Local flexibility agreement<br />

<strong>Kingsport</strong> <strong>City</strong> <strong>Schools</strong> does not have a local flexibility agreement with the U.S.<br />

Department of Education.<br />

National Assessment of Educational Progress<br />

Districts, schools and students may voluntarily participate in the National<br />

Assessment of Educational Progress. Parents of children selected to participate<br />

in any NAEP assessment will be informed before the assessment is administered.<br />

Parents may request that their child be excused from participation for any reason.<br />

No student is required to finish an assessment or is required to answer any test<br />

question (K-8 schools only).<br />

ESEA wavier requests<br />

If a school district requests the U.S. Secretary of Education to waive any provision<br />

or regulation of the ESEA, it must provide notice and information about the waiver<br />

to the public in the manner in which it customarily provides public notice.<br />

Parent Engagement<br />

Under the Title I administrator, the school system shall provide the coordination<br />

and technical assistance to plan and implement the Title I Program according to<br />

the guidelines set forth in law. There will be at least one annual meeting for Title I<br />

schools and an additional meeting for the planning, review and improvement of Title<br />

I programs. Information regarding the school parent involvement policy and school<br />

parent compact will be available at the meetings.<br />

Pre-K screening<br />

Screening for Pre-K students is done in the spring. Eligible students must be four<br />

(4) years old on or before September 30 of the current year. <strong>Student</strong>s are selected for<br />

Pre-K according to income level and the results of the screening.<br />

Pre-K registration<br />

Once the required Pre-K Screening process is complete, the school to which a Pre-K<br />

child has been assigned will notify parents that their child has been accepted into the<br />

program and will arrange a time for registration.<br />

The following items are needed to complete registration:<br />

• Immunizations (Item II on state form titled “TN Child Care/Preschool<br />

Immunization Certificate)<br />
