4.5.3.2 BellSouth may perform testing and fault isolation on the underlying switch that is<br />

providing Tandem Switching. Such testing shall be testing routinely performed by<br />

BellSouth. The results and reports of the testing shall be made available to<br />

ITC^<strong>DeltaCom</strong>.<br />

4.5.3.3 BellSouth shall control congestion points and network abnormalities. All traffic<br />

will be restricted in a non-discriminatory manner.<br />

4.5.3.4 Tandem Switching shall process originating toll free traffic received from<br />

ITC^<strong>DeltaCom</strong>’s local switch.<br />

4.5.3.5 In support of AIN triggers and features, Tandem Switching shall provide SSP<br />

capabilities when these capabilities are not available from the Local Switching<br />

Network Element to the extent such Tandem Switch has such capability.<br />

4.5.4 Upon ITC^<strong>DeltaCom</strong>’s purchase of overflow trunk groups, Tandem Switching<br />

shall provide an alternate routing pattern for ITC^<strong>DeltaCom</strong>’s traffic overflowing<br />

from direct end office high usage trunk groups.<br />

4.6 Remote Call Forwarding (URCF)<br />

4.6.1 As an option, BellSouth shall make available to ITC^<strong>DeltaCom</strong> an unbundled port<br />

with Remote Call Forwarding capability. URCF service combines the functionality<br />

of unbundled Local Switching, Tandem Switching and common transport to<br />

forward calls from the URCF service telephone number (the number dialed by the<br />

calling party) to another telephone number selected by the URCF service<br />

subscriber. ITC^<strong>DeltaCom</strong> must ensure that the following conditions are satisfied:<br />

4.6.1.1 the End User of the forward-to number (service) agrees to receive calls forwarded<br />

using the URCF service (if such End User is different from the URCF service End<br />

User);<br />

4.6.1.2 the forward-to number (service) is equipped with sufficient capacity to receive the<br />

volume of calls that will be generated from the URCF service;<br />

4.6.1.3 the URCF service will not be utilized to forward calls to another URCF or similar<br />

service; and<br />

4.6.1.4 the forward-to number (service) is not a public safety number (e.g., 911, fire or<br />

police number).<br />

4.6.2 In addition to the charge for the URCF service port, BellSouth shall charge<br />

ITC^<strong>DeltaCom</strong> the rates set forth in Exhibit A for unbundled Local Switching,<br />

Tandem Switching, and Common Transport, including all associated usage<br />

incurred for calls from the URCF service telephone number (the number dialed by<br />

the calling party) to the forward-to number (service).<br />
