CITY COUNCIL<br />

Regular Meeting Held on May 10, 2010<br />

The regular meeting of the Bristow City<br />

Council was called to order by Mayor Dennis<br />

Peterson at 7:00 p.m. at the Bristow Community<br />

Center with the following council members<br />

present Rieken, Schneiderman, Snyder,<br />

Oakley and Schipper – Others preset – Carol<br />

VanCleave and Janice Jacobs.<br />

Motion made by Snyder and seconded by<br />

Rieken to approve the agenda. RCV – Ayes:<br />

Oakley, Rieken, Schipper, Schneiderman, and<br />

Snyder. Nayes: None – All in favor. Motion<br />

carried.<br />

Motion made by Snyder and seconded by<br />

Rieken to approve the consent agenda which<br />

included; minutes of the April 5, 2010 council<br />

meeting, April 2010 financial statement and to<br />

pay the bills. RCV – Ayes: Oakley, Rieken,<br />

Schipper, Schneiderman, and Snyder. Nayes:<br />

None – All in favor. Motion carried.<br />

Janice Jacobs informed council she would be<br />

running for <strong>Butler</strong> Co. Recorder. Janice shared<br />

some of her duties and things she would like to<br />

see changed if she becomes Recorder.<br />

Clerk informed council budget would need to<br />

be amended and a special council meeting was<br />

scheduled for May 24, 2010 a public hearing is<br />

also set for the same date.<br />

Clerk informed council that Kristi from Rural<br />

Water could possibly have figures ready for<br />

council’s review by next council meeting.<br />

Clerk informed council the cost for mosquito<br />

control this year will be $840.00.<br />

OF A REGULAR MEETING OF THE<br />

BUTLER COUNTY BOARD OF<br />

SUPERVISORS HELD ON MAY 6, 2010.<br />

Meeting called to order at 11:00 a.m. by<br />

Chairman Ken Oldenburger with members<br />

John Zimmerman and Karl Nelson present.<br />

Minutes of the previous meeting were read<br />

and approved as read.<br />

Board met with Mike Campbell, Campbell &<br />

Mellema Insurance, Inc. to review their proposal<br />

to provide Risk Management Consulting<br />

Services to <strong>Butler</strong> <strong>County</strong>.<br />

Board met with Steve Brunsma to discuss<br />

need for insurance coverage for playground<br />

equipment in county parks. Also present was<br />

Mike Campbell. The Board recommended<br />

covering the equipment in the upcoming<br />

renewal with Iowa Communities Assurance<br />

Pool.<br />

Board acknowledged receipt of Manure<br />

Management Plan Annual Update for Rick<br />

Juchems.<br />

After discussion regarding bids submitted<br />

on April 26, 2010, it was moved by Nelson,<br />

second by Zimmerman to award and sign a<br />

Contract for Risk Management Consulting<br />

Services with Campbell-Mellema Insurance,<br />

Inc. of Parkersburg, Iowa, for a term of one year<br />

ending on April 30, 2011. Motion carried.<br />

Time set for a Public Hearing on proposed<br />

courthouse window replacement project. No<br />

taxpayers were present and no written or oral<br />

comments were received. Scott T. Blum, Accord<br />

Architecture; <strong>County</strong> Engineer John Riherd;<br />

and Mitchell Swanson, Swanson Glass Inc.<br />

were present. The Public Hearing was closed<br />

and the Board proceeded to open bids as<br />

Board met with Treasurer Louise Squires,<br />

Assessor Deb McWhirter and <strong>County</strong> Attorney<br />

Greg Lievens to discuss disposition of Kesley<br />

Cooperative Creamery property in Kesley,<br />

Iowa. Also present were <strong>County</strong> Engineer<br />

John Riherd and Dorothea Kampman. Squires<br />

indicated the county received a tax certificate<br />

on the property in 2002 and that $1,552 of<br />

delinquent tax has been outstanding from 1999<br />

to 2004 (when the property value was zeroed<br />

out by the Assessor.) Kampman indicated that<br />

a number of Kesley business people were<br />

interested in razing the building due to it being<br />

a safety hazard, but were not in her opinion<br />

interested in redeeming the tax certificate.<br />

The Board requested the Treasurer prepare a<br />

Notice to Bidders for publication.<br />

Public Notice<br />

NOTICE TO BIDDERS<br />

1. Sealed bids will be received by the <strong>County</strong><br />

Engineer of <strong>Butler</strong> <strong>County</strong> at his office in Allison,<br />

Iowa until 9:30 A.M., on Tuesday, June 1, 2010<br />

for the various items of construction work listed<br />

below.<br />

2. A certified check, made payable to the<br />

<strong>County</strong>, or a cashier’s check, made payable<br />

to either the <strong>County</strong> or to the contractor drawn<br />

upon a solvent bank or a bid bond, shall be<br />

filed with each proposal in an amount as set<br />

forth in the proposal form. Cashier’s check,<br />

made payable to the contractor, shall contain<br />

an unqualified endorsement to the <strong>County</strong><br />

signed by the contractor or his/her authorized<br />

agent. Failure to execute a contract and file an<br />

acceptable bond and certificate of insurance<br />

within 30 days of the date of the approval for<br />

awarding of the contract, as herein provided,<br />

will be just and sufficient cause for the denial<br />

of the award and forfeiture of the proposal<br />

guarantee.<br />

3. Plans, specifications and proposal forms<br />

for the work may be seen and may be secured<br />

at the office of the <strong>County</strong> Engineer.<br />

4. All proposals must be filed on the forms<br />

furnished by the <strong>County</strong>, sealed and plainly<br />

marked. Proposals containing any reservations<br />

not provided for in the forms furnished may be<br />

rejected, and the <strong>County</strong> Board reserves the<br />

right to waive technicalities and to reject any or<br />

all bids.<br />

5. Attention of bidders is directed to the<br />

Iowa Department of Transportation Standard<br />

Specifications for Highway and Bridge<br />

Construction, Series 2009, plus general<br />

supplemental specifications; and applicable<br />

supplemental specifications, developmental<br />

specifications, and special provisions, as they<br />

pertain to subletting or assigning of the contract<br />

and to construction on this project.<br />

6. Attention to bidders is directed to the<br />

attached Contract Provision for Targeted<br />

Small Business (TSB) Affirmative Action<br />

Responsibilities for Non-Federal-aid Projects.<br />

A goal has not been set for these projects but<br />

bidders are expected to promote participation of<br />

TSB firms in these projects.<br />

7. The Contracting Authority will issue an<br />

Iowa Sales Tax exemption certificate for the<br />

purchase of qualifying materials, supplies, and<br />

equipment that will be used in the performance<br />

of the construction contract, per Iowa Code<br />

422.42(16) & (17) & 422.47(5).<br />

The ACS Relay For Life of <strong>Butler</strong> <strong>County</strong> on-line registration is underway.<br />

To assist in the process, team captains took advantage of the Team Kick-Off<br />

to sign up on-line. Once the team is signed up on-line, fifteen members of<br />

that team may follow suit and get their name on the team list.<br />

excellent customer service, and make<br />

sure that the office is technologically<br />

up to date and running efficiently.<br />

Since I don’t “publicly” work with<br />

the office on a daily basis, once<br />

elected to the office, I would assess<br />

any other changes that would need<br />

to be made to run the office more<br />

efficiently. I believe I would bring<br />

a fresh perspective to the office<br />

and would be able to initiate changes<br />

to the office that would make it more<br />

efficient.<br />

and tornado clean-up. At St. John<br />

Lutheran Church, my wife and I<br />

a Church Council Trustee. For four<br />

years, I have been a SIAC (School<br />

Improvement Advisory Committee)<br />

member in the Clarksville School<br />

District. My volunteer services have<br />

also allowed me to be involved in<br />

budgeting, scheduling, coordinating,<br />

and implementing many events<br />

and activities. I feel these valuable<br />

service experiences, in addition to my<br />

experience in the Courthouse, qualify<br />

me for the position of <strong>Butler</strong> <strong>County</strong><br />

Recorder.<br />

I’d like to change the Recorder’s<br />

Office hours to be in sync with the<br />

rest of the courthouse. Currently,<br />

the office hours are 8:00 to<br />

4:00, while other offices in the<br />

courthouse are 7:30-4:30. Changes<br />

in record keeping, such as scanning<br />

historical documents, could also be<br />

implemented to safeguard documents<br />

and records and to make these<br />

records more easily accessible. Topnotch<br />

customer service will also be a<br />

priority.<br />

I enjoy working with, and for, the<br />

citizens of <strong>Butler</strong> <strong>County</strong>, and I feel<br />

my honest and respectful customer<br />

service skills are an asset that would<br />

prove beneficial as <strong>Butler</strong> <strong>County</strong><br />

Recorder. Also, I think that change,<br />

in a positive direction, is good. I<br />

can enter this office and position<br />

with a new, fresh vision, making<br />

any changes or improvements that<br />

are needed. This fresh perspective,<br />

combined with a strong work ethic<br />

and my background experiences,<br />

provide me and my supporters with<br />

every confidence that I can effectively<br />

manage the duties of <strong>Butler</strong> <strong>County</strong><br />

Recorder. Overall, my goal is to do<br />

what I can to help <strong>Butler</strong> <strong>County</strong> be<br />

Records Industry Association) and<br />

Administration) I believe that it is<br />

important to make real estate records<br />

easily accessible to the public.<br />

I am seeking the nomination for<br />

Recorder because I believe that county<br />

government and the Recorder’s<br />

office are important to the citizens<br />

of <strong>Butler</strong> <strong>County</strong>. Elected officials<br />

and their staffs are public servants,<br />

and I enjoy serving the public. If<br />

elected, I will continue to serve<br />

<strong>Butler</strong> <strong>County</strong> residents with prompt,<br />

efficient, and accurate service. In<br />

addition, I will expand office hours to<br />

better accommodate the public, and<br />

implement outreach and education<br />

programs regarding the services the<br />

office offers. These programs will<br />

involve communication with the<br />

schools, students, parents, as well as<br />

the general public. I will proactively<br />

take a role in the legislative process,<br />

and implement processes in order<br />

to increase efficiency of archiving<br />

records. I will notify citizens to<br />

ensure they are aware of renewal<br />

deadlines for boats, snowmobiles, and<br />

recreational vehicles that are registered<br />

through the Recorder’s office. I will<br />

effectively communicate with the<br />

public, making sure the Recorder’s<br />

office is a courteous and friendly place<br />

to do business.<br />

elect a <strong>County</strong> Recorder that knows<br />

the job firsthand. My experience as<br />

Deputy Recorder gives me the benefit<br />

of being the most qualified candidate<br />

Crop Certification<br />

Deadline, June 30<br />

Filing an accurate and timely report<br />

for all crops and land uses, including<br />

failed acreage, can prevent loss of<br />

benefits for a variety of Farm Service<br />

Agency programs. All cropland<br />

on the farm must be reported<br />

along with their planting dates to<br />

receive benefits from the Direct<br />

and Counter-Cyclical Program,<br />

Marketing Assistance Loans and<br />

Loan Deficiency Payments, CRP<br />

annual payment, SURE and ACRE.<br />

Report of acreage must account for<br />

all cropland on a farm including; idle<br />

and planted land, and land no longer<br />

in agricultural use such as wind<br />

turbines.<br />

It is also very important that<br />

producers report crop losses,<br />

including those insured under<br />

Federal Crop Insurance (FCIC) and<br />

Non-insured Assistance Program<br />

(NAP) within 15 days of the date<br />

damage occurred or 15 days from the<br />

date damage is apparent. Losses and<br />

or damages to crops must be reported<br />

after each disaster occurrence and in<br />

a timely manner to insure continued<br />

eligibility for benefits.<br />

North <strong>Butler</strong> Friends of Music Scholarship<br />

In the spring of 2008, North <strong>Butler</strong> Friends of Music instituted a scholarship program. The scholarships are $500.00<br />

each. Applications are made available to North <strong>Butler</strong> High School students currently enrolled in the music program.<br />

These students must be planning to major or minor in music at college or participate in the music program at their<br />

chosen college. The high school music directors then choose the recipients based on years in the North <strong>Butler</strong> music<br />

program, attendance, effort, service and attitude. This year we had three applicants and the directors accepted all<br />

three candidates. NBFOM is proud to announce the 2010 recipients of the North <strong>Butler</strong> Friends of Music Scholarship.<br />

They are Christine Moad, Abby Souhrada, and Anna Derdzinski.<br />

This month we say good-bye and<br />

good luck to seniors across <strong>Butler</strong><br />

<strong>County</strong>. It seems only right to<br />

recognize them in my column this<br />

week.<br />

Although I’ve “officially” been<br />

<strong>Butler</strong> <strong>County</strong> CYC for only three<br />

months, I have known some of these<br />

seniors since they were in the 4th<br />

grade! Others I have worked with on<br />

the 4H & Youth Committee. There<br />

are several whom I’ve worked with<br />

at school and one I’ve seen going<br />

past my house on a tractor numerous<br />

times!<br />

It didn’t take me long to find the<br />

members I could count on whether it<br />

was setting up for Farm Safety Day<br />

Camp, sewing a quilt top or working<br />

a shift at the Feed Shed. I just KNEW<br />

they would go above and beyond to<br />

get the job done.<br />

What makes this group of 12 teen<br />

leaders in the <strong>Butler</strong> <strong>County</strong> 4-H<br />

program? There are several traits<br />

I’ve seen in these senior members<br />

I’ve worked with.<br />

First, they lead by example. What<br />

you see is what you get. They expect<br />

more from themselves than what we<br />

adults might expect from them. They<br />

don’t hang back and wait to be told<br />

what to do; they look around and see<br />

what needs to be done. They then<br />

manage to get it done whether it’s<br />

in their local club or at the county<br />

level. I’d like to think this trait was<br />

learned in 4-H, but I suspect (okay,<br />

I know!) it was put in place by their<br />

parents and 4-H helped develop it to<br />

the point where it will be a lifelong<br />

asset for them.<br />

Second, they are comfortable<br />

speaking in front of groups. I’ve seen<br />

these seniors do working exhibits,<br />

share-the-fun activities and lead<br />

Farm Safety Day Camp sessions.<br />

In fact, THEY were telling ME<br />

everything would be fine last week<br />

at Farm Safety Day Camp! Does that<br />

seem strange to you? It wouldn’t if<br />

you knew these kids. I’m not sure if<br />

any of them will have a future career<br />

in public speaking, but I do know<br />

most of them could!<br />

Third, these senior 4-H’ers have<br />

set goals and will not be satisfied<br />

until they are met. Working in a high<br />

school for twenty years has shown<br />

me how rare this is. Many teens go<br />

through two or three years of college<br />

and still have no idea what they want<br />

to do. Is 4-H responsible for helping<br />

to develop this trait? Perhaps it is<br />

because everything we do is aimed<br />

at a member’s goal. Once they know<br />

their goal, it’s much easier and more<br />

fun to help them reach it!<br />

Fourth, these kids care not only<br />

about themselves but about others.<br />

One reason they’ve become senior<br />

members is because they have<br />

received something from their 4-H<br />

years and they want others to “get<br />

it” too. Is it possible to belong to an<br />

organization for seven, eight or nine<br />

years and not care about it? I don’t<br />

think so. They care because someone<br />

in the past cared about them.<br />

Anna Derdzinski, Lee Fenneman,<br />

Gerit Garbes, Heather Harken, Laura<br />

Hempen, Kayla Kampman, Danica<br />

Lovrien, Sarah rowson, Justina<br />

VanDyk and Katie Wedeking.<br />

Thank you seniors for setting an<br />

example for others to follow. Thank<br />

you for not being afraid to speak up<br />

for yourself and for what you believe<br />

in. Thank you for showing the rest<br />

of us how to set goals and then reach<br />

them. Thank you for caring enough<br />

to give your very best.<br />

As you graduate this spring, we<br />

wish you the very best and we’re<br />

proud to say you were <strong>Butler</strong> <strong>County</strong><br />

4-H’ers!<br />

DCP Signup<br />

Deadline June 1<br />

Sign-up for DCP runs through<br />

June 1, 2010. There are no late<br />

file provisions as in the past.<br />

Contracts cannot be approved<br />

until producers have completed all<br />

signature requirements. Signatures<br />

will be required of all parties on a<br />

contract, even those not receiving<br />

any payments. For landowner’s<br />

signature requirements, producers<br />

can obtain their signature on the<br />

contract, use a Power of Attorney,<br />

or submit a 2010 signed copy of<br />

the lease. Once all eligibility and<br />

signature requirements have been<br />

met, producers can request an<br />

advance payment of 22% of their<br />

contract payment. Appointments are<br />

strongly encouraged when you sign<br />

up for the DCP program.
