498 School District
Sets Budget Hearing
Monday the Valley Heights Unified
School District 498 set August 13,
2012 at 5:45 p.m. for the 2012-13
Budget Hearing. The meeting will be
held at the District Office at 121 E.
Commercial in Waterville.
The proposed budget is
$5,885,979.00. That is a little over
$500,000 more than the $5,321.200.00
for the 2011-12 school year. The 2010-
11 budget was $5,146,668.
The mill rate will go up but you will
not be able to see it. The 2012-13 mill
rate will be 58.454 up from 58.424 last
school year.
The General Fund is down from last
year and the year before. The General
fund for this year is $3,065,027 down
from $3,076,835 last year and
$3,184,612 from 2010-11.
The Capital Outlay jumped from
$159,159 in 2011-12 to $537,000 for
2012-13. The extra money will be
used to pay off several items. The
District had a energy upgrade made to
both the High School and to the Blue
Rapids Gym. The upgrade cost the
District $800,000 but gas and electric
bills have been a big saving each
month. Some of the money will be
used to replenish the Capital Outlay
Fund which did not have a mill rate
last year.
The Total amount of taxes to the
District this year will be $959,825 up
from $920,404 last year. The State Aid
to Valley Heights School District will
be $2,357,130. You can see the complete
Rehearsals Underway
For Musical Mystery
Members of the Marysville Area
Community Theatre are right at home
as they rehearse for their upcoming
musical, Curtains. The musical, written
by John Kander and Fred Ebb, is a
show-within-a-show; the show is
about a theatre troupe putting on a production
of Robbin’ Hood which takes
place in Kansas.
Robbin’ Hood is a spoof on the
adventures of Robin Hood and his
Merry Men. In the musical, the role of
Robin Hood is changed to Rob Hood;
he travels the Kansas prairie taking
from the railroad tycoons and giving
the money to the farmers.
“The show is stylized,” said Wayne
Kruse, the show’s director. “Part of
the show takes place in Kansas; however,
it’s not necessarily the Kansas
we know. It’s the theatrical version of
old-time Kansas with Wild West
saloons and one-room school houses.
It does make a great backdrop for
some of the show’s show-stopping
numbers.”
The show’s opening number, “Wide
Open Spaces,” has cast members
manipulating their bodies to spell
“Kansas.”
“It’s pretty silly,” said Kruse, “but I
think audiences will enjoy the zany
antics. It allows us to take some risks
and be wilder than usual.”
According to Kruse, when people
hear the opening song, they’ll be
reminded of the famous song,
“Oklahoma,” written by Richard
Rodgers and Oscar Hammerstein.
“That’s the beauty of this show,” he
said, “the show is reminiscent of many
of the classic Broadway shows. It’s
definitely enjoyable to watch.”
In the second act audiences will
enjoy another song about Kansas
called “Kansasland.” The song feels
like a square dance and has dance
moves reminiscent of the style.
The show’s connection to Kansas
could be attributed to the fact that the
show’s composer, John Kander, was
born and raised in Kansas City, MO.
Kander started his Broadway career
as a substitute rehearsal pianist for the
musical, West Side Story. Several
years later he teamed with Fred Ebb, a
lyricist; the two wrote many
Broadway shows including Cabaret,
Chicago, and Kiss of the Spider
Woman. Arguably, their most famous
song is “New York, New York” from
the movie of the same name.
“This is the second Kander and Ebb
musical that M-ACT has produced,”
said Carla Wolfe, the community theatre’s
president. “Their body of work
is really impressive and we’re working
with some solid material. With
this show they’ve created some memorable
characters and some fun
songs.”
The musical will be presented in the
Marysville High School auditorium on
July 26, 27, 28, and 29. On Saturday,
July 28, the show will feature a Red
Carpet celebration where audience
members are encouraged to dress in
their Red Carpet finest. Those dressing
up will be invited to a special
reception during intermission, a backstage
tour after the show, and will
have the chance to win tickets to the
theatre’s next production of The Best
Christmas Pageant Ever.
stages of negotiation at the
U.N. The treaty marks the
beginning of an international
crusade to impose gun controls
on the United States and repeal
our Second Amendment rights.
The ATT is nominally geared
toward the purpose of stopping
international arms sales to
gangs, criminals and violent
groups. But, as is so often the
case with U.N. treaties, this is
merely a convenient facade
behind which to conceal the
ATT’s true intent: to force gun
control on the United States.
Secretary Clinton will doubtless
succeed in inserting language
into the treaty asserting
that it in no way is meant to
restrict our right to bear arms.
But even this language will be
meaningless in the face of the
overall construct set up by the
treaty.
The ATT is to be administered
by an International
Support Unit (ISU), which will
ensure that “parties [to the
treaty] take all necessary measures
to control brokering activities
taking place within [their]
K-99 Bridge Replacement
On Thursday, July 12, a
replacement project will begin
on the K-99 Bridge over Brush
Creek located 7.5 miles north
of Wamego just south of Brush
Creek Road in Pottawatomie
County. Project work includes
replacement of the existing 24foot
wide reinforced concrete
deck T-girder bridge structure
(see attached photo) with a 40foot
wide reinforced concrete
haunched slab structure. The
new bridge will include two
12-foot lanes with 8-foot shoulders.
Work will take place during
daylight hours, Monday
through Friday, with some
occasional Saturday work.
Beginning early morning on
Monday, July 16, northbound
and southbound K-99 over the
Brush Creek Bridge will be
reduced to one lane of traffic
for both directions. Traffic will
be directed, 24/7 round the
clock, across the bridge by traf-
fic signals located at either end
of the bridge.
There will be a posted speed
limit of 45 mph and an 11-foot
width restriction throughout the
entire project work zone.
Drivers should expect some
delays and are encouraged to
use alternate routes, if possible.
King Construction Inc.
(Hesston, KS) is the primary
contractor on this bridge
replacement project with a total
contract cost of $857,588. The
scheduled completion date for
the bridge replacement project
is late December 2012, weather
permitting.
program passed by the Kansas
Legislature in May 2010. Find
The ISU will determine
whether nations are in compliance
with this requirement and
will move to make sure that
they do, indeed, take “all necessary
measures.” This requirement
will inexorably lead to
gun registration, restrictions on
ownership and, eventually,
even outright bans on firearms.
Former U.N. Ambassador
John Bolton said it best: “After
the treaty is approved and
comes into force, you will find
out that it has this implication
or that implication and that it
requires Congress to adopt legislation
to restrict the ownership
of firearms.”
Bolton explains that “the
administration knows that it
cannot obtain this kind of legislation
in purely a domestic context.
They will use an international
agreement to get domestically
what they couldn’t get
otherwise.”
The treaty makes no sense
otherwise, except as a circuitous
vehicle to achieve gun
control in the United States.
The vast majority of all small
arms and light arms exports
(the ostensible focus of the
treaty) are from sales by the
governments of the United
States, Russia, China, Germany
and Israel. Individual or corporate
arms trafficking is a distinct
minority. But it is to
absorb the brunt of the treaty’s
regulations.
Insofar as the treaty restricts
governmental action, it bars
governments from arming
“illicit” groups in other nations.
This provision could well be
interpreted to ban U.S. arms
sales to Iranian or Syrian dissi-
Mr. and Mrs. Kirk Duensing
dents. It could even be used by
China to stop us from selling
arms to Taiwan, since the U.N.
does not recognize Taiwan as a
nation, but rather an entity
occupying territory that should
belong to China.
And let’s not forget how well
the United States has done in
reducing murders and other
crimes despite the absence of
comprehensive gun controls
and bans. In 1993, there were
24,350 homicides in the United
States. Last year, there were
13,576 (despite a growth of 60
million in the population). Only
9,000 of these murders
involved a firearm. (Less than
one-third of the highway deaths
each year in the country.)
Obama has left gun control
off his legislative agenda so far.
Now his strategy becomes
apparent: Use international
treaties to achieve it.
And bear in mind that under
the Supremacy Clause of our
Constitution, we would be
obliged to enforce the ATT
despite the Second
Amendment. International
treaties have the force of constitutional
law in the United
States.
If it is ratified during the
lame-duck session of the
Senate this year, then nothing
can ever change it. Goodbye,
Second Amendment.
Right now we need 34 courageous
Republican senators to
step up and demand that
Hillary not sign the treaty, and
indicate their intention to vote
against its ratification if it is
submitted. Only such an action
can stop this treachery in its
tracks.
County Extension: Stretching Hay Supplies
By Michael Vogt
Marshall County Extension
Agent
This dry Spring and Summer
has reduced the local brome
and alfalfa crops. Many ag
producers baled wheat straw
for hay as a way to stretch their
hay supplies for this winter.
Wheat straw is a good way to
stretch tight hay supplies, but
there is another thing that can
be done to improve the hay’s
palatability and protein content
and that is to ammoniate the
wheat straw. For ag producers
in our area, many
ammoniate wheat straw and
other low quality forages every
year. It is not an inexpensive
method, but when looking at
tight hay supplies, the price of
cattle, and the price of protein
supplementation, ammoniating
wheat straw and other low
quality forages is a good way to
minimize cattle feed costs.
Home Notes...
Susan A. Latta - CEA
Marshall County Extension
Agent
It is family reunion time
again! So what are you thinking?
Can you come up with an
excuse about why you aren’t
going to be able to attend this
year. Do you hope one of your
kids is sick that day so you
don’t have to attend? Or are
you one of the rare people who
can’t wait to attend your family
reunion. Well since I have a
feeling many of my readers feel
negative feelings about family
reunions I hope they might
consider changing their attitude
and be one of the rare people
who can’t wait till this years
family reunion.
Treating wheat straw, or
other low quality forages, with
anhydrous ammonia can
increase crude protein levels to
8% to 9% (from 3% to 4%
before treatment). Ammonia
treatment also increases
digestibility by 10% to 30%
and improves consumption by
15% to 20%. One of the problems
with low protein feeds is
that livestock just won’t eat
enough of it, so the increase in
consumption is really important.
The final cost for ammoniated
wheat straw will be around
$70 to $80 per ton. That’s figuring
about $20 per ton for
anhydrous ammonia (based on
$670 per ton of ammonia), $10
per ton for 6 mil black plastic,
and $40 to $50 per ton for
round bales of wheat straw.
Here are the basic steps for
ammoniating wheat straw.
• Select an area with protec-
Family reunions are opportunities.
Opportunities to get better
acquainted with people you
share some sort of linkage with,
opportunities to learn more
about your family history and
opportunities to have a great
time and form lasting memories
and bonds. The importance
of a family reunion goes
far beyond the event itself.
When generations take the time
to really get to know one another,
everyone benefits. This
bonding strengthens each person
for life’s daily challenges.
Family reunions don’t need
to be expensive or elaborate.
Summertime is a great time for
getting together because activities
can revolve around the out-
Lt. Governor Colyer Testifies
Washington, D.C. “In his
testimony Tuesday before a
congressional subcommittee,
Kansas Lt. Governor Jeff
Colyer, M.D. urged federal
lawmakers to repeal the Patient
Protection and Affordable Care
Act, also known as
Obamacare. The congressional
hearing held by the U.S. House
of Representatives’ Committee
on Oversight and Government
Reform Subcommittee on
Health Care, District of
Columbia, Census and the
National Achieves focused on
the impact of ObamaCare on
doctors and patients.
“We need to start over
before irreversible damage is
done to patients, taxpayers,
states or the fiscal health of the
United States. The states are the
Showing Off...
crucible where we can best get
results for our patients,” Lt.
Gov. Colyer testified.
A surgeon, Dr. Colyer discussed
the state-federal partnership
of Medicaid, the proposed
expansion of Medicaid,
and shared how Kansas is
reform its Medicaid system.
“We have bureaucratized
health care so much that it distorts
health outcomes. In my
own practice two thirds of my
employees deal with bureaucracy
and only one third are
involved in direct patient care,”
Dr. Colyer said. “The problem
is that the Affordable Care Act
further distorts markets and
makes it difficult to focus on
real results for real patients.
There is no question healthcare
is complex and expensive.
tion from strong winds. Plastic
will sometimes remain in place
until feeding time, but may rip
and blow off if the stack isn’t
somewhat protected from wind.
• Stack round bales in a 3-2-
1 pyramid 14 or 15 bales long.
You can normally cover either
84 or 90 bales with a 40' x 100'
sheet of 6 mil black plastic.
• Cover the stack with 6 mil
black plastic, sealing around
the edges with dirt or sand.
Leave a small space on one side
toward the center of the stack to
insert a pipe for adding ammonia.
• Insert a pipe 6 to 10 feet
long on the ground and seal
with loose soil around the pipe.
Make sure the pipe has the
proper fitting to match the
anhydrous hose when attached.
• Remember to wear goggles,
rubber gloves, and protective
clothing when working
with anhydrous ammonia.
doors. Potlucks are a practical
choice for many families as
long as the majority of people
traveling from a great distance.
To make the meal even more
special, fix some family tradition-type
recipes and share the
history. For my family, no get
together is complete without
“Susie’s Rolls”. These hot rolls
are something everyone looks
forward to at the Latta Family
gathering. Amy’s deviled eggs
are another favorite and stories
about how the eggs were made
or funny antidotes about deviled
eggs are shared while
everyone is eating this delicious
family favorite.
What you plan to do at a
family reunion is only limited
by your creativity. Try holding
a trivia contest with objects that
have unusual histories of uses.
However the ACA makes
everything more complex and
more expensive without connecting
the economics of medicine
to the real needs of real
Americans.”
Dr. Colyer emphasized the
better way of improving healthcare
in Kansas and the U.S. was
through state based solutions,
not a one size fits all
Washington solution as proposed
by ObamaCare.
“It is naive to think that one
huge piece of legislation will
solve a complicated problem
like healthcare. We need to
continually improve and work
on it. And the best way is to do
it in continuous incremental
reforms on the state and federal
levels,” Colyer told the committee.
Emma Lou Nelson (backgrown) with her granddaughter Susan Steinfort (top right)
and great- granddaughters Audra, Leah and Abbigail Steinfort. Audra and Abbigail
brought their bucket calves (Olivia and Rose) to show our residents. The girls will be
taking them to the fair this year - Good Luck Girls!!!
• Attach anhydrous hose to
the pipe under the stack and
open valves slowly until plastic
balloons slightly. Turn off
valves and stop to check for
leaks in the plastic, sealing
holes and tears with duct tape.
Once holes are sealed, slowly
add the remainder of the anhydrous.
• Add 60 pounds of anhydrous
ammonia per ton of dry
forage. It is easiest to do the
math ahead of time and only
have the amount of anhydrous
that you need in the tank. Then
you can open the valve and let
it run until it is empty.
• A 30 ton stack requires
about five hours for the ammonia
to be applied.
• After treatment is complete,
turn off the valve, remove the
pipe, and seal the area where
the pipe was removed.
• Wait at least a week and up
to eight weeks before removing
Be sure to share those family
photos. This might be a good
time to have others help you
identify unknown faces in
those old black and whites
stored in a shoebox.
Another idea is to consider
having a family talent show
and put the teens in charge.
Maybe there’s an uncle who
tells great jokes, a nephew who
whistles, or little Ross shares
favorit riddles. Just keep the
atmosphere light and keep
everyone from becoming too
serious. If you’re concerned
about generation gaps, consider
asking everyone to share memories
of their first day of
school”. Children are more
likely to become involved if
they can identify with some of
the events being described and
asked to share their own experiences.
While family reunions can
be burdensome to plan in an
already too busy lifestyle, they
are worth the effort. Family
members won’t be around forever
and it’s important to share
time together now - while you
can.
Computers Taking $3 Million Out Of State Revenues
By Gene Meyer
Kansas Reporter
MISSION — In May and
June of last year, the Kansas
Division of Motor
Vehicles brought in some $18
million from tags and licenses.
This year — May 8 to be
exact — the Kansas Revenue
Department installed a $40 million
3M Corp computer system
designed to help the DMV run
more efficiently, more proficiently.
That hasn’t happened.
Mostly, the computers have
flashed a metaphorical error
message.
In May and June this year,
the DMV has brought in about
$15 million, said Steve
Stotts, the revenue departments
tax operations chief.
All but $300,000 of that $3
million drop hit in May, when
Kansas shut down its DMV
DMV offices across Kansas
that became backlogged during
the shutdown.
Kansas’ troubled DMV computers
were working Monday.
Just not so well. The state
is withholding the final 10 percent
of payments owed to 3M
until all the problems are
resolved.
People trying to renew
in Mission on Monday, for
example, faced a potential
nine-hour wait.
Even so, operations
statewide Monday were working
better than Friday, when a
massive slowdown in Topeka
essentially shut down registration
of Kansas before noon. The
problem hit on the last Friday
and final workday of the
month, which are historically
among DMV’s busiest days
“The computers are working
today, and we’re still assessing
the problem,” Jeannine
Koranda, the Kansas Revenue
Department’s chief information
officer, said Monday afternoon.
The drop from last year’s
collection pace isn’t entirely
due to computer problems, at
least not directly, Stotts said.
Kansas motorists have been
offered deadline extensions in
May and June, and most recently
Friday until July 13 to complete
title and tag work while
officials try to figure things out.
“Some people out there want
to hold on to their money as
long as possible,” Stotts said.
Kansas will get its money
eventually, when the extensions
About a week ago, Kansas
Revenue Secretary Nick Jordan
and department officials proclaimed
the worst of the backlog
Making Them Go Boom...
Fireman Jeff Pishny runs the wires away from the fireworks so the display can be safe. Several firemen and
Chamber members worked for hours getting the fireworks ready.
“Follies” Was A Big Hit Last Week
From Ragtime to Jazz to
silent movies, the Waterville
Opera House was alive with
music, dance and colorful, period
costumes throughout the
performances of the “Opera
House Follies” at Waterville’s
historic opera house.
Laughter filled the house as
the audience reminisced the
vaudeville era with songs like “
Ragtime Life”, “Life on the
Wicked Stage” and “Take
Your Girly to the Movies”.
The stage was alive with
dances from “The Kansas City
Rag” to the “Last Great Waltz”.
With great humor, the Prairie
Prattle Gals, Carrie Nation,
Amelia Earhart, Mary
Elizabeth Lease and Squirrel
Tooth Alice, reminded the audience
of prohibition and
women’s rights!
All this gaity was enhanced
by the talent of our resident
producer, director and musician
from the College of William
and Mary, Gary Green, who
graciously donated his time and
talent to bring back the “good
ole days of vaudeville” to the
historic Waterville Opera
House.
Congratulations is extended
to the cast, stage crew and costume
designers (Gary’s sisters)
for a summer’s evening of
fun!!!
