Dish Network and Direct TV<br />
illegal in Canada<br />
(TCN) Bad news for the 520, 000 to 700 000 Canadian<br />
grey-market satellite users: if you have been enjoying<br />
programming from Dish Network and Direct TV US<br />
satellite services, recent developments could pull the<br />
plug <strong>on</strong> <strong>your</strong> viewing habits.<br />
In fact, as of April 26, the Supreme Court of Canada has<br />
ruled that you are infringing up<strong>on</strong> the Canadian<br />
Radiocommunicati<strong>on</strong>s Act that stipulates that <strong>on</strong>ly<br />
Canadian corporati<strong>on</strong>s licensed by the CRTC (Canadian<br />
Radio Telecommunicati<strong>on</strong> Commissi<strong>on</strong>) have the right to<br />
transmit US channels to Canadian households.<br />
Am<strong>on</strong>g the licensee satellite services is Bell Express Vu<br />
who appealed the BC court’s decisi<strong>on</strong> of giving the right<br />
to Can-Am Satellite services to transmit US channels into<br />
Canada via Direct TV or Dish Network satellite systems.<br />
“Dish Network and Direct TV knew about the Grey market<br />
in Canada,” R<strong>on</strong> MacInnes of Bell Expressvu’s communicati<strong>on</strong>s<br />
department told TCN. “For years, people<br />
were using illegal means to catch US channels, bypassing<br />
the broadcasting act,” he added.<br />
According to Bell Express Vu, unauthorized satellite systems<br />
result in significant losses to legitimate licensed<br />
Canadian services. Furthermore, they maintain that their<br />
use undermines the Canadian broadcasting system by<br />
cheating rights holders, creators, actors, technicians and<br />
others of their lawful compensati<strong>on</strong>.<br />

On April 24 th , four excepti<strong>on</strong>al young gentlemen from<br />
Chomedey were presented as <strong>Laval</strong> regi<strong>on</strong>al “winners” in<br />
the High School individual or small group category of the<br />
Quebec Entrepreneurship C<strong>on</strong>test. The four students of<br />
Western <strong>Laval</strong> High School have created, produced and<br />
published an in-school video-gaming magazine they have<br />
named Western Gamer. The boys, all h<strong>on</strong>our roll students<br />
aged between thirteen and fourteen year old, are George<br />
Stylianopoulos, Philip Lagogiannis, Nick Sosiak and Jamie<br />
Zaharopoulos. They received a $500 prize as regi<strong>on</strong>al winners<br />
and will be off to Quebec City <strong>on</strong> June 12 th for the<br />
nati<strong>on</strong>al c<strong>on</strong>test.<br />
Mr. Ruggi, principal of Western <strong>Laval</strong> High and supervising<br />
and c<strong>on</strong>sulting partner in this project, had nothing but<br />
praise for the boys. “We are very proud. I speak for our staff<br />
and the School Board also. All too often, we hear stories of<br />
teens and all their problems, so I was delighted to take part<br />
in such a positive experience,” Ruggi told TCN.<br />
This magazine was the ‘brain child’ of Philip and George.<br />
The students had been interested in creating a video gaming<br />
club for their high school; when Mr. Ruggi agreed to make<br />
a meeting room available for the club, the boys’ interest<br />
intensified. Realizing that they would need funds to pur-<br />

‘Patch Adams of St.<br />
Justin’s Hospital’,<br />
was am<strong>on</strong>g those<br />
h<strong>on</strong>oured at<br />
Quebec’s Nati<strong>on</strong>al<br />
Assembly this past<br />
April 24th as part of<br />
Nati<strong>on</strong>al Volunteer<br />
Week, where he Robert Leclerc<br />
received the ‘volunteer<br />
in acti<strong>on</strong>’ prize. The Quebec City cerem<strong>on</strong>y<br />
was presided over by Premier Bernard<br />
Landry.<br />
“I’m happy to announce that Robert Leclerc<br />
and the <strong>Laval</strong> volunteer centre (Centre de<br />
bénévolat de <strong>Laval</strong>) are am<strong>on</strong>g the winners<br />
of the Quebec 2002 prize h<strong>on</strong>ouring volunteers,”<br />
stated Minister Nicole Léger <strong>on</strong> the<br />
opening day of the special week.<br />
<strong>Laval</strong>’s volunteer bureau boasts a team of<br />
1,500 volunteers that have invested some<br />
67,000 hours.<br />
The award trophies were works of art of<br />
their own merit: fashi<strong>on</strong>ed out of terra cota,<br />
the statuettes were meant to symbolize volunteer<br />
acti<strong>on</strong>. Serge Roy and Gregory<br />
Schlybeurt from Cercle de créativité Terra<br />
of <strong>Laval</strong> were resp<strong>on</strong>sible for the trophies’<br />
design.<br />
Much like the real life ‘Patch Adams,’<br />
Leclerc likes to clown around. Perhaps this<br />
is because Leclerc was <strong>on</strong>ce an actual clown<br />
himself. When he became a nurse at the<br />
hospital, he would often wear a red nose<br />
while making the rounds in the E.R. and frequently<br />
gave out teddy bears to patients. He<br />
has incorporated many of his old clown<br />
gadgets and tricks into his practice, and has<br />
been known to play a key role in alleviating<br />
the stress for both the relatives and patients.<br />
“When you wait years and years for an<br />
appointment, and then finally you have it<br />
but it doesn’t work out well, especially<br />
when you have a child with a serious disease,<br />
it’s stressful for the parents,”<br />
explained Leclerc. “My job is to help support<br />
those people.”<br />
His heart was touched by the courage of<br />
many patients, including a 16-year-old boy,<br />
who developed liver cancer. Complicati<strong>on</strong>s<br />
led to a c<strong>on</strong>diti<strong>on</strong> called septicaemia, or<br />
blood pois<strong>on</strong>ing. Treated with antibiotics,<br />
he suffered an extremely violent reacti<strong>on</strong>.<br />
But <strong>today</strong>, Leclerc is happy to see him alive<br />
and well.<br />
Leclerc does a lot more than just clowning<br />
around at work. He has made use of his<br />
spare time, between shifts, by volunteering<br />
for many hospital projects, including a<br />
scout camp for sick children. He also brings<br />
kids to Walt Disney World every year and to<br />
c<strong>on</strong>certs at the Mols<strong>on</strong> Centre, thanks in<br />
part to the St. Justin’s Communicati<strong>on</strong>s<br />
department.<br />
In additi<strong>on</strong>, he has been the head of Leucan<br />
for the past 16 years, where with the help of<br />
a team, he organized different activities,<br />
like summer and winter camp for young<br />
people.<br />
Unfortunately <strong>today</strong>, Leclerc does not get to<br />
interact with as many patients as <strong>on</strong>ce did.<br />
Due in part to the recent overcrowding and<br />
staff shortages, he has been transferred to<br />
the operating room, since March 11th,<br />
where he works as a nurse assisting the surge<strong>on</strong>.<br />
“I miss certain doctors,” he c<strong>on</strong>fided. He<br />
also said that misses all the patients, including<br />
the warmth and the smiles from the children.<br />
“I liked all of that, and I miss that.”<br />
$3,000 d<strong>on</strong>ated to F<strong>on</strong>dati<strong>on</strong> La<br />
Belle-Aide<br />
The Quebec City cerem<strong>on</strong>y was not the<br />
<strong>on</strong>ly event h<strong>on</strong>ouring a volunteer hailing<br />
from <strong>Laval</strong> during Nati<strong>on</strong>al Volunteer<br />
Week. In Waterloo, Clarica celebrated its<br />
nati<strong>on</strong>al and regi<strong>on</strong>al volunteers of the year<br />
by d<strong>on</strong>ating to charities of their choice. As a<br />
result, $3,000 has been d<strong>on</strong>ated to the<br />
F<strong>on</strong>dati<strong>on</strong> La Belle-Aide, <strong>on</strong> behalf of<br />
<strong>Laval</strong> resident and volunteer worker Jean-<br />
Guy Girard.<br />
Clarica's volunteer program recognizes its<br />
own employees, agents and their families,<br />
who make significant commitments of time<br />
to registered charities and n<strong>on</strong>-profit. Last<br />
year more than $300,000 had been d<strong>on</strong>ated<br />
to some 400 charities.<br />
A selecti<strong>on</strong> committee determined the winners<br />
from more than 50 applicants, based <strong>on</strong><br />
a set of criteria centred <strong>on</strong> the values of<br />
stewardship, partnership and innovati<strong>on</strong>.<br />
“Employer-supported volunteering requires<br />
a fresh new approach within charities and<br />
n<strong>on</strong>- profits, creating an innovative threeway<br />
relati<strong>on</strong>ship between the volunteer,”<br />
said Paddy Bowen, Executive Director<br />
Volunteer Canada.<br />
$10,000 has also been d<strong>on</strong>ated to Nanaimo<br />
Search and Rescue <strong>on</strong> behalf of the nati<strong>on</strong>al<br />
volunteer of the year, David Knott,<br />
Clarica agent in Nanaimo, BC.<br />
Quebec commemorates<br />
Armenian Genocide<br />
(TCN) “The world has risen, the world is<br />
with you, for you the forgotten people, it<br />
has opened its heart, it has extended its<br />
arms.” With these symbolic words taken<br />
from a s<strong>on</strong>g by Charles Aznavour, MNA<br />
André Boulerice invited his fellow members<br />
of the Nati<strong>on</strong>al Assembly to observe<br />
the 87 th anniversary of the Armenian<br />
Genocide <strong>on</strong> April 24.<br />
Boulerice, the MNA in charge of immigrati<strong>on</strong><br />
and citizen relati<strong>on</strong>s, presented a<br />
moti<strong>on</strong> to mark the official acknowledgement<br />
of the anniversary and expressed sympathy<br />
to all citizens of Armenian origin. The<br />
moti<strong>on</strong>’s goal was to remind all Quebecers<br />
of the unacceptable nature of intolerance<br />
and racism.<br />
The genocide was resp<strong>on</strong>sible for the exterminati<strong>on</strong><br />
of over 1,500,000 Armenians,<br />
including men, women and children, mainly<br />
during the period of 1915 to 1917.<br />
500,000 others escaped the brutality and<br />
fled to other parts of the world, with a large<br />
number of them settling right here in<br />
Quebec.<br />
“Quebecers of all origins are invited to<br />
share with the Armenian community the<br />
painful memory of these events,” stated<br />
Boulerice. He c<strong>on</strong>cluded his speech by<br />
imploring that “Not <strong>on</strong>ly must we all be<br />
sensitized to the existence of this genocide,<br />
but also … reaffirm our refusal to accept<br />
intolerance, ethnic exclusi<strong>on</strong> and the exterminati<strong>on</strong><br />
of a populati<strong>on</strong>.”
Close to 10,000 made use of Emploi-<br />
Quebec services in <strong>Laval</strong><br />
(TCN) With 9,725 new participants in<br />
<strong>Laval</strong>, Emploi-Quebec surpassed its local<br />
goal of 8,500 in its active measures for the<br />
2001-2002 fiscal year. In fact, throughout<br />
Quebec, the goal of 228,500 new users has<br />
not <strong>on</strong>ly been achieved but surpassed,<br />
according to Employment Minister Agnes<br />
Maltais.<br />
Maltais also stated in a statement released<br />
<strong>on</strong> April 22 nd that some 115,000 Quebecers<br />
were able to find jobs, thanks to Emploi<br />
Quebec.<br />
“Quebec is in first place am<strong>on</strong>g all<br />
Canadian provinces with regard to the rate<br />
of return to the work force for people who<br />
have obtained public employment services,”<br />
declared Maltais.<br />
Am<strong>on</strong>g the new participants, 100,000 people<br />
are social aid recipients while close to<br />
130,000 others are Employment Insurance<br />
recipients. Also, the active measures of<br />
Emploi-Quebec have helped more than<br />
2,651 young <strong>Laval</strong>lers under the age of 30.<br />
Throughout the province, a total of 80,000<br />
young people and some 30,000 heads of<br />
single-parent families, made use of the services.<br />
“The young clients, who represent a third of<br />
the participants of the active measures of<br />
Emploi-Quebec, will c<strong>on</strong>tinue to have pri-<br />
(TCN) Over 40 trucks, supplied by various<br />
participating corporati<strong>on</strong>s, will hit the road<br />
while taking part in the 7 th annual Jeunes et<br />
Cie. rally this weekend. The rally is an initiative<br />
launched by the F<strong>on</strong>dati<strong>on</strong> Jeunes<br />
Projet in 1995 with the aim of raising funds<br />
for Quebec school projects. Bringing<br />
together teachers, companies and students,<br />
the event enjoys support from numerous<br />
corporate sp<strong>on</strong>sors including Métro-<br />
Richelieu, Nati<strong>on</strong>al Bank of Canada, AXA<br />
Insurance, Kraft Canada, Multi-Marques,<br />
and Natrel. This year’s editi<strong>on</strong> of the rally<br />
has a fundraising goal of $40,000.<br />
Paul Laporte, of Métro Richelieu Inc., the<br />
H<strong>on</strong>orary Chairman of the Rallye, together<br />
with Pierrette Robitaille, actress and foundati<strong>on</strong><br />
sp<strong>on</strong>sor, and schoolteacher Jean-<br />
Pierre Picard, acting president of the<br />
F<strong>on</strong>dati<strong>on</strong> Jeunes-Projet, invite the public to<br />
join them in cheering <strong>on</strong> the participants.<br />
Actor Julien Bernier-Pelletier and champi<strong>on</strong><br />
truck driver D<strong>on</strong>ald Porlier will also be<br />
<strong>on</strong> hand.<br />
The rigs will be driven by employees of the<br />
various corporate sp<strong>on</strong>sors, but each will<br />
have an important co-pilot: a student from<br />
<strong>on</strong>e of the high schools benefiting from the<br />
project. The rally’s route c<strong>on</strong>sists of over<br />
120 kilometres touching M<strong>on</strong>tréal,<br />

Emploi-Quebec plans to invest $33 milli<strong>on</strong><br />
across the province in the youth program,<br />
Carrefours jeunesse-emploi (CJE). As well,<br />
Emploi-Quebec established agreements<br />
with over 450 community groups, including<br />
105 CJEs, representing a total investment of<br />
$150 milli<strong>on</strong>.<br />
In additi<strong>on</strong>, a plan has been introduced, to<br />
meet the requirements of clients with specific<br />
needs. For example, Emploi Quebec<br />
put in to place an interventi<strong>on</strong> strategy, in<br />
collaborati<strong>on</strong> with government and other<br />
partners, aimed specifically at helping<br />
women. They also took c<strong>on</strong>trol over the<br />
management of integrati<strong>on</strong> into the workplace<br />
c<strong>on</strong>tracts for the handicapped, which<br />
up until recently, where handled by a separate<br />
body.<br />
The government agency has plenty of plans<br />
for the future as well.<br />
“For the next exercise, we intend to c<strong>on</strong>centrate<br />
our efforts in the small and medium<br />
sized businesses where the challenge of<br />
work force training is difficult to overcome,”<br />
according to Maltais.<br />

Rallye Jeunes et Cie. organized by F<strong>on</strong>dati<strong>on</strong> Jeunes Project<br />
Big rigs roll to raise funds for Québec youth<br />
Brossard and <strong>Laval</strong> and should take around<br />
three and a half hours to complete.<br />
Some rigs have a <strong>Laval</strong> departure point;<br />
although most trucks will be leaving from<br />
Métro’s head office in M<strong>on</strong>tréal between<br />
8:30 and 10:00 a.m., a number of trucks<br />
start at 9:30 a.m. from the Métro located at<br />
Duvernay shopping centre <strong>on</strong> De la<br />
C<strong>on</strong>corde Blvd. E. A skill testing competiti<strong>on</strong><br />
for heavy rig drivers, the Marsh Cup, is<br />
scheduled for no<strong>on</strong> and activities are organized<br />
throughout the day until the truck<br />
parade at 4:15 p.m. Door prizes, mascots,<br />
and makeup artists are also <strong>on</strong> the agenda.<br />
The missi<strong>on</strong> of F<strong>on</strong>dati<strong>on</strong> Jeunes-Projet is<br />
to raise funds for projects linking educati<strong>on</strong><br />
and entrepreneurship, and to provide<br />
Québec teachers and schools with logistical<br />
support in carrying them out. To date, the<br />
F<strong>on</strong>dati<strong>on</strong> Jeunes-Projet has financed more<br />
than 500 elementary and sec<strong>on</strong>dary school<br />
projects throughout Québec.<br />

Program of comparis<strong>on</strong> of data<br />
in the customs declarati<strong>on</strong>s<br />
The Government of Canada has recently<br />
announced the reinstatement of the program<br />
to allow the comparis<strong>on</strong> of data in the customs<br />
declarati<strong>on</strong>s prepared by Canadians<br />
returning to Canada by air, with data in the<br />
Human Resources Development Canada<br />
files of Employment Insurance recipients.<br />
The program, which had been suspended in<br />
1999, will be reinstated <strong>on</strong> September 1,<br />
2002.<br />
This is of particular interest to those who<br />
receive Employment Insurance payments,<br />
since, under the Employment Insurance<br />
Act, a pers<strong>on</strong> who is receiving regular sickness<br />
or unemployment benefits and who<br />
travels abroad is not entitled to these benefits<br />
while they are away, except under specific<br />
circumstances. Claimants <strong>on</strong> regular<br />
benefits must be available to work or looking<br />
for work. Claimants <strong>on</strong> sickness benefits<br />
may leave Canada <strong>on</strong>ly for specific<br />
medical reas<strong>on</strong>s, as defined in the<br />
Employment Insurance Regulati<strong>on</strong>s. In<br />
both instances, benefit recipients also have<br />
an obligati<strong>on</strong> to report any trips outside the<br />
country.<br />
There will be no backtracking to match data<br />
from 1999. However, appeals, collecti<strong>on</strong>s<br />
of accounts and files processed in 1999 will<br />
resume immediately.<br />

The PQ and media<br />
c<strong>on</strong>centrati<strong>on</strong><br />
While c<strong>on</strong>cern grows over the c<strong>on</strong>centrati<strong>on</strong> of<br />
media ownership in the hands of a few corporati<strong>on</strong>s,<br />
the <strong>on</strong>ly government in Canada resp<strong>on</strong>sible<br />
enough to grapple with the threat is our PQ government.<br />
The sole federal party to criticize this m<strong>on</strong>opolizati<strong>on</strong> has<br />
been the NDP--but since the corporate media rarely cover<br />
the NDP, few know of this critique. From the Parti<br />
Quebecois view, "the rest of Canada" has taken a big valium.<br />
Grocery stores fill our fridges and shelves, but the media<br />
fills our minds--an important difference. We may abhor the<br />
chemicals in modern foods, but at least the labels identify<br />
the additives; the news does not come with the warning that<br />
"the news you are about to read is incomplete, ignores certain<br />
facts or stories, or is designed to promote a certain point<br />
of view." Most newspapers and newscasts should carry such<br />
warnings. They would be accurate.<br />
The media gives us our big-picture of the world. We, ourselves,<br />
have no way of checking <strong>on</strong> Afghanistan or<br />
Parliament Hill. The media paints the emoti<strong>on</strong>al colours<br />
into our view of our own country, of our political choices,<br />
and of the important issues of our times. The media is not<br />
just another business. Grocery stores, big-box hardware<br />
stores, or merged airlines do not have this subtle ideological<br />
impact <strong>on</strong> our society and its future--thus, the c<strong>on</strong>trol of the<br />
media by a few huge corporati<strong>on</strong>s is significant to us. These<br />
corporati<strong>on</strong>s own newspapers, televisi<strong>on</strong>, radio, magazines,<br />
and other media forms; while not a m<strong>on</strong>opoly, because there<br />
is more than <strong>on</strong>e corporati<strong>on</strong> in c<strong>on</strong>trol, this fits the definiti<strong>on</strong><br />
of a cartel, c<strong>on</strong>trol by a small number of powerful owners.<br />
If democracy is said to require a free and independent<br />
press, what does the cartel's c<strong>on</strong>trol of our media say about<br />
Canadian society--beneath the socio-political happy-face<br />
hype produced by these same corporati<strong>on</strong>s?<br />
The PQ has announced it will not attempt to dismantle corporate<br />
c<strong>on</strong>trol of our media, but will encourage the growth,<br />
cooperati<strong>on</strong>, and strength of independent media. What a<br />
simple and effective idea! They are not trying to police the<br />
industry (in a fading era of deregulati<strong>on</strong>) nor are they setting<br />
up another bureaucratic agency which will itself suck up the<br />
funds. One milli<strong>on</strong> dollars is earmarked for assistance to a<br />
new associati<strong>on</strong> of independent media--probably AMIQ<br />
(Quebec Independent Media Associati<strong>on</strong>)--and a percentage<br />
of the advertising of each government department must be<br />
awarded to independent media. Advertising revenue is key<br />
to media independence. Now, most big-budget advertising<br />
is gobbled up by corporate ad agencies c<strong>on</strong>trolled by the<br />
media corporati<strong>on</strong>s. The PQ has found the right targets and<br />
a democratic process of effective interventi<strong>on</strong>. Otherwise,<br />
all we have is CBC/Radio Canada.<br />
For example, Gatineau<br />
Look at our example in this new city of Gatineau: the three<br />
daily newspapers (all produced in Ontario) are owned by<br />
two huge corporati<strong>on</strong>s. Of the seven weeklies, <strong>on</strong>ly this<br />
newspaper and its sister, The West Quebec Post, are independently<br />
and locally owned--the others are owned by a single<br />
large corporati<strong>on</strong> headquartered in M<strong>on</strong>treal.<br />
However much we may questi<strong>on</strong> the PQ's entire agenda, we<br />
should all support our government's attempt to promote a<br />
healthy and diverse media in Quebec--and in Canada. The<br />
PQ appears to be the <strong>on</strong>ly government in this entire nati<strong>on</strong><br />
brave and far-sighted enough to do so.<br />

OOnce up<strong>on</strong> a time, when Les Canadiens were still the<br />
‘Flying Frenchmen’ and the Forum was still their<br />
home, April was the m<strong>on</strong>th of playoff hockey fever.<br />
There was no other playoff rivalry that could match the intensity<br />
and emoti<strong>on</strong> of a Bruins versus Canadiens series. When<br />
greats like Orr, Esposito and Cheevers laced up their skates<br />
against our heroes, Dryden, Lafleur or Beliveau, we knew<br />
that there would be magic <strong>on</strong> ice. When the game was <strong>on</strong> the<br />
line, and the victory in jeopardy, the crowd screamed the<br />
famous ‘Go Habs Go’ chants, entreating the hockey ‘gods’ to<br />
intervene <strong>on</strong> behalf of legends past. All <strong>on</strong>e had to do was<br />
look up to the heavens (or to the rafters of the old historic<br />
house of hockey where the pendants of Stanley Cup victories<br />
past hung) to be reminded that somehow, somewhere, this<br />
was a team of destiny and the battle would be w<strong>on</strong>.<br />
When the team moved to the Mols<strong>on</strong> Centre, the ‘ghosts’ of<br />
the old forum had lost their way. This was no l<strong>on</strong>ger the house<br />
of legend. The team missed the playoffs the last three years.<br />
Names <strong>on</strong> its roster sounded more like the pers<strong>on</strong>nel list for a<br />
United Nati<strong>on</strong>s peace keeping missi<strong>on</strong> than a Canadiens<br />
hockey team. This was no l<strong>on</strong>ger the house of ‘Les Glorieux’<br />
and April was more about the anguish of paying income taxes<br />
than about hockey fever. Last M<strong>on</strong>day night, that all changed.<br />
With about <strong>on</strong>e minute left in the game, the crowd in the<br />
Mols<strong>on</strong> Centre knew. They knew that they were finally witnessing<br />
the passing of the torch… from failing hands to winning<br />
hopes renewed. On this night, the thunderous applause<br />
and screaming shook the rafters where 24 Stanley cup banners<br />
swayed and shivered. Echoes rumbled and reverberated<br />
throughout the building as the crowd stomped and cheered.<br />
On this night, as people hugged and screamed in joy and jubilati<strong>on</strong>,<br />
the Mols<strong>on</strong> Centre, l<strong>on</strong>g devoid of the mystique of the<br />
house that Maurice Richard built, came back to life.<br />
This series shares eerie similarities with another great Bost<strong>on</strong><br />
series of April 1971. The Canadiens had missed the playoffs<br />
the year earlier and had to face the ‘Big Bad Bruins,’ who<br />
were coming off a record-breaking year. In that series, the<br />
Canadiens engineered <strong>on</strong>e of the greatest comebacks in playoff<br />
history as they turned a 5 to 1 score late in the sec<strong>on</strong>d<br />
period into a 7 to 5 win. That team was a mix of seas<strong>on</strong>ed veterans,<br />
character players, and small speedy forwards. In a<br />
series that featured end-to-end acti<strong>on</strong> and break neck speeds,<br />
the teams traded goals and wins in a hard fought battle that<br />

torch to Doug Gilmour, D<strong>on</strong>ald Audette and Gino Odgick.<br />
Yvan Cournoyer and Jacques Lemaire, flying Frenchmen of<br />
an era past, are now replaced by Saku Koivu and Oleg Petrov.<br />
But most of all, a young goalie named José Theodore has<br />
been playing as big as his 1971 counterpart, Ken Dryden.<br />
This series was all about Theodore. He was the <strong>on</strong>e who was<br />
going to steal <strong>on</strong>e, maybe two games for the good guys. The<br />
team did not need him in the first four games as the split provided<br />
the good guys with an even chance of winning. Then a<br />
funny thing happened <strong>on</strong> the way to the Fleet Centre for game<br />
five: the Bruins, a.k.a. the Bean Town Bears, finally woke up<br />
from their hibernati<strong>on</strong>. Thankfully for the Canadiens, the<br />
Zednick ‘hit’ and verbal support from a recovering fellow<br />
combatant named Hackett were enough to inspire the ‘gifted<br />
<strong>on</strong>e’. Theodore was back, looking every bit the goalie that<br />
stole some twenty points during the regular seas<strong>on</strong> and which<br />
allowed the Canadiens to finally make the playoffs. Theodore<br />
the thief committed grand larceny as he stopped 77 of 79<br />
shots fired at him the last two victories, breaking the 8 th commandment<br />
several times as the Canadiens finally enjoyed<br />
playoff success at the Mols<strong>on</strong> Centre.<br />
Though my publishers generally dislike my writing about<br />
similar subject matter in c<strong>on</strong>secutive issues I could not silence<br />
the enthusiasm that I shared with milli<strong>on</strong>s of Quebecers.<br />
There is joy <strong>on</strong>ce again, as the greatest and most-storied franchise<br />
of hockey history shows signs of rebirth. As many<br />
Chomedey residents prepare to celebrate the “Orthodox<br />
Easter” this weekend, we can <strong>on</strong>ly pray that Theodore will be<br />
forgiven his transgressi<strong>on</strong>s. As I had alluded in last issues’<br />
editorial, it seems that Saku Koivu’s magical return was<br />
accompanied by friendly ghosts of dynasties past. For those<br />
who still do not believe, I will share a secret that I and my<br />
Greek-speaking friends have known all al<strong>on</strong>g: at a time when<br />
a goalie can ‘steal’ victories for his team, Theodore has been<br />
heaven sent. After all, in Greek, his name means “gift from<br />
god”. With the hockey gods <strong>on</strong> our side, maybe - just maybe<br />
- they have not shed their last smile <strong>on</strong> this determined and<br />
deserving team. Time will tell. Stranger things have happened,<br />
much like in 1971.<br />

Victims by associati<strong>on</strong><br />
Dear Editor<br />
For a couple of years after graduating from<br />
high school in Edm<strong>on</strong>t<strong>on</strong>, I worked at a<br />
lumber yard in the West End, where six of<br />
my fellow-workers were vets, fresh-home<br />
from Europe's war. To me, they were "old<br />
guys"; in their 40s or 50s, but I found later,<br />
that their ages ranged from their mid-twenties<br />
to early thirties.<br />
I used to look forward to the no<strong>on</strong>-hour,<br />
when we would all sit around our lunch<br />
buckets, in the shop... and I would keep my<br />
mouth shut... and listen. (No teenager ever<br />
had an "educati<strong>on</strong>" like that!) Five of these<br />
men were army; all "damaged" in <strong>on</strong>e way<br />
or another: D<strong>on</strong>, from a transport unit had<br />
just had part of his lungs (or stomach)<br />
removed. When Gordie had his shirt off, I<br />
had to look at a depressi<strong>on</strong> the area and<br />
depth of <strong>on</strong>e of my hands in the muscles<br />
under <strong>on</strong>e of his shoulder blades. Charlie<br />
had been in the artillery for a full five years<br />
and was partially deaf; Tommy #1, demobbed<br />
as a sergeant major, had fought the<br />
entire Sicily/Italy campaign and come home<br />
with grave lung problems - which killed<br />
him a few short years later. Tommy #2 - the<br />
youngest of the lot - was <strong>on</strong>e of the nicest<br />
guys you would ever want to meet, but, as a<br />
c<strong>on</strong>sequence of some pretty horrible experiences,<br />
which he never spoke of, he would,<br />
from time to time, collapse in tears... and<br />
memories.<br />
One no<strong>on</strong>-hour, during <strong>on</strong>e of these sessi<strong>on</strong>s,<br />
Charlie turned to me and offered<br />
some stern advice. He said that, if any plu-<br />

tocrat should ever put a gun in my hands<br />
and order me to go abroad to fight a war, to<br />
throw the gun <strong>on</strong> the ground; and to repeat<br />
the process as many times as necessary. It<br />
was strange that his fellow vets agreed, in a<br />
sort of head-nodding silence, since all in the<br />
group were s<strong>on</strong>s of British immigrants... (as<br />
was my uncle, who had the same feelings).<br />
On the other hand, Charlie said, (with a<br />
meaningful glance to his colleagues), that if<br />
war came to me, I should NOT be a civilian.<br />
I was Charlie's truck-helper and <strong>on</strong>ly <strong>on</strong>ce<br />
did he ever tell me a "story". It was a gripping<br />
tale about his having been practically<br />
<strong>on</strong> the spot, when an incident occurred<br />
which is almost identical to what happened<br />
in Afghanistan <strong>on</strong> the 16th of April 2002;<br />
the difference being that Canadians were<br />
not "involved".<br />
My heart goes out to those closest to our<br />
young men who have just become victimsby-associati<strong>on</strong><br />
in far away Afghanistan. I<br />
have a real sense of how they must be taking<br />
this... because I have had a real sense<br />
that something like it was going to happen.<br />
After all, when our grovelling "leaders" ally<br />
us with a psychopathic killing machine, in<br />
yet another of it's unholy "wars", "collateral<br />
damage" from "friendly fire" is a very distinct<br />
possibility.<br />
However, our adopted, mentally-deprived<br />
"emperor" in Washingt<strong>on</strong> has mumbled his<br />
c<strong>on</strong>dolences; his loyal satrap here in Ottawa<br />
- al<strong>on</strong>g with all his grovelling supplicants -<br />
has mouthed similar platitudes and our head<br />
warrior has made it clear that war is war and<br />
that our participati<strong>on</strong> in America's latest<br />
killing spree, <strong>on</strong> behalf of big oil, must c<strong>on</strong>tinue.<br />
So, as the Brits used to say to us, as<br />
we were losing 42,000 of our boys during<br />
WW2... "Carry <strong>on</strong> Canada".<br />

to adopt the Jewish faith, I too would be a<br />

references to former Laurenval buildings.<br />
Legal acti<strong>on</strong><br />
A lawsuit in the amount of $849,044.47 has<br />
been filed against the city by friends and<br />
members of the Pelletier family, following a<br />
swimming pool drowning that occurred <strong>on</strong><br />
October 20th. <strong>Laval</strong> will be spending<br />
$10,000 in legal fees towards its defence in<br />
this matter.<br />
Following a $7,633.65 lawsuit filed against<br />
the city by Robert Ménard regarding damage<br />
caused by a broken water main, the city<br />
has decided to settle the issue out of court<br />
for $2,000.<br />
A similar case involving the flooding of a<br />
basement at 1768 LeRoyer Street, asking<br />
for $9,695.47, was settled out of court for<br />
$9,047.00.<br />
Those who are in arrears with their property<br />
tax payments should be sure to pay up by<br />
August; the city plans to send out notices<br />
threatening repossessi<strong>on</strong> of any property<br />
with unpaid taxes.<br />
Community and cultural funding<br />
The <strong>Laval</strong> Tourism Office just got a<br />
$274,000 financial boost, $30,000 of which<br />
is to be used for publicity.<br />
In order to hold the 2002 Dunamis Gala, the<br />
city has allocated $20,000 to <strong>Laval</strong>’s<br />
Chamber of Commerce and Industry.<br />
The 2002 Christmas Parade, to be held by<br />
Allégorie Inc., will cost $10,000.<br />
Look for a new n<strong>on</strong>-profit café to open adjacent<br />
to the Mais<strong>on</strong> André-Benjamin-<br />
Papineau. The Centre de bénévolat de <strong>Laval</strong><br />
will receive $5,000 to start the project<br />
designed to get young people involved in<br />
the community.<br />
An administrative c<strong>on</strong>tract worth $483,000<br />
has been renegotiated with Salle André-<br />
Mathieu for the Mais<strong>on</strong> des arts.<br />
The Ste-Dorothée Community Centre has<br />
renewed its lease for the next five years, at<br />
a cost of $81,326 per year.<br />
Expenses<br />
A bill for $20,875.95 was received at the<br />
beginning of April from the <strong>Laval</strong> School<br />
Commissi<strong>on</strong>, c<strong>on</strong>cerning the use of its<br />
buildings this past November to hold<br />
municipal electi<strong>on</strong>s.<br />
Hazardous waste removal will cost <strong>Laval</strong> an<br />
estimated $200,000 over a three-year period.<br />
The public works and envir<strong>on</strong>ment department<br />
will spend over $5 milli<strong>on</strong> to replace<br />
several of its vehicles which are in poor<br />
c<strong>on</strong>diti<strong>on</strong>.<br />
Public investment<br />
A $25,000 grant from the provincial government<br />
may so<strong>on</strong> make its way to the city’s<br />
coffers, to further ec<strong>on</strong>omic development in<br />
the regi<strong>on</strong>. The funding is c<strong>on</strong>tingent <strong>on</strong><br />
<strong>Laval</strong>’s Technopole’s 2001 annual report<br />
and its 2002 acti<strong>on</strong> plan.<br />
A number of term deposit certificates were<br />
purchased by the City of <strong>Laval</strong> in January.<br />
In total, they are worth over $1.7 milli<strong>on</strong><br />
and will generate $12,528.68 worth of interest.<br />
Public transit expenses<br />
The STL has taken almost $250,000 from its<br />
reserves to help cover unexpected expenses.<br />
$70,000 is due to extra surveillance and<br />
another $22,000 is for insurance costs. Also,<br />
another $57,000 in funds have been transferred<br />
from another source to cover other<br />
expenses.<br />
Public c<strong>on</strong>tracts<br />
A c<strong>on</strong>tract for collecti<strong>on</strong> of organic material<br />
in the Chomedey area was awarded to the<br />
lowest bidder, Entreprise sanitaire F. A.<br />
Ltée., following a call for offers. The c<strong>on</strong>tract<br />
is worth $18,395.58 and runs until the<br />
end of March 2003.<br />
Another c<strong>on</strong>tract worth $39,972 was awarded<br />
to Pièces d’équipement Bergor, c<strong>on</strong>cerning<br />
the rental of a street sweeper. Only <strong>on</strong>e<br />
company applied for the offer.<br />
A five-year c<strong>on</strong>tract has been awarded to<br />
Les équipements Omnibac Inc. to provide<br />
the city with ventilated bins <strong>on</strong> wheels. The<br />
c<strong>on</strong>tract is worth close to $14,000 a year.<br />
Street signs<br />
The city has rejected Alain Leclerc’s request<br />
to install an “Attenti<strong>on</strong> à nos enfants” sign<br />
at a locati<strong>on</strong> between Cartier and Des<br />
Prairies Boulevards because there is already<br />
<strong>on</strong>e at the corner of Des Prairies. However,<br />
they will install a bicycle crossing sign at<br />
the end of that same block<br />
Community events<br />
The Delta Soccer Club will celebrate the<br />
beginning of the soccer seas<strong>on</strong> <strong>on</strong> May 25 th<br />
in Ste-Dorothée’s Jolibourg Park.<br />
A.P.A.R.L., a group that helps the elderly in<br />
<strong>Laval</strong>, has received authorizati<strong>on</strong> to hold a<br />
garage sale <strong>on</strong> May 25 th at the Groulx<br />
Community Centre.<br />

A producti<strong>on</strong> company had received authorizati<strong>on</strong><br />
to shot the film “Wicked Minds” <strong>on</strong><br />
April 18 th and 19 th . The shooting required<br />
traffic to be interrupted, from time to time,<br />
near 398 des Prairies.<br />
C<strong>on</strong>structi<strong>on</strong><br />
A call for offers worth about $30,000 has<br />
been put out for phase II of the St-Martin<br />
East Police Stati<strong>on</strong> renovati<strong>on</strong>. Finally, the<br />
extensi<strong>on</strong> of Daniel-Johns<strong>on</strong> Blvd. between<br />
Notre-Dame and Du Souvenir has been<br />
rerouted to make room to build a hospital<br />
centre.
Frustrati<strong>on</strong> at Cosmodome<br />
losing $2 milli<strong>on</strong> a year<br />

In resp<strong>on</strong>se to reports that Cosmodome is<br />
losing $2 milli<strong>on</strong> a year, angry former oppositi<strong>on</strong><br />
leader Philippe Garceau suggested<br />
that something drastic needs to be d<strong>on</strong>e,<br />
even if it means shutting down the <strong>Laval</strong><br />
landmark.<br />
“H<strong>on</strong>estly… I think that if [there’s] no short<br />
term soluti<strong>on</strong>, I’m not sure that we shouldn’t<br />
close it down and sell it to private interests,”<br />
Garceau told TCN <strong>on</strong> M<strong>on</strong>day.<br />
He pointed out that the Cosmodome is <strong>on</strong>ly<br />
attracting 125,000 visitors a year and<br />
argued that they will never be able to eliminate<br />
their losses with that attendance figure.<br />
In c<strong>on</strong>trast, the Biodome in M<strong>on</strong>treal<br />
attracts some 2 milli<strong>on</strong> visitors a year. He<br />
also added that his party maintained from<br />
the beginning that the Cosmodome would<br />
end up costing taxpayers roughly $2 milli<strong>on</strong><br />
a year.<br />
“Since 2 or 3 years, mayor Vaillancourt<br />
affirmed that the Cosmodome would pay<br />
for itself,” Garceau noted <strong>on</strong> April 25th.<br />
“We realize <strong>today</strong> that he has <strong>on</strong>ce again<br />
misled the populati<strong>on</strong> as usual…<br />
Vaillancourt had accused me of digging up<br />
the past to ruin <strong>Laval</strong>’s reputati<strong>on</strong>. It’s easier<br />
to deny than to find a soluti<strong>on</strong>…”<br />
Meanwhile, both the city and the Cosmodome<br />
insist that there is no problem.<br />
Cosmodome General Manager Michel<br />
Latour said that they <strong>on</strong>ly rent the building<br />
from the city, and that they are not resp<strong>on</strong>sible<br />
for building’s losses resulting from<br />
maintenance costs. However, he also said<br />
that their rent is equivalent to 10% of their<br />
revenue surplus and that the Cosmodome’s<br />
profits also have an impact <strong>on</strong> the city’s<br />
budget.<br />
According to the city, <strong>Laval</strong>lers will <strong>on</strong>ly<br />
have to make up for $400,000 of the yearly<br />
Raym<strong>on</strong>de Folco<br />
M.P. for <strong>Laval</strong>-West<br />
Parliamentary Secretary<br />
to the Minister of Human Resources Development<br />
shortfall. The deficit will be shared with<br />
other municipalities, thanks to the newly<br />
created M<strong>on</strong>treal Metropolitan Community<br />
(CMM), in effect since January of this year.<br />
But that wasn’t enough to please Garceau.<br />
It’s a two-way street, and as he pointed out,<br />
<strong>Laval</strong> will now also have to pay its share of<br />
the City of M<strong>on</strong>treal attracti<strong>on</strong>s that are losing<br />
<str<strong>on</strong>g>m<strong>on</strong>ey</str<strong>on</strong>g>.<br />
When TCN asked Garceau what his soluti<strong>on</strong><br />
would be to the problem, he said that<br />
maybe we should look at other avenues and<br />
perhaps join with other projects. He saw no<br />
reas<strong>on</strong> why two or three different types of<br />
attracti<strong>on</strong>s could not be grouped at the same<br />
locati<strong>on</strong>, therefore sharing fixed costs.<br />
Cosmodome’s General<br />
Manager quits<br />
As of the weekend of April 27 th , Jean-Pierre<br />
Ranger was no l<strong>on</strong>ger <strong>on</strong> the Cosmodome’s<br />
payroll, as he had officially resigned as<br />
General Manager to move <strong>on</strong> to bigger and<br />
better things.<br />
His replacement, Michel Latour, pointed<br />
out to TCN that his decisi<strong>on</strong> did not reflect<br />
any ill will towards the Cosmodome itself.<br />
Rather, it had to do with Ranger’s recent<br />
investment in Parc-Safari whereby he has<br />
big plans to relaunch the attracti<strong>on</strong>, and render<br />
it more successful than it has been in<br />
recent years.<br />
“I hope he’s going to succeed,” Latour c<strong>on</strong>cluded,<br />
crediting Ranger for his “good job”<br />
at the Cosmodome over the past three years.<br />
He then said that Ranger’s marketing of the<br />
Cosmodome helped increase its number of<br />
visitors and overcome some of its challenges.<br />
Landlords prohibited to ask<br />
for renter’s SIN<br />
(TCN) Following Quebec’s Commissi<strong>on</strong><br />
for the Access to Informati<strong>on</strong>’s recent decisi<strong>on</strong><br />
to forbid landlords to request Social<br />
Insurance numbers from potential tenants,<br />
the CAI has issued a release outlining what<br />
informati<strong>on</strong> renters should – and should not<br />
– be providing.<br />
The law expressly forbids the landlord from<br />
requesting a SIN, a driver’s license number<br />
or a Medicare card number. The use of these<br />
numbers for any other use than which they<br />
were intended c<strong>on</strong>stitutes a violati<strong>on</strong> of privacy.<br />
When negotiating a new lease, the commissi<strong>on</strong><br />
states that a tenant should provide their<br />
full name, complete address and, if necessary,<br />
their date of birth. This informati<strong>on</strong><br />
al<strong>on</strong>e should be sufficient for a credit check.<br />
A tenant at his or her discreti<strong>on</strong> may supply<br />
additi<strong>on</strong>al informati<strong>on</strong>, including their prior<br />
addresses or coordinates of previous landlords.<br />
However, the CAI emphasized that<br />
landlords are <strong>on</strong>ly permitted to obtain informati<strong>on</strong><br />
with the c<strong>on</strong>sent of the applicant.<br />

City awards $1.4 milli<strong>on</strong> PR c<strong>on</strong>tract,<br />

(TCN) Following a call for offers that failed to generate any<br />
resp<strong>on</strong>se, the city has announced April 23 that it is renewing its c<strong>on</strong>tract<br />
with Nati<strong>on</strong>al, a public relati<strong>on</strong>s firm. The new agreement is<br />
effective through 2004 at a cost of $445,000 a year.<br />
The company has been the city’s public relati<strong>on</strong>s firm since 1984,<br />
at which time no laws were in place requiring the city to hold a call<br />
for applicati<strong>on</strong>s; however, it is not the first time they have been the<br />
sole applicant following the introducti<strong>on</strong> of such laws. Their prior<br />
c<strong>on</strong>tract covering the 1998-2001 period had been awarded under<br />
similar circumstances.<br />
“How do you explain that, <strong>on</strong>ce again, this firm was the <strong>on</strong>ly <strong>on</strong>e to<br />
apply for such an important c<strong>on</strong>tract?” demanded former oppositi<strong>on</strong><br />
leader Philippe Garceau, just two days later. “I cannot believe that,<br />
with all the communicati<strong>on</strong>s firms opening in the M<strong>on</strong>treal regi<strong>on</strong>,<br />
n<strong>on</strong>e are interested in this c<strong>on</strong>tract.”<br />

He also went <strong>on</strong> to state that he knew of six other companies who<br />
had requested forms from the city pertaining to the offer, but did not<br />
apply. He suggested that perhaps the criteria were so strict that <strong>on</strong>ly<br />

Health warning for VIOXX users<br />

the selective COX-2 inhibitor VIOXX<br />
(rofecoxib), an anti-inflammatory drug, following<br />
results from a large post-market<br />
clinical trial which show that a risk of gastrointestinal<br />
toxicity associated with the use<br />

Although the risk is less than half that of<br />
naproxen, patients, especially the elderly,<br />
are advised that in rare cases, serious stomach<br />

Canadian Imperial Bank of Commerce<br />
became the latest of Canada's big banks to<br />
come clean <strong>on</strong> its exposure to troubled BCE<br />
unit Teleglobe Inc. <strong>on</strong> Thursday.<br />
CIBC raised its sec<strong>on</strong>d-quarter credit provisi<strong>on</strong>s<br />
to $390 milli<strong>on</strong>. Of that, $90 milli<strong>on</strong> is<br />
earmarked to cover the bank's approximately<br />

The company posted a net profit of $42 milli<strong>on</strong>,<br />
or 20 cents a share, in the March quarter,<br />
compared with a loss of $10 milli<strong>on</strong>, or<br />
six cents per share, in the same period a year<br />
ago.<br />
Sales increased 8.1 per cent to $1.18 billi<strong>on</strong>.<br />
Prescripti<strong>on</strong> sales increased 11.7 per cent to<br />
$558 milli<strong>on</strong>.<br />
The company attributed the profit to<br />
"improved performance and a $15-milli<strong>on</strong><br />
after-tax reducti<strong>on</strong> in interest expense versus<br />
the prior year."<br />
The bottom line was also boosted by the<br />
repayment of $526 milli<strong>on</strong> in debt, using the<br />
proceeds of last November's initial public<br />

Like most startups in business, the magazine<br />
was not an instant success. The first<br />
issue sales were poor. There were no advertisers<br />
and some students complained about<br />
the $3.50 cover price. Also the initial issue<br />
required a massive amount of creative work<br />
and design input. Major decisi<strong>on</strong>s about the<br />
format and the material c<strong>on</strong>tent had to<br />
ir<strong>on</strong>ed out, and the students were quickly<br />
educated in the importance of marketing a<br />
product and faced the dilemma of pricing<br />
their product. Do they opt for low profit and<br />
high volume sales model or go with high<br />
price margins?<br />
“I often get ideas from students which are<br />
grandiose and do not have too much structure<br />
and substance. Teenagers believe that<br />
an idea is enough,” the boys’ principal told<br />
TCN. However, this was not the case for the<br />
winning team: “George and Philip worked<br />
hard and came to me with an actual business<br />
plan asking for my support and guidance,<br />
[and] I investigated and secured the copyright<br />
issues for them,” Ruggi went <strong>on</strong>.<br />
The boys agree their success is based <strong>on</strong> a<br />
team effort. In fact, their principal noted<br />
that, “the boys work very well as a team.”<br />
Jamie explained the inner workings of the<br />
magazine: “Philip is the editor [and] does a<br />
lot of the writing. I look for news articles,<br />
receive codes and cheats for the games<br />
[and] am involved in pre-editing and sales.”<br />
George, who was not present at the interview<br />
due to a family situati<strong>on</strong>, acts as the<br />
magazine’s reporter and gathers a lot of the<br />
material from the internet. Nick primarily<br />
handles the reviews of PC (pers<strong>on</strong>al computer)<br />
and PS2 (Play Stati<strong>on</strong> 2) games.<br />
The third Western Gamer was the breakthrough<br />
issue. The collaborators were able<br />
to reduce the price to <strong>on</strong>e dollar while<br />
adding a color fr<strong>on</strong>t page. The reas<strong>on</strong> for<br />
this was advertising: both McD<strong>on</strong>ald’s<br />
Restaurants and ATC Systems bought add<br />
space in the magazine in order to support<br />
this initiative. This also resulted in tripling<br />
of the sales of the magazine. Recently, two<br />
new sp<strong>on</strong>sors were added: TD Waterhouse<br />
and Skoulakis Incorporated, bringing the<br />
total to five, as the school sp<strong>on</strong>sors the<br />
printing of the magazine. There are four to<br />
five issues planned for the school year, c<strong>on</strong>sisting<br />
of an average 50-60 pages of material<br />
per issue. About 60 copies are sold each<br />
issue and the magazine will be expanding<br />
sales into two other schools.<br />
According to Nick, the partners have<br />
learned a great deal about running a business.<br />
“I never realized how much work was<br />
involved in starting a business. He wisely<br />
commented that “hard work gets you far,<br />
but without a marketing plan you do not<br />
sell.” All of the boys plan to pursue careers<br />
in computer related fields and believe that<br />
the experience they have gained with the<br />
Western Gamer will help them greatly.<br />
The future looks bright for these ‘young<br />
entrepreneurs’, as they have another three<br />
years at Western <strong>Laval</strong> High School to<br />
achieve their dream of financing the start up<br />
of a video-gaming club. As winners of the<br />
regi<strong>on</strong>al competiti<strong>on</strong> they have already collected<br />
$500 towards that end. On June 12 th<br />
in Quebec City, they will have the opportunity<br />
to compete against students from across<br />
the province. First prize is $2000 and should<br />
they win, the four partners will be a lot closer<br />
to realizing their dream.<br />

DTV / HDTV is being touted as a harbinger<br />

broadcasting industry – <strong>on</strong>e that does not<br />
have to adhere to the same requirements,<br />
regulati<strong>on</strong>s and restricti<strong>on</strong>s as Canadian distributors.<br />
Canada no l<strong>on</strong>ger has the ability to<br />
c<strong>on</strong>trol its airwaves, and determinati<strong>on</strong>s<br />
about what they watch aren't made by<br />
Canadians.<br />
How the system worked<br />
A satellite provider company, for instance<br />
ABC satellite, sold equipment and provided<br />
customers with a US satellite address, thereby<br />
allowing them to receive Direct TV or<br />
Dish Network feeds. Users would be<br />
instructed not to c<strong>on</strong>nect their receivers to<br />
their ph<strong>on</strong>e lines nor purchase any pay services<br />
to avoid alerting US DTH (Direct to<br />
Home) Satellite services that their transmitter<br />
was located in Canada; <strong>on</strong>ce an address is<br />
revealed as illegitimate, services are automatically<br />
cut off.<br />
U.S. DTH (Direct to Home) suppliers have<br />
indicated time and again that they would not<br />
knowingly provide the service to Canadians.<br />
However, the real problem is the widespread<br />
underground distributi<strong>on</strong> network in Canada<br />
of devices used to steal U.S. DTH (Direct to<br />
Home) programming, and the so-called<br />
"grey" market is a Trojan horse for this vastly<br />
bigger, "black" market problem.<br />
The last year has been a window of opportunity<br />
of sorts for retailers of equipment to<br />
receive unauthorized U.S. DBS (Direct<br />
Broadcast Satellite) Services. This window<br />
opened due to certain interpretati<strong>on</strong>s of the<br />
Radiocommunicati<strong>on</strong>s Act, <strong>on</strong>e of which<br />
ExpressVu is now appealing to the Supreme<br />
Court of Canada.<br />
Many retailers openly sell pirate devices for<br />
stealing U.S. DBS programming: they dish<strong>on</strong>estly<br />
market the DirectTV and EchoStar<br />
brands. Customers are attracted by the "free"<br />
stolen programming. Black Market equipment<br />
providers typically charge a single fee<br />
for the IRD and Smart Card, intimating that<br />
programming received by the user is "free".<br />
There are drawbacks to this supposedly free<br />
service: every so often, the receiver goes<br />
blank and then the c<strong>on</strong>sumer needs to reprogram<br />
his Smart card, for a fee of $25 to $100<br />
depending <strong>on</strong> the severity of the problem.<br />

What is the law?<br />
The Radiocommunicati<strong>on</strong>s Act stipulates<br />
that:<br />
9.(1)No pers<strong>on</strong> shall (c)decode an encrypted<br />
subscripti<strong>on</strong> programming signal or encrypted<br />
network feed otherwise than under and in<br />
accordance with an authorizati<strong>on</strong> from the<br />
lawful distributor of the signal or feed;<br />
10. (1)Every pers<strong>on</strong> who (b)without lawful<br />
excuse, manufactures, imports, distributes,<br />
leases, offers for sale, sells, installs, modifies,<br />
operates or possesses any equipment or<br />
device, or any comp<strong>on</strong>ent thereof, under circumstances<br />
that give rise to a reas<strong>on</strong>able<br />
inference that the equipment, device or comp<strong>on</strong>ent<br />
has been used, or is or was intended<br />
to be used, for the purpose of c<strong>on</strong>travening<br />
secti<strong>on</strong> 9, is guilty of an offence punishable<br />
<strong>on</strong> summary c<strong>on</strong>victi<strong>on</strong> and is liable, in the<br />
case of an individual, to a fine not exceeding<br />
five thousand dollars or to impris<strong>on</strong>ment for<br />
a term not exceeding <strong>on</strong>e year, or to both, or,<br />
in the case of a corporati<strong>on</strong>, to a fine not<br />
exceeding twenty-five thousand dollars.<br />
(2.1)Every pers<strong>on</strong> who c<strong>on</strong>travenes paragraph<br />
9(1)(c) or (d) is guilty of an offence<br />
punishable <strong>on</strong> summary c<strong>on</strong>victi<strong>on</strong> and is<br />
liable, in the case of an individual, to a fine<br />
not exceeding ten thousand dollars or to<br />
impris<strong>on</strong>ment for a term not exceeding six<br />
m<strong>on</strong>ths, or to both, or, in the case of a corporati<strong>on</strong>,<br />
to a fine not exceeding twenty-five<br />
thousand dollars.<br />
(2.5)No pers<strong>on</strong> shall be c<strong>on</strong>victed of an<br />
offence under paragraph 9(1)(c), (d) or (e) if<br />
the pers<strong>on</strong> exercised all due diligence to prevent<br />
the commissi<strong>on</strong> of the offence.<br />
The other side of the ruling<br />
If the Canadian authorities are going to use<br />
all legal means in their power to implement<br />
this decisi<strong>on</strong>, it means that so<strong>on</strong> many<br />
Canadians, especially those of ethnic backgrounds,<br />
will be deprived of their beloved<br />
multilingual programming.<br />
“I rush home every-night from work to see<br />
my favourite Greek Programs <strong>on</strong> Antena<br />
[<strong>on</strong>e of three Greek-language satellite channels<br />
offered <strong>on</strong> Dish Network],” Mrs.<br />
Panayota K., a Chomedey resident, told<br />
TCN. She was <strong>on</strong>e of the many frustrated<br />
readers who called The Chomedey <strong>News</strong> to<br />
complain about the situati<strong>on</strong>. “There is no<br />
other way for us to see our shows”, according<br />
to the exasperated reader.<br />
TCN asked <strong>on</strong>e of the many Satellite<br />
providers if they plan to c<strong>on</strong>tinue to provide<br />
the service. A company representative, who<br />
asked to remain an<strong>on</strong>ymous due to the complex<br />
situati<strong>on</strong>, said that, “After this ruling<br />
we, as a service provider and all of our customers<br />
- we are all illegal.” Despite the circumstances,<br />
he remained optimistic. “We<br />
believe that, if people dem<strong>on</strong>strate their<br />
anger and frustrati<strong>on</strong>, we can force the government<br />
to change the ruling.”
Spending <strong>on</strong> prescribed drugs<br />
reaches $12.3 billi<strong>on</strong><br />

2001, an increase of 10.6% over 2000,<br />
according to a new<br />
report released <strong>today</strong><br />
by the Canadian<br />
Institute for Health<br />
Informati<strong>on</strong> (CIHI).<br />
Total spending <strong>on</strong><br />
drugs, both prescribed<br />
and n<strong>on</strong>-prescribed,<br />
was estimated<br />
at $15.5 billi<strong>on</strong> in<br />
2001.<br />
Since 1997, spending<br />
<strong>on</strong> drugs has represented the sec<strong>on</strong>d<br />
largest category of health expenditures next<br />
to hospital services. In 2001, spending <strong>on</strong><br />
drugs is expected to have c<strong>on</strong>sumed an<br />
increased share of Canada’s health care dollar,<br />
accounting for 15.2% of total health<br />
care spending compared to 14.9% in 2000.<br />
"From 1985 to 1992, Canada’s total drug<br />
expenditure grew at an average annual rate<br />
of 12.1%. The mid-1990s represented a<br />
period of slower growth in total drug spending,<br />
with an average annual rate of increase<br />
of 4.9% from 1992 to 1996," explains pharmacist<br />
Lynn Brousseau who is CIHI’s<br />
Manager of Drug Utilizati<strong>on</strong> and Mental<br />
Health. "In the last five years, however,<br />
higher growth rates in total drug spending<br />
have resumed, with an average annual rate<br />
of growth of 8.7% from 1997 to 2001."<br />
According to CIHI’s report, the growth in<br />
drug expenditure during the past five years<br />
was driven primarily by an increase in prescribed<br />
drug spending, which has risen by<br />
46.4% since 1997 (from $8.4 billi<strong>on</strong> to<br />
$12.3 billi<strong>on</strong>).<br />

health supplies) cost an estimated $3.3 billi<strong>on</strong><br />
in 2001 representing a 1.7% increase<br />
over 2000.<br />

doubled since 1985. Drug spending, which<br />
accounted for <strong>on</strong>ly 3.7% in 1985, is estimated<br />
to have reached 8.1% in 2001. During the<br />
same period, the share of prescribed drugs<br />
in private health care spending (including<br />
private insurance and out-of-pocket expenditure)<br />
has remained relatively stable at<br />
about 30% each year from 1985 to 2001.<br />
PROVINCIAL COMPARISONS<br />
"Spending <strong>on</strong> drugs varies across the country,"<br />
says Ms. Brousseau. "Drug expenditures<br />
are influenced by multiple inter-related<br />
factors such as the comprehensiveness<br />
and universality of drug subsidy programs,<br />
variati<strong>on</strong>s in the age and sex distributi<strong>on</strong> of<br />
the populati<strong>on</strong>, the health needs of the populati<strong>on</strong>,<br />
and methods of health service delivery."<br />
In 1999, the latest year for which detailed<br />
data are available, drug expenditure per<br />
capita am<strong>on</strong>g the provinces ranged from<br />
$482 in Ontario to $362 in British<br />
Columbia. Ontario ($482), Prince Edward<br />
Island ($463), and Nova Scotia ($458) spent<br />
the most per capita <strong>on</strong> drugs while<br />
Saskatchewan ($379), Manitoba ($373) and<br />
British Columbia ($362) spent the least.<br />

In case you were w<strong>on</strong>dering and somebody<br />
brings this subject up in c<strong>on</strong>versati<strong>on</strong>, surveys<br />
indicate that Mother's Day is Canada's<br />
sec<strong>on</strong>d largest holiday for gift giving. It's<br />
not surprising since moms play a very<br />
important role in our lives, handling a<br />
plethora of roles and duties. In additi<strong>on</strong> to<br />
being the sec<strong>on</strong>d-largest holiday for giftgiving,<br />
it's also the leading day of the year<br />
for l<strong>on</strong>g distance ph<strong>on</strong>e calls, the busiest<br />
day for restaurant dining, and the third<br />
largest greeting day holiday.<br />
In as far as gift-giving is c<strong>on</strong>cerned, cards<br />
represent 79% of purchases, flowers/plants,<br />
52%, dinner/brunch, 23%, gardening items,<br />
22%, apparel, 19%, jewelry, 17% and home<br />
décor, 11%. Family members will be interested<br />
to learn that approximately 30% procrastinate,<br />
waiting <strong>on</strong>e week or less before<br />
Mother's Day to purchase their cards.<br />
The origin of Mother's Day is attributed to<br />
Julia Ward Howe, in 1872, as a dedicati<strong>on</strong><br />
to peace. In 1907, Ana Jarvis started a campaign<br />
to establish a nati<strong>on</strong>al Mother's Day.<br />
She c<strong>on</strong>vinced her mother's church in<br />
Graft<strong>on</strong>, West Virginia to celebrate Mother's<br />
Day <strong>on</strong> the sec<strong>on</strong>d anniversary of her mother's<br />
death, the 2 nd Sunday of May. By the<br />
next year Mother's Day was also celebrated<br />
in Philadelphia. President Woodrow Wils<strong>on</strong><br />
proclaimed it a nati<strong>on</strong>al holiday in 1914, to<br />
be held each year <strong>on</strong> the sec<strong>on</strong>d Sunday of<br />
May.<br />

Not Even Close<br />
I want to express my anguish and clear my thoughts. I was hit by the infamous arrow<br />
of my dearest friend and enemy, Cupid. No w<strong>on</strong>der that s<strong>on</strong>g "Stupid Cupid" was created.<br />
We all need some<strong>on</strong>e to blame for the heartache and the pain.<br />
I met a w<strong>on</strong>derful guy. We had an almost freakish link from the first time we met, and<br />
meeting him was the last thing I planned. I enjoy my solitude so much I had no intenti<strong>on</strong><br />
of getting involved. It wasn't love at first sight, but his benevolence, understanding,<br />
and humor were overwhelming.<br />
We were engulfed in this cloud. I mean, I've been infatuated with other guys before,<br />
but this is the first time I've actually felt the deeper pain of not being able to express it.<br />
Your knees shake, you feel weak, you hear <strong>your</strong> breathing and the rhythmical beat of<br />
<strong>your</strong> heart. You make sure he doesn't notice.<br />
What could have been so w<strong>on</strong>derful isn't because of <strong>on</strong>e reas<strong>on</strong>, age difference. I guess<br />
when I prayed hard to meet a great guy, I should have been specific with the age range.<br />
How can I pretend to be mean and cruel, when I can see that what I felt for him is innocent<br />
and true?<br />
I'm going to college this fall. I've been bombarded with different opini<strong>on</strong>s and looks of<br />
disapproval. Every<strong>on</strong>e's staring and having appalling thoughts about me because of the<br />
age factor. The comment that plainly got stuck in my head was "he's too old for you!"<br />
The closeness we shared started to come apart. I ignored him. With my young heart<br />
being broken apart, I let go of love. What if he's the <strong>on</strong>e, or is this just going to be <strong>on</strong>e<br />
of those experiences a pers<strong>on</strong> must go through to be tough and to gain wisdom?<br />

Gigi, when Tamara was in school, she took an accounting course with a girl named<br />
Lynn. For almost half a semester, Lynn didn't get it, and Tamara encouraged her not<br />
to give up. One day in class Lynn heard the right words with the right example from<br />
the teacher. Something clicked.<br />
The teacher asked a questi<strong>on</strong>, and Lynn raised her hand. When the teacher called <strong>on</strong><br />
her, Lynn blurted out her first correct answer. The teacher smiled broadly and said,<br />
"You've got it, d<strong>on</strong>'t you." Lynn replied, "Yes, finally." Once Lynn got it, she really<br />
got it. The rest of the semester each of her papers was perfect.<br />
There is such a thing as being too much in love with love. You realize this man is too<br />
old for you, so old you w<strong>on</strong>'t even tell us his age. Now is the time to live life, not to<br />
apply a "love test" to every male who crosses <strong>your</strong> path. When you really get it, <strong>your</strong><br />
head and <strong>your</strong> heart will know you've found the correct answer.<br />

Ghostly Reminders<br />
My husband and I have been married four years. His mother recently passed away,<br />
and he is the beneficiary. She had very nice pers<strong>on</strong>al items. Every time we go to her<br />
house to sort through things, he says, "You can have anything." But when we get<br />
ready to leave, he always says, "We'll get them later."<br />
Last night I received a call from my s<strong>on</strong>'s wife. She'd been invited by my husband to<br />
come over and pick from am<strong>on</strong>g his mother's clothes, makeup, and purses. I am not<br />
stingy, but I am his wife. Why wasn't I allowed to pick first? Now I am to the point I<br />
do not want anything.<br />

Edna, let it go. Release <strong>your</strong> husband from his promise. Imagine he has the best possible<br />
reas<strong>on</strong> to renege <strong>on</strong> his offer. I think he does. He doesn't want these reminders<br />
of his mother in <strong>your</strong> home, and his mind balks at putting you in his mother's clothing.<br />

Buckle up: LPD announces <strong>on</strong>going<br />
campaign to increase seat belt use<br />
Motorists who do not habitually wear their<br />
seat belts could be in for a rude awakening:<br />
from April 25 to May 25. <strong>Laval</strong>’s police<br />
department is launching an island wide operati<strong>on</strong><br />
to crack down <strong>on</strong> drivers who are not<br />
buckled up. Residents can expect to see an<br />
increase in police presence, and officers will<br />
distribute pamphlets (or fines) at various<br />
checkpoints. Being caught without a belt can<br />
be expensive as well as dangerous: in accordance<br />
with article 396 of Quebec’s Highway<br />
Safety code, fines are $105 and come complete<br />
with 3 demerit points.<br />
In a recent release, the LPD explained that the<br />
operati<strong>on</strong> is necessary, despite the fact that<br />
Quebec’s seat belt use is am<strong>on</strong>g the highest: a<br />
quick glance while <strong>on</strong> the road reveals that<br />
many back seats c<strong>on</strong>tain improperly restrained<br />
children, either untethered in ill-fitting car<br />
seats or bouncing around completely unsecured.<br />
According to Canada’s Safety Council,<br />
an unrestrained child facing a crash at 50 km/h<br />
would suffer an impact equivalent to being<br />
dropped from a third-storey window.<br />
The police department has scheduled a childseat<br />
safety clinic next May 25 th .<br />
Rash of debit-card fraud<br />
targetting <strong>Laval</strong> youth<br />
In resp<strong>on</strong>se to an alarming increase in debit<br />
card fraud, the LPD has issued a clear warning<br />
to <strong>Laval</strong>’s high school students: if <strong>your</strong> name<br />
is <strong>on</strong> the card, you are solely resp<strong>on</strong>sible for<br />
charges brought about <strong>on</strong> <strong>your</strong> account.<br />
The c<strong>on</strong> appears simple: the student is<br />
approached and asked to sell his or her debit<br />
card, complete with PIN number, for an enticing<br />
amount of <str<strong>on</strong>g>m<strong>on</strong>ey</str<strong>on</strong>g>. C<strong>on</strong> artists reassure<br />
c<strong>on</strong>cerned teenagers by telling them that <strong>on</strong>ce<br />
they have sold their cards, they are no l<strong>on</strong>ger<br />
resp<strong>on</strong>sible for any <str<strong>on</strong>g>m<strong>on</strong>ey</str<strong>on</strong>g> ‘stolen’ from their<br />
accounts. However, the swindlers are dealing<br />
in false assurance: in reality the owner of the<br />
card is ultimately resp<strong>on</strong>sible for any subsequent<br />
transacti<strong>on</strong>s. Many young people are<br />
now in debt to their financial instituti<strong>on</strong>s for<br />
c<strong>on</strong>siderable amounts of <str<strong>on</strong>g>m<strong>on</strong>ey</str<strong>on</strong>g> as a result of<br />
this “risky business.” Even worse, victims of<br />
this type of fraud often choose not to report<br />
the crime to the police, thus perpetuating the<br />
problem. Any<strong>on</strong>e approached to sell their<br />
debit card should refuse and immediately c<strong>on</strong>tact<br />

Results of April’s anti-speeding<br />
operati<strong>on</strong><br />
As reported in the April 6 th editi<strong>on</strong> of LPD<br />
Blue, <strong>Laval</strong>’s police department ran a citywide<br />
campaign to curb speeding during the<br />
first two weeks of April. It would appear that<br />
they reached their goal of increasing public<br />
awareness and reducing speed-related accidents:<br />
32 different operati<strong>on</strong>s <strong>on</strong> <strong>Laval</strong>’s<br />
major arteries generated a whopping 808 tickets.<br />
Fines ranged from $47 for driving 10<br />
km/h over the limit to $317 plus 5 demerit<br />
points for speeds 50 km/h over a z<strong>on</strong>e’s limit.<br />

Handicapped man suffers<br />
accidental death<br />
A 48-year-old man who had resided at 322<br />
Lahaie St. fell prey to a fatal mechanical<br />
mishap last April 17. While performing basic<br />
maintenance <strong>on</strong> his outdoor pers<strong>on</strong>al elevati<strong>on</strong><br />
system (the man was physically handicapped),<br />
the equipment suddenly came to life. The victim<br />
was caught between the moving platform<br />
and the motor; his wife and daughter were<br />
inside the house at the time of the incident and<br />
discovered the body.<br />
St-Vincent-de-Paul, Wen., April 17, 7:45 p.m.<br />
Fire of unknown origin<br />
Firemen from four different fire stati<strong>on</strong>s were<br />
called to the scene of a St-Vincent blaze during<br />
the evening of April 17. The four-storey<br />
building, located at 3291 M<strong>on</strong>tée Mass<strong>on</strong> was<br />
aband<strong>on</strong>ed. The fire was under c<strong>on</strong>trol by 9:30<br />
p.m.; its cause c<strong>on</strong>tinues to be under investigati<strong>on</strong>.<br />
<strong>Laval</strong>-des-Rapides, Friday, April 19, 6 p.m.<br />
Prostituti<strong>on</strong> ring busted!<br />
Complaints from <strong>Laval</strong> residents led to the<br />
LPD’s vice and narcotics divisi<strong>on</strong> taking down<br />
a thriving prostituti<strong>on</strong> ring headquartered in<br />
<strong>Laval</strong>-des-Rapides during the evening of April<br />
19. The group made no effort to hide from the<br />
public eye; indeed, brazen advertisements in<br />
local newspapers were partly to blame for<br />
their discovery. Police officers raided three<br />
different locati<strong>on</strong>s before the end of their<br />
sweep. An apartment building <strong>on</strong> Robin St.<br />
was the first stop, where two apartments were<br />
searched and 3 arrests were made. In <strong>on</strong>e<br />
apartment a 34-year-old prostitute was discovered<br />
with a client she had been in the process<br />
of entertaining; an adjacent apartment c<strong>on</strong>tained<br />
another prostitute, 28 years of age, who<br />
was al<strong>on</strong>e at the time of her arrest. Officers<br />
then proceeded to the residence of the ring’s<br />
kingpin <strong>on</strong> Ampère St.; the ‘pimp’ turned out<br />
to be married to <strong>on</strong>e of the prostitutes the<br />
police already had in custody. Incriminating<br />
documentati<strong>on</strong> and a kilo of marijuana leaves<br />
were seized from the 38-year-old man’s house.<br />
Many charges were laid in the case: the ringleader<br />
was charged with drug possessi<strong>on</strong> and<br />
operating a bawdy house, while the pair of<br />
prostitutes were charged with solicitati<strong>on</strong> and<br />
being found within a bawdy house. N<strong>on</strong>e of<br />
the arrested had a police record.<br />
Fabreville, Sunday, April 21, 5:25 p.m.<br />
Life and death drama <strong>on</strong><br />
Rivière-des-Milles-<br />
A Sunday afterno<strong>on</strong> boat ride <strong>on</strong> the Rivièredes-Milles-Iles<br />
ended with a dramatic civilian<br />
rescue and two drownings narrowly avoided.<br />
Two <strong>Laval</strong> men took a small watercraft out<br />
despite the river’s agitati<strong>on</strong> and high water<br />
levels. It is not clear if the men were wearing<br />
lifejackets. Shortly thereafter their boat capsized;<br />
32 nd Ave. residents called police when<br />
they heard cries for help coming from the<br />
directi<strong>on</strong> of the river. When officers arrived<br />
<strong>on</strong> the scene, three men in a rowboat were<br />
already attempting a daring rescue, rowing<br />
hard against the current. The two hypothermic<br />
victims were taken back to shore by the civilians<br />
where first aid was administered.<br />
According to the LPD, “the men could not<br />
have lasted l<strong>on</strong>g before drowning – without<br />
the interventi<strong>on</strong> of the three men, certainly<br />
two drownings would have occurred.” The<br />
victims spent 10 minutes fighting a str<strong>on</strong>g current<br />
in temperatures hovering around 5ºC.<br />
The three men are being c<strong>on</strong>sidered for official<br />
recogniti<strong>on</strong> for their courageous act.<br />
Auteuil, Sunday, April 21, 6:45 p.m.<br />
DIY mechanic meets grievous end<br />
An everyday scene turned to horror at 6243<br />
Pageau St. in Auteuil Sunday April 21; a 58year-old<br />
man was changing a tire behind his<br />
house. The jack propping up his Jetta failed to<br />
support the weight of the car and he was<br />
crushed. His s<strong>on</strong> was able to free him from<br />
beneath the vehicle but it was already too late;<br />
the man was declared dead up<strong>on</strong> arrival at the<br />
hospital shortly afterwards.<br />

Poolhall attackers unsuccessful<br />

Officers with the LPD’s investigative unit are<br />
probing a serious car accident in an effort to<br />
determine the exact circumstances leading up<br />
to the incident and to corroborate witnesses’<br />
testim<strong>on</strong>y.<br />
Around 3:10 p.m., a H<strong>on</strong>da traveling <strong>on</strong><br />
Daniel Johns<strong>on</strong> Blvd. c<strong>on</strong>taining two 16-yearolds<br />
collided with a Hydro-Quebec truck<br />
which was <strong>on</strong> Le Carrefour Blvd. heading<br />
east. The H<strong>on</strong>da went into a skid from the<br />
force of the impact and hit two other vehicles<br />
<strong>on</strong> Le Carrefour Blvd.’s west-bound side.<br />
The H<strong>on</strong>da driver suffered serious injuries and<br />
was hospitalized. During the rescue, the ‘jaws<br />
of life’ were required to extricate the teenager;<br />
needless to say, the car is bey<strong>on</strong>d repair.<br />
Luckily, the teenager is reported to be in stable<br />
c<strong>on</strong>diti<strong>on</strong>.<br />
The police are attempting to ascertain as to<br />

Al<strong>on</strong>g the new secti<strong>on</strong> of Autoroute 335 north<br />
of Dagenais Blvd., a young motorist at the<br />
wheel of a Hyundai Accent suddenly crossed<br />
over to the <strong>on</strong>coming lane of traffic. A Ford<br />
F350 pickup truck in the opposite lane c<strong>on</strong>taining<br />
a couple in their fifties was unable to<br />
avoid the Accent. Although they sustained<br />
<strong>on</strong>ly light injuries, the Ford’s occupants were<br />

Review: Olympus D-380 Review<br />
Two Megapixels for Under $200 US<br />
Until the newest c<strong>on</strong>sumer camera from<br />
Olympus America, digital camera shoppers<br />
had to pay about $125 to $150 per megapixel<br />
of resoluti<strong>on</strong>. But the Olympus D-380 is<br />
the first two-megapixel camera we've seen<br />
that breaks the $200 barrier -- and it's not<br />
<strong>on</strong>ly a good price propositi<strong>on</strong> at $199, but a<br />
good value <strong>on</strong>e, too.<br />
While the trappings of higher-priced models<br />
-- features like optical zoom, a TV-out port<br />
for big-screen image viewing, or preprogrammed<br />
settings for various shooting envir<strong>on</strong>ments<br />
-- are absent, the D-380 isn't a<br />
digital camera versi<strong>on</strong> of the Yugo. It can<br />
snap pictures as large as 1,600 by 1,208 pixels,<br />
or capture 15-sec<strong>on</strong>d QuickTime<br />
movies (albeit silent <strong>on</strong>es).<br />
The camera has a fixed-focus Olympus<br />
4.5mm F/4 lens (equivalent to a 35mm lens<br />
in a 35mm film camera) with five elements<br />
in five groups. In normal mode, the lens's<br />
range is two feet to infinity; flipping a<br />
switch below the lens activates macro or<br />
close-up mode for shots from about 10 inches<br />
to two feet.<br />

Though there's no optical zoom, you're not<br />
strictly limited to walk-backward-and-forward<br />
scene framing; the D-380's 5X digital<br />
zoom works like a series of telephoto lenses.<br />
Rather than smoothly moving between<br />
focal points, the zoom jumps from point to<br />
point as if you were changing lenses with<br />
different focal lengths.<br />
Only the lowest resoluti<strong>on</strong> offers the full 1-<br />
5X enlargement range, however; the zoom<br />
range for the upper three resoluti<strong>on</strong>s is 1-<br />
2.5X. Moreover, photos tend to get grainy at<br />
the higher enlargement levels.<br />
You can compose <strong>your</strong> shots <strong>on</strong> the 1.6inch,<br />
60,000-pixel color LCD m<strong>on</strong>itor or in<br />
the optical viewfinder; the former works<br />
adequately even in bright sunlight, and is<br />
the <strong>on</strong>ly way to see the enlarged image if<br />
framing a shot using the digital zoom. If<br />
you can't see what you want <strong>on</strong> the m<strong>on</strong>itor,<br />
you can always switch to the viewfinder.<br />
At 6.7 ounces and 4.9 by 2.6 by 1.6 inches,<br />
the Olympus is heftier than some of the<br />
sleek, new compacts from Can<strong>on</strong> and<br />
Nik<strong>on</strong>, but it still fits comfortably in a jacket<br />
pocket -- or pants pocket, if you're modeling<br />
"relaxed fit" khakis.<br />
The D-380's c<strong>on</strong>trols are arranged cleanly<br />
and simply and there are few of them,<br />
which should reduce anxiety in neophyte<br />
digital shutterbugs. To turn the camera <strong>on</strong>,<br />
you slide a fr<strong>on</strong>t panel to the right. The<br />
panel does double duty as a lens cover.<br />

Review: Pris<strong>on</strong>er of War<br />
This interesting title from Codemasters can<br />
become the best jailbreak game available for<br />
the PC.<br />
The basic premise sees you assume the role<br />
of Captain Lewis St<strong>on</strong>e, an American Flight<br />
Officer who has the poor fortune to get shot<br />
down by the Germans as he flies over Stalag<br />
Luft III, a pris<strong>on</strong>er of war camp. Once he has<br />
been impris<strong>on</strong>ed, the <strong>on</strong>ly tool he has to help<br />
him escape is his own ingenuity.<br />
The game is a 3rd pers<strong>on</strong> affair which sees<br />
St<strong>on</strong>e and his co-pilot sneaking around the<br />
pris<strong>on</strong>, encountering a wide variety of other<br />
pris<strong>on</strong>ers who may be able to help him in his<br />
bid to get out - although this will usually<br />
come at a price. Getting what you need in<br />
order to procure the desired informati<strong>on</strong> from<br />
a pris<strong>on</strong>er means there are plenty of "subquests"<br />
al<strong>on</strong>g the way. You'll find you need<br />
help because the pris<strong>on</strong> camp is patrolled by<br />
a fearsome array of German guards, lieutenants<br />
and the evil Kommandant himself.<br />
The game will see you planning and executing<br />
an escape with <strong>your</strong> co-pilot until, disastrously,<br />
you are both spotted by the<br />
Kommandant, and as an example to the rest<br />
of the pris<strong>on</strong>ers, <strong>your</strong> co-pilot is heartlessly<br />
executed. Your character is subsequently<br />
moved to another, more secure POW camp<br />
but far from resting <strong>on</strong> his laurels and waiting<br />
for the war to end, St<strong>on</strong>e starts to sneak<br />
around his new home when he stumbles<br />
across a new German Weap<strong>on</strong> being developed.<br />
The <strong>on</strong>ly place that the Germans know<br />
the Allies w<strong>on</strong>'t bomb is a POW camp, so it<br />
seems the perfect cover - and it is down to<br />
you to get out and tell the world.<br />
In order to find out more though, you actually<br />
need to escape from the camp and be<br />
recaptured, so that you can be moved around<br />
the four camps which hold informati<strong>on</strong> you<br />
need to bring about the downfall of the evil<br />
German masterplan. You'll have to do this<br />
more than <strong>on</strong>ce, apparently, so you'll be<br />
returning to the same pris<strong>on</strong>s <strong>on</strong> more than<br />
<strong>on</strong>e occasi<strong>on</strong> <strong>on</strong>ly to find that there are seas<strong>on</strong>al<br />
differences - lakes iced over, for example,<br />
and different routines for the guards.<br />
Using the powerful 3D Atlas engine, Pris<strong>on</strong>er<br />
of War will provide a real visual feast for the<br />
player, using graphics and audio features to<br />
vividly recreate the unique nerve-wracking<br />
atmosphere of the camps during day and<br />
night. Each pris<strong>on</strong> camp will be modelled in<br />
incredible and it seems as<br />
though almost everything<br />
in the game world will be<br />
interactive, providing an<br />
incredible level of freedom<br />
and involvement to use<br />
anything you see to try and<br />
help you make good <strong>your</strong><br />
escape.<br />
The other pris<strong>on</strong>ers are al specialists in the<br />
key skills needed to escape from Pris<strong>on</strong>er of<br />
War Camps, and each pers<strong>on</strong> you meet will<br />
have different abilities that may or may not<br />
be of use to you. Athleticism, stealth, espi<strong>on</strong>age,<br />
charm, linguistics - all these<br />
skills will most likely show themselves as<br />
being vital to <strong>your</strong> chances of getting out at<br />
<strong>on</strong>e point or another.<br />
Exactly what kind of skills you should be<br />
looking for in <strong>your</strong> co-pris<strong>on</strong>ers is going to<br />
be down to the player, because there will<br />
always be more than <strong>on</strong>e way to escape the<br />
pris<strong>on</strong>s - with the player free to go for<br />
whichever method they fancy. It might be<br />
something as old-fashi<strong>on</strong>ed and c<strong>on</strong>servative<br />
as digging a tunnel, but it might be that something<br />
more exciting is the order of the day -<br />
escaping using home-made explosives, perhaps,<br />
or flying out of the camp during an airraid<br />
using an improvised glider.<br />
The player will be under observati<strong>on</strong> at all<br />
times though, and escaping the attenti<strong>on</strong> of<br />
the guards will not be an easy task - and with<br />
many of the escape bids being time-sensitive,<br />
a few days in solitary for being caught disobeying<br />
the pris<strong>on</strong> camp rules could spell<br />
disaster.<br />
The game is promising some revoluti<strong>on</strong>ary<br />
steps in the field of artificial intelligence,<br />
with guards and other enemy characters having<br />
a great amount of freedom and not being<br />
tightly scripted, as is the norm in games of<br />
this ilk. This should mean that the guards<br />
have more freedom to observe the envir<strong>on</strong>ment<br />
around them and react to what they see,<br />
rather than observing a strictly regimented<br />
pattern from which they never deviate. In<br />
theory, this should make sneaking past them<br />
much more difficult as it requires more talent<br />
than simply memorising their preset routines<br />
and taking advantage of the moments when<br />
they aren't c<strong>on</strong>centrating.<br />
The game looks set to be a big hit am<strong>on</strong>gst<br />
fans of squad-based stealth games.<br />

to threaten the woman with a knife. He<br />
forced the victim to climb into her own car<br />
whereby he sexually assaulted her, then forced<br />
her to masturbate him. As so<strong>on</strong> as she saw an<br />
opportunity, the woman flung herself out of<br />
the vehicle and screamed for help. Witnesses<br />
were later able to identify the suspect as well<br />
as his license plate number after he fled the<br />
scene; officers apprehended Proulx later that<br />
same day <strong>on</strong> charges of armed sexual assault.<br />

attempting to locate other women who have<br />
been sexually assaulted by Proulx (see photograph).<br />

Earlier this m<strong>on</strong>th, investigators discovered<br />
an elk at an Alberta game farm that<br />
was infected with a relative of mad cow<br />
disease. The entire herd will have to be<br />
destroyed to prevent the disease from<br />
spreading and the incident <strong>on</strong>ce again raises<br />
questi<strong>on</strong>s about the safety of the gamefarming<br />
industry.<br />
Chr<strong>on</strong>ic Wasting Disease (CWD) affects<br />
deer and elk. It bel<strong>on</strong>gs to a group of fatal<br />
brain diseases called transmissible sp<strong>on</strong>giform<br />
encephalopathies (TSE), which also<br />
includes BSE (mad cow) and its human<br />
counterpart, variant Creutzfeldt-Jakob disease<br />
(vCJD). Believed to have originated<br />
in a Colorado research farm, CWD has<br />
made its way across several states and<br />
provinces. It cannot be treated and is<br />
untestable in live animals.<br />
One of the most disturbing features of this<br />
type of disease, which is caused by an<br />
abnormal protein called a pri<strong>on</strong>, is its<br />
potential to jump the species barrier. That's<br />
what happened in Great Britain, when<br />
BSE in cows developed into vCJD in some<br />
of the humans who ate infected meat.<br />
While there is currently little evidence to<br />
suggest that CWD can infect humans with<br />
something similar to vCJD, the c<strong>on</strong>necti<strong>on</strong>s<br />
are too str<strong>on</strong>g to ignore. For example,<br />
<strong>on</strong>e study found that, when cows are<br />
injected with brain tissue from infected<br />
deer, they can develop BSE-like symptoms.<br />
And three young Americans, all with<br />
a history of eating venis<strong>on</strong>, have developed<br />
the classic form of Creutzfeldt-Jakob<br />
disease, which is very rare - especially in<br />
young people.<br />
So while there is no imminent threat to<br />
human health, there is cause for c<strong>on</strong>cern.<br />
Remember, officials in Great Britain<br />
weren't c<strong>on</strong>cerned about the sheep disease,<br />
scrapie, until it apparently jumped to cows<br />
in the form of BSE. Even then, authorities<br />
dismissed c<strong>on</strong>cerns to human health.<br />
Scrapie had never been a threat to humans,<br />
so why would BSE? The results of this<br />
apathy have been tragic - more than 100<br />
people have died from vCJD so far.<br />
Before the recent outbreak, Alberta had<br />
been c<strong>on</strong>sidered free of CWD. Many biologists<br />
are c<strong>on</strong>cerned that deer and elk<br />

Sleepy driver lost c<strong>on</strong>trol of car<br />
Al<strong>on</strong>e in his car, a 42-year-old man fell asleep<br />
at the wheel exiting Autoroute 13 North to<br />
Dagenais Blvd. The vehicle collided with a<br />
lamp post and flipped over <strong>on</strong>to its roof. The<br />
driver suffered multiple lacerati<strong>on</strong>s and was<br />
brought to hospital; alcohol is not believed to<br />
have played a part in this accident.<br />

Armed barfly arrested<br />
A belligerent, extremely intoxicated Bar<br />
Fuzzy customer caused a disturbance and was<br />
escorted out of the establishment at 1600 St-<br />
Martin Blvd. East. The man’s disoriented and<br />
obviously drugged state alarmed employees to<br />
the extent that an ambulance was summ<strong>on</strong>ed<br />
for the Fuzzy regular. Emergency pers<strong>on</strong>nel<br />
discovered an unloaded revolver <strong>on</strong> his pers<strong>on</strong>,<br />
so the man was taken into custody by<br />
police <strong>on</strong> charges of weap<strong>on</strong> possessi<strong>on</strong>.<br />

Game farm diseases<br />
threaten wildlife<br />
farms, which house large numbers of animals<br />
in close quarters, may act as a vector<br />
allowing the disease to spread. Other diseases,<br />
like tuberculosis, are also a problem.<br />
An outbreak of tuberculosis <strong>on</strong> an elk<br />
farm in the late 1980s cost Canada our TBfree<br />
status, and about a billi<strong>on</strong> dollars,<br />
according to Agriculture Canada calculati<strong>on</strong>s.<br />
As it stands, elk and deer game farms are<br />
little more than fenced enclosures - often<br />
in areas that are also home to wild populati<strong>on</strong>s<br />
of the same species. C<strong>on</strong>tact between<br />
wild and farmed animals can and does<br />
occur. Captives, infected with livestock<br />
diseases, escape. And wild animals get<br />
into fenced enclosures. Game farming thus<br />
literally builds disease bridges between<br />
livestock and wildlife.<br />
Fortunately, the prevalence of CWD in<br />
Canada is currently very low. And the<br />
potentially infective tissues (brains, blood,<br />
lymphatic glands, stomach, intestines and<br />
b<strong>on</strong>e marrow) of hunted deer and elk are<br />
not typically c<strong>on</strong>sumed as was the case<br />
with cattle in Britain. Antler velvet from<br />
game-farm animals, however, is c<strong>on</strong>sumed<br />
as a dietary supplement. Although there is<br />
no evidence linking such c<strong>on</strong>sumpti<strong>on</strong> to<br />
disease in humans, the practice is very disturbing.<br />
The problem is much worse in the U.S.,<br />
where hundreds of exposed animals have<br />
been shipped to game farms in at least 15<br />
different states. CWD has turned up in<br />
more than a dozen US ranches, and is also<br />
appearing in wild animals. This potential<br />
to spread through wild populati<strong>on</strong>s has<br />
biologists (and hunters) c<strong>on</strong>cerned. Health<br />
officials in Colorado and Wyoming are<br />
advising hunters not to shoot sick-looking<br />
deer and avoid handling brain and spinal<br />
material.<br />
Although the industry insists that game<br />
farms are strictly regulated, problems with<br />
diseases c<strong>on</strong>tinue to crop up. This poses a<br />
very real threat to wildlife and a potential<br />
risk to human health as well. Governments<br />
need to seriously examine the benefits and<br />
risks associated with this industry before<br />
the situati<strong>on</strong> gets any worse.<br />

Ex-employee attempts to rob<br />
grocery store<br />
A young suspect c<strong>on</strong>cealed himself inside the<br />
Metro store located at 555 Sams<strong>on</strong> in Sainte-<br />
Dorothée and waited for it to close. Only two<br />
night employees were left behind when the<br />
suspect, disguised in a wig and balaclava,<br />
emerged from his hiding place around 11 p.m.<br />
He obscured the security camera lens using<br />
paint and duct tape before making his way to<br />
the office where the head cashier was preparing<br />
the nightly deposit. The sec<strong>on</strong>d employee,<br />
a wrapper, walked in while the thief was<br />
threatening the cashier with a pistol in an<br />
attempt to gain access to the safe. The wrapper<br />
was forced to tie up the cashier at gunpoint.<br />
After locking the two employees in a walk-in<br />
freezer, the thief made off with cash, lottery<br />
tickets and bus passes. Fortunately the trapped<br />
grocery store staff escaped from the freezer<br />
ten minutes later and immediately called the<br />
police; the two did not sustain any injuries.<br />
The following morning, the LPD took a minor<br />
into custody who turned out to be a former<br />
Metro employee. He was charged with armed<br />
robbery and<br />
all stolen property was recovered by police<br />

Horror in Chomedey: elderly man accidentally<br />
killed by minivan, dragged by<br />
driver unaware<br />
A 71-year-old Chomedey resident’s morning<br />
errands ended in senseless horror last April<br />
29 th . He had completed his errands and was<br />
leaving the St-Martin shopping centre parking<br />
lot carrying his groceries when he was struck<br />
by a motorist <strong>on</strong> Curé-Labelle Blvd. The<br />
vehicle in questi<strong>on</strong> was a Dodge Caravan driven<br />
by a 37-year-old <strong>Laval</strong> woman; the man<br />
died <strong>on</strong> impact. The driver, impervious to the<br />
fact that she had just ended a man’s life,<br />
searched for a parking spot while dragging the<br />
lifeless body behind her van for a distance of<br />
almost 150 metres; she did not discover the<br />
mangled man until she parked her car. Alcohol<br />
is not suspected to be involved in this accident;<br />
rather, it is believed that it occurred<br />
through “an extreme moment of inattenti<strong>on</strong>”,<br />
according to the LPD. Preliminary investigati<strong>on</strong><br />
did not reveal any sign that the driver<br />
used her brakes. No charges have been<br />
brought against the woman at press time; her<br />
car is undamaged.<br />

was decided to resolve the problem by creating<br />
a synthetic state, the modern State of<br />
Israel. This we did with our good Christian<br />
charity, sympathy and understanding.<br />

Murder by Numbers delivers hefty chills<br />
with appropriate thrills throughout its twisting<br />
tale!<br />
MBN introduces us to two above average<br />
spoiled teens filled with that oh-so-in boredom<br />
with the world pers<strong>on</strong>ality flaw.<br />
There's Justin, (Michael Pitt) the middleclass<br />
angst ridden gothic that thinks so<br />
much he has thought himself to thinking<br />
he's a philosopher. He has this disturbing<br />
synopsis of living. To be totally emoti<strong>on</strong>ally<br />
free <strong>on</strong>e must be devoid of moral c<strong>on</strong>straints<br />
and be open to committing crime<br />
without guilt, thusly, crime equals freedom.<br />
Or some such gobbly gook.<br />
His buddy Richard (Ryan Gosling) is that<br />
slithering stylin' hip-la-rue guy. He's that<br />
richy rich type brat that wants power thrills<br />
and doesn't care who's hurt in the way of his<br />
having a good time.<br />
Their parents are nowhere to be seen and<br />
somehow, even though they are certainly<br />
separate stereotypes, have found each other<br />
and share a quirky interest. Justin and<br />
Richard aren't into X-Box and shooting<br />
some hoops together, they prefer to chill in<br />
an old aband<strong>on</strong>ed Cliffside lodge and plan<br />
the perfect crime by a roaring fire.<br />
The creepy duo fancy themselves uber<br />
intelligent and have become bored with the<br />
comm<strong>on</strong>s. So brings about their little game<br />
of murder.<br />
They believe they can devise, execute (pard<strong>on</strong><br />
the pun) and get away with this meticulously<br />
staged murder just by following the<br />
steps…it's like painting by the numbers to<br />
two as smart as they…<br />
They'll c<strong>on</strong>fuse the police with the bizarre<br />
evidence they'll plant, they'll pick a random<br />
victim, and they'll even provide a perfect<br />
suspect for them. Boy aren't they clever little<br />
dem<strong>on</strong>s…<br />
So, a young woman is found brutally murdered<br />
and a plethora of evidence pollutes<br />
the crime scene. Fibers lay about and shoe<br />
prints are clear…<br />
Enter homicide detective Cassie<br />
Mayweather (Sandra Bullock). She's such a<br />
tough cookie her fellow coppers swear she<br />
pees standing up. Sure Cassie's a bit of a<br />
macho gal but she's also <strong>on</strong>e of the finest<br />
homicide detectives in America.<br />
As she begins to sniff around the crime<br />
scene she can't help but feel something's<br />
amiss. The young miss also seems to have a<br />
few ghosts from her own past resurfacing<br />
and clouding her objectivity in the case.<br />
She's assigned a partner, Sam (Ben- oh-lala-<br />
Chaplin) who's new to homicide and<br />
Cassie's whole "by the balls" she-male pers<strong>on</strong>a.<br />
She gives him some ribbing about his<br />
anti-knowledge and then gives him some<br />
rubbing about his feline knowledge (queue<br />
porn music now, please).<br />
As they edge closer to figuring out the mystery<br />
of the dead woman's killer the audience<br />
is shown how calious the murderers are and<br />
it's a tad unerving how realistic these two<br />
everyday teens appear to be. It's some<br />
heavy stuff, but we also get to sit and watch<br />
Sandra Bullock be charming and wrinkle<br />
her twenty milli<strong>on</strong> dollar nose to ease the<br />
tensi<strong>on</strong>.<br />
Ben Chaplin is edibly cute like a big-olebox-of-Oreos!<br />
He looks like Joaquin<br />
Phoenix and Ant<strong>on</strong>io Banderas had a love<br />
child; that sexy stare with the quirky face<br />
structure. I'd like to slather Ben in Jerry's<br />
ice cream, wait till it's all melted and sticky<br />
and….um, er.<br />
The film 's bad guys, Michael Pitt and Ryan<br />
Gosling stole their scenes. The film really<br />
would have been a total dud if not for these<br />
super talents working the script.<br />
