SPECIALIZED EXPERIENCE NOTE: Specialized experience will be used to determine qualifications<br />

for the announced position. Applicants please provide from (yyyy/mm) and to (yyyy/mm) dates with<br />

description of your specialized experience. Candidates must have 36 months of specialized experience or<br />

training in the following:<br />

1. Principles of organization, management, and administration.<br />

2. Using computer and automation systems.<br />

3. Developing and recommending policy.<br />

4. Organizing and carrying out specific programs, evaluating and recommending changes in methods of<br />

operations.<br />

5. In supervisory, staff or technical work which included study, analysis or evaluation leading to the<br />

development or improvement of managerial or administrative policies, practices and procedures.<br />

6. Preparing written communications and oral presentations.<br />

SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE:<br />

Completion of courses such as the Officer Advanced Course, Squadron Officer School, Command and Staff<br />

College, Air and Army War College, <strong>National</strong> Security Management Course and others of comparable level<br />

will be credited at the rate of 1 month of education for two months of specialized experience.<br />

POSITION DESCRIPTION INFORMATION:<br />

This position serves as the principle technical advisor to the Wing commander on all matters pertaining to<br />

readiness activities and on the feasibility and impact of plans, policies, and decisions. Its primary purpose is to<br />

manage the wings/units Full Spectrum Threat Response (FSTR) <strong>Program</strong> which encompasses the Disaster<br />

Preparedness (DP), Air Base Operability (ABO), Chemical Warfare Defense (CWD), Hazardous Material<br />

(HAZMAT) emergency response programs and Counter-Chemical, Biological, Radiological, Nuclear, and High<br />

Explosive (C-CBRNE) plans and programs and to serve as the commander’s liaison with other agencies,<br />

Department of Defense (DoD), and civil authorities following a natural disaster. Additionally, the incumbent<br />

provides contingency support services and prepares the wing/units for contingency operations in wartime and<br />

peacetime. Provides planning, program management and manages training for integrated wing readiness to<br />

include Homeland Security (HLS) and Weapons of Mass Destruction (WMD) response missions. The<br />

incumbent is responsible for the wing FSTR program and CE squadron readiness plans and for conducting<br />

studies and analysis of the program/plans to improve upon them. Manages and executes the FSTR program<br />

which includes First Responder capability. Prepares and maintains wartime and contingency response and<br />

mobility plans and continually evaluates the plans to improve them. Manages, monitors, analyzes, and evaluates<br />

the <strong>Readiness</strong> and Ability to Survive to Operate (ATSO), NBCC, and DRF training programs. Manages CE<br />

portion of automated systems (Logistics Module (LOGMOD)) for all phases of the deployment process to<br />

include personnel and equipment. Provides financial analysis and planning for readiness resource requirements.<br />

Identifies contingency and operability needs for manning, facilities, and equipment at home station and<br />

deployed locations. Manages and conducts wing/unit readiness assessment visits. Serves as the technical<br />

advisor to the wing/unit Exercise Evaluation Team Chief and members. Manages the CE Status of Resources<br />

and Training System (SORTS). Serves as the advisor to the <strong>Readiness</strong> Working Group. Coordinates with the<br />

Hazardous Materials (HAZMAT) <strong>Program</strong> Manager in emergency planning and response actions required to<br />

comply with the Emergency Planning and Community Right-to-Know Act of 1986 and Executive Order <strong>12</strong>856.<br />

Manages, and is solely responsible for, the program to train the base populace to survive and operate in a NBCC<br />

environment. Participates in conferences and seminars as the readiness representative for the commander.<br />

Performs other duties as assigned.<br />

The following guidelines will help ensure your application is in the proper format:<br />

• List your <strong>National</strong> <strong>Guard</strong> weekend duties separately from your other job experiences.<br />

• List your position, military grade, supervisor, their phone number(s), dates you have held each job and a detailed duty<br />

description.<br />

• List all pertinent military schools and training completed. You may include your certificates of completion and any special<br />

licenses.<br />

• Staple all documents together in one package. Do not use binders, folders or notebooks when you turn in your application.<br />

5. If you are not selected for the position: The selecting supervisor is responsible to inform you that you were not selected. He/she is<br />

allowed to tell you who the actual selectee was, but is not allowed to discuss other applicants’ qualifications with you. The<br />

selecting supervisor is allowed, if you ask him/her, to advise you of ways to improve your interview techniques or your<br />

application in order to enhance your opportunities for future vacancies. HRO Staffing section is available to give advice on how<br />

to build a better application.<br />

6. Explanation: An excepted position is exempt from normal procedures used in hiring for Federal Civil Service in that applicants<br />

are neither formally tested nor obtained from a register. Excepted Technicians, during the course of employment, will receive the<br />

same benefits as all other Federal employees, including coverage under the Civil Service Retirement System or Federal<br />

Employees Retirement System. Excepted Technicians are required to wear appropriate military uniform, and must become active<br />
