6 BELGIAN SITUATION: RIZIV/INAMI<br />

EXPENDITURES<br />

6.1 INTRODUCTION<br />

It <strong>is</strong> the aim of th<strong>is</strong> part of the study:<br />

• to analyse the evolution of the RIZIV/INAMI-reg<strong>is</strong>tered treatments (<strong>in</strong><br />

number and <strong>in</strong> expenses) <strong>in</strong> the past<br />

• to analyse the RIZIV/INAMI-expenses over the sexes, the age categories, the<br />

regions and the prov<strong>in</strong>ces jjjjj<br />

6.2 MATERIAL AND METHODS<br />

On the bas<strong>is</strong> of data provided by the RIZIV/INAMI, the evolution of the overall<br />

orthodontic RIZIV/INAMI-acts as well as the RIZIV/INAMI-expenses from 1975 to 2005<br />

will be described. Note that, s<strong>in</strong>ce for the h<strong>is</strong>torical data, only data by ‘date of<br />

facturation’ are <strong>available</strong>, no data by ‘date of actual treatment’ are presented here. For<br />

the data on consumption by age group, gender and region/prov<strong>in</strong>ce facturation data of<br />

the year 2006 are presented.<br />

6.3 EVOLUTION OF OVERALL ORTHODONTIC RIZIV/INAMI-<br />

ACTS AND EXPENDITURES FROM 1975 TO 2005<br />

6.3.1 Evolution of all orthodontic acts<br />

Look<strong>in</strong>g at the total number of acts, we can see that <strong>in</strong> 30 years (1975 to 2005) the<br />

total number of acts was almost the triplicate from 428 998, namely 1 284 391.<br />

<strong>The</strong> orthodontic RIZIV/INAMI prestation 305616 ("forfait for monthly regular<br />

treatment", also called monthly activation v<strong>is</strong>its for controll<strong>in</strong>g evolution and for<br />

activat<strong>in</strong>g the appliance for the next month) by far exceeds all other orthodontic acts; it<br />

<strong>is</strong> the major occupation of the orthodont<strong>is</strong>t <strong>in</strong> h<strong>is</strong> daily practice. In Figure 35 <strong>with</strong> the<br />

transposed costs of these orthodontic acts s<strong>in</strong>ce 1988, it can be calculated that the total<br />

RIZIV/INAMI-expenses for orthodontic acts <strong>in</strong> the years 1988,1998 and 2005<br />

respectively amount 10 179 919.9 €, 21 968 420.72€ and 30 873 832.6 €. From 1988 to<br />

1998 th<strong>is</strong> represents an <strong>in</strong>crease <strong>with</strong> 53.7% and from 1998 to 2005 an <strong>in</strong>crease <strong>with</strong><br />

40.54%.<br />

Also <strong>in</strong> terms of expenses, the 305616 act also represents the highest cost <strong>in</strong> the total<br />

of the RIZIV/INAMI-costs for orthodontic treatment. In 1988, the cost for 305616 (ie<br />

4 853 613 €) already represented 48% of the total budget (10 179 920 €). In 2005 the<br />

cost for 305616 (i.e. 15 131 186 €) represented 49% of the orthodontic budget (ie<br />

30 873 833 €).<br />

jjjjj Note: so far no h<strong>is</strong>torical compar<strong>is</strong>on <strong>is</strong> possible between the orthodontic care provided by special<strong>is</strong>ts<br />

and non-special<strong>is</strong>t orthodontic care providers, as no d<strong>is</strong>t<strong>in</strong>ction could be made between them at the level<br />

of the RIZIV/INAMI for the past years. Moreover, the data provided <strong>in</strong> the annual year <strong>report</strong>s of the<br />

RIZIV/INAMI so far have always been a mixture of dental and stomatological care providers <strong>report</strong>ed.
