Message From the President<br />

Seasons Greetings !!<br />

It gives me great pleasure to welcome you all to the year 2011, as the new<br />

President of the SLA <strong>Asian</strong> chapter. Year 2010 was very momentous one,<br />

full of activities and generated lot of interest and curiosity. The past<br />

President Ms Kyoko Sato and her team did their best to keep the chapter<br />

alive and kicking. ICoASL 2011, happening in Tokyo during Feb 2011 is a<br />

turning point, as its moving out of India, thanks to Japan SLA. I only hope<br />

this conference and other events will go to all participating countries, thus making the<br />

<strong>Chapter</strong> truly <strong>Asian</strong> !!<br />

During 2011, we would like to have 'more members', 'more communication, 'more events'<br />

and 'more learning and sharing'. I hereby call upon all the existing members to attract<br />

more professionals into our fold so that <strong>Asian</strong> chapter becomes a force to recon with,<br />

globally. SLA being a 'not- for- profit' <strong>org</strong>anization, provides lot of scope for development<br />

of the community and throws up few challenges.<br />

The chapter in collaboration with Business and Finance Division and few sponsors have<br />

been able to promote three awards whereby the winners will be assisted to travel and<br />

attend the SLA annual conference at Philadelphia, USA, during June 2011. More details are<br />

available in the following pages and also in the chapter portal. I invite all members to make<br />

use of these opportunities. In this connection, many other chapters and divisions have<br />

announced several awards.<br />

Beginning next year, the selection of the chapter board will be more streamlined as we plan<br />

to constitute new ' Nomination committee', which will draft guidelines and deploy the<br />

same for the board of 2012. We also plan to bring in more method and procedures in our<br />

activities to increase transparency, accountability and buy-in from members.<br />

Please join me in wishing the very best for the Board of 2011 and also come out with your<br />

ideas and suggestions to take this chapter to newer heights.<br />

I am sure that many of us have considered the possibility of<br />

travelling to places such as India, but there always seem to<br />

be many challenges to actually going. These can include the<br />

issues we face in learning about different cultures and also<br />

the 16-20 hour flight to get there.<br />

The <strong>Libraries</strong> and Information Services in Astronomy<br />

Conferences (LISA) are held every four years, each in a<br />

different country. They are quite small, usually about 100<br />

delegates, and concentrate on issues pertinent to the<br />

astronomical community and specialised scientific research<br />

communities. This international community is very<br />

cooperative and although meetings are four years apart,<br />

they are seen as an opportunity for colleagues to put faces to<br />

the names with whom they interact regularly via web and<br />

internet services.<br />

In early December 2009, the LISA Organising Committee<br />

advised that it would like to honour a group of librarians<br />

considered to be the LISA mentors, for their unique services<br />

rendered by their dedication to the profession and which<br />

need to be emulated by the new generation of librarians.<br />

Four librarians from the USA, six librarians from India and<br />

two former astronomy librarians from Australia, Robyn<br />

Shobbrook and I, were to be honoured at this ceremony. The<br />

felicitation ceremony was a very moving experience for us<br />

all.<br />

The conference proceedings will be published in due course<br />

as part of the Astronomical Society of the Pacific Conference<br />

Series.<br />

The LISA VI was to held from 14-17 February 2010 at the<br />

International University Campus of Astronomy and<br />

Astrophysics (IUCAA), based within the University of Pune<br />

Campus. Pune University is referred to as the Oxford of the<br />

East.<br />

Three years ago at the SLA Annual Conference 2006, I<br />

shared a room with two SLA members from Pune, Meera<br />

Gaikaiwari and Pradnya Joshi and the LISA Conference<br />

offer the opportunity to meet with them again. Meera<br />

suggested I present a seminar to the local library community<br />

prior to the LISA Conference. This seminar was attended by<br />

a group of about 30 people and included students, library<br />

professionals and IT professionals. My topic was based on<br />

my past work, Ontologies, Thesauri and metadata standards<br />

as resource discovery tools. Meera and the current <strong>Asian</strong><br />

<strong>Chapter</strong> Secretary, then arranged for us to meet for dinner<br />

which was very pleasant.<br />

Notes on a recent trip to India<br />

As the International Conference on Digital <strong>Libraries</strong> (ICDL)<br />

was to be held shortly after, February 23-27, I decided that<br />

this was an opportunity not to be missed. ICDL is also held<br />

every 4 years and the chief <strong>org</strong>aniser is Dr Debal Kar, a noted<br />

SLA <strong>Asian</strong> <strong>Chapter</strong> representative and former <strong>Asian</strong><br />

<strong>Chapter</strong> President. SLA was a co-sponsor of the event and<br />

arranged for the SLA President, Anne Caputo, to be a<br />

keynote speaker. There were over 600 delegates from 40<br />

countries with many of the keynote speakers were from<br />

Europe, and one from Australia. A gathering for SLA<br />

members was held on the last evening of the conference and<br />

was great to meet these local members and see their<br />

enthusiasm for our profession and our association.<br />

ICDL breakfast sessions were held each morning for a group<br />

of about 15 delegates. These three sessions covered the<br />

topics of standards, multilingual issues in the digital world<br />

and copyright. Six speakers were given up to 10 minutes to<br />

put forward their view and this included time for questions.<br />

It was a very interesting method of brainstorming, and we<br />

came away enlightened from the discussions.<br />

Three items in particular from these sessions highlighted<br />

differences between Western countries and India:<br />

• Whereas newspapers are in decline in the West, this is<br />

not the case in India. We were advised that about 20 new<br />

titles have appeared in the last five years and<br />

newspapers are still considered a very important media<br />

here.<br />

• India is a multilingual country. There are 22 official<br />

languages and hundreds of dialects - some of which do<br />

not have a written form; Hindi is taught throughout<br />

India and declared by their Constitution as the official<br />

language. English however, is the language of business.<br />

In effect, most people speak at least three languages –<br />

their traditional regional language, Hindi and English.<br />

• Power outages and brown-outs happen often, so most<br />

businesses and institutions have generators that cut-in<br />

automatically. Institutions and large businesses do rely<br />

on the internet, but this can be slow and unreliable,<br />

because of connectivity problems. There is then an issue<br />

regarding the integrity of digital resources that was<br />

highlighted at ICDL. It was also emphasised that<br />

microfilms are still the only stable and reliable<br />

preservation format. It is very easy to digitise resources<br />

and not consider the issues of long-term access. It is our<br />

responsibility to ensure that polices and resources are in<br />

place for the preservation services required to support<br />

our collections.<br />

As this was my first trip to India, I decided to take advantage<br />

of the opportunity and travel more widely accompanied by<br />

my spouse.<br />

We spent the days between the two conferences travelling.<br />

Time was short which meant that we were changing cities<br />

almost daily for a week, and there was just so much to see!<br />

Some of our highlights for this part of the trip included:<br />

• an overnight stay at a hill station south of Pune at<br />

Mahabaleshwar;<br />

• visiting Ghandi's ashram in Ahmedabad and an<br />

amazing stepwell, and then having time with a colleague<br />

and her family; flying to Jaipur to begin the trip referred<br />

to as the Indian Golden Triangle of Jaipur, Agra (and the<br />

Taj Mahal) and Delhi; and the ICDL conference in New<br />

Delhi<br />

The intensity caused by the density of every aspect of India<br />

hits you. The density of population – both human and<br />

animal; the traffic noise and congestion; the extremes of<br />

beauty of the artistry in the buildings and artifacts and the<br />

immense wealth compared to the poverty of many. But<br />

colour is celebrated and most of the huge number and<br />

variety of trucks and other vehicles are very colourfully<br />

decorated.<br />

Because the last two monsoons in India have been poor the<br />

country was in drought. The south of the country especially<br />

was dry and dusty. However, the Golden Triangle 's wide<br />

plains of very fertile soil support crops of wheat, corn, sugar<br />

cane, and potatoes which were all very green.<br />

After Delhi we travelled south to Bangalore where Dr<br />

Christina Birdie had arranged for us to stay at the Indian<br />

Institute of Astrophysics. She is the librarian at this institute<br />

and highly regarded for her work. In the Institute's library<br />

one air-conditioned room has been set aside for rare<br />

materials and a few instruments. The difficulty of preserving<br />

these items is immense and many other institutions are still<br />

grappling with how they may manage.<br />

I was invited by TCS to attend the <strong>Special</strong> <strong>Libraries</strong><br />

<strong>Association</strong> (SLA), USA Annual Conference to<br />

receive an international award at their Annual<br />

Conference and Info Expo held at New Orleans<br />

during 13th to 16th June. I was selected for the<br />

award because I had won a contest for the best<br />

write-up on "The greatest challenge facing the<br />

information profession in developing countries<br />

and what skills must the new business information<br />

professional possess".<br />

The Indian middle class now numbers some 90 million<br />

people. Education is therefore very competitive, and school<br />

children that we met all realised the importance of excellent<br />

results. A high proportion of the professionals we met are<br />

continuing their study or have a PhD.<br />

At Pune University and especially at IUCAA, a large number<br />

of the research community had relatives studying in<br />

England, the USA or Australia.<br />

My connections in India meant that we were able to hear<br />

more personal stories of how people live and learn about<br />

Indian culture. It seems that the lifestyle for professionals is<br />

similar in all countries.<br />

We were away for a month. Our overall impressions were of:<br />

That things happen in 'Indian time', though the transport we<br />

used was on time for us;<br />

As labour is cheap and it is better to employ many people<br />

rather than using mechanised methods.<br />

Security is paramount, but we felt safe at all times; and<br />

Regulations and standards on OHS issues vary greatly from<br />

place to place.<br />

I would like to extend my heartfelt thanks to all those that<br />

made this trip an amazing insight into life in India for<br />

Patrick and I. This trip would not have been possible without<br />

the support of the LISA VI Conference and especially its<br />

Organising Committee.<br />

I would like to thank those colleagues who took special time<br />

and care to introduce us to their families, their lifestyles and<br />

their culture and food. Some of these people had not met me<br />

previously, and so their generosity was doubled. These<br />

include Meera Gaikaiwari and Pradnya Yogesh in Pune,<br />

Nishtha Anilkumar in Ahmedabad, Christina Birdie and<br />

Geetha Sheshadri in Bangalore. I look forward to continuing<br />

these friendships in the future.<br />

Building User Trust: The Key to <strong>Special</strong> <strong>Libraries</strong> Renaissance in the Digital Era<br />

“International conference of <strong>Asian</strong> <strong>Special</strong><br />

<strong>Libraries</strong> (ICoASL 2011)” in association with<br />

Japan <strong>Special</strong> <strong>Libraries</strong> <strong>Association</strong> during 10-12<br />

February 2011 in Tokyo, Japan at United Nations<br />

University, Shibuya, Tokyo, Japan. The first ICoASL<br />

was successfully <strong>org</strong>anized in New Delhi, India<br />

during 25-28 November 2008 and about 400<br />

participants from more than 20 countries attended<br />

the same.<br />

The principal objective of ICoASL is to provide a<br />

platform for exchange of knowledge and skills<br />

relevant to Information Professionals in Asia with a<br />

global perspective.<br />

This Conference is expected to attract more than 400<br />

participants from Japan, India, China, Taiwan, Asia,<br />

U.S. and the globe. You are invited to attend the<br />

place special focus on user services that must be<br />

developed, strengthened, and re-engineered to build<br />

user trust in the value and importance of special<br />

libraries as primary resources for reference and<br />

Early Career Award 2011 (Business & Finance<br />

The Award is given to a budding Library and<br />

Information Science (LIS) professional or to a<br />

student currently enrolled in an <strong>Asian</strong> graduate-level<br />

programme in the LIS field. The purpose of the award<br />

is to provide an opportunity for an <strong>Asian</strong> library<br />

professional to attend the annual <strong>Special</strong> <strong>Libraries</strong><br />

<strong>Association</strong> (SLA) conference. The award will cover<br />

conference registration, lodging and airfare, up to<br />

but not exceeding US $2,000 for the SLA annual<br />

conference which will be held in Philadelphia, USA,<br />

June 12-15, 2011.<br />

ELIGIBILITY / CRITERIA<br />

1. Be a current SLA member of the <strong>Asian</strong> <strong>Chapter</strong> & of<br />

the Business and Finance Division as of 1st March<br />

2011.<br />

2. The professional must have worked in the field for<br />

5 years or less or currently be enrolled in an <strong>Asian</strong><br />

graduate-level programme in the LIS field.<br />

3. Candidate should reside or work in Asia and be<br />

working currently in a Library, Information<br />

Centre, or other information handling capacity or<br />

be enrolled in a Graduate level LIS programme.<br />

SLA <strong>Asian</strong> Librarian Award 2011 (Sponsored<br />

The Award will be presented to a librarian working in<br />

Asia in a field related to Computer Science, Science &<br />

Technology or Engineering. The purpose of the<br />

award is to provide an opportunity for an <strong>Asian</strong><br />

librarian to attend the annual <strong>Special</strong> <strong>Libraries</strong><br />

<strong>Association</strong> (SLA) conference. The award will cover<br />

conference registration, lodging and airfare, up to,<br />

but not exceeding US $2,000. The SLA annual<br />

conference will be held in Philadelphia, USA, June<br />

12-15, 2011.<br />

The award will be presented to a library &<br />

information professional working in India and the<br />

Sub-continent. The purpose of the award is to<br />

provide an opportunity for the professional to attend<br />

the annual <strong>Special</strong> <strong>Libraries</strong> <strong>Association</strong> (SLA)<br />

conference. The award will cover conference<br />

registration, lodging and airfare, up to but not<br />

exceeding Rs. 75000 (US$1500). This year's SLA<br />

annual conference will be held in Philadelphia, USA,<br />

June 12-15, 2011.<br />

withheld the award and its decision will be final.<br />

Write an essay on the topic given for each award not<br />

more than 750 words and include a current resume<br />

and relevant materials as outlined in the criteria for<br />

1 March 2011 (all applicants must have joined the<br />

SLA <strong>Asian</strong> <strong>Chapter</strong> by 1 March 2011). Essays will be<br />

SLA <strong>Asian</strong> Professional Award 2010:<br />

An Experience of a Winner<br />

At the outset, I am glad to express my gratitude to the<br />

Chair-Award Committee, all members, President, SLA<br />

Asia <strong>Chapter</strong>, Jury of the Award for considering my<br />

name for the award. The sponsorer M/S Balani<br />

Infotech, IGroup, as well as <strong>Asian</strong> <strong>Chapter</strong> deserve<br />

deep appreciation as without their active support it<br />

would not have been materialized to attend the<br />

Conference. Primarily, the award has provided me an<br />

opportunity to attend SLA Annual Conference and<br />

INFO - EXPO at New Orleans, U.S.A during 13-16th<br />

June 2010.<br />

I utilized this opportunity to develop and renew my<br />

professional relations with library and information<br />

professionals from around the world through<br />

participation in the technical sessions, registration,<br />

inaugural and valedictory functions, visiting INFO-<br />

EXPO. I met all SLA leaders at one place and heard all<br />

candidates for SLA Board of Directors competing for<br />

the election. I attended SLA Opening General Session<br />

and Awards Presentation on 13th June 2010 and heard<br />

keynote speakers James Carville and Mary Matalin. In<br />

addition to this, I also delivered an invited talk on<br />

Quality Assurance for Stakeholders through ISO<br />

9001:2008 Standard : A Doorway for <strong>Asian</strong> <strong>Libraries</strong>.<br />

This opportunity also strengthened my relations with<br />

Indian professionals who attended the same.<br />

Outstanding Achievement in<br />

Business Librarianship Award<br />

Business & Finance Division of the <strong>Special</strong> <strong>Libraries</strong><br />

<strong>Association</strong> (SLA) proudly announced Sushma Arora<br />

as the recipient of the 2010 Outstanding<br />

Achievement in Business Librarianship Award,<br />

sponsored by BNA, Inc. in the SLA Annual<br />

Conference 2010 at New Orleans, Louisiana, U.S.A.<br />

Sushma Arora's initiative, business acumen and<br />

tenacity have raised awareness of the critical role that<br />

librarians serve at Tata Consultancy Services.<br />

Her work transforming the delivery of library<br />

services towards an embedded model at her branch is<br />

exemplary. As a result of Sushma's efforts, librarians<br />

-- now referred to as "domain information service<br />

providers" -- are happier with the nature of their<br />

work, and the company understands the value that<br />

librarians bring to the table as "integral team<br />

members for the business groups."<br />

By redefining position descriptions and work<br />

initiatives, Ms. Arora more clearly aligned her team<br />

to the <strong>org</strong>anization's goals. The <strong>org</strong>anization<br />

recognized the role of information professionals in<br />

the success of the <strong>org</strong>anization. This transformation<br />

in the perception of librarians demonstrates the<br />

potential for all information professionals to prove<br />

their value in their <strong>org</strong>anizations.<br />

National Seminar on<br />

"Re-engineering the Information Profession<br />

<strong>org</strong>anized by SLA <strong>Asian</strong> <strong>Chapter</strong> and Ajay Kumar Garg<br />

A National Seminar on "Re-engineering the<br />

Information Profession for the Emerging<br />

Knowledge Society" was held on Saturday, 20<br />

November 2010 at Ajay Kumar Garg Engineering<br />

College, Ghaziabad.<br />

The National Seminar was divided into four sessions,<br />

which consists of the Inaugural Session, Technical<br />

Session I, Technical Session II and Valedictory<br />

Session. About 150 delegates (Library and<br />

Information Science Professionals) from Ghaziabad,<br />

Noida, Delhi, Kanpur, Aligarh, Janshi, Meerut,<br />

Modinagar and many other cities in India<br />

participated in this Seminar. The following<br />

distinguished persons delivered talks on the theme of<br />

the seminar.<br />

My SLA Experience at New Orleans, USA<br />

Background<br />

<strong>Special</strong> <strong>Libraries</strong> <strong>Association</strong> (SLA), USA <strong>org</strong>anizes an<br />

annual conference each year in different states of America<br />

and has done so since 1909. This year the conference was<br />

<strong>org</strong>anized at one of the most beautiful and serene states -<br />

New Orleans. It is a life-time achievement and a great<br />

opportunity for library and information science<br />

professionals to attend this wonderful, scintillating<br />

conference. SLA's corporate logo is “Connecting People<br />

and Information”. In every sense the logo is true because it<br />

gives an ample opportunity for information professionals<br />

to acquire knowledge, expertise, and valuable skills by<br />

learning from the experiences of others. Attendance at this<br />

conference has nurtured my experiences and thoughts<br />

which have been reshuffled several times through<br />

discussion with renowned experts in the field of Library<br />

and Information Science, and Knowledge Management<br />

Professionals. I am now connected to several experts and<br />

leading information professionals. This was my first visit<br />

to the US and attendance at the SLA conference at New<br />

Orleans. I would like to extend my personal thanks to the<br />

Science and Technology Division for providing such<br />

excellent hospitality. All the newcomers of the Science and<br />

Technology Division were invited to a lavish lunch in one<br />

of the renowned French quarter restaurants in New<br />

Orleans.<br />

most prestigious Bonnie-Hilditch International<br />

Librarian Award. Further thanks go to them for also<br />

sponsoring and giving me a chance to attend New<br />

Orleans. I am also thankful and indebted to the Chair,<br />

of the Sci-Tech Division and Award Chair for<br />

selecting and conferring me with this award. I feel<br />

very proud to receive this award. This conference<br />

brings honour to my <strong>org</strong>anisation TERI, who I am<br />

representing. I had the opportunity getting to know<br />

all the Science Library and Information Professionals<br />

and I enjoyed being able to network with them. It was<br />

an excellent platform where we could meet and<br />

exchange ideas amongst our peers.<br />

The science and technology division is a very special<br />

group of information professionals in the field of<br />

science and technology. I attended its breakfast<br />

session and I am very impressed with the<br />

professionals of this division. It was great learning<br />

experience for me.<br />

Many of us come across many situations/challenges<br />

in our professional life and some of these challenges<br />

are really tough and some times we find out some<br />

creative solutions for same. Some of these are<br />

situations / problems can be arrive at other libraries<br />

too and there could be alternate solutions for same.<br />

If professionals who have implemented or followed<br />

some innovative way /methodology which turned out<br />

to be a big success then its worth sharing with others<br />

too. Others can deploy similar approach for<br />

situations at their end or can think in similar<br />

direction for other problems.<br />

Some times there is need to do some experiments<br />

about which we may have some apprehensions but it<br />

turn out to be very productive in long run (may be<br />

after some fine tuning) Sharing such SUCCESS<br />

STORIES / experiences, small initiatives / problem<br />

solving approach /methods etc (* which resulted in<br />

well established processes*) can be shared with<br />

others.<br />

The <strong>Asian</strong> <strong>Chapter</strong> has awarded three professions from Asia to attend the 2010 SLA Annual Conference in New<br />

Orleans. <strong>Asian</strong> <strong>Chapter</strong> has received many applications from well-qualified applicants this year. The most difficult<br />

part for the award committee is the realization that the chapter have a limited number of awards to offer and<br />

aspirants are more. All the awardees attended 2010 SLA conference in New Orleans, LA, USA.<br />

2. Winner of SLA <strong>Asian</strong> Professional Award<br />
