Context<br />
The High Level study tour has been designed for the participants to attend seminars, workshops and<br />
exchange views during training sessions on a wide range of topics on clean energy, including<br />
<strong>Europe</strong>an policies, research & development strategies and trends of clean energy sources. It covers<br />
renewable energies and energy efficiency as well as energy storage and transmission, carbon capture<br />
storage and latest technologies on oil exploitation and storage.<br />
The study tour features also a site visit of a carbon capture sequestration plant application in the Port<br />
of Rotterdam, the Netherlands, and visits to refurbished energy efficient/zero emission buildings in<br />
Brussels (the Renewable <strong>Energy</strong> House) and Szentendre (sister building of Sino-Italian Building at<br />
Tsinghua University in Beijing).<br />
Participants also attend to the launch event of the EC2 ‚<strong>Europe</strong>-<strong>China</strong> <strong>Clean</strong> <strong>Energy</strong> <strong>Centre</strong> ‚ project at<br />
the <strong>Europe</strong>an Parliament in Brussels and participate to the <strong>Europe</strong>an Sustainable <strong>Energy</strong> Week,<br />
<strong>Europe</strong>'s key event for a more sustainable energy future.<br />

9:00- 14:00hrs - Visit to the Regional Environmental Center for Central and Eastern <strong>Europe</strong> (REC)<br />
in Szentendre, Hungary<br />
What: The REC is an independent international organization working in various fields of<br />
sustainable development, bridging solutions and stakeholders of issues, among others climate<br />
change and clean energy in Central and Eastern <strong>Europe</strong> (CEE). The program will include a site<br />
visit on the way from Budapest to Szentendre, demonstrating an example how the energy<br />
efficiency was increased in residential housing. In the REC the main activities related to clean<br />
energy and climate change will be introduced with a special focus on Eco-Building Initiative and<br />
Innovative financing mechanism applicable for social housing sector. Last but not least the recently<br />
refurbished environmentally friendly Conference Center of the REC aiming for annual zero CO2<br />
emission will be introduced including applied technology and a tour in the building. The REC<br />
Conference Center was designed in Italy by ‚Architetture Sostenibili‛, the ‚sister building‛ of<br />
Sino-Italian Tsighua Environment and <strong>Energy</strong>-efficient Building at Tsinghua University in Beijing.<br />
Finally, the day will be ended by a cultural program visiting the downtown of Szentendre city<br />
famous for its old architecture and galleries.<br />

Getting around in Brussels<br />
It is easy to get around the Capital City of <strong>Europe</strong>. There is a well-developed public transport system. The city<br />
centre itself is compact so there are good walking trails to take when you are touring the city’s main<br />
attractions. To get around between major destinations you can use the public transport, taxis or trains. It is<br />
important to remember that Brussels is a bilingual city; all signage is written in French and Flemish. Please<br />
ask the reception of the NH Grand Place Arenberg hotel for a map of the city.<br />
Public Transportation<br />
The public transport system is made up of the metro (underground trains), buses and trams that cross the<br />
city. All of these services are operated by the same company STIB and therefore share the same ticketing<br />
system. This makes it easy to make transfers and to purchase tickets. Tickets can be bought from a large<br />
number of outlets including newsagents and some supermarkets, and are valid on all three services. It is<br />
cheaper to buy tickets from other outlets rather than from the driver. There is an automated service, Go,<br />
which can be found in every metro station. Ticket outlets, Kiosk and Bootik are found in some stations<br />
and offer season tickets, weekly tickets and travel passes. Please ask the reception of the NH Grand Place<br />
Arenberg hotel for the closest selling point.<br />

Whether<br />
It is a fact that Brussels rains a lot, but not monsoon-style rain, it is typically a light ‘spit’ most afternoons and<br />
evenings. A good fold-up umbrella in your travel bag during spring is enough to protect you.<br />
Food<br />
There is all kind of international restaurants in Brussels.<br />
The NH Grand Place Arenberg is close to the Brussels’s historic heart, the Grand Place where there are Cafe’s<br />
and Brasserie with Brussels-style cuisine and a large choice of menu (around Galerie de la Reine, Rue de<br />
Boucher, Galerie du Roi, Rue d’Arenberg).<br />
The NH Brussels City <strong>Centre</strong> is conveniently located right next to the prestigious Avenue Louise shopping<br />

Annex I: Site visit to the Port of Rotterdam<br />
The Rotterdam <strong>Energy</strong> port<br />
Oil and coal form the basis for an unparalleled cluster. But plenty of attention is also paid to new sources of<br />
energy - LNG and biomass – in the port. As Port of Rotterdam Authority, we aspire to provide even more<br />
opportunities for businesses. In this connection, we are creating plenty of extra space and facilities. At the same<br />
time, we are taking the lead when it comes to reducing CO2 emissions.<br />
Superior oil and coal cluster<br />
For decades now, Rotterdam has been the <strong>Europe</strong>an hub for incoming and outgoing trade in crude oil, oil<br />
products and coal. Even the very largest tankers and bulk carriers can sail in and out of the port unhindered 24<br />
hours a day. Specialized terminals guarantee the efficient transfer of cargo. Onward transport across the<br />
<strong>Europe</strong>an market is clean and safe, via pipeline, inland shipping and rail.<br />
<strong>Energy</strong> conversion<br />
Five ultramodern refineries in the port convert crude oil into a wide range of fuels. Rotterdam is also an<br />
important supplier of electricity. The power plants located in the port – based on coal, natural gas, total<br />
energy, wind and waste incineration – have a combined capacity of 3000 megawatt. New initiatives for plants<br />
fuelled by coal/biomass (2x) and natural gas (3x) will more than double the capacity in the short term.<br />
<strong>Centre</strong> for trade and distribution<br />
There are more than 20 independent tank storage companies in the port. In total, they provide almost million<br />
m³ of tank storage capacity. Thanks partly to this, Rotterdam is a prominent trade and distribution centre for<br />
bunker oil in particular.<br />
Plenty of space for energy-intensive industry<br />
The wide availability of fuels and electricity is an important precondition for energy-intensive industry. The<br />
port is home to a sizeable industrial cluster, which focuses on chemicals. Suppliers of industrial gases, etc. also<br />
form part of this cluster.<br />
New energy<br />
<strong>Europe</strong>an demand for natural gas is increasing fast. Imports and exports come together in the Netherlands.<br />
Rotterdam’s port business community is even among the bulk consumers. In response to these developments,<br />
the first LNG terminal (LNG = Liquid Natural Gas) will be opening in Rotterdam in 2011. In addition to<br />
natural gas, we want to attract other new, clean sources of energy to the port. Biomass is the main exponent<br />
here. Recently, <strong>Europe</strong> made it obligatory for petrol and diesel products to be mixed with biofuels such as<br />
bioethanol and biodiesel. Other forms of biomass (wood chippings and the like) are an attractive<br />
supplementary fuel for coal-fired power plants. A substantial number of companies in the port are already<br />
investing in transshipment and production capacity for biofuels. This often takes the form of co-siting, linking<br />
up with existing cargo terminals.<br />
Sustainable development comes first<br />
The future belongs only to a clean, sustainable port. As Port of Rotterdam Authority, we are leading the way<br />

when it comes to developing initiatives to enable companies to operate as energy-efficiently as possible, to<br />
make fossil energy ‘cleaner’, to tap into new sources of energy and drastically limit emissions of CO2. We are<br />
involved intensively with research and pilots for the underground storage of CO2. Rotterdam is hoping for a<br />
50% reduction in CO2 emissions by 2025.<br />
Your business partner<br />
We want to be an attractive business partner for companies operating in Rotterdam <strong>Energy</strong> Port. As Port<br />
Authority, we can offer a wealth of specialised knowledge and an extensive network. Our ambition is to<br />
strengthen the energy cluster in the port even further. We are doing this by creating an attractive business<br />
climate, with an emphasis on low costs, security of facilities, sustainability and modernisation. One of our<br />
main trump cards is Maasvlakte 2. The first sites on this 1000 hectare port expansion in the North Sea will<br />
become operational between 2012 and 2014. Clients of the energy port to will have plenty of room for<br />
sustainable growth here.<br />
The Rotterdam Storage and Capture Demonstration Project (ROAD)<br />
The ROAD project will receive a contribution from the State of a maximum € 150 million for the period<br />
2010-2020, for the investment phase and the demonstration phase of the project. This subsidy is in addition to<br />
the <strong>Europe</strong>an contribution of a maximum € 180 million for the investment phase of the project from the<br />
<strong>Europe</strong>an Economic Recovery Programme.<br />
First large-scale CCS demonstration project in <strong>Europe</strong><br />
ROAD is an initiative of energy companies E.ON and Electrabel Group GDF SUEZ. It is the first large-scale<br />
CCS demonstration project in the Netherlands to focus on developing and realizing the capture, transport and<br />
storage of CO2 at sea. CO2 will be captured at the E.ON coal-fired power plant , which is currently under<br />
construction, on the Maasvlakte in Rotterdam. The CO2 will be transported, by pipeline, to the P18-A<br />
Platform, some 20 kilometres off the coast. During the demonstration phase, it is expected that at least 4<br />
megatons of CO2 will be stored.<br />
Building up knowledge and experience<br />
The costs of capturing and storing CO2 (CCS) are currently still too high for this to be profitable.<br />
Developments in technology and increases in scale should bring down the costs. Storage projects make a<br />
direct contribution to reducing CO2 emissions. CCS is an important link in the transition towards sustainable<br />
energy management. Furthermore, the accelerated introduction of CCS in our country has the advantage that<br />
Dutch suppliers of technology and know-how can build up a lead in terms of knowledge and experience.<br />
According to expectations, CCS will develop into a cost-effective CO2-reducing measure which trade and<br />
industry will be able to apply without government support from 2020. The ROAD project will help to create<br />
the foundation for further, industry-wide application.<br />
