In the third round of the <strong>Delphi</strong> questionnaire, experts were requested to <strong>in</strong>dicate the level of<br />
importance (rat<strong>in</strong>g) on the top seven selected KPIs based on a 5-po<strong>in</strong>t Likert scale (i.e. 1 =<br />
least important; 2 = slightly important; 3 = important; 4 = very important; and 5 = most<br />
important) to evaluate the per<strong>for</strong>mance of TCC/GMP projects. F<strong>in</strong>ally, all the 14 panel<br />
members submitted their completed questionnaires <strong>in</strong> July 2011 pursuant to some email<br />
rem<strong>in</strong>ders.<br />
