Key socio-cultural factors relevant to the health <strong>system</strong><br />

Some Constitutional laws (such as Principles 29 and 31) have obligated the government<br />

to spend part <strong>of</strong> its public revenues on providing services and financial supports required<br />

for social security including retirement, unemployment, old age, d<strong>is</strong>ability, lack <strong>of</strong><br />

guardians, being stranded in places other than one’s domicile, accidents, medical<br />

services as well as securing the access <strong>of</strong> all people to free public education up to the<br />

secondary level. To provide the necessary means and facilities to fulfill such tasks, the<br />

government had an extensive enlargement in the first post-revolution decade. Yet, given<br />

the hardships it later faced in the national economy the government failed to fulfill its<br />

commitments. An unchecked population growth and drops in the oil revenues fanned<br />

such hardships.<br />

The central government faced great economic problems in the first post-revolutionary<br />

years, such as the eight-year-long war with Iraq, inexperienced management in many<br />

nationalized industries, sectarian inclinations in selecting directors which undermined the<br />

government’s management standing and which led to the assignment <strong>of</strong> management to<br />

passionate and not necessarily experienced young people, a high rate <strong>of</strong> brain drain and<br />

exit <strong>of</strong> human resources from the country, economic sanctions, the freezing <strong>of</strong> <strong>Iran</strong>ian<br />

assets in the USA and the stoppage <strong>of</strong> any sort <strong>of</strong> foreign investment in the country.<br />
