Allison remembers their loved ones
By Pat Racette
The Memorial Day Parade went
on through blustery conditions
Monday morning, well at least some
of it anyway.
Allison AMVETS Post 88
marched down Main Street, along
with the North Butler High School
color guard squad.
Shortly after, the AMVETS went
indoors for the Memorial Day Service
at the NB Middle School auditorium.
They presented the colors,
with Charles Mosher hosting.
Gwen Groen sang a couple of
songs, including a touching rendition
of America the Beautiful during
the quiet atmosphere in the auditorium.
Pastor Ralph Wedeking of United
Church of Christ shed together a
heartfelt prayer of love, before guest
speaker Al Janssen gave the Memorial
Day address.
Janssen, who gave a speech fi ve
years ago, let the audience know
he a different speech prepared this
time. He shared a couple stories he
remembered of a small boy who was
awestruck by the American fl ag during
World War II and a man confi ned
to a wheel chair who a tank driver
in war and remembers all those 18,
19 and 20 something year olds that
didn’t make it back home and have
the chance to be a father and grandfather
and have children and grandchildren
like he did.
Mosher then gave the Roll of
Honor, announcing the names of deceased
veteran’s in the Vilmar, Butler
Center and Allison cemeteries.
Before the colors were retired and
Pastor Wedeking gave the benediction,
Mosher played TAPS on his
trumpet.
Thursday, May 30, 2013
The Memorial Day Service was held indoors due to the rain and gusting winds, however, after the service the weather tempered off as individuals mourned and remembered loved ones at the Allison
Cemetery. (Pat Racette Photo)
Crawford fi nds way at war:
Longtime deputy sheriff shares impressions on Vietnam with Grout museum interviewer
By Pat Racette
Out of sight, out of mind.
A skinny 21-year-old dropout
turned into a mature 23-year-old in
the late 1960s. From not being able
to deal with being away from home
at college to morphing into a veteran
carrying a ratty rifl e and dark sun tan
in the middle of December in Iowa.
During political protests, freedom
music, the Vietnam War and a generational
movement, Larry Crawford
remembers his time in Vietnam as a
dream when he came back home.
He recently sat down with Grout
Museum District Interview Assistant
Jane Meyer for a one-on-one recording
about his war experience. Craw-
ford was one of several in the area to
share his stories of war at the Allison
Public Library. His interview will
soon be available to listen to or view
at the museum.
Meyer will be coming back in the
summer to the library to show an exhibit
with excerpts from all the area
veterans’ interviews.
Meyer, who has interviewed over
1,000 veterans in Iowa, found out
Crawford returned home the University
of Iowa State after a couple
years – diploma less.
“Mother was not happy,” he said.
“That’s a real polite way of putting.”
In a sticky situation, Crawford
chose to volunteer for the Army in-
stead of being forced into the draft.
And from 1967-70, he served his
country and found something he was
good at – law enforcement. Crawford
came back home to Allison and
spent the rest of his career as a Sheriff
Deputy in Butler County.
He spent 1968 in Vietnam, as the
protests against the war were just beginning.
However, fi rst he had to be
trained to become a soldier and then
military police offi cer in the latter of
’67.
Known as the swamp, Crawford
had basic training at Fort Campbell,
Ky. It was there the skinny boy
was transformed into a soldier, getting
broken down and built back up
again.
““I remember they get you out of
bed and you had to clean up everything,”
he said. “You get there and
then they take you for a run, and the
runs got longer each day. When they
started, they had a 2 1/2-ton truck
following the group around, and
loading the people who collapsed
onto the truck. And as days went
on, the number got fewer and they
subbed in a Jeep.”
Two months later, Crawford
passed basic training and found his
headquarters in Fort Gordon, Ga., a
sand pile. Spending hours in class-
Crawford
room lectures, he was taught how to
deal with situations as an MP, as well
as arm combat and stick training and
practicals.
“The proper way to handcuff [instruction]
takes half a day,” he said.
“The key holes and cuffs are supposed
to be in relation to each other,
and the back of hands are supposed
to be towards each other.”
Flying back home in the winter,
Crawford received a month off before
his fi rst assignment – Vietnam.
Arriving in Saigon, the former
South Vietnam capital, Jan. 4 of ‘68,
Crawford distinctly remembers his
fi rst impression of Vietnam – putrid
smelling. Their primary agricultural
product is rice paddies, and their primary
form of fertilization is human
feces.
“When they opened the plane,
you could watch the smell moving
through the airplane and reactions
from the men on the plane. Every
one of them fl inched and moved
some way when that smell reached
them.”
A day later, Crawford was standing
on a tower made of 55-gallon oil
drums of sand with a rifl e in his hand
in Qui Nhon, a coastal city. Still suffering
from jet lag, he was put on
watch during the Tet Offensive with
Viet Congs nearby.
He still can’t remember if he
stayed awake or not, but as it turned
out, it didn’t matter.
“They were actually supposed to
attack our base that night. A whole
bunch of the Veitcong types, but, everybody
makes mistakes, and apparently
they got themselves lost in the
dark and in the South Korean army
compuound about 2 or 3 miles down
the road. They blundered into that,
and got really badly mauled up.”
to law enforcement. (Pat Racette Photo)
The rest of Crawford’s time in
Vietnam seemed mild in comparison,
more like police work as he describes
it. He, along with four other
men, patrolled highway QL19 between
Qui Nhon and Pleiku, armed
with one M16 machine gun and 500
rounds in one jeep, and a grenade
launcher in the other.
“We didn’t have to load ourselves
down with magazines, we had an
ammo can full of them. And we
could burn a lot of ammunition.”
The fi rst time Crawford was shot
at, he shot back, hoping support
would come before he ran out of ammunition.
“Even with 500 rounds, an M16
goes through ammunition at an incredible
rate. At one time I burned
up everything we had except the pistol
ammunition and hand grenades.”
That particular time, the 173 rd Airborne
Brigade blazed away at the
enemy to allow Crawford to get the
battalion people that stopped to fi ght
instead of turning tale.
At An Khé, Crawford’s base was
located between Qui Nhon and Pleiku
on the side of a mountain in the
jungle. At least one orangutan lives
out there, as guys looked for comedy
in whatever they could.
the orangutan would scream back
at him. The team would scream for
a couple of minutes, and we’d joke
Crawford came home at 2:30 a.m.
on his 23 rd birthday, foregoing the
Bob Hope Show. His parents picked
him up at Waterloo, as he walked out
of the airplane with his ratty rifl e and
a deep sun tan in December.
After returning home for a month,
he was sent to Sheridan, Ill., where
he spent the remaining part of his
service doing mainly civilian police
Berm protects New Hartford from fl ood damage
By Pat Racette
New Hartford, a town known for
fl ooding, had its fi fth highest crest
since 1947 Monday, but withheld
the high waters coming from Parkersburg
and Ackley along the Beaver
Creek River.
Cresting at 13.34 feet, nothing
went over the berm that was added
onto after the 2008 fl ood that crested
at 15.71 feet. Around 2,000 loads of
dirt were added to the 50-year fl ood
zone berm.
“The berm protected the whole
community,” said Council member
Gordy Ballhagen. “Water like
that would’ve fl ooded and damaged
downtown…In 2008 the school
fl ooded, and this is just 1.5 feet short
of that.”
New Hartford [left] and Dike volunteer fi remen lift debris out of
The NH Fire Department and volunteers
Drought stricken farmers and rural
communities receive double funding
The Butler County 4-H will now be able to better serve the community,
thanks to the support of local farmers, Nancy and Mike Jensen, and America’s
Farmers Grow Communities.
Sponsored by the Monsanto Fund, the philanthropic arm of Monsanto Company,
Grow Communities provides farmers in eligible counties the chance to
win a $2,500 donation for a local nonprofit organization of their choice. To
further support counties declared natural disaster areas by the United States
Department of Agriculture (USDA) due to drought this year, winning farmers
in these counties are able to direct double donations, a total of $5,000.
Butler County was declared a disaster area by the USDA, giving the Jensens
the opportunity to choose two organizations to receive $2,500 donations.
They selected the Butler County 4-H to receive both donations. The
4-H plans to use a portion of the donation to fund Science, Technology,
Engineering and Math (STEM) education. The remaining funds will be put
toward marketing the 4-H in Butler County and creating programs that meet
the needs of today’s youth.
“I work for the 4-H,” said Nancy. “This donation is truly an honor and will
benefit the youth in this community.”
This year, the Monsanto Fund will invest nearly $6 million in rural America
through Grow Communities, which includes double donations for counties
impacted by the historic drought. In Iowa $495,000 is being given across 99
counties.
America’s Farmers Grow Communities is sponsored by the Monsanto
Fund to partner with farmers in helping them positively impact their communities.
This program is part of the Monsanto Fund’s overall effort to
strengthen rural America.
Farm and Nutrition Bill Includes
Key Grassley Provisions
Earlier this week, the Senate Agriculture Committee passed the Agriculture
Reform, Food and Jobs Act of 2013. I voted for the bill, but hope that
additional reforms can be adopted and we can continue to improve the bill.
The bill we passed on Tuesday is similar to legislation that cleared the
Senate last year. Chairwoman Debbie Stabenow and Ranking Member
Thad Cochran incorporated reforms that I’ve been working on for several
years that make the farm program more defensible and effective. When
two-thirds of the farm payments go to the wealthiest 10 percent of farmers
and there are loopholes that allow farm payments to go to non-farmers,
Americans lose confidence that we’re using taxpayer money responsibly.
The specific provisions in the farm and nutrition bill are nearly identical
to legislation that I introduced earlier this year that would place
a hard cap on the farm payments an individual farmer can receive in
a year and close long-abused and well-documented loopholes in the
farm payment program that currently allow non-farmers to qualify
for federal farm payments and would allow one off-farm manager.
An amendment that I circulated to other members of the committee was
also adopted. That amendment is intended to make the farm bill more market-oriented
in the way target prices are set. I had preferred the bill not
include any target prices, because it distorts planting decisions. But with the
adoption of my amendment, at least Iowa farmers, who tell me they don’t like
target prices, won’t have to defend arbitrary target prices set by Congress.
The amendment, for commodities except rice and peanuts, sets the target
price by averaging the prices from the five previous years, while dropping the
low and high price for that average, and multiplying it by a factor of 55 percent.
Another amendment I didn’t have the opportunity to offer would restrict
the Environmental Protection Agency’s ability to release personal
information to environmental activists. This provision is necessary because
of the EPA’s release of information to activists on 80,000 farmers
nationwide. I’m now preparing the amendment for floor consideration
I expect a lot of debate on these provisions of the bill when the bill comes
before the full Senate. But, in the end, good policy can win.
Raising Awareness About Foster Care
More than 400,000 children nationwide are in the foster care system.
Whether they are babies or teenagers, the focus should be on placing
these kids in permanent loving homes. Foster care needs to be a layover,
not a destination. And while children are in the foster care system,
it should work as effectively as possible to offer stability and security.
For more than 20 years, Presidential proclamations have declared National
Foster Care Month in May. In the U.S. Senate, Senator Mary
Landrieu and I introduce a Senate Resolution each May to help raise
awareness about the challenges of children in the foster care system and
encourage Congress to implement policies to improve the lives of children
in the foster care system. There are so many issues that need attention,
including the widespread misperception that children in foster
care are disruptive, unruly and dangerous, even though placement in
foster care is based on the actions of a parent or guardian, not the child.
Senator Landrieu and I also co-founded and continue to co-chair the Senate
Caucus on Foster Youth to give voice to the children who have grown up
in the system and identify gaps that could be addressed with policy changes
and citizen involvement. Lawmakers need to continually evaluate the policies
in place and to make certain the goals are met of legislation enacted in
2008 to facilitate adoptions and legislation enacted in 2006 to strengthen
the child-welfare system. I was a legislative author in both of these reform
initiatives. Adoptions from foster care have dramatically increased, and continued
oversight of the system is needed.
Protecting Whistleblowers, a National Treasure
We’ve seen a lot of headlines about the budget sequester as a tool to
cut government spending. But one of the most effective ways to cut
spending is low profile and comes from within the government itself:
whistleblowers who point out waste, fraud and abuse in their agencies.
Since 1986, whistleblower incentives in federal law have recovered more
than $30 billion for the federal treasury that otherwise would be lost to fraud.
Whistleblowers within the government risk their careers to come forward
with knowledge only they have as the people in the trenches, doing the public’s
work. They have a unique perspective that good managers appreciate,
and bad managers do not tolerate.
The bad managers retaliate against the employees for shaking up the status
quo, stripping them of meaningful work, trying and sometimes succeeding in
firing them.
Because whistleblower retaliation is real, whistleblower protections must
be airtight.
That’s why I just wrote to the major executive branch agencies about the
recently enacted Whistleblower Protection Enhancement Act. The new law
codifies an “anti-gag” provision I’d been introducing every year. The provision
makes explicit that agency nondisclosure agreements with employees
do not apply to communications with Congress or reporting violations and/or
misconduct to an agency inspector general, or any other whistleblower protection.
Agency nondisclosure agreements must include specific disclaimers
to that effect, and those disclaimers must be posted on agency websites.
Without whistleblowers, the public wouldn’t know about a lot of problems
that had to be exposed to get fixed. Protections for whistleblower communications
with Congress and agency watchdogs are critical for whistleblowers’
good work to continue.
Where, O Where Are Those Entries?
It seems like every year I’ve been here, we’ve begged and pleaded for
4-H members to turn in their livestock fair entries early (or even on time!).
This year the 4-H & Youth Committee even moved our fair livestock entry
deadline up a week to May 30 th to give us more time to check those entries
against the animals a member has identified in 4hOnline. Ruth keeps telling
me that entries just aren’t coming in like they normally do and is worried
about the last minute rush to the finish!
Luckily for some people, who did make entries early, we discovered they
had not identified those animals they said they were bringing to fair into
4hOnline. OOOPS! BIG NO-NO! I was able to get them added before the
system shut down.
Others out there, I know will wait for the last minute, which is
4 pm on May 30 th to make their entries. IF there’s any kind of problem, it
will be too late for me to do anything to correct it.
We’ve put this information in our newsletter, Clover Comments, I’ve put
it on the radio, we’ve had it in the papers and all leaders have been pushing
kids to get this done. What else can we do? There comes a point where it is
less “our” problem and more the member’s “responsibility”.
Before I became CYC (but was a member of the 4-H & Youth Committee)
we did away with accepting late entries, penalty or not. The deadline was
just that, the deadline.
We’ve heard so many reasons why something didn’t get done (even the
dog ate the paper!) that NOTHING surprises us anymore, BUT, nothing can
be done about it either.
Many counties have entry dates for all non-livestock exhibits also, but
Butler has not done this for quite a while. Seems like kids would fill up their
entry card with exhibits and then end up crossing off three quarters of them.
We hired judges based on what kids said they were bringing and had to pay
those judges for doing very little judging. (As a judge, I HATE sitting there
with nothing to do! Bring on the kids!)
So, what’s the answer to getting these vital livestock entries in on time? I
HAVE NO IDEA! One thing will not change though, we do not accept any
late entries.
If you’re reading this and know a 4-Her or FFA member planning on
showing at the 2013 Butler County Fair in June, ask them if they have their
entries in. PLEASE!
They’ll be glad you did, you’ll be glad you did and so will we!
See you and all those livestock entries at the fair!
SUV swept from roadway
A white SUV was seen getting swept from the roadway by swift water
Monday morning.
Located on Westbrook Avenue, west of Parkersburg, the vehicle was
quickly located by fire/rescue, however, it could not be recovered due to being
submerged in deep water with strong current.
The condition and location of the driver could not be confirmed as of Monday,
but an investigation into the incident indicates it was Howard Hodson,
71, of Ackley.
The Butler County Sheriff’s Office was notified and investigated the scene.
any citizen of Butler County between now and Dec. 31. They will then be voted
on by the group of 16 electors the following April. Secretary Vera Garbes
1978 – Hazel M. Black
Miss Black graduated from Waverly High School and received her B.A.
degree at Iowa State Teachers College. She taught for many years in Iowa,
teaching at Waverly and Ames.
From 1920-1942, she was County Superintendent of Butler County
Schools. At that time there were over 100 one-room rural schools, four consolidated
and eight independent town systems to be supervised in Butler
County. She made her round via car, wearing out three Fords and two Pontiacs.
Miss Black loved her boys and girls, and though the average annual enrollment
in rural schools exceeded 1800, over the years she came to know most
of the three generations of elementary children by name.
When she left the office of Butler County Superintendent, she attended
George Peabody College for teachers in Nashville, Tenn., where she received
her master’s degree in elementary education.
She loved the South, and decided to accept a position as an instructor and
field director of in-service teacher training at the University of Southern Mississippi
at Hattiesburg, Miss. She served 16 years in this capacity.
Her greatest strength and contribution has been in her first hand contact
and inspiration with literally hundreds of loyal teachers and her devotion to
her work and the people involved.
Miss Black made her home in Hattiesburg, Miss., until her health failed
and she then became a resident of Hattiesburg Convalescent Center. She
passed away Aug. 8, 1977. She was buried beside her devoted parents in
Waverly’s Harlington Cemetery.
At the time, Black was the first candidate to earn all 16 votes by electors,
and the second woman in the B.C. HOF. She was inducted with Sen. Chuck
Grassley, the Rev. Paul Leonard Hagarty and John F. Hartwig.
Submitted by Mrs. Fred Stopplemoore
All the money that is made from this can drop will be used
to send the Clarksville Cub Scouts of all ages to Scout Camp.
Working hard on the project, the boys are hoping the can
Here’s How It Works:
Sudoku puzzles are formatted
as a 9x9 grid, broken
down into nine 3x3 boxes. To
solve a sudoku, the numbers
1 through 9 must ll each
row, column and box. Each
number can appear only once
in each row, column and box.
You can gure out the order
in which the numbers will
appear by using the numeric
clues already provided in the
boxes. The more numbers
you name, the easier it gets to
solve the puzzle!
A little over three years ago, I
and lofty goals, but at that time I
never expected this weekly column
to become a mainstay for—at one
time—over 40 Iowa papers.
Some have come and gone, but if
you are reading this, your local paper
was among the loyal that kept
the pages of their publication open
I worked hard to get this column
syndicated across the state, and
managed to do pretty well overall,
but never achieved my goal of 100
papers. In the process, I learned that
