The Deputy Assistant to the Secretary of <strong>Defense</strong> for <strong>Chemical</strong> and <strong>Biological</strong> <strong>Defense</strong><br />

(DATSD(CBD)) is the Office of the Secretary of <strong>Defense</strong> (OSD) office responsible for<br />

providing technical oversight of all service and defense agency science and technology base<br />

(S&T) programs and reviewing these programs through three key Department of <strong>Defense</strong><br />

(DoD) S&T documents.<br />

• The <strong>Joint</strong> Warfighting S&T Plan (JWSTP)<br />

• The <strong>Defense</strong> Technology Area Plan (DTAP), and<br />

• The Basic Research Plan (BRP)<br />

<strong>Defense</strong> S&T Reliance, under the leadership of the Deputy Under Secretary of <strong>Defense</strong> for<br />

Science and Technology (DUSD (S&T)), provides the framework and assessment process to<br />

enable the DoD S&T community to work together to enhance the Department’s S&T program.<br />

The S&T Reliance has participation of the <strong>Service</strong>s and DoD Agencies, thereby strengthening<br />

cooperation and improving responsiveness to their warfighting and acquisition customers.<br />

Twelve technology area panels form the <strong>Defense</strong> S&T Reliance and are responsible for<br />

preparation of the <strong>Defense</strong> Technology Area Plan (DTAP). DTRA, CB Director chairs the<br />

DTAP <strong>Chemical</strong>/<strong>Biological</strong> <strong>Defense</strong> technical area panel and is responsible for Chapter 12 of<br />

the DTAP. The DTAP presents DoD objectives and the Applied Research (6.2) and Advanced<br />

Technology Development (6.3) investment strategy for technologies critical to DoD<br />

acquisition plans, service warfighter capabilities, and the <strong>Joint</strong> Warfighter S&T Plan. It also<br />

takes a horizontal perspective across the service and defense agency efforts, thereby charting<br />

the total DoD investment for a given technology. The DTAP documents the focus, content,<br />

and principal objectives of the overall DoD science and technology efforts. This plan<br />

provides a sound basis for acquisition decisions and is structured to respond to the<br />

DUSD(S&T) emphasis to mature technology for rapid transition to the operational forces.<br />

The <strong>Joint</strong> Science and Technology Panel for CB <strong>Defense</strong> (JSTPCBD) is the principal<br />

organization under the <strong>Joint</strong> <strong>Service</strong> Materiel Group (JSMG) chartered to manage CB<br />

technology-based programs. The JSTPCBD follows <strong>Defense</strong> Planning Guidance in preparing<br />

the CB <strong>Defense</strong> <strong>Program</strong> S&T budget and programming efforts. Through this process the<br />

JSTPCBD generates a list of ranked proposals with recommended funding levels.<br />
