1. Call to Order<br />

Meeting called to order by Lynne Brockmeier at 9:02 AM.<br />

2. Introductions<br />

All in attendance were welcomed and self-introductions were given.<br />

3. Approval <strong>of</strong> Minutes: June 6, <strong>2012</strong><br />

Lynne entertained a motion for the approval <strong>of</strong> the June 6, <strong>2012</strong> minutes. Bob Therieau<br />

moved to carry the motion and David Leahy moved to second. All in attendance agreed and<br />

the minutes were approved.<br />

4. Annual Performance Review (APR)<br />

Copies <strong>of</strong> the following APRs were provided and briefly reviewed:<br />

a. City <strong>of</strong> <strong>Riverside</strong><br />

b. Family Services Association<br />

c. US Vets<br />

d. Lutheran <strong>Social</strong> Services<br />

Lynne explained that the reason for reviewing APRs prior to the organizations APR due date<br />

is so that any issues can be caught in advance. The group discussed that the amount <strong>of</strong><br />

“Missing Data” on the report for the City <strong>of</strong> <strong>Riverside</strong> and that there should be “Don’t Knows”<br />

or “Refused”, rather than the missing data. Felicia Folmar stated that this will be dealt with<br />

in a monitoring and explained that the City <strong>of</strong> <strong>Riverside</strong> has a lot <strong>of</strong> new staff. It was<br />

suggested that HMIS support set up a meeting with US Vets soon since they also have new<br />

staff.<br />

5. Continue ‘<strong>2012</strong> HEARTH Conference’ Planning<br />

a. Continue setup arrangement<br />

The group discussed the binder situation and David said he will be able to provide twohundred<br />

2-inch binders. The Interim Rule and Universal Data Elements will be<br />

included in the binders. David will also email Felicia materials for her to print out to add<br />

to the binders. Linda suggested providing a list <strong>of</strong> agencies that use HMIS. Felicia will<br />

provide lanyards with the name tags and Bob Therieau said that Martha’s Village &<br />

Kitchen will provide the paper plates.<br />

The group decided that they would like to have a round button pin for attendees to<br />

wear that says “Stop, don’t panic” and a ribbon that says “Ask me about HMIS” for<br />

those that currently use the HMIS system.<br />

b. Official Flyer for October 2 nd<br />

The Save the Date flyer was emailed out, but since everyone had not received it, Liz<br />

Calanche was going to re-send it out. The group decided to use the EFSP, CoC, and<br />

Housing Sub-committee listings as the email distribution lists for the conference flyer.<br />

Lynne will create the <strong>of</strong>ficial flyer, but said she needs to know if Bob DiGruccio will be<br />

attending.<br />

c. Event agenda<br />

The morning session will be for everyone, including the newer agencies that are not<br />

currently using HMIS. The afternoon session will be for the agencies currently using<br />

HMIS, and will discuss the upcoming changes. A Client Track representative will<br />

speak during the afternoon session. Linda Rogers suggested having Alex Apodaca<br />

show the information that you can get from the data that is entered into HMIS.<br />

Morning Session<br />

Main speaker (30 minutes) - The changing face <strong>of</strong> HEARTH<br />

Panel to review APRs (Limit to 1 hour) – Leonard Jarman, Carrie DeLaurie, Luke<br />

Robinson, Lynne Brockmeier, (Linda Rogers will speak for the beginning part <strong>of</strong><br />

discussion). Liz will ask Bill Riemer from the Corona-Norco Rescue Mission to<br />

speak, since they enter into HMIS but do not receive any funds.<br />

There was a small discussion on who should be the keynote speaker. Liz said she will<br />

check with Susan Larkin to find out if she asked Bob DiGruccio from HUD to speak at<br />

the conference. The group agreed that a TA representative, possibly Matt White,<br />

would also be an option if Bob was not available. Felicia explained that she is also in<br />

the process <strong>of</strong> making arrangements to have Client Track come out for four days.<br />

e. Resource Exhibit Fair Tables & Vendors – Registration Form<br />

David explained that he would like to set up information tables and have all <strong>of</strong> the<br />

agencies send in their materials ahead <strong>of</strong> time. His staff can set it all up so that when<br />

people are walking through at the conference, there will be information available on all<br />

the different programs. For the next Save the Date, Liz will request that if agencies<br />

plan to attend, that they bring their information to display. She will also ask that<br />

agencies bring their banners, as David said there will be space to put them up. Lynne<br />

will create the registration form, which will need to be turned in to ABC Recovery by<br />

mail or fax. David will provide Lynne with the information.<br />

f. Video/agency photos<br />

Lynne asked everyone to email her pictures <strong>of</strong> their agencies performing activities for<br />

her to put into a video format.<br />

g. HMIS Event Team for Oct. 2 nd<br />

Lynne asked whether the committee wanted an event team to get together to finalize<br />

some <strong>of</strong> the last specific details, or if they wanted to do it as a group. After a brief<br />

discussion, Lynne said that she will take care <strong>of</strong> it.<br />

6. National Conference on Ending Homelessness<br />

‘HUD HEARTH Continuum <strong>of</strong> Care Program Recap’<br />

David gave a brief recap <strong>of</strong> the conference in Washington, D.C. He said that it was made<br />

clear that HUD is not getting any more money, but they are not getting cut either. Their<br />

hope is that the coordinated assessment will help us learn what the needs in our county are,<br />

which will help us to develop a plan on how the money can be better spent. They also<br />

stressed the importance <strong>of</strong> the Continuum <strong>of</strong> Care and the Steering Committee, as they will<br />

be critical for the funds that go to a particular county. Lynne explained that this committee<br />

has tried to stay ahead <strong>of</strong> all the coming changes.<br />

HUD released the final ruling and Liz <strong>of</strong>fered to send it out to everyone today. HUD is<br />

looking at shifting the focus <strong>of</strong> how the CoC functions. There was a brief discussion<br />

regarding HUD wanting each continuum, within four years, to develop a coordinated intake<br />

process. Felicia discussed a veteran’s grant that US Vets received and that coordination is<br />

needed so that veterans are being assisted by the organizations that have received those<br />

funds. She has been working on a matrix for our CoC to help identify where the funds are<br />

being distributed. She said that she believes that HUD will give us some time to get the<br />

standards in place.<br />

Some <strong>of</strong> the main points <strong>of</strong> the conference were:<br />

With permanent housing, leasing costs can now be rental assistance and the grants<br />

are now 25 percent match (the match can be across the entire grant)<br />

With transitional housing, they are cutting the time down and viewing it as purely<br />

transitional.<br />

A handout was provided that displayed the Priority Participation in HMIS and a brief<br />

discussion followed. Felicia explained that once the funding matrix is complete, she will give<br />

to Liz to distribute to everyone.<br />

7. Next Steps:<br />

Lynne will create the conference flyer and registration form<br />

David will purchase binders for conference<br />

David will email Felicia the materials to be printed and added to binders<br />

Felicia will send out a current copy <strong>of</strong> the Policies & Procedures<br />

8. Announcements:<br />

Lynne announced that two programs, ABC Recovery and Dept. <strong>of</strong> Mental Health, were<br />

approved for funding for the 2011 Continuum application and have received their letters for<br />

permanent housing funding.<br />

Lynne announced that the EFSP funding is very close to being released.<br />

9. Next Meeting:<br />

The next HMIS meeting is scheduled for Wed., September 5, <strong>2012</strong> – same location.<br />
