KINGSPORT CITY SCHOOLS • www.k12k.com STUDENT HANDBOOK Local flexibility agreement Kingsport City Schools does not have a local flexibility agreement with the U.S. Department of Education. National Assessment of Educational Progress Districts, schools and students may voluntarily participate in the National Assessment of Educational Progress. Parents of children selected to participate in any NAEP assessment will be informed before the assessment is administered. Parents may request that their child be excused from participation for any reason. No student is required to finish an assessment or is required to answer any test question (K-8 schools only). ESEA wavier requests If a school district requests the U.S. Secretary of Education to waive any provision or regulation of the ESEA, it must provide notice and information about the waiver to the public in the manner in which it customarily provides public notice. Parent Engagement Under the Title I administrator, the school system shall provide the coordination and technical assistance to plan and implement the Title I Program according to the guidelines set forth in law. There will be at least one annual meeting for Title I schools and an additional meeting for the planning, review and improvement of Title I programs. Information regarding the school parent involvement policy and school parent compact will be available at the meetings. Pre-K screening Screening for Pre-K students is done in the spring. Eligible students must be four (4) years old on or before September 30 of the current year. Students are selected for Pre-K according to income level and the results of the screening. Pre-K registration Once the required Pre-K Screening process is complete, the school to which a Pre-K child has been assigned will notify parents that their child has been accepted into the program and will arrange a time for registration. The following items are needed to complete registration: • Immunizations (Item II on state form titled “TN Child Care/Preschool Immunization Certificate) 20
21 SCHOOL OPERATION / ADMINISTRATION • Health Examination (Item III on state form titled “TN Child Care/Preschool Immunizations Certificate) • Certified Birth Certificate (not the “Mother’s Copy”) • Social Security Number • Proof of Residency • Proof of Income Safe and Drug-Free Schools Program Under the Tennessee State Board of Education’s Unsafe School Choice Policy, any public school student who is attending a persistently dangerous public school or becomes the victim of a violent crime while in or on the grounds of a public school that they attend, as defined under Tennessee Code Annotated 40-38-111(g), shall be provided an opportunity to transfer to another grade-level appropriate school within the district. Additional information regarding this option may be obtained by contacting the Director of Federal Programs at 378-8598. The district must inform and involve parents of their violence and drug prevention efforts. Reasonable efforts must be made to inform parents of the content of safe and drug-free school programs and activities other than classroom instruction. If a parent objects in writing, the district must withdraw the student from the program or activity. School-wide programs Kingsport City Schools has SIX schools designated as Title I schools. Each of these schools consolidates federal and local funds to promote reform in the core instructional program. This includes high quality teaching and learning strategies for students in high-poverty schools so that these students can meet the state’s challenging content and performance standards. The schools involved are Jackson Elementary, Johnson Elementary, Kennedy Elementary, Lincoln Elementary, Roosevelt Elementary and Sevier Middle school. These schools are eligible for School-Wide status. School identified for improvement Schools will promptly notify parents of each student enrolled in an elementary or secondary school that has been identified for improvement, corrective action or restructuring. This notification shall contain all additional statutory requirements mandated by law.
