ADMINISTRATIVE SERVICES<br />
Major Phillip Kasten serves as the Chief<br />
of the Administrative Services Bureau, which is<br />
responsible for monitoring the overall progress of<br />
agency objectives and insuring the Sheriff’s Office<br />
vision, values, and goals are communicated to<br />
personnel in a clear and concise manner. He<br />
serves as the primary Public Information Officer, and<br />
together with rest of the Administrative Services team<br />
is responsible for the development and refinement of<br />
agency directives, and oversight of a host of other<br />
assignments that have considerable impact on the<br />
daily operation of the organization<br />
The Administrative Services Bureau verifies<br />
that procedures and practices align with professional<br />
standards to facilitate the efficient and effective Administrative Services Bureau from<br />
management of the organization. Staff has been left: Major Phil Kasten, Linda Lyons,<br />
instrumental in the creation and development of Brian Horton, and Corporal Jon Light.<br />
several major projects within the <strong>Carroll</strong> <strong>County</strong><br />
Sheriff’s Office to include the initial and ongoing<br />
CALEA Accreditation. Administrative Services is also central to the current countywide law enforcement<br />
communications interoperability project, which included the acquisition of grant funding for Mobile Data Terminals<br />
and a unified Records Management System.<br />
The Administrative Services Bureau is comprised of the Professional Standards and Information Services<br />
Divisions.<br />
PROFESSIONAL STANDARDS DIVISION<br />
Policy Planning, Research, & Accreditation<br />
Written directives are a critical component in establishing<br />
guidelines to help govern an organization, create uniformity<br />
in policy and practice, and offer personnel a comprehensive<br />
procedural reference. The Sheriff’s Manual, Standard Operating<br />
Procedures, and Lesson Plans are vital to this endeavor. As<br />
a means of infusing consistency throughout the agency, clearly<br />
defined policies enhance operational efficiency, minimize exposure to<br />
civil liability, and create an equitable work environment. To further<br />
augment our policies and procedures, Sheriff Tregoning authorized<br />
voluntary participation in the accreditation process administered by<br />
the internationally recognized Commission on Accreditation for Law<br />
Enforcement Agencies (CALEA).<br />
