AGENDA FOR THE MEETING WITH STATE SECRETARIES IN-<br />
CHARGE OF ICDS SCHEME TO BE HELD ON 1 st DECEMBER<br />
2005 AT NIPCCD, NEW DELHI<br />
ITEM I. Expansion <strong>of</strong> ICDS <strong>and</strong> operationalisation <strong>of</strong> new<br />
ICDS Projects <strong>and</strong> Anganwadi Centres<br />
1. Expansion <strong>of</strong> ICDS Scheme: Administrative orders sanctioning<br />
additional Projects <strong>and</strong> Anganwadi Centres have been issued to all the<br />
States/UTs. State-wise number <strong>of</strong> additional Projecst/AWCs sanctioned is at<br />
Annexure-I.<br />
1.1 Action Plan for operationalisation <strong>of</strong> new ICDS Projects & AWCs:-<br />
Gantt Chart <strong>and</strong> PERT Chart indicating list <strong>of</strong> activities required to operationalise<br />
new ICDS Projects <strong>and</strong> AWCs within a period <strong>of</strong> one year have been sent to all<br />
States. States were requested to plan these activities in advance as per the<br />
GANTT Chart <strong>and</strong> PERT Chart so that all the new ICDS Projects <strong>and</strong> AWCs<br />
sanctioned can be made operational within one year. A copy each <strong>of</strong> Gantt Chart<br />
<strong>and</strong> PERT Chart is at Annexure II.<br />
1.2 States/UTs are requested to indicate the stages at which they have<br />
reached as per the PERT Chart.<br />
ITEM II. Supplementary Nutrition:<br />
1.1 For the year 2005-06, the Government <strong>of</strong> India has released funds to the<br />
extent <strong>of</strong> 50% <strong>of</strong> its share for supplementary nutrition. State-wise details <strong>of</strong> funds<br />
released is at Annexure III.<br />
1.2 It has been observed that States/UTs have not been making adequate<br />
budgetary provision in their Budget for supplementary nutrition. The expenditure<br />
is also not as per financial norms.<br />
1.3 States/UTs are requested to bring along information on<br />
(i) budget allocation for supplementary nutrition for 2005-06;<br />
(ii) expenditure on supplementary nutrition upto<br />
30.09.2005/31.10.2005, <strong>and</strong><br />
(iii) SOE <strong>and</strong> Unspent balance under ICDS (General) for the second<br />
quarter ending 30.09.2005 out <strong>of</strong> funds released in 2005-06.<br />
1.4 One <strong>of</strong> the objectives <strong>of</strong> the ICDS Scheme is to reduce malnutrition level<br />
among children. However, the analysis <strong>of</strong> data received from States/UTs in the<br />
last four years reveal that there has been only a marginal decrease in the<br />
percentage <strong>of</strong> undernourished children.
1.4.1 States/UTs have been requested to take up certain measures vide this<br />
Department’s D.O. letter No. 16-10/2005-ME dated 17.10.2005 (Annexure IV).<br />
States/UTs are requested to indicate the measures taken by them in this<br />
regard.<br />
1.5 Supplementary nutrition has to be provided for 300 days in a year as per<br />
norms <strong>of</strong> the Scheme <strong>and</strong> Supreme Court’s direction.<br />
1.5.1 The States which are not providing supplementary nutrition as per the<br />
norms <strong>of</strong> the Scheme may indicate reasons/constraints.<br />
ITEM III. Medicine Kits, PSE Kits <strong>and</strong> IEC:<br />
1.1 Medicine kits, Pre-school kits <strong>and</strong> IEC material are very crucial for<br />
improving the impact <strong>of</strong> the Scheme. These kits must be procured on regular<br />
basis.<br />
1.2 States/UTs are requested to bring along information on Medicine kits, PSE<br />

1.1. Kishori Shakti Yojana has been extended to cover all ICDS projects.<br />
Administrative sanctions to this effect have been issued to the State<br />
Governments/ UT Administrations.
1.2. Under KSY, various programmatic options are available to the States /UTs<br />
to selectively intervene for the development <strong>of</strong> the adolescent girls, based on<br />
area specific needs.<br />
1.3. As per para 12 <strong>of</strong> the guidelines <strong>of</strong> KSY, States/UTs have to prepare an<br />
Action Plan for the implementation <strong>of</strong> KSY <strong>and</strong> share the same with this<br />
Department . States have to ensure that the Action Plan on Kishori Shakti<br />
Yojana for 2005-06 is sent to DWCD, if not sent earlier.<br />
1.4. States have to ensure that SOE <strong>of</strong> the year 2004-05 <strong>and</strong> the Action Plan<br />
for 2005-06 is furnished so as to consider release <strong>of</strong> funds for the blocks<br />
sanctioned for implementation <strong>of</strong> scheme in 2005-06.<br />
1.5. States/UTs are requested to bring along information on:-<br />
i. status <strong>of</strong> implementation <strong>of</strong> the scheme for the blocks sanctioned<br />
during 2005-06 alongwith old blocks;<br />
ii. Statement <strong>of</strong> Expenditure (SOE), in the format (under KSY)<br />
circulated vide this Departments letter No. 9-16/2005-KSY dated<br />
18.8.2005 (Annexure-V).<br />
iii. Action Plan for implementation <strong>of</strong> KSY in 2005-06<br />
1.6. States are requested to ensure timely submission <strong>of</strong> monitoring reports in<br />
prescribed format (Annexure-VI & VII).<br />
ITEM V. NUTRITION PROGRAMME FOR ADOLESCENT GIRLS<br />
1.1 Government <strong>of</strong> India has approved the implementation <strong>of</strong> this scheme in<br />
the year 2005-06, on a pilot basis, through the Department <strong>of</strong> <strong>Women</strong> <strong>and</strong> <strong>Child</strong><br />
<strong>Development</strong>, <strong>Ministry</strong> <strong>of</strong> Human Resource <strong>Development</strong>. The scheme has to be<br />
implemented as per the guidelines issued by the Planning Commission earlier,<br />
with the following two major modifications:-<br />
i. The scheme has to be restricted only to adolescent girls, as<br />
pregnant women <strong>and</strong> lactating mothers are covered under ICDS.<br />
ii. The list <strong>of</strong> the beneficiaries has to be approved in the Gram Sabha.<br />
1.2. The revised guidelines along with formats <strong>of</strong> the registers prescribed, <strong>and</strong><br />
the periodical reports to be sent have been circulated to States vide this<br />
Department’s letter No. 1-23/2005-NPAG dated 14.7.2005.<br />
1.3. First instalment <strong>of</strong> ACA on a 100% grant basis to the States has already<br />
been released to States by <strong>Ministry</strong> <strong>of</strong> Finance vide order no. F.No. 44(9) PF<br />
I/2005-25 dated 26 th July, 2005 <strong>and</strong> the <strong>Ministry</strong> <strong>of</strong> Food <strong>and</strong> Public Distribution<br />
has allotted foodgrains for 2005-06.
1.4. D/WCD has been receiving requests from States for revalidation <strong>of</strong> funds<br />
released in 2002-03 & 2003-04 & food grains allocated in these years. In order to<br />
arrive at the correct figures <strong>of</strong> unspent funds <strong>and</strong> unutilized food-grains, the State<br />
governments have been requested to furnish information in the format. The<br />
information is awaited from all the States.<br />
1.5. States/UTs are requested to bring along information on:-<br />
i. status <strong>of</strong> implementation <strong>of</strong> the scheme during 2005-06;<br />
ii. State-wise status <strong>of</strong> financial progress - the amount utilized <strong>and</strong><br />
unspent balance available with them; <strong>and</strong><br />
iii. food grains lifted during 2002-03 & 2003-04 under NPAG as per<br />
statement enclosed (Annexure-VIII).<br />
1.6 States are requested to ensure timely submission <strong>of</strong> monitoring reports in<br />
the prescribed format.

As you are well aware that the large scale prevalence <strong>of</strong> malnotrition in children, in<br />
our country is a cause <strong>of</strong> concern for all 01 us. The NFHS-lI, which was conducted in 1998-<br />
99, estimated that 47% <strong>of</strong> the children in our country were malnourished. We have tricd to<br />
analyse tile data gathered through our ICDS monitoring system in the last four years.<br />
Statewise statcments indicating the nutritional status <strong>of</strong> children for tile last four ycars, as<br />
rcported by the state governments, is eoclosed- As pe' this data, 4468% <strong>of</strong> the children (0-6<br />
years) were normal (i.e- they were not underoourishcd) as on 31" Match, 2002. This figure<br />
st<strong>and</strong>s at 47.85% as on 31" March 2005- While there may be some inaccuracy in the data, but<br />
what is abundantly clear is tbat there has been only a marginal decrease in the percentage <strong>of</strong><br />
undernourished children. Situation with regard to the cbildren in Grade 1lI <strong>and</strong> Grade TV <strong>of</strong><br />
malnutrition is particularly bad in case <strong>of</strong>.Bihar (21.05%), i\runanchal Pradesh (13.08%),<br />
.1harkh<strong>and</strong> (5.02%) <strong>and</strong> Madhya Pradesh (3_56%). It leads one tu infer that the ICaS<br />
Scheme is not baving its desired impact.<br />
India is a committed to achieving the Millennium <strong>Development</strong> Goals. One <strong>of</strong> the<br />
goals is "Eradication <strong>of</strong> extreme poverty <strong>and</strong> hnnger", <strong>and</strong> the target stipulated is "Halve,<br />
between 1990-2015 the proportion <strong>of</strong> people who suffer from Indicator foc this<br />
target is "Prevalence <strong>of</strong> under weight children under 5 <strong>of</strong> Tbe Tenth Plan also<br />
stipulates that the percentage <strong>of</strong> onder nourished children tilan <strong>of</strong> age woold be<br />
reduced by 50% <strong>of</strong> the current levels (for weight for age, below SD) <strong>and</strong> percentage<br />
wlder-nourished children below 3 years (with weight for age -2 SO), would be<br />
reduced tram the current level <strong>of</strong> 47% to 40%.<br />
Tbere are a host <strong>of</strong> tactors that are associated with malnutrition amongst children.<br />
These are - access to toad, food habits <strong>and</strong> dietary intakes, ignorance about breast feeding,<br />
lack <strong>of</strong> nutrition <strong>and</strong> bealth education, access to health facilllies, poor health status <strong>of</strong><br />
motbers <strong>and</strong> hence low birth weights etc.<br />
that 1CDS is the most important intervention, which can help us in<br />
eradication <strong>of</strong> extreme bunger <strong>and</strong> povcrty. The integrated nature <strong>of</strong><br />
under ICDS is an effective tool to figbt malnutrition amongst children.<br />

Government <strong>of</strong> India has recently sanctioned additional angaowadi tenters in the country.<br />
It has also been decided that tbe Government <strong>of</strong>India would liear 50% <strong>of</strong> the cost <strong>of</strong><br />
Supplementary Nutrition (subject to a ceiling <strong>of</strong> Rs. I per child per d.y). All these measures<br />
<strong>of</strong> expansion <strong>and</strong> enrichment <strong>of</strong> the quality <strong>of</strong> services would go a lobg way in meeting the<br />
goals we set forth. But mnch would depend upon the effective implem~ntation <strong>of</strong> the scheme.<br />
I would request you to take immediate steps so that all the services uoder ICDS are properly<br />
delivered. r wnuld also request you to pay special attention towards improving the nutritional<br />
status <strong>of</strong> children. Some <strong>of</strong>the measures that could be taken are:<br />
a. Giving priority to opening up <strong>of</strong> new centers in areas where prevalence <strong>of</strong><br />
b.<br />
malnutrition is high.<br />
Focus on improving tlle coverage<br />

<strong>of</strong> the scheme, so that all eligible children get<br />
services under rCDS.<br />

h.<br />
Emphasis on Nutrition <strong>and</strong> Health Education.<br />
Effective convergence with activities <strong>of</strong> other departments.<br />
Involving community in the implementation <strong>and</strong> monitoring <strong>of</strong> the scheme.<br />
Ensure that growth monitoring is being done properly.<br />
Organising the supply logistics in a manner such that the anganwadis get supply<br />
<strong>of</strong> provisions well in time.<br />
Popularising breast-feeding.<br />
I would also welcome suggestions from your side regarding measures to combat<br />
malnutrition amongst children.<br />

pertaining to World Bank assisted ICDS-III Project sans Udisha - reg.<br />
World Bank assisted ICDS-III Project sans Udisha was approved in March,<br />
1999 with an outlay <strong>of</strong> Rs.1011.00 crore for a period <strong>of</strong> 5 years. States <strong>of</strong> Kerala,<br />
Maharashtra, Rajasthan, Tamil Nadu <strong>and</strong> Uttar Pradesh were covered.<br />
2. The Project was restructured in April, 2003. States <strong>of</strong> Bihar, Chhattisgarh,<br />
Jharkh<strong>and</strong>, Madhya Pradesh, Orissa <strong>and</strong> Uttaranchal were included w.e.f.<br />
1.10.2002. 4496 numbers <strong>of</strong> Model Anganwadi Centre Buildings were also to be<br />
constructed in non-World Bank, non-NE <strong>and</strong> Sikkim States. The project outlay got<br />
increased to Rs.1420.58 crore.<br />
3. The Project has since been extended by 18 months upto 31.3.2006 with an<br />
enhanced outlay <strong>of</strong> Rs.1433.25 crore.<br />
4. Some time back, an exercise was undertaken in consultation with Project<br />
States to assess their requirements <strong>of</strong> funds by the end <strong>of</strong> the Project. It was<br />
concluded that total approved outlay <strong>of</strong> Rs.1433.25 crore would be utilized. It could<br />
also be deciphered that the provisions made towards payments on account <strong>of</strong><br />
salary/honoraria/contingencies/POL etc, would not last for all the States upto the<br />
end <strong>of</strong> the Project i.e. 31.3.2006.<br />
5. A statement giving a financial overview in respect <strong>of</strong> ICDS-III Project is<br />
available at Annexure ____.<br />
6. There is no problem respecting Orissa, Uttaranchal <strong>and</strong> Tamil Nadu.<br />
Salary/honoraria to ICDS functionaries in these States is being paid out <strong>of</strong> the<br />
funds released under ICDS (General) Scheme. Position is no different in the cases<br />
<strong>of</strong> the states <strong>of</strong> Gujarat, West Bengal, Karnataka, Haryana, Jammu & Kashmir,<br />
Punjab, Himachal Pradesh, Pondicherry <strong>and</strong> Andaman & Nicobar Isl<strong>and</strong>s which<br />
have been covered under the Project for the purposes <strong>of</strong> construction <strong>of</strong> Model<br />
Anganwadi Buildings only.<br />
6. Sufficient funds are available with the State <strong>of</strong> Kerala for making payments<br />
towards salaries/honoraria to the ICDS functionaries upto 31.3.2006. However,<br />
funds available to other States will exhaust at different points <strong>of</strong> times. In<br />
Rajasthan, Uttar Pradesh, Chhattisgarh <strong>and</strong> Jharkh<strong>and</strong>, funds are expected to last<br />
uptill 31.1.2006. But such a date in respect <strong>of</strong> Madhya Pradesh <strong>and</strong> Bihar will<br />
respectively be 31 st October, 2005 <strong>and</strong> 30 th November, 2005.<br />
7. Above position is as per estimates made in this Department. States are,<br />
however, requested to work out the component-wise savings without exceeding the<br />
item-wise allocation in any circumstances. Unspent allocations under the<br />
components can be used for payments <strong>of</strong> salaries/honoraria/ POL/contingency etc.<br />
Based on the exercise so carried out, States may kindly indicate the date upto<br />
which they would be able to meet expenditure under salaries head without<br />
exceeding the allocations.

THE MEETING OF STATE SECRETARIES TO BE HELD ON 1-12-2005<br />
So far as Udisha Project is concerned, there is a total allocation <strong>of</strong><br />
Rs.409.03 crores upto 31-3-06. Out <strong>of</strong>the allocation <strong>of</strong>Rs.382.81 crores for<br />
StatesfUTs an amount <strong>of</strong> Rs.320.72 crores has been released. Out <strong>of</strong> the<br />
released amount SOEs for an amount <strong>of</strong> Rs.281.33 crores has been received<br />
till 21-11-2005.<br />
Some <strong>of</strong> the StatesfUTs have not been able to send SOEs as per the<br />
released amount. Besides, some StatesfUTs have not sent their STRAP<br />
proposals or incomplete proposals. The latest position regarding receipt <strong>of</strong><br />
SOEs, STRAP proposals, QPRs have been sunnnarized in a statement<br />
attaches. StatesfUTs are requested to bring the papers/documents, which<br />
have not been submitted indicating the latest position to discuss the same in<br />
the meeting.
