38 TH SDM CONFERENCE<br />

HYATT ORLANDO<br />

KISSIMMEE, FLORIDA<br />

8 APRIL 1997<br />

The Spring ‘97 meeting of the Structural Dynamics Technical Committee (SD <strong>TC</strong>) was<br />

held on 8 April 1997 in conjunction with the 38th SDM at the Hyatt Orlando, Kissimmee,<br />

Florida. After committee introductions, various <strong>AIAA</strong> personnel provided information<br />

on headquarters’ activities and functions. Emily Davies presented an overview of <strong>AIAA</strong><br />

staff reorganization around “processes” of which membership activities form the core<br />

process. Additional information can be found thru 1-800-NEW-<strong>AIAA</strong>. Brewster King<br />

then elaborated on business development. He principally works advance conference<br />

preparation. He solicited the <strong>TC</strong> for more suggestions on short courses. Larry Pinson,<br />

Chair of Structures <strong>TC</strong>, discussed Congressional Visits Day by <strong>AIAA</strong> representatives on<br />

12 March. Generally, visit organizers felt their visits were useful and well received by<br />

congressional staffs.<br />

1.1 CALL TO ORDER.<br />

Dr Suzanne Smith, committee chairperson, called the meeting to order at 1800 Hours.<br />

Smith acknowledged departing committee members, citing unique contributions by each:<br />

Bagley, Chopra, Dotson, Kabe, Kammer, Kunz, Tinker and Neradka. Smith then ceded<br />

the meeting to Marc Regelbrugge, incoming chairperson. Regelbrugge cited several<br />

accomplishments by Suzanne during her tenure; the committee acknowledge her efforts<br />

with sustained applause.<br />

1.2 <strong>MINUTES</strong> <strong>OF</strong> LAST MEETING.<br />

Acceptance of Fall ‘96 meeting minutes discussed under Secretariat report.<br />

2.0 SUBCOMMITTEE REPORTS.<br />

2.1 CONFERENCES SUBCOMMITTEE.<br />

Due to the departure (by virtue of his rotation off the <strong>TC</strong>) of the previous Conference<br />

Subcommittee Chairman, Mike Tinker, Ken Griffin and Pat Goggin provided the<br />

following subcommittee report to the Spring ‘97 SD <strong>TC</strong> meeting.<br />

Griffin again opened by thanking all who helped review the papers and organize the ‘97<br />

SDM technical sessions for which the SD <strong>TC</strong> was responsible, especially Suzanne. He<br />

reminded the <strong>TC</strong> that everyone’s help in paper review is essential to get sessions ready on


time. He apologized for the unexpected crowding in some sessions due to the style of<br />

seating (classroom style) that was used initially by the hotel. He indicated that all the<br />

reorganization at <strong>AIAA</strong> HQ performed to reduced their overhead caused some confusion<br />

in HQ’s support for the conference this year. He reminded the <strong>TC</strong> that the lack of author<br />

support resulted in the lack of an Interactive Plenary Session (IPS). He thanked those<br />

who helped put together special sessions for the ‘97 SDM.<br />

Since the CD format for SDM conference proceedings was a first this year, he offered<br />

some early statistics. Over 55% of the attendees had selected CDs rather than paper<br />

copies in contrast to the expected 20%. The SDM CDs will be available late summer<br />

after the other two conferences they contain are held. The proceedings will most likely<br />

remain to be published in the bound paper format during the short term; however, this<br />

may change in the future. Since all of the late papers will be on the CD format, Session<br />

Chairs need to be sure that all the late papers in their sessions get turned in to the <strong>AIAA</strong>.<br />

Griffin also reported on the Workshop held by the Structure’s <strong>TC</strong> on Sunday. This<br />

workshop was designed to allow all the major US Government organizations (USAF,<br />

NASA, FAA, DOE, etc) to present their planned programs in structures R&D over the<br />

next few years. While Larry Pinson of the Structures <strong>TC</strong> wanted to open this up to at<br />

least all of the <strong>TC</strong>s, <strong>AIAA</strong> did not want this wide of an audience on the day before the<br />

formal beginning of the SDM itself. Thus, only Structures <strong>TC</strong> members were told of the<br />

meeting.<br />

Patrick Goggin reported that the ‘98 SDM meeting will be held at the Sheraton in<br />

Downtown Long Beach, CA. The General Chair for the conference is Peretz Friedmann<br />

and the Technical Chair is Terry Weishaar. As in the past, individuals are encouraged to<br />

organize special sessions. Abstracts for all papers included in the special sessions will<br />

go through the normal review process and need to be sent into the Technical Chair by the<br />

deadline. Patrick Goggin represents the SD <strong>TC</strong> on the ‘98 SDM and these sessions<br />

should be coordinated thru him to be sure technical papers remain intact. Since the<br />

Conferences Subcommittee has decided to use a mentoring system in the selection and<br />

training of the <strong>TC</strong> representative for the SDM, a volunteer is being solicited to assist in<br />

the organization for the ‘98 SDM. This volunteer should be prepared to be the <strong>TC</strong><br />

representative for the ‘99 SDM. Volunteers should contact Patrick directly.<br />

For 1998, the organizer of the IPS is looking for focal points from each of the Technical<br />

Committees to assist in the planning for the IPS. Patrick Goggin is looking for a<br />

volunteer from the <strong>TC</strong> to assist in the IPS planning. Once again, volunteers should<br />

contact Patrick directly.<br />

Patrick Goggin also attended a Lessons Learned meeting for the ‘97 <strong>AIAA</strong> World<br />

Aviation Congress (WAC) in Los Angeles on 25 October 1996. The WAC organizers<br />

are interested in gaining more sessions organized by <strong>AIAA</strong> <strong>TC</strong>s. The SD <strong>TC</strong> was the<br />

only <strong>TC</strong> specifically in attendance for this purpose. There were 611 participants to the<br />

1996 WAC. They are currently in the position of accepting all submitted papers. They<br />

are also trying to be a conference for everyone, from CEOs to students, industry and


government. The papers in this conference are generally more practical in nature and<br />

anyone in the <strong>TC</strong> is interested in organizing a session for this conference, more<br />

information can be obtained from Patrick.<br />

Peretz Friedman added that things look good for ‘98 SDM provided <strong>AIAA</strong> doesn’t do<br />

counterproductive things. The theme will be “SDM Technologies for the 21st Century”.<br />

Thomas Strganac will serve as General Chair, while Ed White serves as Technical Chair,<br />

for the ‘99 SDM. San Antonio was not interested in SDM. Several St Louis hotels<br />

expressed interest in hosting SDM; Ed White will visit some potential sites soon.<br />

2.2 AWARDS.<br />

The SDM awards chairman, Dave Jenson, strongly pushed some preconceived ideas. CT<br />

Sun received the SDM award this year. Dr Friedmann strongly encouraged committee<br />

members to upgrade to Sr Member; he also has forms available for Associate Fellow<br />

nominations.<br />

2.3 SECRETARIAT.<br />

Dr Friedmann motioned to accept Fall ‘96 minutes as written; Bagley seconded.<br />

Committee accepted minutes by acclamation.<br />

Ralph Tate reminded everyone to register their attendance on the roster. Also, members<br />

should verify the roster information, since this information is used for committee<br />

communication (especially by the Conferences Subcommittee). Fred Tasker revised the<br />

new members guide for the SD <strong>TC</strong>; the revised guide is now available on the SD <strong>TC</strong><br />

web page. Fred is also compiling the photo roster; new members should forward their<br />

picture preferably in digital form to Fred.<br />

2.4 LIAISON.<br />

Dan Inman holds chair of this subcommittee. Please advise him whether you are serving<br />

with other groups.<br />

2.5 EDUCATION.<br />

Freudinger hope to have the Science Fair booklet on-line by Fall ‘97. Thomas<br />

Strganac’s students will assist film clip digitization and locate to TAMU’s web site.<br />

2.6 PUBLICATIONS.<br />

Terry Britt requests input to AA annual review ~600 words. It was also noted that <strong>AIAA</strong><br />

is streamlining their publication process. The Journal of Guidance, Control and<br />

Dynamics reduced their backlog to 17 months.


2.7 TECHNICAL ASSESSMENT AND TRANSFER.<br />

Submit items to George Wacker for inclusion into the SD <strong>TC</strong> website.<br />

3.0 SPECIAL PRESENTATION.<br />

Eric Flint provided a review DLRs activities and research interests. DLR is Germany’s<br />

equivalent of NASA. DLR pays for their people and research with technology transfer.<br />

Heavy emphasis on marketing and targeting research. Another area DLR works is<br />

general transportation; whereas, NASA focuses solely on astronautics and aeronautics.<br />

DLR works generally at the prototype level.<br />

4.0 OLD BUSINESS.<br />

Yuji Matsuzaki working int’l contacts. Ben Wada and John Tracy have visited Japan;<br />

Chopra will visit soon.<br />

Dr Tracy, Deputy Director of Structures, Design and Test TAC, is looking for improved<br />

coordination between TAC, <strong>TC</strong>s and SDM. A survey was developed and distributed<br />

amongst the <strong>TC</strong> members.<br />

5.0 NEW BUSINESS.<br />

<strong>AIAA</strong> relocation. <strong>AIAA</strong> relocation lost important papers. Members are advised to<br />

maintain a copy of company sponsoring agreement, since <strong>AIAA</strong> may not have it on file.<br />

<strong>AIAA</strong> is reworking its charter and has requested help. Committee members interested in<br />

assisting should contact Marc Regelbrugge.<br />

<strong>AIAA</strong> does not recognize ASME Adaptive Structures Committee. There will be a<br />

proposal for forming an <strong>AIAA</strong> Adaptive Structures <strong>TC</strong>. The time line is for approval by<br />

‘98 Aerospace Science meeting with first meeting at ‘98 SDM. A motion was made by<br />

Hopkins to support this initiative; Inman seconded. Motion passed by acclamation.<br />

The committee discussed fall meeting sites. Most <strong>TC</strong>s convene at member sites or with a<br />

conference. Mr Boyd Perry III offered to host at NASA/LaRC. Other discussed venues<br />

were the World Aviation Conference (Anaheim or Long Beach) or the Airbreathing<br />

Engine Conference. The committee accepted Perry’s offer of NASA/LaRC. (This will<br />

be 23 October 1997; non-US citizens should contact Mr Perry for visit clearance.)<br />

Tate motioned to adjourn; Inman seconded. Motion passed by acclaimation.<br />

Regelbrugge declared meeting adjourned at 21:30 hours.
