance recipients.
The program, which had been suspended in
1999, will be reinstated on September 1,
2002.
This is of particular interest to those who
receive Employment Insurance payments,
since, under the Employment Insurance
Act, a person who is receiving regular sickness
or unemployment benefits and who
travels abroad is not entitled to these benefits
while they are away, except under specific
circumstances. Claimants on regular
benefits must be available to work or looking
for work. Claimants on sickness benefits
may leave Canada only for specific
medical reasons, as defined in the
Employment Insurance Regulations. In
both instances, benefit recipients also have
an obligation to report any trips outside the
country.
There will be no backtracking to match data
from 1999. However, appeals, collections
of accounts and files processed in 1999 will
resume immediately.
The PQ and media
concentration
While concern grows over the concentration of
media ownership in the hands of a few corporations,
the only government in Canada responsible
enough to grapple with the threat is our PQ government.
The sole federal party to criticize this monopolization has
been the NDP--but since the corporate media rarely cover
the NDP, few know of this critique. From the Parti
Quebecois view, "the rest of Canada" has taken a big valium.
Grocery stores fill our fridges and shelves, but the media
fills our minds--an important difference. We may abhor the
chemicals in modern foods, but at least the labels identify
the additives; the news does not come with the warning that
"the news you are about to read is incomplete, ignores certain
facts or stories, or is designed to promote a certain point
of view." Most newspapers and newscasts should carry such
warnings. They would be accurate.
The media gives us our big-picture of the world. We, ourselves,
have no way of checking on Afghanistan or
Parliament Hill. The media paints the emotional colours
into our view of our own country, of our political choices,
and of the important issues of our times. The media is not
just another business. Grocery stores, big-box hardware
stores, or merged airlines do not have this subtle ideological
impact on our society and its future--thus, the control of the
media by a few huge corporations is significant to us. These
corporations own newspapers, television, radio, magazines,
and other media forms; while not a monopoly, because there
is more than one corporation in control, this fits the definition
of a cartel, control by a small number of powerful owners.
If democracy is said to require a free and independent
press, what does the cartel's control of our media say about
Canadian society--beneath the socio-political happy-face
hype produced by these same corporations?
The PQ has announced it will not attempt to dismantle corporate
control of our media, but will encourage the growth,
cooperation, and strength of independent media. What a
simple and effective idea! They are not trying to police the
industry (in a fading era of deregulation) nor are they setting
up another bureaucratic agency which will itself suck up the
funds. One million dollars is earmarked for assistance to a
new association of independent media--probably AMIQ
(Quebec Independent Media Association)--and a percentage
of the advertising of each government department must be
awarded to independent media. Advertising revenue is key
to media independence. Now, most big-budget advertising
is gobbled up by corporate ad agencies controlled by the
media corporations. The PQ has found the right targets and
a democratic process of effective intervention. Otherwise,
all we have is CBC/Radio Canada.
For example, Gatineau
Look at our example in this new city of Gatineau: the three
daily newspapers (all produced in Ontario) are owned by
two huge corporations. Of the seven weeklies, only this
newspaper and its sister, The West Quebec Post, are independently
and locally owned--the others are owned by a single
large corporation headquartered in Montreal.
However much we may question the PQ's entire agenda, we
should all support our government's attempt to promote a
healthy and diverse media in Quebec--and in Canada. The
PQ appears to be the only government in this entire nation
brave and far-sighted enough to do so.
OOnce upon a time, when Les Canadiens were still the
‘Flying Frenchmen’ and the Forum was still their
home, April was the month of playoff hockey fever.
There was no other playoff rivalry that could match the intensity
and emotion of a Bruins versus Canadiens series. When
greats like Orr, Esposito and Cheevers laced up their skates
against our heroes, Dryden, Lafleur or Beliveau, we knew
that there would be magic on ice. When the game was on the
line, and the victory in jeopardy, the crowd screamed the
famous ‘Go Habs Go’ chants, entreating the hockey ‘gods’ to
intervene on behalf of legends past. All one had to do was
look up to the heavens (or to the rafters of the old historic
house of hockey where the pendants of Stanley Cup victories
past hung) to be reminded that somehow, somewhere, this
was a team of destiny and the battle would be won.
When the team moved to the Molson Centre, the ‘ghosts’ of
the old forum had lost their way. This was no longer the house
of legend. The team missed the playoffs the last three years.
Names on its roster sounded more like the personnel list for a
United Nations peace keeping mission than a Canadiens
hockey team. This was no longer the house of ‘Les Glorieux’
and April was more about the anguish of paying income taxes
than about hockey fever. Last Monday night, that all changed.
With about one minute left in the game, the crowd in the
Molson Centre knew. They knew that they were finally witnessing
the passing of the torch… from failing hands to winning
hopes renewed. On this night, the thunderous applause
and screaming shook the rafters where 24 Stanley cup banners
swayed and shivered. Echoes rumbled and reverberated
throughout the building as the crowd stomped and cheered.
On this night, as people hugged and screamed in joy and jubilation,
the Molson Centre, long devoid of the mystique of the
house that Maurice Richard built, came back to life.
This series shares eerie similarities with another great Boston
series of April 1971. The Canadiens had missed the playoffs
the year earlier and had to face the ‘Big Bad Bruins,’ who
were coming off a record-breaking year. In that series, the
Canadiens engineered one of the greatest comebacks in playoff
history as they turned a 5 to 1 score late in the second
period into a 7 to 5 win. That team was a mix of seasoned veterans,
character players, and small speedy forwards. In a
series that featured end-to-end action and break neck speeds,
the teams traded goals and wins in a hard fought battle that
still ranks as one of the greatest playoff series of all time.
Jean Beliveau, Henri Richard and John Ferguson passed the
torch to Doug Gilmour, Donald Audette and Gino Odgick.
Yvan Cournoyer and Jacques Lemaire, flying Frenchmen of
an era past, are now replaced by Saku Koivu and Oleg Petrov.
But most of all, a young goalie named José Theodore has
been playing as big as his 1971 counterpart, Ken Dryden.
This series was all about Theodore. He was the one who was
going to steal one, maybe two games for the good guys. The
team did not need him in the first four games as the split provided
the good guys with an even chance of winning. Then a
funny thing happened on the way to the Fleet Centre for game
five: the Bruins, a.k.a. the Bean Town Bears, finally woke up
from their hibernation. Thankfully for the Canadiens, the
Zednick ‘hit’ and verbal support from a recovering fellow
combatant named Hackett were enough to inspire the ‘gifted
one’. Theodore was back, looking every bit the goalie that
stole some twenty points during the regular season and which
allowed the Canadiens to finally make the playoffs. Theodore
the thief committed grand larceny as he stopped 77 of 79
shots fired at him the last two victories, breaking the 8 th commandment
several times as the Canadiens finally enjoyed
playoff success at the Molson Centre.
Though my publishers generally dislike my writing about
similar subject matter in consecutive issues I could not silence
the enthusiasm that I shared with millions of Quebecers.
There is joy once again, as the greatest and most-storied franchise
of hockey history shows signs of rebirth. As many
Chomedey residents prepare to celebrate the “Orthodox
Easter” this weekend, we can only pray that Theodore will be
forgiven his transgressions. As I had alluded in last issues’
editorial, it seems that Saku Koivu’s magical return was
accompanied by friendly ghosts of dynasties past. For those
who still do not believe, I will share a secret that I and my
Greek-speaking friends have known all along: at a time when
a goalie can ‘steal’ victories for his team, Theodore has been
heaven sent. After all, in Greek, his name means “gift from
god”. With the hockey gods on our side, maybe - just maybe
- they have not shed their last smile on this determined and
deserving team. Time will tell. Stranger things have happened,
much like in 1971.
Letters to the Editor
Victims by association
Dear Editor
For a couple of years after graduating from
high school in Edmonton, I worked at a
lumber yard in the West End, where six of
my fellow-workers were vets, fresh-home
from Europe's war. To me, they were "old
guys"; in their 40s or 50s, but I found later,
that their ages ranged from their mid-twenties
to early thirties.
I used to look forward to the noon-hour,
when we would all sit around our lunch
buckets, in the shop... and I would keep my
mouth shut... and listen. (No teenager ever
had an "education" like that!) Five of these
men were army; all "damaged" in one way
or another: Don, from a transport unit had
just had part of his lungs (or stomach)
removed. When Gordie had his shirt off, I
had to look at a depression the area and
depth of one of my hands in the muscles
under one of his shoulder blades. Charlie
had been in the artillery for a full five years
and was partially deaf; Tommy #1, demobbed
as a sergeant major, had fought the
entire Sicily/Italy campaign and come home
with grave lung problems - which killed
him a few short years later. Tommy #2 - the
youngest of the lot - was one of the nicest
guys you would ever want to meet, but, as a
consequence of some pretty horrible experiences,
which he never spoke of, he would,
from time to time, collapse in tears... and
memories.
One noon-hour, during one of these sessions,
Charlie turned to me and offered
some stern advice. He said that, if any plu-
tocrat should ever put a gun in my hands
and order me to go abroad to fight a war, to
throw the gun on the ground; and to repeat
the process as many times as necessary. It
was strange that his fellow vets agreed, in a
sort of head-nodding silence, since all in the
group were sons of British immigrants... (as
was my uncle, who had the same feelings).
On the other hand, Charlie said, (with a
meaningful glance to his colleagues), that if
war came to me, I should NOT be a civilian.
I was Charlie's truck-helper and only once
did he ever tell me a "story". It was a gripping
tale about his having been practically
on the spot, when an incident occurred
which is almost identical to what happened
in Afghanistan on the 16th of April 2002;
the difference being that Canadians were
not "involved".
My heart goes out to those closest to our
young men who have just become victimsby-association
in far away Afghanistan. I
have a real sense of how they must be taking
this... because I have had a real sense
that something like it was going to happen.
After all, when our grovelling "leaders" ally
us with a psychopathic killing machine, in
yet another of it's unholy "wars", "collateral
damage" from "friendly fire" is a very distinct
possibility.
However, our adopted, mentally-deprived
"emperor" in Washington has mumbled his
condolences; his loyal satrap here in Ottawa
- along with all his grovelling supplicants -
has mouthed similar platitudes and our head
warrior has made it clear that war is war and
that our participation in America's latest
killing spree, on behalf of big oil, must continue.
So, as the Brits used to say to us, as
we were losing 42,000 of our boys during
WW2... "Carry on Canada".
Which of These Costly Home
Seller Mistakes Will You Make
When You Sell Your Home?
A new report has just been released which
reveals 7 costly mistakes that most homeowners
make when selling their home,
and a 9 Step System that can help you sell
your home fast and for the most amount
of <strong>money</strong>.
This industry report shows clearly how
the traditional ways of selling homes have
become increasingly less and less effective
in today’s market. The fact of the
matter is that fully three quarters of homesellers
don’t get what they want for their
home and become disillusioned and
-worse- financially disadvantaged when
they put their home on the market.
Dear The Editor,
I was recently told,
most emphatically, that Russian Jews were
not Jews, as they had no connection with
the "Jewish race"! My opponent then came
down quite heavily against the State of
Israel.
To say that Russian Jews are not of the
Jewish "race" is inaccurate, in that being
"Jewish" is not a racial thing but rather a
religious one. "Racial" connotations were
generated by Der Fuhrer und der N.S.D.A.P.
in the 1930's. Ask just about any Jew. Try
telling any of my Russian friends that they
are not "Jewish" and see their answer. A
Canadian Jew is a Canadian of the Jewish
faith. An American Jew is an American of
the Jewish faith. A Russian Jew is a
Have you noticed a tree-pruning team in your neighbourhood? If not, keep an eye out –
Hydro-Québec will soon be starting pruning and clearing work in your area and cutting down
trees that are a hazard.
What’s pruning?
Pruning is a preventive measure that
consists of removing some branches in order
to orient the growth of new branches away
from overhead wires. Pruning therefore helps
protect your trees. The most common
pruning techniques used are directional,
To carry out the work, Hydro-Québec has
called on specialized, competent companies
who know the best way to use these pruning
techniques. They are the only ones who can
legally prune or cut down trees that are
3 metres (10 feet) or less from our wires.
Émondage St-Germain et Frères Ltée has
As this report uncovers, most home sellers
make 7 deadly mistakes that cost them
literally thousands of dollars. The good
news is that each and every one of these
mistakes is entirely preventable.
In answer to this issue, industry insiders
to adopt the Jewish faith, I too would be a
Jew, a full-fledged Jew, and nothing but a
Jew! Albeit a Canadian one - no question of
"race" involved. I have had this discussion
many times with dedicated Jewish friends,
of the foregoing and other nationalities.
The following, though perhaps an over-simplification,
is historically sound:
At the end of W.W. II, NOBODY wanted
Jewish refugees. The Germans were particularly
nasty to their Jewish citizens as well
as Jewish citizens of the occupied countries
during the war, often with the collaboration
of the occupied countries' citizenry. Our
A bill for $20,875.95 was received at the
beginning of April from the Laval School
Commission, concerning the use of its
buildings this past November to hold
municipal elections.
Hazardous waste removal will cost Laval an
estimated $200,000 over a three-year period.
The public works and environment department
will spend over $5 million to replace
several of its vehicles which are in poor
the region. The funding is contingent on
Laval’s Technopole’s 2001 annual report
and its 2002 action plan.
A number of term deposit certificates were
purchased by the City of Laval in January.
In total, they are worth over $1.7 million
and will generate $12,528.68 worth of interest.
Public transit expenses
The STL has taken almost $250,000 from its
reserves to help cover unexpected expenses.
$70,000 is due to extra surveillance and
another $22,000 is for insurance costs. Also,
another $57,000 in funds have been transferred
from another source to cover other
expenses.
Public contracts
A contract for collection of organic material
lowest bidder, Entreprise sanitaire F. A.
Ltée., following a call for offers. The contract
is worth $18,395.58 and runs until the
end of March 2003.
Another contract worth $39,972 was awarded
to Pièces d’équipement Bergor, concerning
the rental of a street sweeper. Only one
company applied for the offer.
A five-year contract has been awarded to
Les équipements Omnibac Inc. to provide
the city with ventilated bins on wheels. The
contract is worth close to $14,000 a year.
Street signs
The city has rejected Alain Leclerc’s request
Frustration at Cosmodome
losing $2 million a year
by Steve Hatton
In response to reports that Cosmodome is
losing $2 million a year, angry former opposition
leader Philippe Garceau suggested
that something drastic needs to be done,
even if it means shutting down the Laval
landmark.
“Honestly… I think that if [there’s] no short
term solution, I’m not sure that we shouldn’t
close it down and sell it to private interests,”
Garceau told TCN on Monday.
He pointed out that the Cosmodome is only
attracting 125,000 visitors a year and
argued that they will never be able to eliminate
their losses with that attendance figure.
In contrast, the Biodome in Montreal
attracts some 2 million visitors a year. He
also added that his party maintained from
the beginning that the Cosmodome would
end up costing taxpayers roughly $2 million
a year.
“Since 2 or 3 years, mayor Vaillancourt
affirmed that the Cosmodome would pay
for itself,” Garceau noted on April 25th.
“We realize today that he has once again
misled the population as usual…
Vaillancourt had accused me of digging up
the past to ruin Laval’s reputation. It’s easier
to deny than to find a solution…”
Meanwhile, both the city and the Cosmodome
insist that there is no problem.
Cosmodome General Manager Michel
Latour said that they only rent the building
from the city, and that they are not responsible
for building’s losses resulting from
maintenance costs. However, he also said
that their rent is equivalent to 10% of their
revenue surplus and that the Cosmodome’s
profits also have an impact on the city’s
budget.
According to the city, Lavallers will only
have to make up for $400,000 of the yearly
Raymonde Folco
M.P. for Laval-West
Parliamentary Secretary
to the Minister of Human Resources Development
shortfall. The deficit will be shared with
other municipalities, thanks to the newly
created Montreal Metropolitan Community
(CMM), in effect since January of this year.
But that wasn’t enough to please Garceau.
It’s a two-way street, and as he pointed out,
Laval will now also have to pay its share of
the City of Montreal attractions that are losing
<strong>money</strong>.
When TCN asked Garceau what his solution
would be to the problem, he said that
maybe we should look at other avenues and
perhaps join with other projects. He saw no
reason why two or three different types of
attractions could not be grouped at the same
location, therefore sharing fixed costs.
Cosmodome’s General
Manager quits
As of the weekend of April 27 th , Jean-Pierre
Ranger was no longer on the Cosmodome’s
payroll, as he had officially resigned as
General Manager to move on to bigger and
better things.
His replacement, Michel Latour, pointed
out to TCN that his decision did not reflect
any ill will towards the Cosmodome itself.
Rather, it had to do with Ranger’s recent
investment in Parc-Safari whereby he has
big plans to relaunch the attraction, and render
it more successful than it has been in
recent years.
“I hope he’s going to succeed,” Latour concluded,
crediting Ranger for his “good job”
at the Cosmodome over the past three years.
He then said that Ranger’s marketing of the
Cosmodome helped increase its number of
visitors and overcome some of its challenges.
Landlords prohibited to ask
for renter’s SIN
(TCN) Following Quebec’s Commission
for the Access to Information’s recent decision
to forbid landlords to request Social
Insurance numbers from potential tenants,
the CAI has issued a release outlining what
information renters should – and should not
– be providing.
The law expressly forbids the landlord from
requesting a SIN, a driver’s license number
or a Medicare card number. The use of these
numbers for any other use than which they
were intended constitutes a violation of privacy.
When negotiating a new lease, the commission
states that a tenant should provide their
full name, complete address and, if necessary,
their date of birth. This information
alone should be sufficient for a credit check.
A tenant at his or her discretion may supply
additional information, including their prior
addresses or coordinates of previous landlords.
However, the CAI emphasized that
landlords are only permitted to obtain information
with the consent of the applicant.
City awards $1.4 million PR contract,
with no competition
(TCN) Following a call for offers that failed to generate any
response, the city has announced April 23 that it is renewing its contract
with National, a public relations firm. The new agreement is
effective through 2004 at a cost of $445,000 a year.
The company has been the city’s public relations firm since 1984,
at which time no laws were in place requiring the city to hold a call
for applications; however, it is not the first time they have been the
sole applicant following the introduction of such laws. Their prior
contract covering the 1998-2001 period had been awarded under
similar circumstances.
“How do you explain that, once again, this firm was the only one to
apply for such an important contract?” demanded former opposition
leader Philippe Garceau, just two days later. “I cannot believe that,
with all the communications firms opening in the Montreal region,
none are interested in this contract.”
(TCN) Families looking for an activity with
both active and cultural components need
look no further than the 2 nd edition of Walk
self-directed walking tours from each
district of Laval, boasting historical and cultural
background information as well as
points of interest. Published by the city of
partners including Famille en jeu, the Régie
the CRDL (Conseil régionale de
The brochure includes several walking tours
through the many distinct and diverse sectors
in the Chomedey area, including
Chomedey North, South, East and West,
Vieux Ste-Dorothée and Île Paton. Districts
of historical note, such as the former Abordà-Plouffe
village, the St-Martin and St-
notes landmarks of interest from a cultural,
architectural or community-based perspective
He also went on to state that he knew of six other companies who
had requested forms from the city pertaining to the offer, but did not
apply. He suggested that perhaps the criteria were so strict that only
National could conceivably qualify.
Garceau promised to investigate the matter, and has requested documentation
from the city.
“We will analyze the documents, consult experts in the field of
communications and do the research necessary to find an explanation
for this Laval phenomenon,” he added.
He also intends to contact the Minister of Municipal Affairs to
investigate all incidents where only a single applicant has applied
for a city contract. A recurrence of this kind of contract awarding
took place in the matter of Dunton, Rainville, Laporte and
Biochemists at Ayr’s Hannah Research
will revolutionise the lives of those with
the condition.
Currently insulin, which is used to control
blood glucose levels, has to be injected, as
digestion of it would make it useless. Soon,
however, it could be carried by an emulsion
liquid, known as APSET, which is stable in
the stomach’s acidic conditions.
The substance has already carried insulin,
growth hormones and vitamin E successfully
through a simulated digestive system.
Tests will be carried out on animals before
the product is tried on humans, but the
bottom line out of the red.
The company posted a net profit of $42 million,
or 20 cents a share, in the March quarter,
compared with a loss of $10 million, or
six cents per share, in the same period a year
ago.
Sales increased 8.1 per cent to $1.18 billion.
Prescription sales increased 11.7 per cent to
$558 million.
The company attributed the profit to
"improved performance and a $15-million
after-tax reduction in interest expense versus
the prior year."
The bottom line was also boosted by the
repayment of $526 million in debt, using the
proceeds of last November's initial public
stock offering.
Shoppers has 866 stores under the Drug
Mart brand and the Pharmaprix banner in
Quebec. Of that total, 829 are drugstores
and 37 are home health-care stores.
profitability, reporting wider net losses in
the first quarter but an improvement in
operating results.
For the three months ending March 31, Air
Canada lost $219 million or $1.83 a share.
That was an increase of 22 per cent compared
with a loss of $179 million, or $1.49
a share, in the same quarter a year ago. First
quarter revenues were $2.29 billion, down
2.6 per cent.
However, the airline improved its quarterly
operating results, cutting its losses to $160
million, compared with $293 million a year
ago.
Analysts were expecting Air Canada to
announce a Q1 loss of $2.34 a share.
Air Canada has cut flights and trimmed
staff, and president Robert Milton says the
cuts are beginning to work. He says the airline
was the only full-service international
carrier in North America to report improved
quarterly results year-to-year.
Air Canada is expected to break even or turn
a profit next year.
AT&T Canada will eliminate 1,000 jobs and
reduce its capital spending to between $200
says will position it for further growth.
AT&T Canada has also re-negotiated its
banking arrangements to ensure the company
is well financed through the end of 2003.
The moves will save roughly $80 million
annually.
AT&T Canada also reported a net loss of
$157.6 million and said it expects to take a
large writedown on goodwill, which is currently
valued at $1.64 billion on the company's
Like most startups in business, the magazine
was not an instant success. The first
issue sales were poor. There were no advertisers
and some students complained about
the $3.50 cover price. Also the initial issue
required a massive amount of creative work
and design input. Major decisions about the
format and the material content had to
ironed out, and the students were quickly
educated in the importance of marketing a
product and faced the dilemma of pricing
their product. Do they opt for low profit and
high volume sales model or go with high
price margins?
“I often get ideas from students which are
grandiose and do not have too much structure
and substance. Teenagers believe that
an idea is enough,” the boys’ principal told
TCN. However, this was not the case for the
winning team: “George and Philip worked
hard and came to me with an actual business
plan asking for my support and guidance,
[and] I investigated and secured the copyright
issues for them,” Ruggi went on.
The boys agree their success is based on a
team effort. In fact, their principal noted
that, “the boys work very well as a team.”
Jamie explained the inner workings of the
magazine: “Philip is the editor [and] does a
lot of the writing. I look for news articles,
receive codes and cheats for the games
[and] am involved in pre-editing and sales.”
George, who was not present at the interview
due to a family situation, acts as the
magazine’s reporter and gathers a lot of the
material from the internet. Nick primarily
handles the reviews of PC (personal computer)
and PS2 (Play Station 2) games.
The third Western Gamer was the breakthrough
issue. The collaborators were able
to reduce the price to one dollar while
adding a color front page. The reason for
this was advertising: both McDonald’s
Restaurants and ATC Systems bought add
space in the magazine in order to support
this initiative. This also resulted in tripling
of the sales of the magazine. Recently, two
new sponsors were added: TD Waterhouse
and Skoulakis Incorporated, bringing the
total to five, as the school sponsors the
printing of the magazine. There are four to
five issues planned for the school year, consisting
of an average 50-60 pages of material
per issue. About 60 copies are sold each
issue and the magazine will be expanding
sales into two other schools.
According to Nick, the partners have
learned a great deal about running a business.
“I never realized how much work was
involved in starting a business. He wisely
commented that “hard work gets you far,
but without a marketing plan you do not
sell.” All of the boys plan to pursue careers
in computer related fields and believe that
the experience they have gained with the
Western Gamer will help them greatly.
The future looks bright for these ‘young
entrepreneurs’, as they have another three
years at Western Laval High School to
achieve their dream of financing the start up
of a video-gaming club. As winners of the
regional competition they have already collected
$500 towards that end. On June 12 th
in Quebec City, they will have the opportunity
to compete against students from across
the province. First prize is $2000 and should
they win, the four partners will be a lot closer
to realizing their dream.
reiterated Mr. MacInnes. Summing up
ExpressVu’s view of the situation, he said
that the company is “extremely happy about
the Supreme Court ruling clarifying once
and for all that the Radiocommunications
The Scope of the Problem
A survey for the Canadian Cable Television
Association estimated that between 520,000
and 700,000 Canadians are using unauthorized
satellite systems.
This is not an insignificant problem --
520,000 to 700,000 unauthorized systems is
the equivalent of all cable subscribers in the
Atlantic provinces abruptly switching off the
Canadian broadcasting system and plugging
into the U.S. network.
Star Choice and Bell ExpressVu have each
committed $1 billion to building a Canadian
satellite service. The cable industry contin-
systems are allowed to continue across
Canada.
These unauthorized systems result in a loss
of customers for legitimate, licensed
Canadian services, resulting in a revenue
undermine the Canadian broadcasting system,
broadcasting industry – one that does not
have to adhere to the same requirements,
regulations and restrictions as Canadian distributors.
Canada no longer has the ability to
control its airwaves, and determinations
about what they watch aren't made by
Canadians.
How the system worked
A satellite provider company, for instance
ABC satellite, sold equipment and provided
customers with a US satellite address, thereby
allowing them to receive Direct TV or
Dish Network feeds. Users would be
instructed not to connect their receivers to
their phone lines nor purchase any pay services
to avoid alerting US DTH (Direct to
Home) Satellite services that their transmitter
was located in Canada; once an address is
revealed as illegitimate, services are automatically
cut off.
U.S. DTH (Direct to Home) suppliers have
indicated time and again that they would not
knowingly provide the service to Canadians.
However, the real problem is the widespread
underground distribution network in Canada
of devices used to steal U.S. DTH (Direct to
Home) programming, and the so-called
"grey" market is a Trojan horse for this vastly
bigger, "black" market problem.
The last year has been a window of opportunity
of sorts for retailers of equipment to
receive unauthorized U.S. DBS (Direct
Broadcast Satellite) Services. This window
opened due to certain interpretations of the
Radiocommunications Act, one of which
ExpressVu is now appealing to the Supreme
Court of Canada.
Many retailers openly sell pirate devices for
stealing U.S. DBS programming: they dishonestly
market the DirectTV and EchoStar
brands. Customers are attracted by the "free"
stolen programming. Black Market equipment
providers typically charge a single fee
for the IRD and Smart Card, intimating that
programming received by the user is "free".
There are drawbacks to this supposedly free
service: every so often, the receiver goes
blank and then the consumer needs to reprogram
his Smart card, for a fee of $25 to $100
depending on the severity of the problem.
The other side of the ruling
If the Canadian authorities are going to use
this decision, it means that soon many
Canadians, especially those of ethnic backgrounds,
will be deprived of their beloved
“I rush home every-night from work to see
readers who called The Chomedey News to
complain about the situation. “There is no
other way for us to see our shows”, according
to the exasperated reader.
TCN asked one of the many Satellite
providers if they plan to continue to provide
the service. A company representative, who
asked to remain anonymous due to the complex
situation, said that, “After this ruling
we, as a service provider and all of our customers
- we are all illegal.” Despite the circumstances,
he remained optimistic. “We
believe that, if people demonstrate their
anger and frustration, we can force the government
to change the ruling.”

Spending on prescribed drugs
reaches $12.3 billion
(CNW) Spending on prescribed drugs is
projected to have reached $12.3 billion in
2001, an increase of 10.6% over 2000,
according to a new
report released today
by the Canadian
Institute for Health
Information (CIHI).
Total spending on
drugs, both prescribed
and non-prescribed,
was estimated
at $15.5 billion in
2001.
Since 1997, spending
on drugs has represented the second
largest category of health expenditures next
to hospital services. In 2001, spending on
drugs is expected to have consumed an
increased share of Canada’s health care dollar,
accounting for 15.2% of total health
care spending compared to 14.9% in 2000.
"From 1985 to 1992, Canada’s total drug
expenditure grew at an average annual rate
of 12.1%. The mid-1990s represented a
period of slower growth in total drug spending,
with an average annual rate of increase
of 4.9% from 1992 to 1996," explains pharmacist
Lynn Brousseau who is CIHI’s
Manager of Drug Utilization and Mental
Health. "In the last five years, however,
higher growth rates in total drug spending
have resumed, with an average annual rate
of growth of 8.7% from 1997 to 2001."
According to CIHI’s report, the growth in
drug expenditure during the past five years
was driven primarily by an increase in prescribed
drug spending, which has risen by
46.4% since 1997 (from $8.4 billion to
$12.3 billion).
TOTAL DRUG EXPENDITURE -
PRESCRIBED AND NON-PRE-
SCRIBED
In 2001, spending on prescribed drugs is
projected to have reached $12.3 billion, an
increase of 10.6% over the previous year.
Prescribed drugs now account for 79.1% of
total drug spending.
In contrast, non-prescribed drugs (such as
over-the-counter medications and personal
health supplies) cost an estimated $3.3 billion
in 2001 representing a 1.7% increase
over 2000.
PRESCRIBED DRUG EXPENDITURE
- PUBLIC AND PRIVATE SECTORS
CIHI’s figures indicate that public sector
spending on prescribed drugs has been
PER CAPITA SPENDING
ON DRUGS
In 2001, Canadians on
average spent an estimated
$500 each on drugs, an
increase of 7.6% over the
previous year.
increasing at a faster rate than private sector
spending in recent years. Public sector
expenditure on prescribed drugs is expected
to have risen to $6.0
billion in 2001,
almost matching the
amount spent on prescribed
drugs by the
private sector, at
$6.2 billion dollars
in 2001.
The share of prescribed
drugs in public
health care spending
has more than
doubled since 1985. Drug spending, which
accounted for only 3.7% in 1985, is estimated
to have reached 8.1% in 2001. During the
same period, the share of prescribed drugs
in private health care spending (including
private insurance and out-of-pocket expenditure)
has remained relatively stable at
about 30% each year from 1985 to 2001.
PROVINCIAL COMPARISONS
"Spending on drugs varies across the country,"
says Ms. Brousseau. "Drug expenditures
are influenced by multiple inter-related
factors such as the comprehensiveness
and universality of drug subsidy programs,
variations in the age and sex distribution of
the population, the health needs of the population,
and methods of health service delivery."
In 1999, the latest year for which detailed
data are available, drug expenditure per
capita among the provinces ranged from
$482 in Ontario to $362 in British
Columbia. Ontario ($482), Prince Edward
Island ($463), and Nova Scotia ($458) spent
the most per capita on drugs while
Saskatchewan ($379), Manitoba ($373) and
British Columbia ($362) spent the least.
DRUG EXPENDITURES IN CANADA
Everything Mom
A Rose for Mother
Another Mother's Day is here,
Bringing joy and pleasures new.
On this special day, Mother dear,
I want to remember you.
I cannot give you costly gifts,
And I've told you this before,
No matter what I give you,
You give back much, much more.
I'm giving you a pure, sweet rose,
Gathered in the early morn,
This rose you planted in my heart,
The day that I was born.
In kindly, loving thoughts of you,
And with the faith you still impart,
The rose I give to you today
Is the love that's in my heart.
(Cleo M. Shoffstall)
In case you were wondering and somebody
brings this subject up in conversation, surveys
indicate that Mother's Day is Canada's
second largest holiday for gift giving. It's
not surprising since moms play a very
important role in our lives, handling a
plethora of roles and duties. In addition to
being the second-largest holiday for giftgiving,
it's also the leading day of the year
for long distance phone calls, the busiest
day for restaurant dining, and the third
largest greeting day holiday.
In as far as gift-giving is concerned, cards
represent 79% of purchases, flowers/plants,
52%, dinner/brunch, 23%, gardening items,
22%, apparel, 19%, jewelry, 17% and home
décor, 11%. Family members will be interested
to learn that approximately 30% procrastinate,
waiting one week or less before
Mother's Day to purchase their cards.
The origin of Mother's Day is attributed to
Julia Ward Howe, in 1872, as a dedication
to peace. In 1907, Ana Jarvis started a campaign
to establish a national Mother's Day.
She convinced her mother's church in
Grafton, West Virginia to celebrate Mother's
Day on the second anniversary of her mother's
death, the 2 nd Sunday of May. By the
next year Mother's Day was also celebrated
in Philadelphia. President Woodrow Wilson
proclaimed it a national holiday in 1914, to
be held each year on the second Sunday of
May.
Just for the fun of it, here are the "Top Ten
(and more) Momisms" uttered by all
moms as some time. How many have you
uttered personally at some point, or heard
your Mom say to you?
-Why? Because I said so, that's why!
-I'm gong to give you until the count of
three
-It's all fun and games until someone gets
hurt
-I don't know is NOT an answer
-I would never have talked to my mother
like that
-I'm not running a taxi service
-If everyone jumped off a cliff, would you
do it too?
-Someday your face will freeze like that
-It hurts me more than it hurts you
-I love you
-Money doesn't grow on trees
-Were you born in a barn? Shut the door
-Go ask your dad
-I'm not talking just to hear my own voice
-I hope someday when you have kids
they're just like you, then you'll know
-Bob, Sue, Joe, Fido…whatever your
name is…
In as far as gifts are concerned, here are
some inexpensive suggestions:
-Write a personal poem (or song!) expressing
your feelings
-Buy an inexpensive frame for a "special"
photograph
- Make a list of "I promise to…" consisting
of daily chores i.e. dish drying, grass cutting,
etc.
Happy Mother's Day to all moms – it's
your day!
Direct Answers
from Wayne and Tamara
Not Even Close
I want to express my anguish and clear my thoughts. I was hit by the infamous arrow
of my dearest friend and enemy, Cupid. No wonder that song "Stupid Cupid" was created.
We all need someone to blame for the heartache and the pain.
I met a wonderful guy. We had an almost freakish link from the first time we met, and
meeting him was the last thing I planned. I enjoy my solitude so much I had no intention
of getting involved. It wasn't love at first sight, but his benevolence, understanding,
and humor were overwhelming.
We were engulfed in this cloud. I mean, I've been infatuated with other guys before,
but this is the first time I've actually felt the deeper pain of not being able to express it.
Your knees shake, you feel weak, you hear your breathing and the rhythmical beat of
your heart. You make sure he doesn't notice.
What could have been so wonderful isn't because of one reason, age difference. I guess
when I prayed hard to meet a great guy, I should have been specific with the age range.
How can I pretend to be mean and cruel, when I can see that what I felt for him is innocent
and true?
I'm going to college this fall. I've been bombarded with different opinions and looks of
disapproval. Everyone's staring and having appalling thoughts about me because of the
age factor. The comment that plainly got stuck in my head was "he's too old for you!"
The closeness we shared started to come apart. I ignored him. With my young heart
being broken apart, I let go of love. What if he's the one, or is this just going to be one
of those experiences a person must go through to be tough and to gain wisdom?
Gigi
Gigi, when Tamara was in school, she took an accounting course with a girl named
Lynn. For almost half a semester, Lynn didn't get it, and Tamara encouraged her not
to give up. One day in class Lynn heard the right words with the right example from
the teacher. Something clicked.
The teacher asked a question, and Lynn raised her hand. When the teacher called on
her, Lynn blurted out her first correct answer. The teacher smiled broadly and said,
"You've got it, don't you." Lynn replied, "Yes, finally." Once Lynn got it, she really
got it. The rest of the semester each of her papers was perfect.
There is such a thing as being too much in love with love. You realize this man is too
old for you, so old you won't even tell us his age. Now is the time to live life, not to
apply a "love test" to every male who crosses your path. When you really get it, your
head and your heart will know you've found the correct answer.
Wayne
Ghostly Reminders
My husband and I have been married four years. His mother recently passed away,
and he is the beneficiary. She had very nice personal items. Every time we go to her
house to sort through things, he says, "You can have anything." But when we get
ready to leave, he always says, "We'll get them later."
Last night I received a call from my son's wife. She'd been invited by my husband to
come over and pick from among his mother's clothes, makeup, and purses. I am not
stingy, but I am his wife. Why wasn't I allowed to pick first? Now I am to the point I
do not want anything.
Edna
Edna, let it go. Release your husband from his promise. Imagine he has the best possible
reason to renege on his offer. I think he does. He doesn't want these reminders
of his mother in your home, and his mind balks at putting you in his mother's clothing.
Buckle up: LPD announces ongoing
campaign to increase seat belt use
Motorists who do not habitually wear their
seat belts could be in for a rude awakening:
from April 25 to May 25. Laval’s police
department is launching an island wide operation
to crack down on drivers who are not
buckled up. Residents can expect to see an
increase in police presence, and officers will
distribute pamphlets (or fines) at various
checkpoints. Being caught without a belt can
be expensive as well as dangerous: in accordance
with article 396 of Quebec’s Highway
Safety code, fines are $105 and come complete
with 3 demerit points.
In a recent release, the LPD explained that the
operation is necessary, despite the fact that
Quebec’s seat belt use is among the highest: a
quick glance while on the road reveals that
many back seats contain improperly restrained
children, either untethered in ill-fitting car
seats or bouncing around completely unsecured.
According to Canada’s Safety Council,
an unrestrained child facing a crash at 50 km/h
would suffer an impact equivalent to being
dropped from a third-storey window.
The police department has scheduled a childseat
safety clinic next May 25 th .
Rash of debit-card fraud
targetting Laval youth
In response to an alarming increase in debit
card fraud, the LPD has issued a clear warning
to Laval’s high school students: if your name
is on the card, you are solely responsible for
charges brought about on your account.
The con appears simple: the student is
approached and asked to sell his or her debit
card, complete with PIN number, for an enticing
amount of <strong>money</strong>. Con artists reassure
concerned teenagers by telling them that once
they have sold their cards, they are no longer
responsible for any <strong>money</strong> ‘stolen’ from their
accounts. However, the swindlers are dealing
in false assurance: in reality the owner of the
card is ultimately responsible for any subsequent
transactions. Many young people are
now in debt to their financial institutions for
considerable amounts of <strong>money</strong> as a result of
this “risky business.” Even worse, victims of
this type of fraud often choose not to report
the crime to the police, thus perpetuating the
problem. Anyone approached to sell their
debit card should refuse and immediately contact
Results of April’s anti-speeding
operation
As reported in the April 6 th edition of LPD
Blue, Laval’s police department ran a citywide
campaign to curb speeding during the
first two weeks of April. It would appear that
they reached their goal of increasing public
awareness and reducing speed-related accidents:
32 different operations on Laval’s
major arteries generated a whopping 808 tickets.
Fines ranged from $47 for driving 10
km/h over the limit to $317 plus 5 demerit
points for speeds 50 km/h over a zone’s limit.
Handicapped man suffers
accidental death
A 48-year-old man who had resided at 322
Lahaie St. fell prey to a fatal mechanical
mishap last April 17. While performing basic
maintenance on his outdoor personal elevation
system (the man was physically handicapped),
the equipment suddenly came to life. The victim
was caught between the moving platform
discovered the body.
Fire of unknown origin
Firemen from four different fire stations were
called to the scene of a St-Vincent blaze during
the evening of April 17. The four-storey
building, located at 3291 Montée Masson was
Laval-des-Rapides, Friday, April 19, 6 p.m.
Prostitution ring busted!
Complaints from Laval residents led to the
LPD’s vice and narcotics division taking down
a thriving prostitution ring headquartered in
Laval-des-Rapides during the evening of April
19. The group made no effort to hide from the
public eye; indeed, brazen advertisements in
local newspapers were partly to blame for
their discovery. Police officers raided three
different locations before the end of their
sweep. An apartment building on Robin St.
was the first stop, where two apartments were
searched and 3 arrests were made. In one
apartment a 34-year-old prostitute was discovered
with a client she had been in the process
of entertaining; an adjacent apartment contained
another prostitute, 28 years of age, who
was alone at the time of her arrest. Officers
then proceeded to the residence of the ring’s
kingpin on Ampère St.; the ‘pimp’ turned out
to be married to one of the prostitutes the
police already had in custody. Incriminating
documentation and a kilo of marijuana leaves
were seized from the 38-year-old man’s house.
Many charges were laid in the case: the ringleader
was charged with drug possession and
operating a bawdy house, while the pair of
prostitutes were charged with solicitation and
being found within a bawdy house. None of
the arrested had a police record.
Rivière-des-Milles-
A Sunday afternoon boat ride on the Rivièredes-Milles-Iles
ended with a dramatic civilian
rescue and two drownings narrowly avoided.
Two Laval men took a small watercraft out
despite the river’s agitation and high water
levels. It is not clear if the men were wearing
lifejackets. Shortly thereafter their boat capsized;
32 nd Ave. residents called police when
they heard cries for help coming from the
direction of the river. When officers arrived
on the scene, three men in a rowboat were
already attempting a daring rescue, rowing
hard against the current. The two hypothermic
victims were taken back to shore by the civilians
where first aid was administered.
According to the LPD, “the men could not
have lasted long before drowning – without
the intervention of the three men, certainly
two drownings would have occurred.” The
victims spent 10 minutes fighting a strong current
in temperatures hovering around 5ºC.
The three men are being considered for official
recognition for their courageous act.
the man was declared dead upon arrival at the
Review: Olympus D-380 Review
Two Megapixels for Under $200 US
Until the newest consumer camera from
Olympus America, digital camera shoppers
had to pay about $125 to $150 per megapixel
of resolution. But the Olympus D-380 is
the first two-megapixel camera we've seen
that breaks the $200 barrier -- and it's not
only a good price proposition at $199, but a
good value one, too.
While the trappings of higher-priced models
-- features like optical zoom, a TV-out port
for big-screen image viewing, or preprogrammed
settings for various shooting environments
-- are absent, the D-380 isn't a
digital camera version of the Yugo. It can
snap pictures as large as 1,600 by 1,208 pixels,
or capture 15-second QuickTime
movies (albeit silent ones).
The camera has a fixed-focus Olympus
4.5mm F/4 lens (equivalent to a 35mm lens
in a 35mm film camera) with five elements
in five groups. In normal mode, the lens's
range is two feet to infinity; flipping a
switch below the lens activates macro or
close-up mode for shots from about 10 inches
to two feet.
15-second, 320 by 240-pixel or 60-second,
160 by 120-pixel movies in QuickTime
MOV format.
Though there's no optical zoom, you're not
strictly limited to walk-backward-and-forward
scene framing; the D-380's 5X digital
zoom works like a series of telephoto lenses.
Rather than smoothly moving between
focal points, the zoom jumps from point to
point as if you were changing lenses with
different focal lengths.
Only the lowest resolution offers the full 1-
5X enlargement range, however; the zoom
range for the upper three resolutions is 1-
2.5X. Moreover, photos tend to get grainy at
the higher enlargement levels.
You can compose your shots on the 1.6inch,
60,000-pixel color LCD monitor or in
the optical viewfinder; the former works
adequately even in bright sunlight, and is
the only way to see the enlarged image if
framing a shot using the digital zoom. If
you can't see what you want on the monitor,
you can always switch to the viewfinder.
At 6.7 ounces and 4.9 by 2.6 by 1.6 inches,
the Olympus is heftier than some of the
sleek, new compacts from Canon and
Nikon, but it still fits comfortably in a jacket
pocket -- or pants pocket, if you're modeling
"relaxed fit" khakis.
The D-380's controls are arranged cleanly
and simply and there are few of them,
which should reduce anxiety in neophyte
digital shutterbugs. To turn the camera on,
you slide a front panel to the right. The
panel does double duty as a lens cover.
Review: Prisoner of War
This interesting title from Codemasters can
become the best jailbreak game available for
the PC.
The basic premise sees you assume the role
of Captain Lewis Stone, an American Flight
Officer who has the poor fortune to get shot
down by the Germans as he flies over Stalag
Luft III, a prisoner of war camp. Once he has
been imprisoned, the only tool he has to help
him escape is his own ingenuity.
The game is a 3rd person affair which sees
Stone and his co-pilot sneaking around the
prison, encountering a wide variety of other
prisoners who may be able to help him in his
bid to get out - although this will usually
come at a price. Getting what you need in
order to procure the desired information from
a prisoner means there are plenty of "subquests"
along the way. You'll find you need
help because the prison camp is patrolled by
a fearsome array of German guards, lieutenants
and the evil Kommandant himself.
The game will see you planning and executing
an escape with your co-pilot until, disastrously,
you are both spotted by the
Kommandant, and as an example to the rest
of the prisoners, your co-pilot is heartlessly
executed. Your character is subsequently
moved to another, more secure POW camp
but far from resting on his laurels and waiting
for the war to end, Stone starts to sneak
around his new home when he stumbles
across a new German Weapon being developed.
The only place that the Germans know
the Allies won't bomb is a POW camp, so it
seems the perfect cover - and it is down to
you to get out and tell the world.
In order to find out more though, you actually
need to escape from the camp and be
recaptured, so that you can be moved around
the four camps which hold information you
need to bring about the downfall of the evil
German masterplan. You'll have to do this
more than once, apparently, so you'll be
returning to the same prisons on more than
one occasion only to find that there are seasonal
differences - lakes iced over, for example,
and different routines for the guards.
Using the powerful 3D Atlas engine, Prisoner
of War will provide a real visual feast for the
player, using graphics and audio features to
vividly recreate the unique nerve-wracking
atmosphere of the camps during day and
night. Each prison camp will be modelled in
incredible and it seems as
though almost everything
in the game world will be
interactive, providing an
incredible level of freedom
and involvement to use
anything you see to try and
help you make good your
escape.
The other prisoners are al specialists in the
key skills needed to escape from Prisoner of
War Camps, and each person you meet will
have different abilities that may or may not
be of use to you. Athleticism, stealth, espionage,
charm, linguistics - all these
skills will most likely show themselves as
being vital to your chances of getting out at
one point or another.
Exactly what kind of skills you should be
looking for in your co-prisoners is going to
be down to the player, because there will
always be more than one way to escape the
prisons - with the player free to go for
whichever method they fancy. It might be
something as old-fashioned and conservative
as digging a tunnel, but it might be that something
more exciting is the order of the day -
escaping using home-made explosives, perhaps,
or flying out of the camp during an airraid
using an improvised glider.
The player will be under observation at all
times though, and escaping the attention of
the guards will not be an easy task - and with
many of the escape bids being time-sensitive,
a few days in solitary for being caught disobeying
the prison camp rules could spell
disaster.
The game is promising some revolutionary
steps in the field of artificial intelligence,
with guards and other enemy characters having
a great amount of freedom and not being
tightly scripted, as is the norm in games of
this ilk. This should mean that the guards
have more freedom to observe the environment
around them and react to what they see,
rather than observing a strictly regimented
pattern from which they never deviate. In
theory, this should make sneaking past them
much more difficult as it requires more talent
than simply memorising their preset routines
and taking advantage of the moments when
they aren't concentrating.
The game looks set to be a big hit amongst
fans of squad-based stealth games.
Aries March 21-April 19
You'll feel mellow, understanding and wise Sunday to
Tuesday noon, but don't act on that "wisdom." Don't
preach, don't sign anything, don't get involved with lawyers, don't hop
a plane to foreign climes. Be satisfied to read the newspaper and run a
few errands! Ignore dumb worries and dumber rumors about your
future or your popularity Tuesday noon to Thursday. Just tackle career
duties, ambitions, and you'll succeed - act early, before 10 Wednesday
morn (noon out east). Your popularity, happiness, social joys and
romantic potential soar Thursday night to Saturday!
Taurus April 20-May 20
Your energy and charisma create a superb week! But proceed
cautiously Sunday to early Tuesday afternoon. Pitfalls
exist in financial, investment, sensual and career/reputation zones.
These problems arise suddenly and obviously Sunday, but lure you with
a subtle, smooth temptation Monday/Tuesday. A sweet, mellow mood
enters Tuesday p.m., bringing wisdom, love, a wide view. Only pride or
greed causes worry -- adjust accordingly. Your career's beautifully
favored Thursday night to Saturday, but avoid blowing hot and cold
about <strong>money</strong> -- leave dollar decisions until Saturday, when sweet inspiration
arrives!
Gemini May 21-June 20
Don't "join others" in any concrete way Sunday through
Tuesday afternoon - don't sign contracts, commit to a life
together, etc. You might never see why, unless you do it. Your business,
investment sense (or sexual urges) might be stymied by your ethics
Tuesday/Wednesday - stick with your ethics! If you do, a "healthy"
opportunity (in finances and/or affection) will appear Wednesday morning.
Love, compassion, wisdom, success in travel, media, legal, educational
and intellectual zones comes late Thursday night through
Saturday. Express love, not resentment. All week, rest up, protect your
health.
Cancer June 21-July 22
Avoid being saddled with extra work Sunday to Tuesday
afternoon, Cancer. Pull back, study an investment or sexual
attraction before plunging in: you're intrigued by power, but power
demands many payments! You'll have to step back from financial and
sexual hungers Tuesday eve to Thursday, also, if you want to 1) see
clearly, and 2) grab a great opportunity Wednesday morning. Be diplomatic,
eager. Finally, you get a real, honest chance to honestly, healthfully
exercise/fulfill those sexual, practical and ambitious lusts, late
Thursday night to Saturday: go ahead!
Leo July 23-Aug. 22
Romance beckons Sunday to Tuesday afternoon - but you'll
tend to say the wrong thing Sunday (or someone rebels
against your charm). Monday holds a "romance in the mind" more than
in reality. But Tuesday morning's okay - if a little unremarkable. All
three days, you're too worried about (or simply wrapped up in) your
ambitions and career to give love the attention it needs. Wednesday
morning brings opportunity and success in work, management and
practical areas. Relationships, business, marital and love, hold some
major sweet moments and opportunities! Go, seek, co-operate, join!
Virgo Aug. 23-Sept. 22
Gird yourself against the temptation to make changes on
domestic fronts Sunday to Tuesday. Don't change residence,
adopt/disown someone, etc. If LIFE makes such changes, you'll benefit
eventually. Romance, creativity, beauty, pleasure, joyful kids, a winning
streak - these visit you Tuesday eve to Thursday! (Best before
Wednesday noon.) Those doubts you have about a relationship would
exist with any link you form this entire decade. So your choice isn't
between this person and another, but between any relationship, and
none. Work and health proceed superbly Thursday night to Saturday!
The lighter side
May 4 - 10, 2002
Libra Sept. 23-Oct. 22
Big changes are on tap, Libra! Know this -- don't try to "skate
over" (or past) them Sunday, Monday and Tuesday. Love,
happiness are yours to grasp - don't avoid risk by "being friendly."
Listen to your desires Monday noon. Be prudent, but don't worship worries!
Tuesday night to Thursday brings the end of one situation, the
birth of another. Choose between a stale project/relationship and a
fruitful one - Wednesday morning brings the best "decision time."
Romance, creativity, beauty, pleasure, a winning streak arrive late
Thursday night to Saturday - plunge in!
Scorpio Oct. 23-Nov. 21
Ignore "quick buck" (or quick sex) lures Sunday to Tuesday.
Stick with long-term goals. A domestic, property or food
related concern is mixed: lucky but worrisome. Some unease exists
about relationships Sunday through Wednesday. You'll solve a "hidden
suspicion" if you call, talk, visit someone Wednesday morning (after
dawn, before noon). In fact, you could grab a reward! Your family, security,
soul, real estate and similar interests meet luck Thursday night to
Saturday -- fix a family problem, plan a vacation, start a renovation or
landscape project, etc!
Sagittarius Nov. 22-Dec. 21
Your energy, charisma, inventiveness, effectiveness and
sense of timing surge Sunday morning to Tuesday - people
notice you, and approve! But avoid conversational "accidents" Sunday.
Do you argue with someone Monday, or admit he/she fascinates you?
This first half of the week holds a subtle, intangible worry, perhaps
about your health or security. Wait until Wednesday morning (10 a.m.
PDT) and look at life then: what you see, what you want, will be correct.
Forget prior misgivings. Chase <strong>money</strong> Wednesday morning. Friends,
chats, trips fill a busy Friday/Saturday. Show love!
Capricorn Dec. 22-Jan. 19
Retreat might seem easy Sunday to Tuesday - just shrink
away and sleep, hide. But it's far better to roll up your
sleeves and tackle a dirty, gritty task. Do it, and you'll increase your
mood and confidence - results "show" Tuesday p.m. to Thursday, when
your charisma and vitality soar! Money worries are ephemeral - so are
big "profit visions." But your <strong>money</strong> luck improves powerfully Thursday
night to Saturday - chase more income, a pay raise, new clients, purchase
aids, tools, even a luxury car. Romance, pleasure exist all week!
Aquarius Jan. 20-Feb. 18
Attempts to be popular might fall flat Sunday to Tuesday -
because, just beneath the surface, you're tired. Still, you'll be
happy, dreamy, and if you're in a romantic tryst, a mild, strange ecstasy
will visit! A certain intensity has entered your romantic, creative,
speculative and pleasure zones the last two weeks. This intensity is
"stepped up" from Tuesday into late May (and then gets even stronger)
You're going to have a magical spring. Welcome everything new! But
retreat, rest Tuesday p.m. to Thursday. Your energy, happiness surge
Friday, soar Saturday!
Pisces Feb. 19-March 20
Life has an easy, busy flavor. Your luck remains high in
romance, creativity, speculation, pleasure-seeking, holidaying,
sports, gambles and raising/teaching kids -- until August. Use this
luck while you can! Don't waste your time chasing career's mirages,
ambition's traps, Sunday to Tuesday. (Nor, truth be told, all year.)
Tuesday eve into Thursday raises your optimism, popularity - accept
invitations, flirt, mingle. Perform important, hopeful actions before 10
am PDT. Retreat, rest, contemplate your future and your soul Thursday
night to Saturday. You'll see the beauty, beneficence of your home and
family.
Continued from Page 17
emerged from his car parked close by and proceeded
to threaten the woman with a knife. He
forced the victim to climb into her own car
whereby he sexually assaulted her, then forced
her to masturbate him. As soon as she saw an
opportunity, the woman flung herself out of
the vehicle and screamed for help. Witnesses
were later able to identify the suspect as well
as his license plate number after he fled the
scene; officers apprehended Proulx later that
same day on charges of armed sexual assault.
The LPD’s criminal investigation squad is
attempting to locate other women who have
been sexually assaulted by Proulx (see photograph).
If you have information that could further
the investigation, call (450) 662-4636.
Investigating officers can also be contacted
directly: Sergeant Detectives Richard
Brousseau or René Gariépy can be reached at
(450) 978-6700. Please note case number
LVL-020425-069. As always, all calls will be
kept confidential.
Earlier this month, investigators discovered
an elk at an Alberta game farm that
was infected with a relative of mad cow
disease. The entire herd will have to be
destroyed to prevent the disease from
spreading and the incident once again raises
questions about the safety of the gamefarming
industry.
Chronic Wasting Disease (CWD) affects
deer and elk. It belongs to a group of fatal
brain diseases called transmissible spongiform
encephalopathies (TSE), which also
includes BSE (mad cow) and its human
counterpart, variant Creutzfeldt-Jakob disease
(vCJD). Believed to have originated
in a Colorado research farm, CWD has
made its way across several states and
provinces. It cannot be treated and is
untestable in live animals.
One of the most disturbing features of this
type of disease, which is caused by an
abnormal protein called a prion, is its
potential to jump the species barrier. That's
what happened in Great Britain, when
BSE in cows developed into vCJD in some
of the humans who ate infected meat.
While there is currently little evidence to
suggest that CWD can infect humans with
something similar to vCJD, the connections
are too strong to ignore. For example,
one study found that, when cows are
injected with brain tissue from infected
deer, they can develop BSE-like symptoms.
And three young Americans, all with
a history of eating venison, have developed
the classic form of Creutzfeldt-Jakob
disease, which is very rare - especially in
young people.
So while there is no imminent threat to
human health, there is cause for concern.
Remember, officials in Great Britain
weren't concerned about the sheep disease,
scrapie, until it apparently jumped to cows
in the form of BSE. Even then, authorities
dismissed concerns to human health.
Scrapie had never been a threat to humans,
so why would BSE? The results of this
apathy have been tragic - more than 100
people have died from vCJD so far.
Before the recent outbreak, Alberta had
been considered free of CWD. Many biologists
are concerned that deer and elk
Science Matters
By David Suzuki
Game farm diseases
threaten wildlife
farms, which house large numbers of animals
in close quarters, may act as a vector
allowing the disease to spread. Other diseases,
like tuberculosis, are also a problem.
An outbreak of tuberculosis on an elk
farm in the late 1980s cost Canada our TBfree
status, and about a billion dollars,
according to Agriculture Canada calculations.
As it stands, elk and deer game farms are
little more than fenced enclosures - often
in areas that are also home to wild populations
of the same species. Contact between
wild and farmed animals can and does
occur. Captives, infected with livestock
diseases, escape. And wild animals get
into fenced enclosures. Game farming thus
literally builds disease bridges between
livestock and wildlife.
Fortunately, the prevalence of CWD in
Canada is currently very low. And the
potentially infective tissues (brains, blood,
lymphatic glands, stomach, intestines and
bone marrow) of hunted deer and elk are
not typically consumed as was the case
with cattle in Britain. Antler velvet from
game-farm animals, however, is consumed
as a dietary supplement. Although there is
no evidence linking such consumption to
disease in humans, the practice is very disturbing.
The problem is much worse in the U.S.,
where hundreds of exposed animals have
been shipped to game farms in at least 15
different states. CWD has turned up in
more than a dozen US ranches, and is also
appearing in wild animals. This potential
to spread through wild populations has
biologists (and hunters) concerned. Health
officials in Colorado and Wyoming are
advising hunters not to shoot sick-looking
deer and avoid handling brain and spinal
material.
Although the industry insists that game
farms are strictly regulated, problems with
diseases continue to crop up. This poses a
very real threat to wildlife and a potential
risk to human health as well. Governments
need to seriously examine the benefits and
risks associated with this industry before
the situation gets any worse.
LPD BLue
By Caroline Gardner
Sainte-Dorothée, Sat., April 27, 11 p.m.
Ex-employee attempts to rob
grocery store
A young suspect concealed himself inside the
Metro store located at 555 Samson in Sainte-
Dorothée and waited for it to close. Only two
night employees were left behind when the
suspect, disguised in a wig and balaclava,
emerged from his hiding place around 11 p.m.
He obscured the security camera lens using
paint and duct tape before making his way to
the office where the head cashier was preparing
the nightly deposit. The second employee,
a wrapper, walked in while the thief was
threatening the cashier with a pistol in an
attempt to gain access to the safe. The wrapper
was forced to tie up the cashier at gunpoint.
After locking the two employees in a walk-in
freezer, the thief made off with cash, lottery
tickets and bus passes. Fortunately the trapped
grocery store staff escaped from the freezer
ten minutes later and immediately called the
police; the two did not sustain any injuries.
The following morning, the LPD took a minor
into custody who turned out to be a former
Metro employee. He was charged with armed
robbery and
all stolen property was recovered by police
Chomedey, Monday, April 29, 10:40 a.m.
Horror in Chomedey: elderly man accidentally
killed by minivan, dragged by
driver unaware
A 71-year-old Chomedey resident’s morning
errands ended in senseless horror last April
29 th . He had completed his errands and was
leaving the St-Martin shopping centre parking
lot carrying his groceries when he was struck
by a motorist on Curé-Labelle Blvd. The
vehicle in question was a Dodge Caravan driven
by a 37-year-old Laval woman; the man
died on impact. The driver, impervious to the
fact that she had just ended a man’s life,
searched for a parking spot while dragging the
lifeless body behind her van for a distance of
almost 150 metres; she did not discover the
mangled man until she parked her car. Alcohol
is not suspected to be involved in this accident;
rather, it is believed that it occurred
through “an extreme moment of inattention”,
according to the LPD. Preliminary investigation
did not reveal any sign that the driver
used her brakes. No charges have been
brought against the woman at press time; her
car is undamaged.
Letters to the Editor
side was more subtle after the war. The
signs in Ste Agathe, "No Dogs or Jews
hard working Christians who believed
freedom, we insisted Jews be free to go anywhere!
Anywhere, as long as they didn't
that "even one Jew is too many" - although
he later retracted/denied/fudged on this, as
politicians are wont to do. Jewish refugees
attempting to land in Palestine were
machine-gunned, not by Waffen SS but by
members of the British Army. Finally, it
was decided to resolve the problem by creating
a synthetic state, the modern State of
Israel. This we did with our good Christian
charity, sympathy and understanding.
The Americans, and the rest of us, have ever
MURDER BY NUMBERS
✰✰✰✰
Murder by Numbers delivers hefty chills
with appropriate thrills throughout its twisting
tale!
MBN introduces us to two above average
spoiled teens filled with that oh-so-in boredom
with the world personality flaw.
There's Justin, (Michael Pitt) the middleclass
angst ridden gothic that thinks so
much he has thought himself to thinking
he's a philosopher. He has this disturbing
synopsis of living. To be totally emotionally
free one must be devoid of moral constraints
and be open to committing crime
without guilt, thusly, crime equals freedom.
Or some such gobbly gook.
His buddy Richard (Ryan Gosling) is that
slithering stylin' hip-la-rue guy. He's that
richy rich type brat that wants power thrills
and doesn't care who's hurt in the way of his
having a good time.
Their parents are nowhere to be seen and
somehow, even though they are certainly
separate stereotypes, have found each other
and share a quirky interest. Justin and
Richard aren't into X-Box and shooting
some hoops together, they prefer to chill in
an old abandoned Cliffside lodge and plan
the perfect crime by a roaring fire.
The creepy duo fancy themselves uber
intelligent and have become bored with the
commons. So brings about their little game
of murder.
They believe they can devise, execute (pardon
the pun) and get away with this meticulously
staged murder just by following the
steps…it's like painting by the numbers to
two as smart as they…
They'll confuse the police with the bizarre
evidence they'll plant, they'll pick a random
victim, and they'll even provide a perfect
suspect for them. Boy aren't they clever little
demons…
So, a young woman is found brutally murdered
and a plethora of evidence pollutes
the crime scene. Fibers lay about and shoe
prints are clear…
Enter homicide detective Cassie
Mayweather (Sandra Bullock). She's such a
tough cookie her fellow coppers swear she
pees standing up. Sure Cassie's a bit of a
macho gal but she's also one of the finest
homicide detectives in America.
As she begins to sniff around the crime
scene she can't help but feel something's
amiss. The young miss also seems to have a
few ghosts from her own past resurfacing
and clouding her objectivity in the case.
She's assigned a partner, Sam (Ben- oh-lala-
Chaplin) who's new to homicide and
Cassie's whole "by the balls" she-male persona.
She gives him some ribbing about his
anti-knowledge and then gives him some
rubbing about his feline knowledge (queue
porn music now, please).
As they edge closer to figuring out the mystery
of the dead woman's killer the audience
is shown how calious the murderers are and
it's a tad unerving how realistic these two
everyday teens appear to be. It's some
heavy stuff, but we also get to sit and watch
Sandra Bullock be charming and wrinkle
her twenty million dollar nose to ease the
tension.
Ben Chaplin is edibly cute like a big-olebox-of-Oreos!
He looks like Joaquin
Phoenix and Antonio Banderas had a love
child; that sexy stare with the quirky face
structure. I'd like to slather Ben in Jerry's
ice cream, wait till it's all melted and sticky
and….um, er.
The film 's bad guys, Michael Pitt and Ryan
Gosling stole their scenes. The film really
would have been a total dud if not for these
super talents working the script.
