Regular Meeting Held on May 10, 2010 

The regular meeting of the Bristow City 

Council was called to order by Mayor Dennis 

Peterson at 7:00 p.m. at the Bristow Community 

Center with the following council members 

present Rieken, Schneiderman, Snyder, 

Oakley and Schipper – Others preset – Carol 

VanCleave and Janice Jacobs. 

Motion made by Snyder and seconded by 

Rieken to approve the agenda. RCV – Ayes: 

Oakley, Rieken, Schipper, Schneiderman, and 

Snyder. Nayes: None – All in favor. Motion 

carried. 

Motion made by Snyder and seconded by 

Rieken to approve the consent agenda which 

included; minutes of the April 5, 2010 council 

meeting, April 2010 financial statement and to 

pay the bills. RCV – Ayes: Oakley, Rieken, 

Schipper, Schneiderman, and Snyder. Nayes: 

None – All in favor. Motion carried. 

Janice Jacobs informed council she would be 

running for Butler Co. Recorder. Janice shared 

some of her duties and things she would like to 

see changed if she becomes Recorder. 

Clerk informed council budget would need to 

be amended and a special council meeting was 

scheduled for May 24, 2010 a public hearing is 

also set for the same date. 

Clerk informed council that Kristi from Rural 

Water could possibly have figures ready for 

council’s review by next council meeting. 

Clerk informed council the cost for mosquito 

control this year will be $840.00.

MINUTES AND PROCEEDINGS 

OF A REGULAR MEETING OF THE 

BUTLER COUNTY BOARD OF 

SUPERVISORS HELD ON MAY 6, 2010. 

Meeting called to order at 11:00 a.m. by 

Chairman Ken Oldenburger with members 

John Zimmerman and Karl Nelson present. 

Minutes of the previous meeting were read 

and approved as read. 

Board met with Mike Campbell, Campbell & 

Mellema Insurance, Inc. to review their proposal 

to provide Risk Management Consulting 

Services to Butler County. 

Board met with Steve Brunsma to discuss 

need for insurance coverage for playground 

equipment in county parks. Also present was 

Mike Campbell. The Board recommended 

covering the equipment in the upcoming 

renewal with Iowa Communities Assurance 

Pool. 

Board acknowledged receipt of Manure 

Management Plan Annual Update for Rick 

Juchems. 

After discussion regarding bids submitted 

on April 26, 2010, it was moved by Nelson, 

second by Zimmerman to award and sign a 

Contract for Risk Management Consulting 

Services with Campbell-Mellema Insurance, 

Inc. of Parkersburg, Iowa, for a term of one year 

ending on April 30, 2011. Motion carried. 

Time set for a Public Hearing on proposed 

courthouse window replacement project. No 

taxpayers were present and no written or oral 

comments were received. Scott T. Blum, Accord

were present. The Public Hearing was closed 

and the Board proceeded to open bids as

Greg Lievens to discuss disposition of Kesley 

Cooperative Creamery property in Kesley, 

Iowa. Also present were County Engineer 

John Riherd and Dorothea Kampman. Squires 

indicated the county received a tax certificate 

on the property in 2002 and that $1,552 of 

delinquent tax has been outstanding from 1999 

to 2004 (when the property value was zeroed 

out by the Assessor.) Kampman indicated that 

a number of Kesley business people were 

interested in razing the building due to it being 

a safety hazard, but were not in her opinion 

interested in redeeming the tax certificate. 

The Board requested the Treasurer prepare a 

Notice to Bidders for publication.

Public Notice 

NOTICE TO BIDDERS 

1. Sealed bids will be received by the County 

Engineer of Butler County at his office in Allison, 

Iowa until 9:30 A.M., on Tuesday, June 1, 2010 

for the various items of construction work listed 

below. 

2. A certified check, made payable to the 

County, or a cashier’s check, made payable 

to either the County or to the contractor drawn 

upon a solvent bank or a bid bond, shall be 

filed with each proposal in an amount as set 

forth in the proposal form. Cashier’s check, 

made payable to the contractor, shall contain 

an unqualified endorsement to the County 

signed by the contractor or his/her authorized 

agent. Failure to execute a contract and file an 

acceptable bond and certificate of insurance 

within 30 days of the date of the approval for 

awarding of the contract, as herein provided, 

will be just and sufficient cause for the denial 

of the award and forfeiture of the proposal 

guarantee. 

3. Plans, specifications and proposal forms 

for the work may be seen and may be secured 

at the office of the County Engineer. 

4. All proposals must be filed on the forms 

furnished by the County, sealed and plainly 

marked. Proposals containing any reservations 

not provided for in the forms furnished may be 

rejected, and the County Board reserves the 

right to waive technicalities and to reject any or 

all bids. 

5. Attention of bidders is directed to the 

Iowa Department of Transportation Standard 

Specifications for Highway and Bridge 

Construction, Series 2009, plus general 

supplemental specifications; and applicable 

supplemental specifications, developmental 

specifications, and special provisions, as they 

pertain to subletting or assigning of the contract 

and to construction on this project. 

6. Attention to bidders is directed to the 

attached Contract Provision for Targeted 

Small Business (TSB) Affirmative Action 

Responsibilities for Non-Federal-aid Projects. 

A goal has not been set for these projects but 

bidders are expected to promote participation of 

TSB firms in these projects. 

7. The Contracting Authority will issue an 

Iowa Sales Tax exemption certificate for the 

purchase of qualifying materials, supplies, and 

equipment that will be used in the performance 

of the construction contract, per Iowa Code 

422.42(16) & (17) & 422.47(5). 

8. Bids will be received for the following

consisting of full depth reclamation of existing

Office hours to be in sync with the 

rest of the courthouse. Currently, 

the office hours are 8:00 to 

4:00, while other offices in the 

courthouse are 7:30-4:30. Changes 

in record keeping, such as scanning 

historical documents, could also be 

implemented to safeguard documents 

and records and to make these 

records more easily accessible. Topnotch 

customer service will also be a 

priority. 

I enjoy working with, and for, the 

citizens of Butler County, and I feel 

my honest and respectful customer 

service skills are an asset that would 

prove beneficial as Butler County 

Recorder. Also, I think that change, 

in a positive direction, is good. I 

can enter this office and position 

with a new, fresh vision, making 

any changes or improvements that

Crop Certification 

Deadline, June 30 

Filing an accurate and timely report 

for all crops and land uses, including 

failed acreage, can prevent loss of 

benefits for a variety of Farm Service 

Agency programs. All cropland 

on the farm must be reported 

along with their planting dates to 

receive benefits from the Direct 

and Counter-Cyclical Program, 

Marketing Assistance Loans and 

Loan Deficiency Payments, CRP 

annual payment, SURE and ACRE. 

Report of acreage must account for 

all cropland on a farm including; idle 

and planted land, and land no longer 

in agricultural use such as wind 

turbines. 

It is also very important that 

producers report crop losses, 

including those insured under 

Federal Crop Insurance (FCIC) and 

Non-insured Assistance Program 

(NAP) within 15 days of the date 

damage occurred or 15 days from the 

date damage is apparent. Losses and 

or damages to crops must be reported 

after each disaster occurrence and in 

a timely manner to insure continued 

eligibility for benefits.

North Butler Friends of Music Scholarship 

In the spring of 2008, North Butler Friends of Music instituted a scholarship program. The scholarships are $500.00 

each. Applications are made available to North Butler High School students currently enrolled in the music program. 

These students must be planning to major or minor in music at college or participate in the music program at their 

chosen college. The high school music directors then choose the recipients based on years in the North Butler music 

program, attendance, effort, service and attitude. This year we had three applicants and the directors accepted all 

three candidates. NBFOM is proud to announce the 2010 recipients of the North Butler Friends of Music Scholarship.

This month we say good-bye and 

good luck to seniors across Butler 

County. It seems only right to 

recognize them in my column this 

week. 

Although I’ve “officially” been 

Butler County CYC for only three 

months, I have known some of these 

seniors since they were in the 4th 

grade! Others I have worked with on 

the 4H & Youth Committee. There 

are several whom I’ve worked with 

at school and one I’ve seen going 

past my house on a tractor numerous 

times! 

It didn’t take me long to find the 

members I could count on whether it 

was setting up for Farm Safety Day 

Camp, sewing a quilt top or working 

a shift at the Feed Shed. I just KNEW 

they would go above and beyond to 

get the job done. 

What makes this group of 12 teen 

leaders in the Butler County 4-H 

program? There are several traits 

I’ve seen in these senior members 

I’ve worked with. 

First, they lead by example. What 

you see is what you get. They expect 

more from themselves than what we 

adults might expect from them. They 

don’t hang back and wait to be told 

what to do; they look around and see 

what needs to be done. They then 

manage to get it done whether it’s 

in their local club or at the county 

level. I’d like to think this trait was 

learned in 4-H, but I suspect (okay, 

I know!) it was put in place by their 

parents and 4-H helped develop it to 

the point where it will be a lifelong 

asset for them. 

Second, they are comfortable 

speaking in front of groups. I’ve seen 

these seniors do working exhibits, 

share-the-fun activities and lead 

Farm Safety Day Camp sessions. 

In fact, THEY were telling ME 

everything would be fine last week 

at Farm Safety Day Camp! Does that 

seem strange to you? It wouldn’t if 

you knew these kids. I’m not sure if 

any of them will have a future career 

in public speaking, but I do know 

most of them could! 

Third, these senior 4-H’ers have 

set goals and will not be satisfied 

until they are met. Working in a high 

school for twenty years has shown 

me how rare this is. Many teens go 

through two or three years of college 

and still have no idea what they want 

to do. Is 4-H responsible for helping 

to develop this trait? Perhaps it is 

because everything we do is aimed 

at a member’s goal. Once they know 

their goal, it’s much easier and more 

fun to help them reach it! 

Fourth, these kids care not only 

about themselves but about others. 

One reason they’ve become senior 

members is because they have 

received something from their 4-H 

years and they want others to “get 

it” too. Is it possible to belong to an 

organization for seven, eight or nine 

years and not care about it? I don’t 

think so. They care because someone 

in the past cared about them. 

Senior members graduating this

Anna Derdzinski, Lee Fenneman, 

Gerit Garbes, Heather Harken, Laura 

Hempen, Kayla Kampman, Danica 

Lovrien, Sarah rowson, Justina 

VanDyk and Katie Wedeking. 

Thank you seniors for setting an 

example for others to follow. Thank 

you for not being afraid to speak up 

for yourself and for what you believe 

in. Thank you for showing the rest 

of us how to set goals and then reach 

them. Thank you for caring enough 

to give your very best. 

As you graduate this spring, we 

wish you the very best and we’re 

proud to say you were Butler County 

4-H’ers! 

DCP Signup 

Deadline June 1 

Sign-up for DCP runs through 

June 1, 2010. There are no late 

file provisions as in the past. 

Contracts cannot be approved 

until producers have completed all 

signature requirements. Signatures 

will be required of all parties on a 

contract, even those not receiving 

any payments. For landowner’s 

signature requirements, producers 

can obtain their signature on the 

contract, use a Power of Attorney, 

or submit a 2010 signed copy of 

the lease. Once all eligibility and 

signature requirements have been 

met, producers can request an 

advance payment of 22% of their 

contract payment. Appointments are 

strongly encouraged when you sign 

up for the DCP program.
