access granted by AGOA. A requirement for locally or regionally sourced raw materials comes <strong>in</strong>to effect<br />

<strong>in</strong> 2012, forc<strong>in</strong>g garment producers to source raw material regionally without a fully developed local<br />

textile-manufactur<strong>in</strong>g sector. This will force <strong>Malawi</strong> to compete with the world's largest garment<br />

suppliers on equal ground. Given the lack of textile manufactur<strong>in</strong>g facilities <strong>in</strong> the country, a significant<br />

opportunity exists to <strong>in</strong>vest <strong>in</strong> textile manufactur<strong>in</strong>g facilities. <strong>Investment</strong> <strong>in</strong> this sector would entail a<br />

capital <strong>in</strong>vestment <strong>in</strong> an exist<strong>in</strong>g company or the establishment of an entirely new textile manufactur<strong>in</strong>g<br />

company. Mapeto, the country’s sole textile producer, is look<strong>in</strong>g to expand its weav<strong>in</strong>g capacities. This<br />

represents a unique opportunity to <strong>in</strong>vestment <strong>in</strong> the <strong>in</strong>dustry at a time when <strong>Malawi</strong> still enjoys<br />

preferential access to <strong>in</strong>ternational markets. A second alternative is to set up a new company<br />

encompass<strong>in</strong>g a vertically-<strong>in</strong>tegrated textile-manufactur<strong>in</strong>g operation. <strong>Blantyre</strong> City is optimally located<br />

<strong>in</strong> either case, s<strong>in</strong>ce it serves as the headquarters of two of the country's three cotton g<strong>in</strong>ners and most of<br />

the garment producers.<br />

In addition to textile manufactur<strong>in</strong>g, which is the sole high feasibility-impact sector, the authors identified<br />

five medium feasibility-impact sectors. These <strong>in</strong>vestment opportunities <strong>in</strong>clude the follow<strong>in</strong>g agricultural<br />

value-added products: cassava process<strong>in</strong>g, pigeon pea process<strong>in</strong>g, chili process<strong>in</strong>g, groundnuts process<strong>in</strong>g<br />

and macadamia nut process<strong>in</strong>g.<br />

Analyses of <strong>in</strong>dustries with limited <strong>in</strong>vestment potential are <strong>in</strong>cluded <strong>in</strong> Appendix I. Hav<strong>in</strong>g identified<br />

opportunities for <strong>in</strong>vestment, the authors also evaluated constra<strong>in</strong>ts hamper<strong>in</strong>g the growth of each <strong>in</strong>dustry.<br />

These constra<strong>in</strong>ts are provided <strong>in</strong> the <strong>in</strong>dividual assessment sections.<br />

Consider<strong>in</strong>g the aforementioned constra<strong>in</strong>ts associated with FDI <strong>in</strong> general, as well as with <strong>in</strong>dividual<br />

<strong>in</strong>dustries, the authors set forth recommendations for MCI with a view to encourag<strong>in</strong>g FDI <strong>in</strong> the High<br />

Feasibility-Impact sectors and alleviat<strong>in</strong>g constra<strong>in</strong>ts that hamper growth <strong>in</strong> these sectors. These<br />

recommendations <strong>in</strong>clude the follow<strong>in</strong>g:<br />

• Identify <strong>in</strong>vestors for high feasibility-impact sector <strong>in</strong>vestment opportunities;<br />

• Advocate for the alleviation of supply-side bottlenecks;<br />

• Support <strong>in</strong>stitutional capacity build<strong>in</strong>g of key agencies, such as the <strong>Malawi</strong> <strong>Investment</strong> Promotion<br />

Agency MIPA, the <strong>Malawi</strong> Bureau of Standards (MBS) and the <strong>Malawi</strong> Export Promotion<br />

Council (MEPC) MEPC;<br />

• Establish stronger l<strong>in</strong>kages between MVP and MCI;<br />

• Encourage partnerships with development agencies and NGOs for value-added projects.<br />
