What To Do In Your Iowa
Garden This Month
By Veronica Lorson Fowler
The Iowa Gardener, www.
theiowagardener.com
Take advantage of these lingering
mild days to do any final garden
cleanup.
• As long as there isn’t snow or ice
on the ground, you can continue to
do some garden chores. It’s never
to late to rake leaves and now is
a perfectly fine time to do any
necessary pruning.
• Cut evergreens from your
yard. They make beautiful holiday
decorations. Just remember that
each cut is a pruning cut, so do so
with care. Make garlands, strew
on a mantle top, or even tuck into
a vase with some pretty holiday
flourishes. Or tuck them into pots,
windowboxes, and planters for a
festive bit of greenery for a few
months until spring.
• If you haven’t already, mound
all but the most hardy roses (such
as rugosas.) Simply toss a few
spadefuls of loose soil or compost
in and around the base of the rose to
make a mound 8-12 inches high. Pat
gently. This protects the vulnerable
graft of the rose at its base from
winter extremes.
• Did you remove your hoses from
the outdoor faucet and bring them
indoors? Otherwise, they may trap
water and damage pipes.
• Keep poinsettias evenly but
not overly watered. They dry out
easily, but will yellow if kept soggy.
Position them in a bright spot away
from cold drafts and blasts of heat
from a vent or fireplace.
• If you clean a wood burning stove
or fireplace, dump the ashes on your
compost heap. Ash is a great source
of phosphorous.
• If you have a live tree, water it
daily, especially the first few days.
It sucks up an amazing amount of
water!
• Don’t fertilize houseplants this
month. With our shorter days and
cooler houses, they’re not growing
much.
• Check on forced bulbs. If
necessary, water to keep soil evenly
moist. Once you see shoots onehalf
to one inch high, take out the
pots and put them in the sunniest,
brightest spot you have.
• Evaluate your landscape in
winter. Think of good places, come
spring, to plant evergreens and trees
or shrubs with interesting bark.
You’ll be able to enjoy them next
winter.
Volunteers needed for Certified
Respite Provider program
WAVERLY, Iowa — A program
that has been a boon to Northeast
Iowa foster parents needing some
time off is seeking volunteers to become
certified respite providers.
Established by the Wartburg College
social work department and the
Allison Area Foster Parent Association,
the Certified Respite Provider
program enables foster parents to get
away for a weekend or a vacation.
Previously, they had to leave their
children in another foster home, but
now they can request a certified respite
provider to come to their home.
Nancy Magnall, resource information
specialist with the Iowa Foster
and Adoptive Parents Association,
said providers must be at least 20
years old, complete an application
and certification process, and be able
to make a one-year commitment to
the program.
“We will need a wider circle of
providers, and we’re hoping to attract
even more college students and
Bremer, Butler, Clayton, Chickasaw,
Fayette, Franklin, Grundy, Howard,
The program, which originally
served four counties, has trained
35 volunteers, including college
students, former foster parents and
adult children of foster families in
its first two years.
Its success resulted in a $25,000
Grassley Law Recovers Another $3.3 Billion
of Taxpayer Money Otherwise Lost to Fraud
$35 billion has been recovered
since 1986 thanks to federal False
Claims Act
WASHINGTON – Senate Judiciary
Committee Ranking Member
Chuck Grassley today said that the
federal False Claims Law has recovered
an additional $4.9 billion
to the U.S. Treasury. Grassley is the
author of the 1986 qui tam amendments
to the law as well as an update
to the False Claims Act in 2009. According
the U.S. Department of Justice,
the qui tam amendments alone
recovered $3.3 billion of taxpayer
money. The total amount recovered
through the False Claims Act since
Grassley’s 1986 provisions were
signed into law is now $35 billion.
“The federal False Claims Act is
an unsung hero in the fight to root
out fraud against the federal treasury.
It’s proven to be the most powerful
tool in recovering taxpayer dollars.
The law has recouped tens of billions
of taxpayers’ dollars that would
otherwise have been lost, and it’s
deterred even more,” Grassley said.
“Whistleblowers are the key to the
recoveries. They put their careers
forever at risk to expose wrongdoing.
Our 1986 qui tam amendments
have empowered these people to
come forward and risk their livelihoods
to do what is right.”
The amendments Grassley championed
25 years ago along with
Rep. Howard Berman of California
strengthened the Civil War-era False
Claims Act which was originally
signed into law by President Abraham
Lincoln. The 1986 Grassley-
Berman qui tam amendments empowered
individual citizens to file
suit on behalf of the United States
against those who fraudulently claim
federal funds, including Medicare,
Medicaid, contract payments, disaster
assistance and other benefits,
subsidies, grants and loans.
According to the Justice Department,
since the 1986 Grassley-
Berman qui tam amendments were
signed into law, whistleblowers have
filed nearly 8,500 actions under the
qui tam provisions, including a peak
of 647 this past year.
In 2008 Grassley introduced legislation
that would further update
the federal False Claims Act. Many
provisions of this legislation were
included in the Fraud Enforcement
Recovery Act that was signed into
law in 2009. The legislation overturned
several court decisions that
threatened to limit the scope and applicability
intended by Congress in
the 1986 update. Grassley said the
update helps ensure that no fraud
will go unpunished because of legal
loopholes.
Fraudulent claims by defense contractors
during the 1980s prompted
Grassley’s initiative. Today the qui
tam amendments also recoup billions
that would otherwise be lost
to health care fraud and mortgage
fraud.
“Just think of how much money
could be recovered if the Justice
Department focused its efforts and
went after the big fish who committed
mortgage fraud and other financial
crimes that helped cause the
financial crisis. It would also boost
recoveries if the Justice Department
followed the advice of career attorneys
and didn’t fritter away opportunities
to go after fraud like in St.
Paul,” Grassley said.
Grassley said that while the numbers
are very positive, he’s disappointed
that the Justice Department
could have done even more. Grassley
has learned that the department
declined to intervene in two False
Claims Act cases, over the concerns
of career department employees, in
exchange for St. Paul, Minn. dropping
a case before the Supreme
Court (Magner v. Gallagher) that
could have had negative repercussions
against a policy favored by the
Justice Department’s Civil Rights
Division.
Lowell Allen asks a question at the Aredale Post Office realignment of hours meeting Nov. 28 at the
Aredale United Methodist Church. (Mira Schmitt-Cash photo)
What’s in store after Dumont, Aredale
host post office hour reduction meetings?
By Mira Schmitt-Cash
In back-to-back post plan
meetings on Nov. 28, in Aredale at
5 p.m. and Dumont at 7 p.m., the
U.S. Postal Service announced a
reduction of staffing hours at each.
The Aredale Post Office staffing
each weekday would reduce from
eight to two hours, and Dumont Post
Office staffing weekdays would go
from eight to six hours.
Changes would likely take effect
late April to early May, manager of
post office operations Thomas Allen
told attendees.
Showing interest
Twelve of Aredale’s
approximately 74 residents attended
the meeting.
Of 64 customer surveys mailed
to Aredale residents, 40 were
returned. Exactly 80 percent favored
a realignment of hours; 15 percent
favored a rural delivery option;
3 percent (one person) favored a
village post office; the other person
selected nothing.
Eighteen people attended
Dumont’s meeting, out of
approximately 637.
Of 613 customer surveys
mailed to Dumont residents, 225
were returned. Some 89 percent
favored a realignment of hours; 3
percent favored a delivery option,
one percent (two people) favored
a village post office, and 7 percent
selected nothing.
Realignment of hours
Every year, based on each
post office’s walk-in revenue and
survey responses, which favored a
realignment of hours in both towns,
its staffing hours change accordingly.
Specific hours were suggested,
though changes can be made before
the spring if deemed beneficial.
Suggested hours for Aredale
are weekdays 2 to 4 p.m. (it now
opens at 7:45 a.m., same closing)
and Saturday, 8 to 9:30 a.m., (no
change).
Aredale postmaster relief staffer
is Jeanette Miller, of rural Aredale.
Suggested hours for Dumont
were weekdays from 8 a.m. to 2:30
p.m. with a 12 to 12:30 p.m. lunch.
Current Dumont hours are 9:15 a.m.
to 4 p.m. with a 12:30 to 1:30 p.m.
lunch.
Dumont postmaster relief staffer
is Jana Lindaman, a Dumont
resident.
Lobby access in both locations
could be available 24 hours a day,
if the post offices are treated with
respect.
Lobby access a privilege
The Dumont Post Office
experienced vandalism to its lobby
and the blue mailbox outside,
according to a warning notice posted
in the lobby. These vandalism acts
are a federal offense, per the Dumont
notice—or can be, depending how
much damage is done, Allen said at
the Aredale meeting.
Allen said the Dumont mayor had
instituted a curfew.
Aredale Mayor Jeremy Minnier
asked Allen how to prevent possible
vandalism to their post office lobby,
were it to be left open 24 hours.
Allen said in addition to posting
a warning to deter vandalism, the
community should band together
to start an awareness project about
respecting the property.
Print out the volume
The Aredale Post Office is lit at night as postmaster relief Jeanette
Miller and Thomas Allen, manager of post office operations, look at
something after a town meeting. The lit tree next to it is in memory of
former Aredale resident Donavan C. White, son of Kathleen White,
now of Belmond, and the late Preston White. Kathleen, a former
postmistress, still owns the Aredale Post Office building. MidAmerican
Energy donated the energy-efficient LED lights to decorate the trees
and poles in the town, and the bank (to the right of the frame) is
donating the electric hookup. (Mira Schmitt-Cash photo)
Mail volume is not what it used
to be, Thomas Allen said in Dumont.
First class letter volume is all but
gone. This year’s presidential race,
with Iowa being a hotly contested
state, boosted letter volume, thus
postal service revenue, according to
Thomas Allen.
Lowell Allen, attending the
Aredale meeting and who is affiliated
with the Aredale Fire Association,
said he was mailing letters that same
morning when someone brought in
a thick stack of letters from out of
town. “We still have people who
are very faithful at writing letters,
and appreciate those people,”
Thomas Allen told Dumont meeting
attendees.
Vote with your money
Every year based on each post
office’s revenue, its operating hours
will either go up or down.
Customers wanting to maintain
or expand hours of operation at
their local post office (LPO) were
encouraged to vote with their
purchases by buying stamps and
mailing packages from the LPO.
Internet postage purchased from
USPS.com might be credited to your
local post office. When you mail a
package with a label printed from
the Internet, your return address
links where credit for the postage
goes.
That can be overridden when
using click and ship postage. A box
below the form, if clicked, can send
credit for the purchase to another
post office, “which you don’t want
to do,” Allen said in Dumont.
Refrain for USPS
U.S. Postal Service financial
difficulties have been in the news a
while.
Allen said a financial report the
previous week showed USPS $15.9
billion in the red.
“Not too many businesses can
stay in business and lose almost 16
billion dollars a year,” he said.
Congress passed a law six years
ago that the USPS must prefund
retirees’ benefits at $5 billion a
year. He said the law came out
after CEOs such as Enron’s swiped
workers’ pensions. USPS is the only
company, business or service in the
country required by law to take this
measure, Allen indicated.
The USPS has defaulted twice on
its payments. He said the postmaster
general made clear USPS would
not pay the bill, so to speak, before
paying all its employees and
Postmaster relief Jana
to the realignment of hours at
suppliers.
He said now USPS is asking the
federal government to change that
law and give USPS back $10 billion.
“How do you think that’s going to
work?” he asked rhetorically.
The U.S. Senate passed the
requested bill, but in the U.S. House
of Representatives, a bill on the topic
never left the committee stage.
USPS is also asking to go
from six-day delivery to five-day,
eliminating Saturday. This also takes
an act of congress, Allen said.
In 1972, a post office strike led
to creation of laws that now govern
USPS. This included the six-day
delivery mandate.
Feedback
In Aredale, attendees talked about
losing six hours of staffing at the
post office per day.
At a meeting last year with the
U.S. Postal Service in Aredale,
in which closing the post office
was suggested, some attendees
reportedly stormed out.
Lowell Allen, a member of the
Aredale Fire Association, said, “This
is a lot better than losing it.” He
continued, “If we’re going to have a
small town, we can’t let things like
this go unnoticed (…) because one
of these days, it’s going to be gone.”
When Allen asked, Dumont
meeting attendees seemed unfazed
about the less marked hour shift.
Postmaster relief Lindaman shared
logistical needs with Allen.
The Aredale and Dumont post
WAVERLY, Iowa—Waverly
Health Center (WHC) will offer the
American Lung Association’s Freedom
from Smoking® program. The
seven-week ‘quit smoking’ program
will begin Tuesday, January 8 and
will end Tuesday, February 26. The
program will be held weekly from
6 to 7:30 p.m. in the Rathe Family
Conference Room at WHC.
The program helps each participant
create a step-by-step plan to
overcome their tobacco addiction.
The program approaches the challenges
of quitting with a sensitive,
supportive style and is based on the
latest research on addiction and behavior
change.
Some of the topics covered include:
· Avoiding weight gain
DES MOINES — State election
officials confirmed Monday that the
1,589,899 Iowans who cast ballots
last month was a record turnout for
a presidential election.
The Iowa Executive Council, acting
as the state’s Board of Canvass,
approved 2012 general election results
compiled by the Iowa Secretary
of State’s office that showed 73.28
percent of the eligible electors cast
ballots in a presidential race won in
Iowa by Democrat Barack Obama
over Republican Mitt Romney. The
2012 turnout topped the 2008 record
by 43,000 votes, election officials
said.
The 822,544 votes received by the
ticket of Obama and vice presidential
running mate Joe Biden represented
51.99 percent of the Iowa vote; the
ticket of Romney and vice presidential
running mate Paul Ryan polled
46.18 percent of the Iowa vote with
730,617 ballots cast.
Romney tallied more votes on
Election Day with 462,059 cast for
him on Nov. 6 compared to 416,631
for Obama, but the Democratic president
won re-election on the strength
of his early voting edge over Romney,
405,913 to 268,558, according
to certified election results.
A record 688,005 ballots were
cast early or absentee in the 2012
presidential election. The Libertar-
Iowa record election
turnout, results certified
ian Party ticket of Gary Johnson and
James Gray polled the most votes
of any third-party candidates with
12,926 ballots. A total of 7,442 ballots
contained write-in candidates,
2,485 spoiled ballots were marked
for more than one presidential ticket,
and 5,234 ballots did not register a
preference for president.
Iowa was an anomaly in the 2012
presidential election with a higher
turnout when most of the nation saw
total votes decline from previous
presidential years. Gov. Terry Branstad
attributed that to the interest
generated by the state’s early entry
into the process as the lead-off state
in the presidential selection process
and the civic-mindedness of Iowans.
Fayette County posted the highest
turnout with 84.53 percent, and Fremont
County was the lowest at 61.28
percent.
At Monday’s meeting, Branstad
certified the results of the four congressional
races so those certificates
could be sent to the clerk of the U.S.
House of Representatives. Executive
Council members also must certify
the results of legislative races
and judicial retention votes. Three
close legislative races have been resolved,
but the results weren’t available
Monday to certify, and special
elections are scheduled in one Iowa
Senate district and one Iowa House
district to fill vacancies.
It’s Inauguration Time Let’s start a 2 Cents Worth column
By Representative Bruce Braley
(IA-01)
Every four years, Americans get a
chance to see peaceful democracy at
work. We Americans are very lucky
that as we celebrate the inauguration
of a president peacefully and
with celebration, we are able to continue
the good nature of our political
process. Most inaugurations are
celebrated on January 20th, however
2013 will be the 7th time in our nation’s
history that the inauguration
will take place on January 21st because
the 20th falls on a Sunday.
This year, my office is happy to
announce that we are offering tickets
to the public for President Obama’s
Second Inauguration on January
21st, 2013.
Due to a limited number of tickets
available, we are holding a free
online lottery to determine the distribution
of tickets. Because of the
lottery, we cannot guarantee that all
who apply will get tickets.
To request tickets for the online
lottery, constituents should enter
at the follow website: http://braley.
house.gov/inauguration-tickets. Applicants
are limited to four tickets
per request, and the deadline to apply
is December 14th, 2012.
Each party who receives tickets
from our office will be given information
on how to pick up their tickets
at that time, and those people will
also be responsible for making their
own travel arrangements. Along with
the inauguration tickets, my website
offers help in scheduling tours of the
Capitol, the Bureau of Engraving
and Printing, Kennedy Center, Library
of Congress, Supreme Court,
State Department and White House.
There are lots of great activities to
do in Washington, D.C. and we’d be
happy to assist you in making vacation
plans.
Along with the normal tourist attractions,
there are a number of inauguration-related
event that do not
require tickets. For more information
on events not requiring tickets,
Iowans are encouraged to visit the
following website: http://inaugural.
senate.gov
Iowans are reminded that our lottery
is for tickets to the inauguration
ceremony only on January 21st.
Tickets to inaugural balls, parties,
and the inauguration parade are coordinated
by the Presidential Inauguration
Committee and the White
House.
Those are just examples I came up
with for opinions that could be in a
2 Cents Worth column. You’re probably
thinking those are pretty bad
examples, so I’m hoping you can
rescue me and put in good ones to
show the real purpose of it.
As far as the scope of your opinions,
that is pretty limitless I think.
After talking with my publisher,
Clint Poock, about starting up this
new column, he thought it sounded
like a good idea to give a chance.
My general idea was to start a 2
Cents Worth column in the newspaper
where anybody can e-mail us
their opinions. The reason? Well my
interest stems from a class I took in
high school, journalism 101. The
teacher really made learning fun
for me, and I think the whole class.
He thought outside the box, and we
didn’t even follow a textbook. Every
day I would look forward to the afternoon
class, wondering what interesting
activity was planned for the
day.
teacher brought in four speakers
and spread them around the room.
We, the students, then sat in the middle
of the room and he played a song
by the Flaming Lips that would start
at one speaker, go to the next and the
next, etc., changing the listening experience.
Later, he gave us a colorblind
test, as we found out he was
color blind. He showed us how he
saw certain colors like red and blue
in black and white, but others colors
like green the same way we do.
Of course another day in the
class, we tried to all come up with
our 2 cents worth. Our teacher had
brought in the Des Moines Register,
and to my surprise, showed us the
2 Cents Worth column. Though my
parents subscribed to the Register, I
had no idea what it was. However,
he explained to us that the Register
column was just people calling in
and giving their opinions on a certain
subject for the paper to publish.
Eventually we were challenged
to think of our 2 cents worth, and I
found it more challenging I thought
it would be. I thought and thought,
A few days later, the Register was
sitting on a desk with the 2 Cents
Worth column opened. A few kids
were calling in their 2 cents, so I
decided to share mine as well. You
would just leave a message and then
look for it in the paper. However,
I’m not quite sure if mine was published
or not.
So I just figured this may be a good
idea to get your opinions out there
without writing a letter to the editor,
and without even leaving your name.
You could put whereabouts your located,
your nickname, a greeting,
a word that describes what your 2
cents is, etc., to end it.
Below is the information of where
to e-mail your opinions to get in the
paper, along with a signature mark
for a byline in the above ways. For
example: I think Christmas lights are
so irritating because if one bulb goes
out on a strand, half the line shuts
off. –I need to buy LED lights
Clarksville 132-pound freshman Zach Sommerfelt stuns BCLUW-South Hardin senior Mac Simpson to
win by fall in 5 minutes, 48 seconds to help the Indians take the opening dual 42-36. (Kristi Nixon/Hampton
Chronicle)
Late heroics allows Clarksville to roll in quad
By Kristi Nixon
GREENE – Everything was on the
line for Clarksville in its opening
wrestling match against BCLUW.
The dual was tied at 36 apiece and
all that remained was the 152-pound
match.
And Indians’ senior Zach Bergman
was trailing Carter King 6-2
going into the second period. King
chose neutral to start the two-minute
period and Bergman responded by
taking King down, putting him to his
back and pinning him in 3 minutes,
12 seconds to give Clarksville the
42-36 opening victory.
From there, the Indians rolled,
posting a 51-21 win over Turkey
Valley and taking their finale 54-24
over rival North Butler in a quadrangular
hosted by the Bearcats on
Tuesday, Nov. 27.
But it took some doing along the
way.
“We took down their two big guns,
at 132, our freshman Zach Sommerfelt
and Zach Bergman took down
the King kid,” Clarksville head
coach Ben Lovrien said. “They are
studs. When Sommerfelt beat the
Simpson kid, I was very happy.
“There was a couple of matches,
being the first night I’d like to take
back, but overall I was very happy.”
Senior state qualifier Bryce Jacobs,
wrestling at 138, gave Clarksville
the lead for the first time at 36-33,
pinning Isaiah Ralston in 1:19.
Luke Asche went on to decision
Trevor Fenneman, 9-5, to tie the
match and set up the final.
“That was exciting,” Jacobs said.
“He was the one who got us the
win there to win it. I didn’t get to
see much of it because I was more
focusing on calming down after my
match.”
Coach Lovrien added, “It wasn’t
looking too promising and Zach
Bergman (came through). We lost
a few matches, Chase Capper lost,
you know, but you’ve got to hand
it to (our) 106-pounder, it was the
first time he ever wrestled. Taylor
Zmolek, he shows up, works
hard, never wrestled before and he
leaves tonight 3-0, he won (against
BCLUW) by default. It was just a
good night.”
Jacobs, ranked sixth at 138, had
one of the marquee match-ups of
the night, facing 10th-ranked John
Hageman of Turkey Valley in the
second round.
He led from the start on a takedown
and got a reversal to start the
second period, but gave up a reversal
late and got a stall warning.
“I knew he was a good kid, I mean,
I wrestled him a while back in elementary
and we both have been
battling,” Jacobs said. “I just set my
mind to it. I wasn’t going to let him
beat me.
“It’s the early season, making
weight and stuff. I’m not really in
my best condition yet, but yeah, he
gave me a go, that’s for sure.”
Jacobs added that Hageman talked
to him after the match and the Turkey
Valley wrestler may drop down
to 132 pounds, making a rematch between
the two unlikely.
“Hageman is a very tough wrestler
and he controlled him,” coach
Lovrien said. “I know maybe the
match was only by three points, but
it would have been … he wrestled to
win, but he could have beat him by
more.
“That kid’s a two-time state qualifier.
They’ve wrestled each other before
and usually Hageman gets him.
I’m very happy.”
Five Clarksville wrestlers went unbeaten
to start the season, including
Zmolek, Dustin Sommerfelt, Zach
Sommerfelt, Dalton Ciavarelli and
Jacobs.
“It really got me going,” Jacobs
said of his opening-season test.
“Definitely, it got me fired up for
the season with the first match and
stuff. He gave me that go and now
I’m ready to go.”
For coach Lovrien, it’s back to the
drawing board despite the 3-0 start.
“We’ve got to go back, obviously,
there are some things we need to
work on, but for the first night, I was
very happy,” he said.
these costs.
Present for the picture are the Clarksville Nursing Home Auxiliary officers; Gert Wilken, Geri Ruth, Vera Garbes, and Joan Bartlett. Those
