REFERRAL TO EMPANELLED HOSPITALS IN DIFFERENT STATION<br />

1. ECHS Polycl<strong>in</strong>ics exist<strong>in</strong>g <strong>in</strong> several <strong>station</strong>s with nil or <strong>in</strong>adequate empanelment have <strong>to</strong> refer<br />

patients <strong>to</strong> the nearest <strong>station</strong> where <strong>empanelled</strong> facilities exist. If that <strong>station</strong> where the patient is referred<br />

happens <strong>to</strong> be a Mil Stn with a Service Hospital, patients are <strong>to</strong> use facilities available <strong>in</strong> that Service<br />

Hospital, and are allowed <strong>to</strong> be referred out only if requisite facility is not available there.<br />

2. In many <strong>in</strong>stances patients are referred for a facility which is not available <strong>in</strong> the Service Hospital<br />

of the Stn where referred. As per exist<strong>in</strong>g<br />

ECHS procedure, the patients have <strong>to</strong> first report <strong>to</strong> the ECHS policl<strong>in</strong>ic of that Stn then <strong>to</strong> the Service<br />

Hospital of that Stn back <strong>to</strong> Polycl<strong>in</strong>ic then referred <strong>to</strong> <strong>empanelled</strong> hospital.<br />

3. Several such cases have been referred <strong>to</strong> this HQ for approval of a revised procedure allow<strong>in</strong>g<br />

direct <strong>referral</strong>. After due deliberations, the direct <strong>referral</strong>s from follow<strong>in</strong>g Stns have been approved :<br />

(a) Polycl<strong>in</strong>ic at Barrackpore can refer <strong>to</strong> Empanelled Hospitals <strong>in</strong> Kolkata for specialties not<br />

available <strong>in</strong> Base Hospital, Barrackpore and Command Hospital (EC) Kolkata. Stn Cdr<br />

Barrackpore can be permitted <strong>to</strong> sign MOAs with Empanelled Hospitals <strong>in</strong> Kolkata for the purpose.<br />

(b) Polycl<strong>in</strong>ic at Well<strong>in</strong>g<strong>to</strong>n can refer <strong>to</strong> Empanelled Hospital at Coimba<strong>to</strong>re for specialties not<br />

available <strong>in</strong> MH Well<strong>in</strong>g<strong>to</strong>n and AF Hosp Coimba<strong>to</strong>re. Stn Cdr Well<strong>in</strong>g<strong>to</strong>n will be required <strong>to</strong> sign<br />

MOAs with Empanelled Hospitals <strong>in</strong> Coimba<strong>to</strong>re.<br />

(c) Polycl<strong>in</strong>ic at Pratapgarh can refer <strong>to</strong> Empanelled facilities at Allahabad for specialties not<br />

available <strong>in</strong> MH Allahabad.<br />

4. The abovementioned <strong>referral</strong>s will be subject <strong>to</strong> the follow<strong>in</strong>g conditions:-<br />

(a) Stn Cdr of <strong>station</strong> from where <strong>referral</strong> orig<strong>in</strong>ates should sign MOA with Empanelled<br />

Hospitals of the <strong>station</strong> where patients will be referred <strong>to</strong>.<br />

(b) MOA should be valid (not expired) at the po<strong>in</strong>t of time of generation of <strong>referral</strong>.<br />

(c) Referral <strong>to</strong> <strong>empanelled</strong> hospital can be made only for facility/specialty not available <strong>in</strong><br />

exist<strong>in</strong>g Service Hospital of either <strong>station</strong>.<br />

(d) Direct <strong>referral</strong> <strong>to</strong> <strong>empanelled</strong> hospital for speciality available <strong>in</strong> the Service Hospital of<br />

Station where referred (CH(EC) Kolkata/06 AF Hosp Coimba<strong>to</strong>re/MH Allahabad (as applicable))<br />

will NOT be permitted even if bed space is not available. Referrals <strong>in</strong> such cases must be routed<br />

through Polycl<strong>in</strong>ic of that Station (Kolkata/Coimba<strong>to</strong>re/Allahabad)<br />

(e) Submission of bills should be at Polycl<strong>in</strong>ic of orig<strong>in</strong> of <strong>referral</strong>. Empanelled hospital should<br />

agree <strong>to</strong> do so under their own arrangement.<br />

(f) Initial process<strong>in</strong>g of bills will be at Polycl<strong>in</strong>ic of orig<strong>in</strong> of <strong>referral</strong>.<br />

(g) All <strong>referral</strong>s <strong>to</strong> be endorsed with either of follow<strong>in</strong>g two statements (as applicable) under<br />

stamped signature of OIC Polycl<strong>in</strong>ic :


“Verified that Speciality/Facility is not available at present at__________________ AND<br />

at____________________<br />

(BH Barrackpore/MH Well<strong>in</strong>g<strong>to</strong>n) (CH(EC) Kolkata/ 06 AF Hospital<br />

Coimba<strong>to</strong>re)<br />

“There is no Service Hospital <strong>in</strong> the <strong>station</strong>” AND<br />

“Verified that Specialty/Facility not available at MH Allahabad at present.”<br />
