More Americans Dependent On Federal Government Than Ever Before The Heritage Foundation WASHINGTON —The average American relying on federal government assistance receives more in benefits than the average American’s disposable personal income, according to The Heritage Foundation’s newly released 2012 Index of Dependence on Government. The Index reports Americans who rely on government receive an average $32,748 worth of benefits, surpassing the average American’s disposable personal income of $32,446. Overall, the Index—which scores the nation’s dependency across numerous federal assistance programs that were once done through communities, churches, neighborhood groups and the private sector—rose 8.1 Terry & Karla Bishop along with Gary and Julie Hutson are pleased to announce the Marriage of their children Jessica Ann Bishop and Gary Alan Hutson. While the number of Americans receiving federal aid rises, the number of federal taxpayers continues to drop, with nearly half of Americans (49.5 percent) not paying any federal income taxes. “The danger of a growing government-dependent population is that it’s voting for more benefits that end up being paid by fewer taxpayers,” says William Beach, Index co-author and director of The Heritage Foundation’s Center for Data Analysis. “At some point, this unsustainable fiscal model will collapse.” To reverse the disturbing course, Beach says Congress must rein in federal spending, reform welfare and entitlement programs, and encourage more community-based aid and personal responsibility. “Dependency isn’t a bad thing—but when aid from private charities, communities and neighbors is replaced with bureaucratic programs, research shows that Americans are less likely to prosper and achieve true independence,” he adds. News Blue Rapids Free Press - Thursday, April 12, 2012 5A News Senior of the Week: Wendy Hale By Isacc Medina VHHS Journalism It’s true when people say talent can come from anywhere at any time. Valley Heights is host to one of the sweetest, smartest, and talented young woman. The senior I am describing is Wendy Hale. Hale was born to Doug and Irene Hale on February 20th, 1994; she also has a younger brother named Patrick who is a sophomore here at Valley Heights. She has participated in volleyball, 1 year, volleyball manager, 1 year, golf, 2 years, KAYS, 3 years, world service leader for KAYS, 2 years, FCCLA, 2 years, library assistant, 1 year, band, 4 years, K- State band clinic, 4 years, LIONS band camp, 4 years, KMEA honor band, 1 year, Marshall County community band, 1 year. She is a proud server of her community and is very talented at playing the clarinet; this young woman has a bright future ahead of her. “Today you are you, that is truer than true. There is no one alive who is youer than you,” this quote by Dr. Seuss is what Wendy Hale believes in avidly. There are so many characteristics that this girl has gained **UNAPPROVED** RECORD OF THE PRO- CEEDINGS OF THE WATERVILLE CITY COUNCIL City of Waterville, Kansas April 9, 2012 The Waterville City Council met in regular session, April 9, 2012, at 7:30 p.m. at the Community Center. Council members present were Tony Mann, Jim Oatney, Sammie Parker, and Terry Blaser. Council member Kris Hargrave was absent. Mayor David Whitesell presided. The Council approved the minutes of the March 12, 2012, regular meeting. Sandra Isaacson-Bynum was present as ambassador for the Waterville Chamber of Commerce. She asked the council if they had sent a letter to the state about the Coon Creek Bridge being closed. The council did send a letter to KDOT, State Representative Schwartz, and Senator Taddiken; there has been no reply to date. Sandra also reported on several Chamber of Commerce events coming up. Jim Oatney reported that there was a water leak during the winter months at the old lumberyard location. He made a motion to waive the charge for the water that went through the meter as there are three businesses on that meter. Tony Mann seconded, motion carried. Terry Blaser discussed the possibility of building a new fire department building. They discussed raising the mill levy by 2.5% for the city and also the rural fire department to help fund the project. There will be several Valley Heights students working at leveling out sand in the park play area during a class. Sammie Parker asked that the city crew provide the equipment they will need that day. For example, Ms. Hale has started taking CNA (Certified Nurses Aid) classes to better her career as a nurse. She dreams to go to Cloud Community College and earn her associates and bachelor’s degree in the field. “…Most kids my age don’t have the guts or heart to do the job I do. It takes a special person to do it. I have worked at two nursing homes for the past year,” says the confident senior. She loves helping out people who cannot help themselves or people who are naturally disabled. Another thing that Hale does to help out the community is help at Twin Valley. Although she has a lot of work, Hale has some time for play. Music is one of her best hobbies and she has every reason to be in love with it. She is a gifted player of the clarinet and her honors show for it. The local LIONS club has sent her all four years to the band camp that they put on during the summer. She has been a 4 year veteran of the K-State concert band clinic where she bettered her skills as a concert musician. Hale was also a part of the Marshall County community oil and sand this year. He also noted that the sidewalk program work will begin again soon. Terry Yungeberg reported that the city dump truck bed needs replaced. Mann made a motion to approve the purchase of a dump bed for $2,500 plus the cost to install it. Oatney seconded, motion carried. Nori Blackburn reported that credit card and electronic check payments can now be made at the city website, www.cityofwatervilleks.org. Convenience fees for utility payments will be $4.50 for credit and debit card payments, and $1.50 for electronic check payments. City court payments will have a $3.50 convenience fee; other miscellaneous payments will be charged 2.5% with a minimum fee of $1.95. All fees go directly to the provider, the city will not collect any portion of the convenience charges. Mike Vermetten asked the council to consider placing speed bumps in front of the pool on Walnut Street for safety reasons. The council agreed that they need to do something at that location and will review all ideas at the May 14th meeting. Sammie Parker made a motion to enter into an executive session for ten minutes to discuss acquisition of real estate. She has played for the LIONS state conventions all four years and also got her talent recognized by KMEA (Kansas Music Educators Association). Oatney seconded, motion carried. By motion, the council unanimously approved a cereal malt beverage license to the Waterville Chamber of Commerce for on premises consumption.
