498 School District<br />
Sets Budget Hearing<br />
Monday the Valley Heights Unified<br />
School District 498 set August 13,<br />
2012 at 5:45 p.m. for the 2012-13<br />
Budget Hearing. The meeting will be<br />
held at the District Office at 121 E.<br />
Commercial in Waterville.<br />
The proposed budget is<br />
$5,885,979.00. That is a little over<br />
$500,000 more than the $5,321.200.00<br />
for the 2011-12 school year. The 2010-<br />
11 budget was $5,146,668.<br />
The mill rate will go up but you will<br />
not be able to see it. The 2012-13 mill<br />
rate will be 58.454 up from 58.424 last<br />
school year.<br />
The General Fund is down from last<br />
year and the year before. The General<br />
fund for this year is $3,065,027 down<br />
from $3,076,835 last year and<br />
$3,184,612 from 2010-11.<br />
The Capital Outlay jumped from<br />
$159,159 in 2011-12 to $537,000 for<br />
2012-13. The extra money will be<br />
used to pay off several items. The<br />
District had a energy upgrade made to<br />
both the High School and to the <strong>Blue</strong><br />
<strong>Rapids</strong> Gym. The upgrade cost the<br />
District $800,000 but gas and electric<br />
bills have been a big saving each<br />
month. Some of the money will be<br />
used to replenish the Capital Outlay<br />
Fund which did not have a mill rate<br />
last year.<br />
The Total amount of taxes to the<br />
District this year will be $959,825 up<br />
from $920,404 last year. The State Aid<br />
to Valley Heights School District will<br />
be $2,357,130. You can see the complete<br />

Rehearsals Underway<br />
For Musical Mystery<br />
Members of the Marysville Area<br />
Community Theatre are right at home<br />
as they rehearse for their upcoming<br />
musical, Curtains. The musical, written<br />
by John Kander and Fred Ebb, is a<br />
show-within-a-show; the show is<br />
about a theatre troupe putting on a production<br />
of Robbin’ Hood which takes<br />
place in Kansas.<br />
Robbin’ Hood is a spoof on the<br />
adventures of Robin Hood and his<br />
Merry Men. In the musical, the role of<br />
Robin Hood is changed to Rob Hood;<br />
he travels the Kansas prairie taking<br />
from the railroad tycoons and giving<br />
the money to the farmers.<br />
“The show is stylized,” said Wayne<br />
Kruse, the show’s director. “Part of<br />
the show takes place in Kansas; however,<br />
it’s not necessarily the Kansas<br />
we know. It’s the theatrical version of<br />
old-time Kansas with Wild West<br />
saloons and one-room school houses.<br />
It does make a great backdrop for<br />
some of the show’s show-stopping<br />
numbers.”<br />
The show’s opening number, “Wide<br />
Open Spaces,” has cast members<br />
manipulating their bodies to spell<br />
“Kansas.”<br />
“It’s pretty silly,” said Kruse, “but I<br />
think audiences will enjoy the zany<br />
antics. It allows us to take some risks<br />
and be wilder than usual.”<br />
According to Kruse, when people<br />
hear the opening song, they’ll be<br />
reminded of the famous song,<br />
“Oklahoma,” written by Richard<br />
Rodgers and Oscar Hammerstein.<br />
“That’s the beauty of this show,” he<br />
said, “the show is reminiscent of many<br />
of the classic Broadway shows. It’s<br />
definitely enjoyable to watch.”<br />
In the second act audiences will<br />
enjoy another song about Kansas<br />
called “Kansasland.” The song feels<br />
like a square dance and has dance<br />
moves reminiscent of the style.<br />
The show’s connection to Kansas<br />
could be attributed to the fact that the<br />
show’s composer, John Kander, was<br />
born and raised in Kansas City, MO.<br />
Kander started his Broadway career<br />
as a substitute rehearsal pianist for the<br />
musical, West Side Story. Several<br />
years later he teamed with Fred Ebb, a<br />
lyricist; the two wrote many<br />
Broadway shows including Cabaret,<br />
Chicago, and Kiss of the Spider<br />
Woman. Arguably, their most famous<br />
song is “New York, New York” from<br />
the movie of the same name.<br />
“This is the second Kander and Ebb<br />
musical that M-ACT has produced,”<br />
said Carla Wolfe, the community theatre’s<br />
president. “Their body of work<br />
is really impressive and we’re working<br />
with some solid material. With<br />
this show they’ve created some memorable<br />
characters and some fun<br />
songs.”<br />
The musical will be presented in the<br />
Marysville High School auditorium on<br />
July 26, 27, 28, and 29. On Saturday,<br />
July 28, the show will feature a Red<br />
Carpet celebration where audience<br />
members are encouraged to dress in<br />
their Red Carpet finest. Those dressing<br />
up will be invited to a special<br />
reception during intermission, a backstage<br />
tour after the show, and will<br />
have the chance to win tickets to the<br />
theatre’s next production of The Best<br />
Christmas Pageant Ever.<br />
Dr. Woodrum Joins<br />
CMH In Marysville<br />
Jacqueline (Schmelzle) Woodrum,<br />
DO, has joined the medical staff of<br />
Marysville Clinic, effective July 10,<br />
2012. Dr. Woodrum will see patients<br />
at Marysville Clinic three days a<br />
week. Dr. Woodrum is a board certified<br />
Family Medicine physician. She<br />
will provide family practice healthcare<br />
services. Marysville Clinic is owned<br />
and operated by Community<br />
Memorial Healthcare.<br />
Dr. Woodrum practiced in Denver,<br />
CO for 15 years. A member of the<br />
American Osteopathic Association<br />
and the Colorado Society of<br />
Osteopathic Medicine, Dr. Woodrum<br />
is a graduate of the Chicago College of<br />
Osteopathic Medicine. She teaches<br />
medical students, both in the United<br />
States and abroad, and is an adjunct<br />
professor for the Touro University<br />
College of Osteopathic Medicine in<br />
California. Dr. Woodrum travels to<br />
Africa, where she participates in<br />
hands-on medical brigades for rural<br />
villages. She was the 2010 recipient of<br />
the COPIC Medical Foundation’s<br />
Harold E. Williamson Humanitarian<br />
Award, which honors a physician for<br />
volunteer medical service and contri-<br />

Woodrum was recently named the<br />

will also be reviewed for a possible<br />
increase.<br />

Cash Fund with $17.00.<br />

Without much fanfare and<br />
with as little publicity as possible,<br />
Secretary of State Hillary<br />
Clinton will go to New York<br />
City to sign the Arms Trade<br />
Treaty (ATT), now in the final<br />
stages of negotiation at the<br />
U.N. The treaty marks the<br />
beginning of an international<br />
crusade to impose gun controls<br />
on the United States and repeal<br />
our Second Amendment rights.<br />
The ATT is nominally geared<br />
toward the purpose of stopping<br />
international arms sales to<br />
gangs, criminals and violent<br />
groups. But, as is so often the<br />
case with U.N. treaties, this is<br />
merely a convenient facade<br />
behind which to conceal the<br />
ATT’s true intent: to force gun<br />
control on the United States.<br />
Secretary Clinton will doubtless<br />
succeed in inserting language<br />
into the treaty asserting<br />
that it in no way is meant to<br />
restrict our right to bear arms.<br />
But even this language will be<br />
meaningless in the face of the<br />
overall construct set up by the<br />
treaty.<br />
The ATT is to be administered<br />
by an International<br />
Support Unit (ISU), which will<br />
ensure that “parties [to the<br />
treaty] take all necessary measures<br />
to control brokering activities<br />
taking place within [their]<br />
territories ... to prevent the<br />
diversion of exported arms to<br />
the illicit market or to unin-<br />

The couple celebrated their<br />
special day with family and<br />
friends.<br />
The bride is a 2008 graduate<br />
of Girard High School and<br />
received a BS in Journalism<br />
and a BA in English from the<br />
University of Kansas in 2012.<br />
She is working with Teach for<br />
America and will be teaching<br />
elementary school in Kansas<br />
City, Mo.<br />
The bridegroom is a 2008<br />
graduate of Valley Heights<br />
High School and received a BS<br />
in Biology in 2012 from the<br />
University of Kansas. He will<br />
be attending the University of<br />
Kansas Medical School.<br />
After a wedding trip to the<br />
Cayman Islands, they will<br />
make their home in Kansas<br />

D-Day For Gun Control<br />
K-99 Bridge Replacement<br />
On Thursday, July 12, a<br />
replacement project will begin<br />
on the K-99 Bridge over Brush<br />
Creek located 7.5 miles north<br />
of Wamego just south of Brush<br />
Creek Road in Pottawatomie<br />
County. Project work includes<br />
replacement of the existing 24foot<br />
wide reinforced concrete<br />
deck T-girder bridge structure<br />
(see attached photo) with a 40foot<br />
wide reinforced concrete<br />
haunched slab structure. The<br />
new bridge will include two<br />
12-foot lanes with 8-foot shoulders.<br />
Work will take place during<br />
daylight hours, Monday<br />
through Friday, with some<br />
occasional Saturday work.<br />
Beginning early morning on<br />
Monday, July 16, northbound<br />
and southbound K-99 over the<br />
Brush Creek Bridge will be<br />
reduced to one lane of traffic<br />
for both directions. Traffic will<br />
be directed, 24/7 round the<br />
clock, across the bridge by traf-<br />
fic signals located at either end<br />
of the bridge.<br />
There will be a posted speed<br />
limit of 45 mph and an 11-foot<br />
width restriction throughout the<br />
entire project work zone.<br />
Drivers should expect some<br />
delays and are encouraged to<br />
use alternate routes, if possible.<br />
King Construction Inc.<br />
(Hesston, KS) is the primary<br />
contractor on this bridge<br />
replacement project with a total<br />
contract cost of $857,588. The<br />
scheduled completion date for<br />
the bridge replacement project<br />
is late December 2012, weather<br />
permitting.<br />
This project is funded by T-<br />
WORKS, the transportation<br />
program passed by the Kansas<br />

The ISU will determine<br />
whether nations are in compliance<br />
with this requirement and<br />
will move to make sure that<br />
they do, indeed, take “all necessary<br />
measures.” This requirement<br />
will inexorably lead to<br />
gun registration, restrictions on<br />
ownership and, eventually,<br />
even outright bans on firearms.<br />
Former U.N. Ambassador<br />
John Bolton said it best: “After<br />
the treaty is approved and<br />
comes into force, you will find<br />
out that it has this implication<br />
or that implication and that it<br />
requires Congress to adopt legislation<br />
to restrict the ownership<br />
of firearms.”<br />
Bolton explains that “the<br />
administration knows that it<br />
cannot obtain this kind of legislation<br />
in purely a domestic context.<br />
They will use an international<br />
agreement to get domestically<br />
what they couldn’t get<br />
otherwise.”<br />
The treaty makes no sense<br />
otherwise, except as a circuitous<br />
vehicle to achieve gun<br />
control in the United States.<br />
The vast majority of all small<br />
arms and light arms exports<br />
(the ostensible focus of the<br />
treaty) are from sales by the<br />
governments of the United<br />
States, Russia, China, Germany<br />
and Israel. Individual or corporate<br />
arms trafficking is a distinct<br />
minority. But it is to<br />
absorb the brunt of the treaty’s<br />
regulations.<br />
Insofar as the treaty restricts<br />
governmental action, it bars<br />
governments from arming<br />
“illicit” groups in other nations.<br />
This provision could well be<br />
interpreted to ban U.S. arms<br />
sales to Iranian or Syrian dissi-<br />

dents. It could even be used by<br />
China to stop us from selling<br />
arms to Taiwan, since the U.N.<br />
does not recognize Taiwan as a<br />
nation, but rather an entity<br />
occupying territory that should<br />
belong to China.<br />
And let’s not forget how well<br />
the United States has done in<br />
reducing murders and other<br />
crimes despite the absence of<br />
comprehensive gun controls<br />
and bans. In 1993, there were<br />
24,350 homicides in the United<br />
States. Last year, there were<br />
13,576 (despite a growth of 60<br />
million in the population). Only<br />
9,000 of these murders<br />
involved a firearm. (Less than<br />
one-third of the highway deaths<br />
each year in the country.)<br />
Obama has left gun control<br />
off his legislative agenda so far.<br />
Now his strategy becomes<br />
apparent: Use international<br />
treaties to achieve it.<br />
And bear in mind that under<br />
the Supremacy Clause of our<br />
Constitution, we would be<br />
obliged to enforce the ATT<br />
despite the Second<br />
Amendment. International<br />
treaties have the force of constitutional<br />
law in the United<br />
States.<br />
If it is ratified during the<br />
lame-duck session of the<br />
Senate this year, then nothing<br />
can ever change it. Goodbye,<br />
Second Amendment.<br />
Right now we need 34 courageous<br />
Republican senators to<br />
step up and demand that<br />
Hillary not sign the treaty, and<br />
indicate their intention to vote<br />
against its ratification if it is<br />
submitted. Only such an action<br />
can stop this treachery in its<br />
tracks.<br />

County Extension: Stretching Hay Supplies<br />

This dry Spring and Summer<br />
has reduced the local brome<br />
and alfalfa crops. Many ag<br />
producers baled wheat straw<br />
for hay as a way to stretch their<br />
hay supplies for this winter.<br />
Wheat straw is a good way to<br />
stretch tight hay supplies, but<br />
there is another thing that can<br />
be done to improve the hay’s<br />
palatability and protein content<br />
and that is to ammoniate the<br />
wheat straw. For ag producers<br />
in our area, many<br />
ammoniate wheat straw and<br />
other low quality forages every<br />
year. It is not an inexpensive<br />
method, but when looking at<br />
tight hay supplies, the price of<br />
cattle, and the price of protein<br />
supplementation, ammoniating<br />
wheat straw and other low<br />
quality forages is a good way to<br />
minimize cattle feed costs.<br />

It is family reunion time<br />
again! So what are you thinking?<br />
Can you come up with an<br />
excuse about why you aren’t<br />
going to be able to attend this<br />
year. Do you hope one of your<br />
kids is sick that day so you<br />
don’t have to attend? Or are<br />
you one of the rare people who<br />
can’t wait to attend your family<br />
reunion. Well since I have a<br />
feeling many of my readers feel<br />
negative feelings about family<br />
reunions I hope they might<br />
consider changing their attitude<br />
and be one of the rare people<br />
who can’t wait till this years<br />
family reunion.<br />
Treating wheat straw, or<br />
other low quality forages, with<br />
anhydrous ammonia can<br />
increase crude protein levels to<br />
8% to 9% (from 3% to 4%<br />
before treatment). Ammonia<br />
treatment also increases<br />
digestibility by 10% to 30%<br />
and improves consumption by<br />
15% to 20%. One of the problems<br />
with low protein feeds is<br />
that livestock just won’t eat<br />
enough of it, so the increase in<br />
consumption is really important.<br />
The final cost for ammoniated<br />
wheat straw will be around<br />
$70 to $80 per ton. That’s figuring<br />
about $20 per ton for<br />
anhydrous ammonia (based on<br />
$670 per ton of ammonia), $10<br />
per ton for 6 mil black plastic,<br />
and $40 to $50 per ton for<br />
round bales of wheat straw.<br />
Here are the basic steps for<br />
ammoniating wheat straw.<br />

is that the Affordable Care Act<br />
further distorts markets and<br />
makes it difficult to focus on<br />
real results for real patients.<br />

long on the ground and seal<br />
with loose soil around the pipe.<br />
Make sure the pipe has the<br />
proper fitting to match the<br />
anhydrous hose when attached.<br />
• Remember to wear goggles,<br />
rubber gloves, and protective<br />
clothing when working<br />
with anhydrous ammonia.<br />

What you plan to do at a<br />
family reunion is only limited<br />
by your creativity. Try holding<br />
a trivia contest with objects that<br />
have unusual histories of uses.<br />
However the ACA makes<br />
everything more complex and<br />
more expensive without connecting<br />
the economics of medicine<br />
to the real needs of real<br />
Americans.”<br />
Dr. Colyer emphasized the<br />
better way of improving healthcare<br />
in Kansas and the U.S. was<br />
through state based solutions,<br />
not a one size fits all<br />
Washington solution as proposed<br />
by ObamaCare.<br />
“It is naive to think that one<br />
huge piece of legislation will<br />
solve a complicated problem<br />
like healthcare. We need to<br />
continually improve and work<br />
on it. And the best way is to do<br />
it in continuous incremental<br />
reforms on the state and federal<br />
levels,” Colyer told the committee.<br />

• Attach anhydrous hose to<br />
the pipe under the stack and<br />
open valves slowly until plastic<br />
balloons slightly. Turn off<br />
valves and stop to check for<br />
leaks in the plastic, sealing<br />
holes and tears with duct tape.<br />
Once holes are sealed, slowly<br />
add the remainder of the anhydrous.<br />
• Add 60 pounds of anhydrous<br />
ammonia per ton of dry<br />
forage. It is easiest to do the<br />
math ahead of time and only<br />
have the amount of anhydrous<br />
that you need in the tank. Then<br />
you can open the valve and let<br />
it run until it is empty.<br />
• A 30 ton stack requires<br />
about five hours for the ammonia<br />
to be applied.<br />
• After treatment is complete,<br />
turn off the valve, remove the<br />
pipe, and seal the area where<br />
the pipe was removed.<br />
• Wait at least a week and up<br />
to eight weeks before removing<br />
Be sure to share those family<br />
photos. This might be a good<br />
time to have others help you<br />
identify unknown faces in<br />
those old black and whites<br />
stored in a shoebox.<br />
Another idea is to consider<br />
having a family talent show<br />
and put the teens in charge.<br />
Maybe there’s an uncle who<br />
tells great jokes, a nephew who<br />
whistles, or little Ross shares<br />
favorit riddles. Just keep the<br />
atmosphere light and keep<br />
everyone from becoming too<br />
serious. If you’re concerned<br />
about generation gaps, consider<br />
asking everyone to share memories<br />
of their first day of<br />
school”. Children are more<br />
likely to become involved if<br />
they can identify with some of<br />
the events being described and<br />
asked to share their own experiences.<br />
While family reunions can<br />
be burdensome to plan in an<br />
already too busy lifestyle, they<br />
are worth the effort. Family<br />
members won’t be around forever<br />
and it’s important to share<br />
time together now - while you<br />
can.<br />

Computers Taking $3 Million Out Of State Revenues<br />

MISSION — In May and<br />
June of last year, the Kansas<br />
Division of Motor<br />
Vehicles brought in some $18<br />
million from tags and licenses.<br />
This year — May 8 to be<br />
exact — the Kansas Revenue<br />
Department installed a $40 million<br />
3M Corp computer system<br />
designed to help the DMV run<br />
more efficiently, more proficiently.<br />
That hasn’t happened.<br />
Mostly, the computers have<br />
flashed a metaphorical error<br />
message.<br />
In May and June this year,<br />
the DMV has brought in about<br />
$15 million, said Steve<br />
Stotts, the revenue departments<br />
tax operations chief.<br />
All but $300,000 of that $3<br />
million drop hit in May, when<br />

is withholding the final 10 percent<br />
of payments owed to 3M<br />
until all the problems are<br />
resolved.<br />
People trying to renew<br />
license tags at the DMV office<br />
in Mission on Monday, for<br />
example, faced a potential<br />
nine-hour wait.<br />
Even so, operations<br />
statewide Monday were working<br />
better than Friday, when a<br />
massive slowdown in Topeka<br />
essentially shut down registration<br />
and title work across most<br />

The drop from last year’s<br />
collection pace isn’t entirely<br />
due to computer problems, at<br />
least not directly, Stotts said.<br />
Kansas motorists have been<br />
offered deadline extensions in<br />
May and June, and most recently<br />
Friday until July 13 to complete<br />
title and tag work while<br />
officials try to figure things out.<br />
“Some people out there want<br />
to hold on to their money as<br />
long as possible,” Stotts said.<br />

According to 3M, its software<br />
is working as it should<br />
and — while working through<br />
the backlog— actually processing<br />
more title and registration<br />
transactions than the old<br />
system, said Jacqueline Berry,<br />
a corporate spokeswoman. The<br />
company is offering help to<br />
state and local DMV offices,<br />

silent movies, the Waterville<br />
Opera House was alive with<br />
music, dance and colorful, period<br />
costumes throughout the<br />
performances of the “Opera<br />
House Follies” at Waterville’s<br />
historic opera house.<br />
Laughter filled the house as<br />
the audience reminisced the<br />
vaudeville era with songs like “<br />
Ragtime Life”, “Life on the<br />
Wicked Stage” and “Take<br />
Your Girly to the Movies”.<br />
The stage was alive with<br />
dances from “The Kansas City<br />
