REFERRAL TO EMPANELLED HOSPITALS IN DIFFERENT STATION
1. ECHS Polyclinics existing in several stations with nil or inadequate empanelment have to refer
patients to the nearest station where empanelled facilities exist. If that station where the patient is referred
happens to be a Mil Stn with a Service Hospital, patients are to use facilities available in that Service
Hospital, and are allowed to be referred out only if requisite facility is not available there.
2. In many instances patients are referred for a facility which is not available in the Service Hospital
of the Stn where referred. As per existing
ECHS procedure, the patients have to first report to the ECHS policlinic of that Stn then to the Service
Hospital of that Stn back to Polyclinic then referred to empanelled hospital.
3. Several such cases have been referred to this HQ for approval of a revised procedure allowing
direct referral. After due deliberations, the direct referrals from following Stns have been approved :
(a) Polyclinic at Barrackpore can refer to Empanelled Hospitals in Kolkata for specialties not
available in Base Hospital, Barrackpore and Command Hospital (EC) Kolkata. Stn Cdr
Barrackpore can be permitted to sign MOAs with Empanelled Hospitals in Kolkata for the purpose.
(b) Polyclinic at Wellington can refer to Empanelled Hospital at Coimbatore for specialties not
available in MH Wellington and AF Hosp Coimbatore. Stn Cdr Wellington will be required to sign
MOAs with Empanelled Hospitals in Coimbatore.
(c) Polyclinic at Pratapgarh can refer to Empanelled facilities at Allahabad for specialties not
available in MH Allahabad.
4. The abovementioned referrals will be subject to the following conditions:-
(a) Stn Cdr of station from where referral originates should sign MOA with Empanelled
Hospitals of the station where patients will be referred to.
(b) MOA should be valid (not expired) at the point of time of generation of referral.
(c) Referral to empanelled hospital can be made only for facility/specialty not available in
existing Service Hospital of either station.
(d) Direct referral to empanelled hospital for speciality available in the Service Hospital of
Station where referred (CH(EC) Kolkata/06 AF Hosp Coimbatore/MH Allahabad (as applicable))
will NOT be permitted even if bed space is not available. Referrals in such cases must be routed
through Polyclinic of that Station (Kolkata/Coimbatore/Allahabad)
(e) Submission of bills should be at Polyclinic of origin of referral. Empanelled hospital should
agree to do so under their own arrangement.
(f) Initial processing of bills will be at Polyclinic of origin of referral.
(g) All referrals to be endorsed with either of following two statements (as applicable) under
stamped signature of OIC Polyclinic :

“Verified that Speciality/Facility is not available at present at__________________ AND
at____________________
(BH Barrackpore/MH Wellington) (CH(EC) Kolkata/ 06 AF Hospital
Coimbatore)
“There is no Service Hospital in the station” AND
“Verified that Specialty/Facility not available at MH Allahabad at present.”
